ELECTION: ONE NON-ACADEMIC EMPLOYEE TO COUNCIL
The Walter Sisulu University Statute, established in accordance with section 32 of the
Higher Education Act, 1997 (Act 101 of 1979) as amended, was approved by the Minister of
Education as per Government Gazette No.37235. In accordance with paragraph 12(3) of the
statute the Registrar is the electoral officer in all matters pertaining to the council.
Paragraph 8 (1) (f), read with paragraph 9 (1) (b), of the statute makes provision for one
non-academic employee as a member of council for a term of two years.
The election process itself will be the following:
1. The Registrar shall by written notice, whether by email or by notice in any available form,
invite each permanent non-academic employee to nominate in writing a person from
among themselves to be elected as a member of the council. The Registrar will distribute
the nomination form five days prior to the date of closure for the receipt of the nomination
form;
2. Each nomination contemplated in subparagraph (1) must be signed by at least 5
permanent non-academic employees with their ID numbers and countersigned by the
nominee to denote his/her acceptance of the nomination;
3. A fully completed nomination form as contemplated in subparagraph (1) must be lodged
with the Registrar before 16:00 on the date determined. No late or partially completed
nominations will be accepted;
4. If only one person is nominated in accordance with subparagraph (1), the Registrar
declares such a candidate to be duly elected;
5. If more than one person is nominated in accordance with subparagraph (1), the Registrar
determines a date for the election;
6. Each permanent non-academic employee is entitled to one vote;
7. A ballot paper is deposited in the ballot box on the day of election;
8. A ballot is invalid if it does not comply with the instructions shown on the ballot paper;
9. The Registrar will take steps to ensure that eligible employees cast only one vote each;
10. No voting by proxy will be allowed;
11. The Registrar is the returning officer, who may co-opt persons to render assistance;
12. The Registrar declares the candidate obtaining the highest number of votes to have
been elected, and in the event of an equality of votes, a further election will be held.

13. If the non-academic employee becomes an academic employee he/she automatically
resigns from Council.
Fully completed nomination forms should be returned to the Office of the Registrar in a
