RESIDENT PARKING PERMIT SCHEME PROPOSALS
Summary
The resident parking permit scheme addresses the parking needs of Westminster
residents by providing designated areas where they can park their vehicle within
their zone of residence when displaying a valid resident permit. This document
lays out a set of recommendations to further transform the service by streamlining
the application criteria while continuing to protect the scheme against fraud.
Recommendations
1. That the Cabinet Member agrees that the measures outlined in paragraphs
2.1.1 to 2.1.9 be adopted as permanent policy for this scheme.
2. That the Cabinet Member agrees to the introduction of a £10 fee to issue a
Unique Reference Number (URN) for a temporary change of vehicle.
3. That the Cabinet Member agrees to the increase in cost from £10 to £30 to
replace a lost permit.
4. That the Cabinet Member notes that the costs to implement the above
measures will be met from current budgetary allowances.
5. That power be delegated to the Director of Parking Services to make any
changes to traffic orders required to implement the measures outlined in this
report.

1. BACKGROUND
1.1.
In 2005, improvements were made to the criteria for the resident parking
permit scheme. The new guidelines have led to a greatly improved
experience for customers when applying at a One Stop.
1.2.
Since then, Westminster’s preferred channel for residents’ applications has
shifted from One Stop to on-line. Approximately 60% of all resident permit
holders already renew their permit successfully online. This has proved to be
highly successful and has resulted in back office savings of £118K per annum.
Because of this a review of the current processes has been conducted to
support a further shift to online services (for first time applicants, as well as
permit changes) while continuing to maintain the integrity of the scheme.
1.3.
This report lays out a set of recommendations to continue transforming the
service by making some changes to application criteria while continuing to
protect the scheme against fraud. An online solution has not been proposed
at this time. This is because the online solution proposed has not met the
overall aim to simplify and improve accessibility and customer experience for
first-time applications and permit changes. Further investigation into online
options is required and this will be explored again as part of phase 2 of the
Permit Strategy.
2. PROPOSALS

Proposal
That a charge of £10 be introduced for
permit holders requesting a URN for a
temporary change of vehicle ( e.g. car
hire while own vehicle is in the garage
for repair). The URN should be valid
for 14 days only. The customer may
not apply for a 2nd URN unless a
minimum of 14 days has elapsed after
expiry of the 1st URN. This service will
only be available to customers via
telephone or at a One Stop Services.
The URN can be emailed to the
applicant and must be displayed on the
vehicle dashboard with the current
permit.

be increased from £10 to £30 in respect
of all payment methods.

This will help prevent against fraudulent
use.

3.
FINANCIAL IMPLICATIONS
3.1.
A full review of the proposals has been conducted by Vertex to determine setup costs and resources required. These have been estimated at £6,356.
Any cost savings will be realised through the formal Volumes Mechanism
process and are expected to take place 6 months after implementation.

3.2.
In 2006 and 2007 a total of 2809 URNs were issued. At an average of 1400
URNs issued per annum, possible income generated from charging £10 per
URN will be £14,000.
3.3.
At this time it is not possible to estimate expected income generated through
charging for lost permits. This will be identified in the future following
implementation of the changes outlined in this report.
4.
LEGAL IMPLICATIONS
4.1.
The measures outlined in this report are changes to policy and enforcement
practice and are not expected to require any formal change to TMOs for the
following reasons:
There is no change to the concessions that this scheme affords the user.
The criteria for the scheme are contained in the policy documents.
The introduction of fees to administer changes to permit details are
administrative costs only and do not need to be referred to in TMOs.
It should be noted that the recommendation in the Cabinet Report entitled
‘Resident’s Parking Permit Fee Review 2008’ will require formal changes to
TMOs.




Nevertheless it is recommended that power be delegated to the Director of
Parking Services to make any changes to traffic orders that may be required.
5.
STAFFING IMPLICATIONS
5.1.
There are no direct staffing implications.
5.2.
Staff will need to be trained on the policy changes.
6.
INFORMATION TECHNOLOGY IMPLICATIONS
6.1.
The measures put forward for decision will require that ICPS is updated to
effectively administer the scheme.
7.
BUSINESS PLAN IMPLICATIONS
7.1.
Permanent adoption of these measures will align with Parking Services
Mission statement to be Firm, Fair, Excellent and Progressive and will
delivered against the 2007/08 Parking Services Business Plan.
Implementation of this project was delayed as a direct result of delivery of
TMA 2004 and differential charging.
8.
DATA PROTECTION
8.1.
The Data Protection Team have been consulted. There are no changes to
how personal data is being held and used. The Data Protection Team will be
consulted around the updated application form.

9.
CONSULTATION
9.1.
This review follows the 2005 review of the resident permit scheme. Internal
workgroups were held at the outset of this project with a view to further
streamline this scheme whilst ensuring that the security of the scheme is
protected. No fundamental changes have been proposed to the criteria of
this scheme and the focus has been on removing duplication of information
and unnecessary information requested and aligning with current customer
behaviour such as accepting mobile phone bills as a proof document.
9.2.
Customer surveys were conducted to assess feasibility and appetite for
introducing online application methods. The scheme that was developed
lacked robustness and would not have delivered an improved or accessible
service. This has been removed from the scope of this project and now forms
part of phase 2 of the Permit Strategy review which will come into effect
following implementation of phase 1. A separate report will be issued.

CONCLUSIONS AND REASONS FOR THE PROPOSED DECISION
14.1.
This report recommends minor changes to the criteria for the issue of
residents’ parking permits and associated matters. The recommended
measures will give a better experience for our resident permit holders and
offer cost saving opportunities in the back office.
