Background to programme
Following the Haiti earthquake of January 2010, under the co-ordination framework of the International
Federation of Red Cross/Crescent Societies, BRCS has established a programme to assist affected
communities to recover from the disaster.
The BRCS programme activities focus around an integrated community approach to urban neighbourhood
recovery, including risk reduction and improving community resilience through sustainable livelihoods safe
housing, public health improvements and infrastructure repairs and regeneration.
The programme focuses on earthquake affected urban neighbourhood in Delmas Port-au-Prince, and is
expected to last for a further 1.5 years.
Job purpose
The BRCS Urban Regeneration and Reconstruction Manager (URRM) is responsible for leading and
managing the BRCS Urban Regeneration programme in Port au Prince with the overall operational goal of
improving the living environment, infrastructure and housing condition for earthquake affected urban
families and to contribute to re-establishing sustainable livelihoods through a community regeneration and
recovery approach
The manager will lead the strategic development and delivery of urban regeneration and reconstruction as
part of an integrated neighbourhood recovery programme combining livelihoods, shelter and WATSAN to
create a resilient, sustainable community in accordance with BRCS and IFRC recovery principles and
practices.
Recovery operations in Haiti are directly implemented by BRCS on a bilateral basis in co-ordination with
the Haitian Red Cross Society (HRCS). The Manager will work in consultation with the HRCS, Delmas
community and their representatives, municipal and government authorities, and NGO actors to ensure that
programme solutions are in accordance with agreed standards,statutory obligations, and identified
community needs.
The Manager will be responsible for communicating and coordinating on BRCS’s behalf with municipal and
government authorities and forums, within the Red Cross Movement and external stakeholders.
Duties and responsibilities
1. Provide BRCS with strategic management leadership and technical direction to develop and implement
an urban regeneration and reconstruction programme integrated with livelihoods and cross cutting
actions, which will include, housing repairs and construction, water, sanitation, drainage and community
infrastructure, with a focus around community driven, and community owned initiatives.
2. Work in partnership with communities, individuals, municipal and national government, private
enterprise and all actors to identify and prioritise shelter and infrastructure needs including community

capacity building and skills training needs and present a coordinated community reconstruction
programme.
3. Develop a reconstruction approach to reflect the urban environment and land tenure conditions present in
Haiti and specifically Port au Prince to facilitate families to obtain safe shelter.

Identify and prioritise with the community the most appropriate reconstruction actions and agree the
BRCS interventions within the resources available.
5. Develop an advocacy plan with the community, authorities and partners to facilitate the solicitation of
appropriate timely assistance for shelter and infrastructure recovery actions beyond BRCS commitments.
6. Establish, maintain and monitor a detailed coordinated plan of action for the overall BRCS urban
regeneration and reconstruction programme.
7. Ensure that all reconstruction interventions are compatible with the relevant codes of practice, structural
stability and appropriate national and international environmental and spatial standards.
8. Ensure that all construction tendering and procurement procedures are transparent, auditable and present
concise tender analysis reports with recommendations for approval by UK office to meet programme
deadlines.

Define the material and equipment pipeline and monitor logistics supply and procurement activities to
ensure timely delivery of materials and equipment in order to meet the urban reconstruction programme.
Use the BRC procurement pipeline and procurement process.
10. Responsible for developing the detailed programme budget and for overall financial management and
accountability. Present timely accurate financial reports for the Haiti management team and donor
requests and requirements. Keep detailed construction accounts and work with the Finance Manager to
ensure all BRCS standard operating procedures are followed.
11. Responsible for establishing and maintaining records of all contract documentation and correspondence.
12. Establish and manage a human resource plan to meet the programme objectives. You will carry out
performance appraisal of direct reports on a six-monthly basis.
13. Develop and keep a detailed reconstruction risk management strategy for the programme.
14. Take responsibility for establishing and enforcing a health and safety policy for the community and
construction operatives during programme construction operations.
15. Represent BRCS and actively participate in interagency and Red Cross Movement reconstruction
programme co-ordination meetings. BRCS aims to promote a holistic approach to community shelter and
reconstruction programming that reflects the needs of communities in terms of infrastructure,
livelihoods, risk reduction and protection and cross cutting actions.
16. Provide timely, regular and accurate narrative, statistical and financial reconstruction programme reports
to stakeholders.
17. In collaboration with other team members, ensure clear information about the reconstruction programme
is available for the affected population in useable formats to facilitate two way communications between
communities and BRCS.

1. To work towards the achievement of overall programme goals through effective managerial and lateral
relations and team work.
2. To ensure that programme activities are consistent with the Red Cross Code of Conduct and BRCS
policies and to uphold the Fundamental Principles of the RC/RC Movement.
3. In conjunction with relevant programme staff, maintain an effective monitoring and evaluation system.
4. To promote and facilitate the capacity building and development of staff and volunteers.
5. To ensure that knowledge transfer within the programme, and the Movement is achieved, by
documenting best practice/lessons learned as appropriate for the current programme and for future use.
6. To perform other work related duties and responsibilities as may be assigned by the Head of Mission.
7. To work within the BRCS Haiti Security Guidelines
Lateral relationships
1. Finance Manager, Logistics Manager, Sanitation team, Community Mobilisation and Logistics staff, UK
based staff and advisors (including security).
2. Liaise/coordinate with the Federation delegations and PNS as necessary.
3. Coordinate with the Head of Programme, to foster close relations with the authorities, sector partners and
community to promote sustainable development.
Accountability
1. Ensure efficient and effective management of BRCS resources used in the project.
2. Ensure compliance with BRCS procedures, regulations and policies.
3. Ensure BRCS is fully informed on any material developments which could affect the project and/or
BRCS.
4. Ensure that programme stakeholders are consulted and informed throughout the construction and
handover of the island reconstruction projects.
5. Ensure effective and accurate record keeping of all actions including 1 to 4.
Person Specification
General
In good mental and physical health
Education/training
Red Cross Basic Training Course
Formal qualification in construction/shelter related subject, with
extensive shelter experience in complex environments.
Membership of a relevant professional body,
CIOB, MICE, MI StructE, MRICS. RIBA
Experience/knowledge/ professional skills (professional mastery)
Senior project and contract management experience of complex urban
reconstruction and shelter projects (in excess of $3 million).

procedures and approval process for shelter and infrastructure
construction projects including seismic and hurricane/cyclonic wind
resistance
Experience with and understanding of land tenure issues and their
effect on the provision of shelter for vulnerable disaster affected
populations.
Experience in the management and coordination of relationships with
municipal and government technical and legal departments.
Experience in managing developing and supporting staff.
Experience of project planning and financial management of
