EASTDISTRICT 17/07/2010 UNDERWORLD SHARP SHOOTER ARRESTED With the arrest of one Usman Khan @ Reenu s/o Qamar Hussain Khan r/o 1850/39 Tri Nagar, Jurbag, Delhi, AATS/East District unearthed the network of underworld. Usman Khan is a sharp shooter of Abu Salem Gang. He has been involved in several cases of extortion, fake currency, Arms Act and attempt to murder in Delhi and Mumbai. INCIDENT On 16/07/2010, a tip off was received to AATS/East District that a sharp shooter of Abu Salem Gang, who is wanted in a case of Police Station Vikas Puri, Delhi registered vide FIR No. 140/2010 would visit his relative’s place in Kalyan Puri. On this a team comprising of SI Love Atrey SI Nalin Verma, HC Nazir Hussain, Ct. Sunil Kumar and Ct. Jitender, under the close supervision. of Inspr. Rakesh Dixit. I/C AATS/East was constituted and a trap was laid at Kalyan Puri, Delhi. At about 8.00 PM the team of AATS/East apprehended Usman Khan @ Reenu and recovered one English Pistol and one live cartridge from his possession and a case vide FIR No. 244/2010 dated 16.7.2010 u/s 25/54/59 Arms Act was registered at Police Station Kalyan Puri, Delhi in this regard. INTERROGATION On the sustained interrogation it was revealed that he has been involved in sale-purchase of disputed properties and land grabbing indirectly in Delhi and NCR. He frequently visits Mumbai and is in constant touch with the underworld. INVOLVEMENT He has been involved in many cases of extortion, fake currency attempt to murder and Arms Act in Mumbai and Delhi. He has also been involved in extorting money from Bollywood celebrities. Dated 17-07-2010 A PROBATIONER OFFICER, CANARA BANK, LUDHIANA AND GIRL FRIEND OF BC ARRESTED FOR CONSPIRING MURDER OF FELLOW EMPLOYEE The main conspirator and fourth accused Renu (27 years) d/o Ram Prasad r/o K-42, Vijay Vihar, Phase –II, Delhi, working as Probationer Officer in Canara Bank, Ludhiana, involved in sensational murder case of a bank employee, registered at PS Vijay Vihar, Delhi vide Case FIR No. 183/10 dated 15.5.2010 u/s 365/302/201/120B/34 IPC. has also been arrested in this case. INCIDENT / BRIEF FACTS: On 10.05.2010 at 8.50 PM, Ms. Shweta D/o Sh. Rama Nand r/o H.NO. 597 Mukherji Nagar, Delhi reported that her brother namely Dilip Kumar (aged 27 years) had left his house i.e. E-73, Extension Anarkali, near Jagat Puri, Laxmi Nagar, Delhi on 08.05.2010 at about 4.30 PM on his motor cycle No. BR-06 5618 (Red Apache) to meet his friend Renu R/o K-42, Vijay Vihar, Phase II, Delhi and had not returned since then. She further told that she had enquired from Renu who told that Dilip Kumar had met her on that day and had dropped her near Sector-5, Rohini at about 8.30 PM and she did not contact him thereafter. Since she did not suspect any foul play, a missing report vide DD No. 92B dated 10.05.2010 was lodged at PS Vijay Vihar on the same day. All out efforts were made to locate Dilip Kumar but in spite of best efforts, there was no clue or information about him. Even all his mobile phones were found to be closed since the day he was missing. On 15.05.10, sister of Dilip showed suspicion on few persons and accordingly a case of kidnapping was registered and investigation taken up. TEAM Immediately, after the registration of the case, a special team consisting of Special Staff officials including staff of PS Vijay Vihar SI Jasmohinder Chaudhari, HC Surender Dahiya, HC Rohtash Singh, HC Rajesh Kumar, HC Yogesh Kumar, HC Suresh Kumar, Ct Manish Kumar, Ct Surender Rana, Ct HariChand, Ct Pawan and Ct Sandeep under the supervision of Sh. Ved Prakash, ACP Operations and Sh. Om Prakash, ACP/Rohini was constituted for tracing Dilip Kumar and for apprehension of criminals involved in the commission of crime. The team members immediately swung into action and started making efforts for search of victim and accused persons. Since efforts were made and sources were deployed to have any clue or information with regard to missing Dilip. During the investigation, it was observed that Dalip Kumar was in constant touch with Renu. It was also observed that Renu used to speak with one Rahul till mid of April. Initially, she disclosed him as her phone-o-friend but on sustained interrogation, she disclosed that he was her regular friend and they used to meet every Saturday. Rahul was a BC of PS South Rohini area. On suspicion, movements of Rahul were checked and he emerged to be the main suspect behind the missing/kidnapping of Dilip. During the investigation, his movements were also observed in Rohini area on 08-05-2010, i.e., the day on which Dilip went missing. Rahul was in constant touch with three persons on that day. They were later identified as Rakesh, Monu and Deepu, all associates of Rahul. They were also found missing and thus emerged to be the suspects in the case. During the investigation, it also came into notice that one person, who was driving a red colour motor cycle (Bihar registration) was intercepted, forcibly pushed into white Santro Car and was taken away by four persons on 08-05-2010 from Sector-15, Rohini. Rahul was also having white Santro Car on that day and 2-3 more persons were seen with him. Now, the police started searching for these four prime suspects. Vigil was also kept on the movements of Renu. Three accused namely, Rakesh @ Sahil @ Aman s/o Jai Prakash r/o Nasib Vihar, Loni, Near Liquor Shop, Gaziabad, Delhi. (25 yrs) , Monu s/o Mam Chand r/o N-1/5, Budh Vihar, Phasi I, Delhi (25 yrs) and Deepu@ Dharmender @ Munna s/o Prem Pal r/o Jhuggi No A-38, Bhalla Factory, Block F-6, Sultanpuri, Delhi. (21 yrs) were previously arrested in this case and are running in J/C. INTERROGATION : The interrogation of these three accused revealed that Renu is the main conspirator in this murder and on the day of incident, i.e., on 08.05.2010, she had provided information to Rahul and his associates to follow her and Dilip Kumar Akela from Samay Pur Badli Railway Station, as per their plan. She was apprehended and interrogated at length in this case and she confessed the crime and was arrested in this case. During interrogation, Renu disclosed that she accepted her affair with Rakesh @ Rahul since 2001. She also knew that Rahul is a criminal type person, involved in many cases and a BC of PS Rohini South. While she was studying, she used to take tuition classes. On her way from her home in Vijay Vihar to Sector-8, Rohini, where she used to go for tuitions, BC Rahul used to follow her on his bike. She was attracted by his good looks and when Rahul proposed her, she accepted it. Since then, they were in continuous touch. She also disclosed that, when she was posted in Karnal, she and Rahul were living together as a couple in Karnal. When she was posted in Sonipat Branch in March 2010, she came in contact of deceased Dilip Kumar Akela, who happened to be an Investment Officer in the Bank. Slowly but gradually both of them became friends and started sharing their internal feelings with each other. Dilip Kumar became quite close to her in a very short span of time and one day he proposed her for marriage. Initially, Renu also accepted the proposal but later she found that Dilip is not financially strong as he usually started demanding petty amounts from her. Hence, she started getting away from him. Dilip was putting pressure on Renu for marriage as he had already introduced her to his family members. Feeling the pressure, Renue disclosed this to Rahul who had gone on one or two occasions to make Dilip understand that Renu was his love mate and he can not marry her. Even then, Dilip was not understanding this and was pressurizing Renu for marriage. Later, Rahul conspired to eliminate Dalip Kumar on which Renu suggested him to act carefully as police might make enquiries from her, if Dalip gets missing. As per their plans, they hatched a conspiracy and on 08.05.10, she informed Rahul that she had asked Dilip Kumar to meet her at S.P. Badli Railway Station on that day. In the evening, at about 8.45 PM, when Dilip had dropped Renu near Vishram Chowk, Vijay Vihar, Renu signaled Rahul to follow him and do the needful. She had also confirmed from Rahul by calling him after half an hour if they had picked Dilip. She had even spoken to him several times late in the night. In the morning, it was confirmed by Rahul that he along with his friends namely Monu, Rakesh and Deepu had killed Dilip and later burnt his body on a road side by pouring petrol over him somewhere in western UP. PROFILE: Renu (27 years) d/o Ram Prasad r/o K-42, Vijay Vihar, Phase -I, Delhi, was born in Ashok Vihar area in a middle income group family. She is a graduate from Delhi University. After graduation, she joined Canara Bank as a Probationer Officer in August 2009 and presently she was posted in Ludhiana. She is still unmarried and has father, mother, brother and three sisters. RECOVERIES MADE: Envelop containing the details of SIM Card, used by her, which was given to her by Rahul after commission of the crime for informing him about the activities of police and family members of deceased. (CHHAYA SHARMA) DCP/OUTER DISTRICT Dated 17.07.10 TWO INTER STATE SMUGGLERS DEALING IN SMUGGLING AND DISTRIBUTION OF GANJA ARRESTED : 142 KGS GANJA WITH ALTO CAR USED IN SMUGGLING & TRANSPORTAION OF GANJA RECOVERED INCIDENT/BRIEF FACTS: With the arrest of Ashwani Kumar @ Ashu @ Hanshu (29 years) s/o Roop Singh @ Anoop Singh r/o H. No. R-724, Mangol Puri, Delhi and Harmeet Singh Malik @ Max (26 years) s/o Gurdeep Singh r/o H. No. A-60, Chander Vihar, Nilothi Vihar Extension, Nihal Vihar, New Delhi, Special Staff, Outer District busted a gang of desperate and hardcore inter-state smugglers dealing in smuggling and distribution of Ganja and recovered 142 Kg Ganj. Accordingly, a case FIR No.524/10 dated 16.07.10 u/s 20/61/85 NDPS Act, PS Mangol Puri, Delhi was registered. TEAM/ INVESTIGATION: In view of inputs regarding smuggling of Ganja from other state in bulk and its distribution in the area of Mangol Puri and Sultan Puri, Delhi, a special team comprising of Police Officers of Operation Cell including SI Surender, SI Deepak Malik, HC Naresh Kumar, HC Balkishan, HC Naresh Tyagi, HC Satish, Ct. Samsher, Ct. Ajit, Ct. Rakesh, Ct. Sompal, Ct. Satbir, Ct. Amit and Ct. Prem under the leadership of Insp Puran Pant was constituted under the supervision of Sh. Ved Prakash, ACP/Ops. to develop information regarding active smugglers dealing in Ganja, a banned Narcotics Drug and to nab them. Sources were deployed to achieve the targets assigned to them. Eyes and Ears Scheme was also strengthened to develop information or clue and to track the activities of involved persons. On 16.07.10 at about 12.00 PM, while keeping watch in the area of PS Mangol Puri, Delhi, one of the team members namely Ct. Shamsher No. 1192/OD received some specific information regarding movements of some active smugglers involved in supply of Ganja in Mangol Puri Industrial Area. The team members immediately swung into action and laid a trap in Mangol Puri Industrial Area, Delhi. At about 1 PM, the police party noticed an Alto Car No. DL-2C-AC-8103 (Silver colour) with jet black tinted glasses parked near Durlabh Nath Park at road side, Mangol Puri industrial area in suspicious condition. One of the occupants of the vehicle was repeatedly getting down from the vehicle and was keeping watch in and around the area. With the input received through sources regarding description of persons involved and vehicle being used by such persons, the police party with every conformity, narrowed on Alto Car No. DL2C-AC-8103. As soon as the police party narrowed on the vehicle, the driver tried to flee away by moving the vehicle ahead. But with prompt action by dedicated team members, he did not succeed . Both persons, the driver namely Harmeet Singh Malik @ Max s/o Gurdeep Singh R/o A-60, Chander Vihar, Nilothi extn., Delhi sitting on the driving seat and Ashwani Kumar @ Anshu s/o Anoop Singh R/o R-724, Mangol Puri, Delhi, sitting on other front seat were apprehended. Bitter smell of Ganja was coming out from the car. The police party checked the car and found eight big black colour Rexene Bags filled with Ganja kept in the car for distribution to other small venders dealing in the same business in the area of Mangol Puri, Sultan Puri and Nangloi, Delhi . All the eight bags of black colour filled with Ganja were weighing 142 kgs. Alto Car No. DL2C-AC-8103 used in commission of crime was also seized. Accordingly a case vide FIR No. 524/10 dated 16.07.10 u/s 20/29/61/85 NDPS Act was got registered at PS Mangol Puri, Delhi and both accused namely Ashwani Kumar @ Ashu @ Hanshu & Harmeet Singh Malik @ Max were arrested in this case. ACCUSED ARRESTED: 1. Ashwani Kumar @ Ashu @ Anshu (29 years) s/o Roop Singh @ Anoop Singh r/o H. NO.- R-724, Mangol Puri, Delhi. 2. Harmeet Singh Malik @ Max (26 years) s/o Gurdeep Singh r/o H. No. A-60, Chander Vihar, Nilothi Vihar Extn., Nihal Vihar, New Delhi. INTERROGATION: On interrogation, both accused disclosed that they belongs to Sansi community and deals in illegal smuggling of liquor and Ganja. Initially in the year 2001, they had started dealing in illegal smuggling and distribution / sale of illicit liquor smuggled from Haryana. However, being fantasize with luxurious life style and earning of some other persons known to them who were dealing in smuggling and distribution of Ganja, they involved themselves in smuggling of Ganja from other states to distributes/sell the same with high margin of profit in Delhi. MODUS OPERANDI: Modus operandi of the gang is to engage and hire some total strangers including a lady by alluring them with a handsome amount for a trip from Cuttak, Orissa to Delhi. After alluring a group, they hire for the family a vehicle like Scorpio, TATA Sumo, Safari or Qualis for to and fro trip to Cuttak, Orissa. Some of their person used to be present in Cuttak, Orissa. After reaching the hired vehicle in Cuttak, their sources in Cuttak would load good looking family size airbags filled with Ganja in the vehicle and dispatch the same for Delhi. They used to hire a group including a lady with children to avoid checking on the way to Delhi from Katak, Orissa so that on peeping in the vehicle, it appears that a family with luggage is traveling. One of their members would keep track on the vehicle engaged throughout the way to Delhi from Cuttak, Orissa. After reaching Delhi, the gang members would intercept the vehicle engaged somewhere in and around Peera Garhi or Mangol Puri. They immediately would shift the bags filled with smuggled Ganja in their vehicle and distribute the same to their parties within an hour. They never engage the same group or vehicle again if once engaged in order to avoid their identification. As revealed by the accused persons, it costs Rs. 2500/- kg to them to smuggle the Ganja from Katak, Orissa including payments to group and vehicle. They further sell the same with a profit margin of 2000 to 2500 per kg. The market value of recovered Ganja is more than Rs. 7 lacs as it gets sold finally for Rs. 5,000/- nearly.
