LADY MEMBER OF NOTORIOUS ‘MUNNA JAMANTI’ GANG INVOLVED IN
PROVIDING FAKE SURETY TO HARD CORE CRIMINALS AND OPERTING FROM
TIHAR JAILARRESTED
Staff of AATS, South District has arrested one lady member of notorious
‘MunnaJamanti Gang’, operating from Tihar Jail and involved in fake surety racket. The
members of this gang are assisting hard core criminals by providing them fake surety
so that there is no need to attend courts once they are released on bail by furnishing
fake surety bond. Accused Nirmala Devi @Salma @Kanta(aged 30 years)w/o Nand
Kishore R/o H.No.L-2/45, Block L-2, Shastri Nagar, Delhi was also wanted in several
such cases of fake surety registered in Delhi.
TEAM, INCIDENT & ARREST :
It has been noticed that some organized fake surety rackets are operating in
various courts of Delhi by providing fake surety to hard core criminals so that they do
not need to appear in the courts during the trial of criminal case. These hard core
criminals never attend courts once they are released on fake surety bond and most of
them are declared Proclaimed Offendersby the courts. They are moving freely and
again indulge in the same criminal activities which is very dangerous for
criminal justice system. Some of such cases were reported at Tis Hazari Court, Saket
Court and Rohini Court, etc. and some criminal cases were also got registered by the
concerned courts.
The staff of AATS/SD was also assigned the job to arrest those criminals who are
wanted and moving freely despite court orders so that they could be dealt as per law.
The above modus operandi came in to notice and a team of Anti Auto Theft Squad,
South District consisting of S.I. Balihar Singh, HC ArvindKumar, HC Sukhvinder, HC
Parmod, Ct. Ajay Tokas, Ct.Balram , Ct.Sandeep, Ct. Amit , Ct (Dvr.) Naresh and W/Ct.
Reeta, headed by Inspector HiraLal, I/C AATS and under the overall supervision of
Sh.Kulwant Singh, ACP/Operations was formed to further develop the information about
such criminals and to apprehend them. The team visited various courts and developed
intelligence regarding the persons who could be involved in such type of rackets and
deployed sources for their apprehension.
The hard work of team bore results and on 24.02.12, specific information was
received that a lady namely Nirmala Devi is an active member of fake surety racket and
assisting hard core criminals by appearing as fake surety with forged documents by
different names like “Kanta” and “Salma” in various courts of Delhi. On the basis of this
information, the lady mentioned above was nabbed on 24.02.12 at about 09.40 A.M
while she was striking a deal with a new client outside the Saket court complex. During
her search, fake documents in the names of “Kanta’ and “Salma”, some
letters/instructions regarding functioning of fake surety racket written by Manoj @
Munna lodged in Tihar Jail were also recovered from her possession. She confessed that
she is an active member of ‘MunnaJamanti Gang’ and she is involved in the fake surety
racket and had appeared in the past as fake surety with forged documents in various
courts at Tis Hazari, Karkardooma and Saket courts. Accordingly, a case vide FIR No.65
dated 24.02.12 U/s 193/196/197/205/465/468/471 IPC was got registered at P.S.Saket
and further investigation was taken up.
INTERROGATION / MODUS OPERANDI :
During interrogation, it revealed that she is an active member of ‘MunnaJamanti’
gang whose members are active in various courts of Delhi and arranging fake surety for
the hard core criminals. In 2008, she started working as ‘Munshi’ of a leading advocate
at Tis Hazari Court where she came in contact with another ‘Munshi’ Manoj @Munna
who was involved in this racket along withRam Avtar @ Hari Chand @ Ramu, Pawan
Bengali, Manmeet Singh and some ill-reputed advocates. She also joined this gang and
her two fake identities in the names of ‘Kanta’ r/o Patel Nagar and ‘Salma’ r/oHari
Nagar Ashram were created. The fake ID cards in the names of ‘Kanta’ and ‘Salma’
working as Ward Aya at Hindu Rao Hospital, Delhi, pay slips and voter ID cards etc.
were prepared. The two different forged identities of ‘Kanta’ and ‘Salma’ were
created so that there will be no difficulty to appear as fake surety for criminals
of both the religions.
Pawan Bengali who is now in Tihar Jail in fake surety offences used residential
address of accused Nirmala Devi and created a fake identity as Vijay Bansal R/o L-2/45,
Shastri Nagar, Delhi which was used in FIR No.349/10 PS HauzKhas, Delhi and many
other cases at Rohini,Tis Hazari and Saket courts. This fake identity was deliberately
created at the actual residential address of accused Nirmala Devi so that she may also
satisfy the police officer, if he comes for verification. The gang is headed by Manoj @
Munna S/o Nathu Ram R/o 3052, GaliMandirWali, AryaPura, SubziMandi, Delhi
who has previous involvement in 16 cases and presently lodged in Tihar Jail
from where he is operating this gang. She used to visit him at Tihar Jail every
Tuesday and Thursday to take instructions from him. She has confessed that she had
given fake sureties in more than 100 cases in various courts of Delhi and also in
Ghaziabad(UP) etc. So far 6 cases have been identified wherein accused had provided
fake sureties to get the criminals released on bail:

4. FIR No.13/11 U/s379/411/34 IPC PS Lodhi colony in which she appeared as Kanta at
Saket court.
5. FIR No.226/11U/s381/411IPC PS JagatPuri in which she appeared as Salma at
Karkardooma court.
6. FIR No.246/10 U/s 356/411 IPC PS Safdarjung Enclave, Delhi in which she appeared as
Salma at Saket court.
The records of various courts in Delhi and Ghaziabad are being checked to find out the
other cases in which she had appeared as a fake surety. The concerned courts will be
informed to cancel bails in such cases and the accused persons will be arrested. Manoj @
Munna will be brought on production warrant to find out all the other persons involved in the
whole racket. The roles of advocates in each case will also be investigated and if any lapse is
found then legal action will be taken. The investigation is in progress.
PROFILE OF ACCUSED :
Nirmala Devi @Salma@Kanta was born in the year of 1982 at village
KalenderGarhi, Khurja, District Bullandshahr,U.P. She is a school dropout. His father was
teacher in village school. She was married in 1995 and then shifted to Delhi. Her husband is
doing book binding and she has one son and one daughter from this marriage. In 2008, she
started working as “Munshi” with a lawyer at Tis Hazari Court where she came in contact
with Manoj @ Munna who was indulged in the fake surety racket and she also joined his
gang. She is involved in this racket since last 4-5 years.She is also wanted in case FIR
No.401/11 U/s 465/468/471 IPC PS Farsh Bazar and FIR No.189/11 U/s 465/468/471 IPC
PS Saket, Delhi.

Two persons involved in the murder of Property dealer whom they abducted from
Karawal Nagar, Delhi and strangulated and dumped the body in the well in the area of
Gulahawati, UP arrested.
INTRODUCTION:
With the arrest of two persons namely i) Rinku @ Harinder Singh s/o Jagbir Singh r/o B.9, Phase –
III, shiv vihar, Karawal Nagar; and ii) Vikash @Vicky, aged 24 years s/o Suresh Singh r/o Gali No. 6, West Karawal
Nagar Extn. Delhi, the South District police has solved a blind case of abduction of a property dealer who had been
taken in the area of P.S. Gulahawati and killed with strangulation and dumped the body in a deserted well in
village Kulli Bhatona.
INCIDENT:
On 26.5.2010 Smt. Laxmi w/o Bhojraj r/o A-256, Gali No. 2/4, Ambika Vihar, Karawal Nagar reported that
his son Ajay @ Ajju, a property dealer has been missing since last night. The missing was lodged at police station
Karawal Nagar. Later, after about two months, she further suspected some mishappening in the disappearance of
his son and lodged a formal abduction report in the police station Karawal Nagar on which a case of abduction was
registered vide FIR NO. 188 dated 26.7.2010 u/s 365 IPC.
TEAM, INVESTIGATION & ARREST:
Seeing the gravity of the case in which a property dealer was reported to have mysteriously disappeared
from the area, the team of police station Saket consisting of S.I. Prosun, HCs Satender, Vinod, Tara Chand, Ajeet,
Asgar, Consts. Kaushlender and Umesh under the supervision of Inspr. Rajender Singh, SHO/Saket and Sh. Manishi
Chandra, ACP/Hauz Khas was formed to solve the case. The team developed intelligence and found that Karan@
Pehalwan, a desperate robber of the area having some dispute with the abducted Ajay @ Ajju while dealing in
property business and had indulged in brawl with him some time ago may be behind with him and some other
criminal elements at the behest of Karan @ Chotu Pehalwan may kill him. The intelligence was developed further
and it was also found that the abducted person used to give some inputs about the movements of criminals
activities of Karan @ Chotu and passed these information to the police which led to the arrest of members of
these gangs. The members of this gang conspired together and decided to eliminate Ajay @ Ajju. The police team
developed intelligence and detained two persons namely Rinku and Vicky from Karawal Nagar area early morning
today. The sustained interrogation revealed that the gang of four persons took the abducted person in their Alto
Car and after strangulating him dumped his body in a well in Gulawati area. The team reached there where the
body had allegedly been thrown was identified at the instance of arrested accused persons. The local police had
recovered the dead body on 31.5.2010 from the well and proceedings u/s 174 Cr. P.C. was carried out. Both the
accused persons have been arrested u/s 41.1 Cr.P.C. and both P.S. Karawal Nagar and P.S. Gulawati were informed
regarding their arrest.
INTERROGATION:
On sustained interrogation both the accused persons have disclosed that namely Rinku resident of Shiv
vihar, Vicky resident of Karawal Nagar, Upender resident of Modi Nagar and Vinod of Karawal Nagar used one Alto
car and took Ajay @ Ajju, the abducted person alongwith, to Gulawati area, consumed alcohol and strangulated
him in the vehicle and dumped his body in a dried well located in villaged Kulli Bhatona, Gulahwati, Bulandshahr.
The persons had been abducted on 26.5.10 from Karawal Nagar and his body was recovered from the well by local
police of Gulawati on 31.5.10 and post mortem got done by the surgeon. The body so far remained unidentified.
Vicky and Vinod, two persons involved in this incident are real brother and their third brother Karan @ Chotu
Pehalwan, a desperate robber of Delhi who suspected that Ajay @ Ajju passed information to the police regarding
his nefarious activities, conspired his murder with his brothers. In order to make an alibi for himself he went to jail
against a warrant so that police does not suspect his involvement. The vehicle Alto which had been used in the
commission of crime is also owned by the family of Karan @ Chotu. Karan had recently been arrested last year in
the robbery case of Rs. 7 lacs registered at P.S. Jagat Puri by Saket police station team and recently came out on
bail but again indulged in a extortion case recently registered at P.S. Karawal Nagar in which he is presently
absconding and avoiding his arrest.
PROFILE:
Rinku @ Harinder Singh is a law student in Doon College and studying in 2nd year. Vicky, his
associate passed 6th standard and had been involved with Karan @ Chotu in other criminal activities.
Vinod and Upender are still absconding. The concerned police has been informed regarding his arrest so
that further investigation of abduction/murder can be carried out.

THREE ACCUSED ARRESTED, ONE SENSATIONAL CASE OF MURDER AND ONE CASE
OF FIRING HAS BEEN WORKED OUT. TWO PISTOL, FOUR LIVE CARTRIDGES AND ONE
KNIFE RECOVERED
INCIDENT/BRIEF FACTS:
With the arrest of (1) Ajay @ Chota s/o Ram Kumar r/o 18/769, Harijan Colony, Siras Pur, Delhi
(aged 24 Years) (2) Vikas @ Vicky s/o Balbir Singh r/o H. No. 542, Brahman Mohalla Village Khera
Khurd, Samai Pur, Badli, Delhi, (aged 24 years) and (3) Raju s/o Late Ram Kishan r/o H.No. 186,
Balmiki Mohalla, Alipur, Delhi (age- 34 years), Special Staff of Outer District has solved the brutal
murder case of PS Samai Pur, Badli and a case of deliberate illegal use of fire arms of PS Mangol Puri has
been worked out. Two pistols, 04 live cartridges and 01 buttondar knife used in the above said crimes has
been recovered from the possession of accused.
TEAM/ INVESTIGATION:
On 23.02.12 at about 8.43 PM a PCR call was received at PS Samai Pur, Badli that one person
sustained bullet injuries at Libaspur, GTK road, near “Apna Dhaba”. On this information police team
reached at building No. B-4 Ambe Garden at Libaspur, Delhi and found that one unknown person age
about 28-30 years was lying unconscious on stairs of building and he sustained bullet injury on his right
Thai. He was rushed to BSA Hospital, Rohini, Delhi, where he declared brought dead by the doctors. In
this regard case FIR No. 69/12 dt. 24.02.12 u/s 302 IPC & 25/27 Arms Act. PS Samai Pur, Badli, Delhi
has been registered. Later deceased has been identified as Sonu s/o Nekshu Ram r/o E-155, Gali No. 7,
Swami Shardha Nand Marg, Bhalswa Dairy, Delhi.
After incident of this brutal murder immediately a dedicated team consisting of Inspr. Tilak Chand,
HC Anil, HC Shamsher, HC Naresh, HC Charanjeet, Ct. Bijender, Ct. Mandeep, Ct. Krishan, Ct. Amit,
Ct. Ramesh, Ct. Parveen and Ct. Parminder of Special Staff/OD was constituted under the supervision of
Sh. Ved Prakash ACP/OPS./OD for identification and apprehension of accused persons involved as none
come forward to depose anything as to who are involved behind the crime. The dedicated team worked
continuously on the case to identify the criminals involved in this crime.
On 25.02.12 at about 12.00 Noon, information has been received at Special Staff office that three
criminals involved in this crime are present near Khera Khurd village in a Maruti Car No. DL-3CM-3614
and they will come to Pehladpur to commit another crime and they are armed with illegal weapons. On
this information a raiding party including above said police personals has been formed under leadership of
Inspr. Tilak Chand and in supervision Sh. Ved Prakash, ACP/Opeations. This team laid a trap at T point
Barwala on Khera Khurd-Pehladpur road to nab the criminals. Proper barricading of road has been done to
nab the criminals. At about 02.20 PM the above said Maruti car No. DL-3CM-3614 came towards raiding
party from Khera Khurd side in which three persons were present. After signal of a secret informer the
police team closed the road with the help of barricades and forced the car to stop. After seeing the police
team the person was driving the car and another person sitting next to the driver came out of the car and
run towards open fields to escape. They were apprehended by the police party after a brief chase. Third
person was apprehended from the car. Their names has been revealed as Vikas @ Vicky (driver), Ajay @
Chota and Raju. On search one loaded pistol and two live cartridges of .315 bore were recovered from the
possession of Vikas @ Vicky, one loaded pistol and two live cartridges of 7.65 bore were recovered from
the possession of Ajay @ Chota and one buttondar knife was recovered from the possession of Raju.
Accordingly case FIR No. 60/12 u/s 25 Arms Act, PS Shahbad Dairy, Delhi got registered and
investigation was taken up.
INTERROGATION:
All three accused namely Vikas @ Vicky, Ajay @ Chota and Raju put under sustained
interrogation and after through interrogation it revealed that the murder of Sonu s/o Nekshu Ram resulted
due to rivalry of two Satta gambling groups. All three accused confessed that they are working with one
notorious Ajay @ Rinku s/o Banarsi Dass r/o Village Khera Kalan, Delhi who was running a Satta
Gambling den at Swroop Nagar and he has business rivalry with another Satta Gambling group headed by
Satpal @ Satte who was running his Satta gambling from the place of the occurrence of murder i.e. B-4,
Ambe Gardan, Libaspur, GTK road, Delhi. According to accused Ajay @ Rinku asked Satpal @ Satte to
run his Satta through his channel so that he may get commission from Satte but Satpal @ Satte was not
ready for it. About a week ago, Ajay @ Rinku has gone to jail in one of his old criminal case FIR No.
25/97 u/s 326/34 IPC PS Roop Nagar, Delhi on NBW’s. Before going to jail he planned to eliminate
Satpal @ Satte and instructed his group members Vikas @ Vicky, Ajay @ Chota and Raju to eliminate
Satpal @ Satte only after his judicial custody so that police never think of his name in this crime.
Accordingly on the evening of 23.02.12 all three above said accused reached the Satta gambling place of
Satpal @ Satte in a motor cycle to eliminate him. Accused Vikas @ Vicky was took out a pistol and asked
for Satpal @ Satte who was not present there. Deceased Sonu s/o Nekshu Ram who was present at spot to
play Satta tried to run away for making alarm hence accused Vikas @ Vicky fired a bullet on him, who
sustained injury on his right Thai. After that they ran away from the spot in a motor cycle.
On further interrogating accused Ajay @ Chota disclosed that his boss Ajay @ Rinku is close
friend of one Raju Rana who is resident of Mangol Puri, Delhi and also a Municipal Counselor. The said
Raju Rana has some rivalry with one person of Y Block, Mangol Puri. About 5-6 months back on
instruction of Raju Rana and Ajay @ Rinku he alongwith one associate of Raju Rana gone to the house of
that person at night time and to threaten him and his family they fired two rounds from his pistol outside
his house. That house was shown to him by that close associate of Raju Rana. In this regard a case FIR
No. 379/11 dated 06.09.11 u/s 336/34 IPC & 27 Arms Act was found registered at PS Mangol Puri, Delhi.
PROFILE:
(1) Ajay @ Chota s/o Ram Kumar r/o 18/769, Harijan Colony, Siras Pur, Delhi (aged 24 Years). He
studied up to 7th standard. He has two brothers were running photoshop at Adrsh Nagar. His father is
retired from health department.
(2) Vikas @ Vicky s/o Balbir Singh r/o H. No. 542, Brahman Mohalla Village Khera Khurd, Samai Pur,
Badli, Delhi, (aged 24 years). He studied up to 10th standard. He is un-married and earlier worked as
Chasis driver. He has 01 brother. His father has retired from DESU.
(3) Raju s/o Late Ram Kishan r/o H.No. 186, Balmiki Mohalla, Alipur, Delhi (age-34 years). He is
illiterate and un-employed. He has 2 younger brothers who was driver by professions. His mother is
sweeper in MCD. His father who was truck driver expired about 10-12 years ago.

Further interrogation of the accused persons is in progress to find out their other involvements. The
staff who committed this good work will be suitable rewarded.

TWO SNATCHERS NAMELY AJAY AND RAHUL ARRESTED AND SIX CASES OF SNATCHING OF OUTER DISTT.AND
TWO CASES OF MV THEFT SOLVED.
INCIDENT/BRIEF FACTS: There is high spurt in snatching cases in outer district during the current year. Therefore,
after analyzing the PCR Calls, the senior officers of outer district directed the SHOs of outer district for detailing
anti-snatching/anti robbery pickets at the vulnerable point of the police station. Therefore, on 25.2.2012, an antisnatching picket consisting of ASI Nand Kishore, HC Anand Kumar No. 2065/OD, Ct. Sanjeev Kumar No. 2150/OD
was detailed at Krishana Pardhan road, Aman Vihar. At about 8.30 PM two boys namely Ajay S/o Pappu R/o C-360
Ramesh Enclave and Rahul S/o Sanjay R/o B-1/20 Aman Vihar, Delhi were coming from Sultan Puri side on motor
cycle No.HR 26 AE 5334. They were stopped and interrogated and it was revealed that the motor cycle is reported
to be stolen from Police Station Begum Pur Area. On personal search two and half gold chains were recovered
from their possession.
TEAM/INVESTIGATION: An interrogation team consisting of Inspector Anil Kumar, SHO/PS Aman Vihar, SI Sumit
kumar, ASI Nand Kishore was constituted under the supervision of Sh. Jasmeet Singh, ACP/Sultan Puri. During
investigation it has been revealed that Ajay is an active BC of Police Station of Aman Vihar and previously involved
in 12 cases of snatching and Excise Act. Whereas Rahul is also an active criminal and previously involved in 6 cases
of snatching and Arms Act of different police station of outer and west district.
INTERROGATION : During sustained interrogation both the above mentioned accused persons namely Ajay and
Rahul told that due to illiteracy they have no job and for arrangement of livelihood for their families they indulge
in crime of snatching. Previously they were arrested by crime branch and after release from jail they had gone to
their native village in Rajasthan just for diverting the attention of police. About two month ago returned back to
Delhi and again started committing snatching in outer district for earning money speedily and unfortunately
caught today. On their pointing out one more motor cycle No.DL 6S AB 8995 stolen from police station Nabi Karim
has also been recovered. During the course of interrogation both the accused persons have disclosed the
commission of 6 snatchings of police station Begum Pur, K.N.Kataju Marg and South Rohini.

Ct. Ramesh, Ct. Parveen and Ct. Parminder of Special Staff/OD was constituted under the supervision of
Sh. Ved Prakash ACP/OPS./OD for identification and apprehension of accused persons involved as none
come forward to depose anything as to who are involved behind the crime. The dedicated team worked
continuously on the case to identify the criminals involved in this crime.
On 25.02.12 at about 12.00 Noon, information has been received at Special Staff office that three
criminals involved in this crime are present near Khera Khurd village in a Maruti Car No. DL-3CM-3614
and they will come to Pehladpur to commit another crime and they are armed with illegal weapons. On
this information a raiding party including above said police personals has been formed under leadership of
Inspr. Tilak Chand and in supervision Sh. Ved Prakash, ACP/Opeations. This team laid a trap at T point
Barwala on Khera Khurd-Pehladpur road to nab the criminals. Proper barricading of road has been done to
nab the criminals. At about 02.20 PM the above said Maruti car No. DL-3CM-3614 came towards raiding
party from Khera Khurd side in which three persons were present. After signal of a secret informer the
police team closed the road with the help of barricades and forced the car to stop. After seeing the police
team the person was driving the car and another person sitting next to the driver came out of the car and
run towards open fields to escape. They were apprehended by the police party after a brief chase. Third
person was apprehended from the car. Their names has been revealed as Vikas @ Vicky (driver), Ajay @
Chota and Raju. On search one loaded pistol and two live cartridges of .315 bore were recovered from the
possession of Vikas @ Vicky, one loaded pistol and two live cartridges of 7.65 bore were recovered from
the possession of Ajay @ Chota and one buttondar knife was recovered from the possession of Raju.
Accordingly case FIR No. 60/12 u/s 25 Arms Act, PS Shahbad Dairy, Delhi got registered and
investigation was taken up.
INTERROGATION:
All three accused namely Vikas @ Vicky, Ajay @ Chota and Raju put under sustained
interrogation and after through interrogation it revealed that the murder of Sonu s/o Nekshu Ram resulted
due to rivalry of two Satta gambling groups. All three accused confessed that they are working with one
notorious Ajay @ Rinku s/o Banarsi Dass r/o Village Khera Kalan, Delhi who was running a Satta
Gambling den at Swroop Nagar and he has business rivalry with another Satta Gambling group headed by
Satpal @ Satte who was running his Satta gambling from the place of the occurrence of murder i.e. B-4,
Ambe Gardan, Libaspur, GTK road, Delhi. According to accused Ajay @ Rinku asked Satpal @ Satte to
run his Satta through his channel so that he may get commission from Satte but Satpal @ Satte was not
ready for it. About a week ago, Ajay @ Rinku has gone to jail in one of his old criminal case FIR No.
25/97 u/s 326/34 IPC PS Roop Nagar, Delhi on NBW’s. Before going to jail he planned to eliminate
Satpal @ Satte and instructed his group members Vikas @ Vicky, Ajay @ Chota and Raju to eliminate
Satpal @ Satte only after his judicial custody so that police never think of his name in this crime.
Accordingly on the evening of 23.02.12 all three above said accused reached the Satta gambling place of
Satpal @ Satte in a motor cycle to eliminate him. Accused Vikas @ Vicky was took out a pistol and asked
for Satpal @ Satte who was not present there. Deceased Sonu s/o Nekshu Ram who was present at spot to
play Satta tried to run away for making alarm hence accused Vikas @ Vicky fired a bullet on him, who
sustained injury on his right Thai. After that they ran away from the spot in a motor cycle.
On further interrogating accused Ajay @ Chota disclosed that at the instance of his boss Ajay @
Rinku he had gone to the house of one Manoj at night time and to threaten him and his family. He fired
two round from his pistol outside his house. In this regard a case FIR No. 379/11 dated 06.09.11 u/s
336/34 IPC & 27 Arms Act was found registered at PS Mangol Puri, Delhi.
PROFILE:
(1) Ajay @ Chota s/o Ram Kumar r/o 18/769, Harijan Colony, Siras Pur, Delhi (aged 24 Years). He
studied up to 7th standard. He has two brothers were running photoshop at Adrsh Nagar. His father is
retired from health department.
(2) Vikas @ Vicky s/o Balbir Singh r/o H. No. 542, Brahman Mohalla Village Khera Khurd, Samai Pur,
Badli, Delhi, (aged 24 years). He studied up to 10th standard. He is un-married and earlier worked as
Chasis driver. He has 01 brother. His father has retired from DESU.
(3) Raju s/o Late Ram Kishan r/o H.No. 186, Balmiki Mohalla, Alipur, Delhi (age-34 years). He is
illiterate and un-employed. He has 2 younger brothers who was driver by professions. His mother is
sweeper in MCD. His father who was truck driver expired about 10-12 years ago.

The Police officials of PS Kalkaji have arrested one Rakesh Panwar S/o Jai Prakash R/o Village
Rawlikala, PS Muradnagar, UP a supplier of illicit liquor and recovered 105 Boxes illicit liquor.
INCIDENT:On receipt of a tip off through secret informer about supply of illicit liquor, a raiding team was
constituted comprising of HC Kailash Chander and Ct. Ashok Kumar under the close supervision of SI
Rajeev Kumar, I/C PP Nehru Place under the overall supervision of Inspr. Brijinder Singh, SHO/Kalkaji.
Vehicle checking was started by putting barricades in front of Metro Station Nehru Place on the road
leading to Lotus Temple from Hilton Hotel, Nehru Place. At around 11.30 PM, on indication of secret
informer, an Eicher Tempo bearing registration No. HR-55A-0257 was stopped. The driver of the said
tempo was identified as Rakesh Pawar S/o Jai Prakash R/o Village Rawlikala, PS Muradnagar, UP
aged 42 Years. The empty plastic carrates were loaded in the tempo. All the plastic carrates were
removed and beneath the carrates boxes of illicit liquor were found. On counting total 105 Boxes of illicit
liquor ( 50 boxes containing bottles of McDowells No. 1 Reserve Wiskey and 55 Boxes containing
quarter bottles of illicit liquors McDowells No. 1 Reserve Wiskey made for sale in Haryana State
only ) were found. On this a case vide FIR No. 55/2012 u/s 33 The Delhi Excise Act has been registered
at PS Kalkaji and the driver arrested.
INTERROGATION:-
The accused Rakesh Panwar was interrogated by the team of SI Rajeev Kumar, I/C PP Nehru
Place, HC Sita Ram and HC Bhagwan Singh. During interrogation, the accused disclosed that he used to
deal with the selling of jaggery from Ghaziabad to Haryana. Later he realized that the rates of liquor in
Haryana are very less compare to the rates in UP. He started transporting and supplying liquor from
Haryana to Uttar Pradesh for selling it on higher rates. Due to election of Members of Legislative
Assembly in Uttar Pradesh the demand of liquor escalated. So for getting better profit he purchased the
liquor in mass quantity from Haryana and transporting the same to sell in Uttar Pradesh.
MODUS OPERAND:The accused transport the jaggery in plastic vegetable crates and used the same in transporting the
illicit liquor by putting it the under the plastic vegetable crates to give the impression that he is
transporting the vegetables.

50 Boxes containing 12 bottles in each boxes of McDowell No. 1 Reserve Whishky made for sale in Haryana
only.

THREE ACCUSED ARRESTED, ONE SENSATIONAL CASE OF MURDER AND ONE CASE

INCIDENT/BRIEF FACTS:
With the arrest of (1) Ajay @ Chota s/o Ram Kumar r/o 18/769, Harijan Colony, Siras Pur, Delhi
(aged 24 Years) (2) Vikas @ Vicky s/o Balbir Singh r/o H. No. 542, Brahman Mohalla Village Khera
Khurd, Samai Pur, Badli, Delhi, (aged 24 years) and (3) Raju s/o Late Ram Kishan r/o H.No. 186,
Balmiki Mohalla, Alipur, Delhi (age- 34 years), Special Staff of Outer District has solved the brutal
murder case of PS Samai Pur, Badli and a case of deliberate illegal use of fire arms of PS Mangol Puri has
been worked out. Two pistols, 04 live cartridges and 01 buttondar knife used in the above said crimes has
been recovered from the possession of accused.
TEAM/ INVESTIGATION:
On 23.02.12 at about 8.43 PM a PCR call was received at PS Samai Pur, Badli that one person
sustained bullet injuries at Libaspur, GTK road, near “Apna Dhaba”. On this information police team
reached at building No. B-4 Ambe Garden at Libaspur, Delhi and found that one unknown person age
about 28-30 years was lying unconscious on stairs of building and he sustained bullet injury on his right
Thai. He was rushed to BSA Hospital, Rohini, Delhi, where he declared brought dead by the doctors. In
this regard case FIR No. 69/12 dt. 24.02.12 u/s 302 IPC & 25/27 Arms Act. PS Samai Pur, Badli, Delhi
has been registered. Later deceased has been identified as Sonu s/o Nekshu Ram r/o E-155, Gali No. 7,
Swami Shardha Nand Marg, Bhalswa Dairy, Delhi.

Subject: Rebuttal of media report on PCR regarding incident at the gate of Surya Hotel on 13/2/2012
On 25/2/2012, the print and visual media prominently carried a story in which it was conveyed/shown that
some people were thrashed/beaten by some anti-social element on the gate of Surya Hotel, new friends’ colony on
13/2/2012 at 5:45am. The news clipping also showed a PCR van coming on the spot but leaving without taking any
action. An impression has been created as if the fight was occurring in the presence of PCR van but instead of
taking legal action against the culprits, PCR van left the spot coyly.
The matter was inquired into detail by DCP/PCR in the presence of senior police officials of local police. The DCP
personally went to the spot, spent considerable time, saw CCTV footage and examined all the witnesses who were
present at the time of incident. On the basis of inquiry, the factual position is as under:

At 5:44:17am the victim’s car arrives at the checkpoint of Surya Hotel drive-way and hotel staff
ventures to security check it.
 At 5:44:20am assailant’s vehicle arrives in the frame and they pull out both the victims out of their car
and thrash them in front of hotel security staff and leave at 5:45:20am

The victim rushed inside the hotel by leaving the car at checkpoint itself but comes out of the hotel
again and makes a threatening gesture by pointing hand towards the road.
 At 5:46:57am the assailants come again at the hotel entry and try to locate the victim. They do enter the
hotel but hotel staff did not allow them entery into the atrium.
 At this point the hotel security officer Shri Chandershekhar approaches the PCR van which had come
to the taxi area of the hotel for cleaning of the vehicle and freshening up saying that a fight has taken place
at the entry of the hotel so the PCR staff rush to the spot along with him.

At 5:48:39 PCR van comes on the scene and ( as shown in the frame). Somebody from the hotel
security staff gestures them that a vehicle ( Verna Make) carried assailants and that they were fleeing , so
PCR immediately chased the alleged vehicle till ‘Jullena chowk’ but could not apprehend it. A message
could not be flased for want of exact details and registration No. of the vehicle.
 In the mean while security officer Chandershekhar made a call to PCR and the same vehicle (call sign:
kite 19) again came to the spot after 6 minutes and took the two injured to the hospital.
It is important to note that no fight ever took place in the presence of PCR Staff and the moment they came to
know, they rushed to the spot and chased the assailant vehicle as guided by the people present on the gate.
Thereafter they took the injured to the hospital. There was no dereliction of duty what-so-ever on the part of
PCR staff. They acted as per their brief and demand of the situation.
PCR attend to approximately to 40,000 calls a day and carry on an average 140 injured to the hospitals and save
their lives. The people of Delhi have great faith in PCR and media has done a great disservice to the people of
Delhi as well as to the PCR by reporting the incident without verifying the facts. This has affected the morale of
PCR men adversely.
It will be appropriate that a rebuttal be carried/printed with the same poignance with which the adverse report
has been displayed so that injustice done is rectified.
