Bhupesh @ Appu s/o Mahesh r/o D-809, Gali No. 8, Ashok Nagar, Delhi for committing deadly assault on an Executive Engineer of MCD, namely Sh. Ansar Alam. INCIDENT: On 07/02/12, Sh. Ansar Alam Executive Engineer of City Zone of MCD left his office near Delight Cinema in a bus and de-boarded at IGI Stadium bus Stop for catching another bus. Two persons came on motorcycle and they attacked the officer with cricket bat. When the officer became unconscious, they ran away from the spot. A case vide FIR No. 21/12 u/s 308/34 IPC was registered at PS- I P Estate, Delhi. The Hon’ble Delhi High Court took suo-moto cognizance of the case and transferred case to Crime Branch for investigation. Cash reward of Rs. 50,000/- was also declared by Worthy Commissioner of Police Delhi on the arrest of accused persons. OPERATION: It was a serious and sensitive incident of assault over a government servant who was honestly discharging his duty. Therefore, there was lot of resentment among the other engineers who were taking action against unauthorized buildings/encroachments. Considering the gravity of the issue, several teams of Crime Branch were detailed for finding clues to work out the case and bring the offenders to the book. Each & every aspect of the case was looked into minutely. The entire sequence was reconstructed to obtain clues & leads in the case. The movements and his recent actions and likely aggrieved persons from his action were studied. All the clues & details were systematically put together to obtain a pattern to identify the culprits. With sustained, persistent and relentless efforts, the team of Insp. Rajesh of SOS finally was able to zero down on Abhay Singh Yadav and his associates. Based on systematic analysis and hard work, a trap was laid down near Cross River Mall, Vivek Vihar and Harjeet & Nitin Pahelwan were apprehended from there. Interrogation of the accused Harjeet revealed that while he was in Tihar Jail, he developed links with some criminals and having good relation with Ajay Yadav, the brother of Abhay Yadav. Ajay Yadav helped him in jail. Though Ajay is no more now as he was murdered but he developed cordial relations with the elder brother of Ajay namely Abhay Singh Yadav. He used to treat him as his elder brother. Abhay Singh Yadav, a builder and also a BC of PS- Hauz Quazi called Harjeet and Nitin at his house at civil lines and asked them for help. He told both of them that Sh. Ansar Alam is an honest officer and he is not allowing him to work in the area. So all the builders of the area were facing demolitions frequently and he needs to be removed from the way. They decided to help Abhay Singh Yadav. Abhay Singh also promised to give them handsome amount for committing assault on him. Abhay Yadav also gave them advance amount. One Parmod, an employee of Abhay Singh helped them in identification of Ansar Alam. Both of them conducted prior reconnaissance of the movements of Sh Ansar Alam and found that, after office hours, Sh Ansar Alam used to board a bus to IGI Stadium bus stop and then he catches another bus to Okhla For this task, Harjeet & Nitin in turn further hired goons to execute the work. To execute the work, Harjeet also involved his own cousin Jaspal Singh @ Chandu, who works as cable operator. With the help of another goon they hired three criminals to get the desired work done. On 07/02/12 Harjeet, Chandu,Nitin and Pramod boarded in one car and reached near Delight Cinema. Rahul and Appu who were on a motorcycle armed with cricket bat, were asked to remain present near IGI stadium Bus Stop. They left Chandu near the office of Ansar Alam and directed him to follow Ansar Alam. At about 7 PM Ansar Alam came out of his office and boarded the bus. Chandu also boarded the same bus while all others followed the bus in cars. Sh Ansar Alam boarded down at IGI Bus Stop. Jaspal @ Chandu also boarded down from the bus. As he was waiting for the other bus, at the instance of Jaspal @ Chandu , Rahul and Appu attacked on Ansar Alam with cricket bat. When he became unconscious, they all left from the spot. After the incident Abhay Singh again gave handsome amount to Harjeet and his associates for the work done by them. PROFILE: 1. Accused Abhay Singh Yadav is previously involved in 7 criminal cases and he is BC of PS- Hauz azi. He is school dropout and has studied up to 10th standard. He joined his father factory of metal in Hauz-Quazi in 1993. He also runs a sanitary shop at Pipal Mahadev Hauz-Quazi. He also contested in Delhi Assembly elections in year 2008 from Matia Mahal constituency of Delhi and lost the election. He is married and having one son and one daughter. 2. Accused Harjeet is involved in a case of murder of PS-Shakar Pur in 1997. Now he is working as a property dealer. 3. Accused Nitin @ Pahalwan is working with Harjeet in the property dealer business. 4. Jaspal Singh @ Chandu is cousin of Harjeet and works with one cable operator. Both Nitin and Jaspal Singh @ Chandu are first timers. 5. Parmod s/o Chandrika Singh is an employee at the office of Abhay Singh Yadav. 6. Bhupesh @ Appu is previously involved in 4 criminal cases and presently working with Security Agency in Dilshad Garden, Delhi. Hunt for the other accused persons who are absconding is on. Possibility of involvement of other builders of area or MCD officials is also being investigated. Ct Daleep No. 2597/ND along with DHG Ct (DHG) Umesh Chand Sharma No. 1068/DHG & Ct(DHG) Shahjad Ahmed, No. 1090/DHG were on picket duty on the intervening night of 06/07-07-2012. At about 0245 hrs a Maruti Esteem car bearing registration No. DL1CJ 2013, stopped near picket and switched off the lights of the car. Two persons were sitting in the car and seemed to be drunk. He got suspicious and started enquiring about their personal details and the documents of the vehicle. They were going to Todarmal Road and confused about their way. Then he noticed one person lying on the back seat of the car. When he asked them about the person, they got violent and started abusing him. However, when the constable was satisfied that the person was seemingly drunk but alive, he let them off. After about 15 minutes 3 persons, out of them 2 occupants of the car, came to the picket brandishing big butcher knives. One of them put the knife on the neck of the constable and threatened to kill him. The other person tried to stab the constable in the stomach but the constable managed to stop the knife with his right hand. This caused deep cuts on his finger and profuse bleeding started. This person also tried to pull the trigger of the rifle of the constable failing which he tried to cock the gun. INFORMATION AND OPERATIONS The accused is originally a rickshaw puller. About one year back he came in contact with one person Namely – Baljeet Singh of Chander Vihar, Delhi. Baljit singh was involved in the same profession of filling of empty containers of deodorants of branded companies and accused started work with him. When Baljeet singh winded up this profession and left for Punjab. The accused Chander Mohan established a small unit of filling the empty containers of deodorants about five month ago, after collecting from the local Kabaries in the said rented accommodation on the basis of previous experience. The accused procures the raw materials from Sadar Bazar and Rani Bagh and mostly supplies the ready products in the Palika Bazar, Connaught Place, Delhi at the rate of Rs. 40/- per container whereas the market value of such deodorants is between Rs. 100/- to 150/- each depending upon the brands. As soon as information was received in DIU a team was constituted under the supervision of ACP/DIU Sh. COMMISSIONER OF POLICE WEST DISTRICT: NEW DELHI Dated : 07.07.12 THREE JUVENILES WHO COMMITTED NIGHT BURGLARIES IN THE OFFICERS FLAT, SOUTH MOTI BAGH APPREHENDED RECEIVER LADY ARRESTED AND STOLEN GOLD / SILVER JEWELERY AND OTHER VALUABLES RECOVERED 2 CASES OF BURGLARY WORKED OUT With the apprehension of 3 juveniles and receiver namely Rieva Roshan Sarkar Bhalla w/o Rajesh Bhalla R/o 288/3, Vasant Apartment, Vasant Vihar, New Delhi, staff of PS South Campus, South District recovered stolen gold / silver jewelry and valuables and worked out 2 cases of burglary. BRIEF FACTS: On dated 01.07.12 at around 10:30 PM, a PCR Call regarding burglary was received in South Moti Bagh, New Delhi. The call was assigned to SI Chandan Singh, who along with staff reached the spot. Statement of complainant Sh. Ashok Aggarwal was recorded who stated that on 29.06.12, they had left for Punjab and came back at around 10:15 PM on 01.06.12. When they entered the house, they found that window grill of the house was broken and all the items of the room were scattered all around. When the complainant checked thoroughly, he found that gold and silver jewelry, a wrist watch and other items were missing. In this regard, a case vide FIR No. 73/12 u/s 457/380 IPC was registered at PS South Campus. Subsequently on 04.07.12, another complaint was received vide DD No. 10A dated 04.07.12 wherein the complainant Mr. Om Prakash R/o H. No. I/37, Nanakpura, South Moti Bagh-II, New Delhi informed that 28.06.12 at about 06:00 PM, their family had proceeded to Dwarka and when they came back at about 08:00 AM on 04.07.12, they found that window grill of the kitchen and lock of back side door was broken. When they checked the house thoroughly, they found that one gold ring, one gold Mangalsutra, one pair gold topes, one pair silver anklet and some important academic documents of their son Surender Kumar were missing. On receipt of the said complaint, a case vide FIR No. 74/12 u/s 457/380 IPC PS South Campus was registered and investigation was taken up. INVESTIGATION: In order to prevent such incidents further and to nab the culprits involved in such activities, a team comprising SI Chandan Singh, Ct. Jaswant No. 3171/SD, Ct. During the course of investigation, the team inspected the scenes of crime minutely and concluded that some children might be involved in these burglaries as the size of broken window grills was around 6-7 inches. The team members worked hard and assistance of members of eyes and ears scheme was also sought. Besides, beat and patrolling staff was alerted to keep close watch in their respective areas, specifically during night. On 05/07/12, the team apprehended three juveniles from the area of Nanakpura who were roaming in suspicious condition. During enquiry, they disclosed to have committed both burglaries. Further, they disclosed that they have disposed off the stolen gold / silver jewelry and other valuables to a lady namely Roshan Sarkar r/o 288/3, Vasant Apartment, Vasant Vihar, New Delhi. The JsCL further disclosed that they used to go to Gurudwara in Nanakpura to eat Langer. They are addict of consuming fluid thinner. During night, they used to target the officers flats, which are locked. They used to enter the house by breaking the window pane or removing the iron grill. On the instance of JsCL, receiver lady was apprehended from her residence and part of stolen property was recovered from her possession. She was arrested and on sustained interrogation, she disclosed that she had deposited some of the jewelry articles at Muthoot Finance and Capital Finance in Munirka to take loan. Efforts are being made to recover the jewelry articles deposited with the finance companies. Documents related to loan obtained on the basis of stolen jewelry articles have been seized. Cash Rs. 28,000/- (a part of the booty) has been recovered from their possession. TEAM AND INCIDENT On 3-7-2012, one Madhav Goswami s/o Sh. K.L. Sharma r/o B-88, Gali Gote Wali, Sang Tarashan Pahar Ganj, Delhi reported at police station Desh Bandhu Gupta Road about him being pick pocketed of Rs. 50,000/-, his Driving License and some other documents while traveling in bus No. 721 plying on Faiz Road, Karol Bagh, Delhi. On this, a case vide FIR No. 144/12 u/s 379 IPC was registered at P.S. DBG Road, Delhi and the investigation was taken up. On 6-7-2012, a police team consisting of W/ASI Pushpa, HC Shailender, Ct. Adesh and Ct. Gokul Narayan were on patrolling duty near MCD office Karol Bagh, Delhi. At about 5:00 p.m., a secret information was received by the police team that two lady pickpockets would come near Bus Stop DBG Road to commit pick pocketing. On this, a trap was laid near Bus Stop DBG Road. At about 6:15 p.m., two suspicious ladies were found roaming there in suspicious condition. On the pointing out of the informer, both were apprehended by the police team. Cash Rs. 28,000/- were recovered from their house which had earlier been pick pocketed by the accused ladies on 3-7-2012 in bus No. 721 as disclosed by them. The accused ladies further disclosed that they were committing pick pocketing in the buses on route Nos. 212 and 721. They used to commit crime in the evening when the buses were over crowded. Their main area of operation was between ISBT to Karol Bagh. During investigation, it was revealed by them that being ladies, no body suspected them, while they would involve the probable victim in talk the male associates used to pick his pocket. The gang is headed by Champa, two other male associates have been identified who are absconding. Efforts are being made to trace and nab them. Further investigation/interrogation is in progress. Shahrukh, aged about 22 years s/o Mohd Rafi r/o 947, Haveli Azam Khan, Jama Masjid, Delhi, (2) Mohd Rizwan, aged about 22 years s/o Mohd Ashalm r/o S-7, DDA Flat, Turkman Gate, Delhi and (3) Mohd. Aslam, aged about 44 years s/o Mohd Abdul sattar r/o 3236, Fatak Teliyan, Turkman Gate Delhi, Central District police has recovered one snatched mobile phone make Nokia X-2 and one Hero Honda CD Deluxe motor cycle stolen from Faridabad (Haryana). INCIDENT On 16.06.2012, one Balkrishan Chauhan s/o Sh. Chop Singh r/o S-515, Kali Bari, New Delhi aged about 24 years reported that he came to meet his brother at JPN Hospital. He was standing near sub way on JLN Marg and talking to his brother from his mobile phone, in the meantime, two boys came to the spot on a motor cycle and snatched his mobile phone and fled away. Accordingly, a case vide FIR No. 127/12 u/s 356/379/34 IPC was registered at PS Darya Ganj. On 06.07.2012, a secret information was received that two boys, who are involved in the snatching, are standing near sub way JPN Hospital and the motor cycle used by them might be a stolen one, and if raid is conducted, they can be apprehended. Accordingly, the information was further developed and a team comprising of Inspr. Ravinder Kumar SHO/Darya Ganj, ASI Ramesh Chander, HC Randhol and Const. Satish Kumar was constituted under the close supervision of Sh. Om Parkash, ACP/Daryaganj. A raid was conducted at the instance of the informer and both the accused Mohd. Sharukh and Mohd. Rizwan were apprehended by the police team. INTERROGATION : During sustained interrogation, the accused persons disclosed that on 16.06.2012, they came to JPN Hospital on the motorcycle of his friend and snatched the mobile of the complainant and fled away from the spot. Later on, they handed over the motorcycle to his friend. Further, they disclosed that they had sold the stolen mobile to one Mohd. Arrestees are in age group of 22-25 years. With the arrest of two auto lifters namely 1. Manoj S/o Suresh (25 yrs.) 2. Sanjay @ Tinku S/o Jagbir (20 yrs.) officials of Police Station Nand Nagri have unearthed a crime syndicate indulged in the illegal activities of auto lifting and disposing off the same. INCIDENT: In order to curb recent incidents of crime especially auto lifting in the area of North-East District during the last 2/3 months, special teams at each PS level in North East District comprising of dedicated staff members have been constituted to curb the crime and to nab criminals involved in crime by indulging in intensive picket checking, human and police intelligence and patrolling in the area. On 05.07.2012, the team was on vehicle checking duty at CNG pump, Wazirabad Road, New Delhi. The staff was checking vehicles going to Bhopura Border. At about 3.30 PM a motor cycle with registration No. DL-5SQ-9750 was found coming from Wazirabad side and going towards Bhopura border. The vehicle was signaled to stop, but the motorcyclists did not pay heed to the signal of the police party and tried to escape. The vehicle was got stopped by placing barricades and both the motorcyclist were apprehended, who were later identified as Manoj s/o Suresh (25 yrs.) and Sanjay @ Tinku s/o Jagbir (20 yrs.). Accused were directed to furnish documents in respect of the vehicle, which they were riding. None of them could produce any of such documents to the police party. On scrutiny of the official records, it was revealed that the said vehicle was stolen vide FIR No. 137/12, U/s 379 IPC, PS GTB Enclave, Delhi. Accordingly, accused persons were arrested vide DD No. 41-A, dated 05.07.12, under section 41.1(d) of Code of Criminal Procedure, 1973 and subjected to sustained interrogation during which they disclosed that they used to steal the vehicles in bid to earn quick bucks. TEAM: On receipt of the above information, the same was immediately communicated to ACP/SubDivision Seema Puri, Sh. Ved Prakash Surya, who immediately constituted a team comprising of HC Tilak Raj No.60/NE, Ct. Jagom, Ct. Vijender, and Ct. INVESTIGATION: During investigation both the accused persons were arrested and subjected to sustained interrogation. During interrogation they disclosed that they had stolen various vehicles from Delhi. They used to steal the vehicles in bid to earn quick bucks. Accused persons led the police party to different parts of Delhi and got four stolen vehicles recovered. INTERROGATION & EXAMINATION: The accused were put to sustained interrogation. During interrogation accused Manoj disclosed that he is illiterate and eldest amongst his six siblings. His father used to sell footwear on Patri in Sunder Nagri. He too joined the same business. He further disclosed that he was not satisfied with the job as it could not satisfy his lust for more money. Accused Sanjay @ Tinku disclosed that he is also illiterate and sells vegetables on a Rehri in and around Sunder Nagri and he too is not happy with the daily earning he receives from his legitimate business. Being resident of the same locality they met on a wine shop as both has lust for liquor. Both the accused discussed about their financial problems etc., which they are facing in their daily lives respectively. They started petty theft in the area but that too could not satisfy their lust for more money. Accused Manoj suggested the other accused to indulge in trade of auto lifting which could fetch them handsome returns. Finding the proposal suitable and lucrative, accused Sanjay gave his consent and the duo started the illegal act of auto lifting. Accused Sanjay being vegetable vendor selects the place after proper recee. As duo could not got these vehicle disposed off they parked these vehicle in different places. INVESTIGATION In wake of increasing incidents of auto theft in the area of Sunlight Colony extensive drive for apprehension of criminals has been initiated in the district through checking. Emphasis is being given to foot/group patrolling as well as by M/cycles patrolling round the clock. Sincere efforts are also being made for gathering criminal intelligence through public co-operation. During this exercise, various suspects are being interrogated. On 06/07/12, an information from informer was received by a patrolling team comprising of HC Pramod No.1971/SE, HC Mukesh No. 1981/SE, HC Satpal No. 639/SE & HC Veerbhan No. 1737/SE of P.S. Sunlight Colony regarding movement of two auto lifters in the area. Information further developed. The patrolling team and pickets swung into action and laid a trap near Ghaziabad bus stand Sarai Kale Khan. Checking of vehicles was intensified. At around 4.30 AM, two motor cycle borne persons came from ISBT Side on M/Cycle No.- DL-3SAM-1283 which was signaled to stop. The M/Cycle driver was asked to produce the paper of Motor cycle and his Driving License. But he could not produce any document. HC Virender No.411/SE made an enquiry regarding the Motor cycle No. DL-3SAM-1283, on enquiry the Motor cycle was found stolen from area of P.S. Sunlight colony vide FIR No. 255/12 U/S 379 IPC. On formal search of both the above persons one self made like master key was recovered. During the course of investigation three motorcycles have been recovered at the instance of the accused persons. INTERROGATION Accused persons were subjected to sustained interrogation, who revealed that they are residents of same village and friends. Both the accused persons have worked in millennium depot Sarai kale Khan as casul workers. And after removal from the service they started theft of bikes from millennium depot as about 600-700 motorcycles used to move in DTC Depot. and sell out in Meerut to Saleem they got Rs 5000 to 7000 for one Motor cycle. Begampur, Delhi was registered in this regard TEAM & INVESTIGATION A team of Special Staff, Outer District, Delhi comprising of HC Surender, HC Yogesh, HC Hari Chand, HC Virender, Ct. Ajay Pal under the supervision of Inspr. S.S Rathee was doing vehicle checking at Sector-24 Rohini Delhi to track the snatchers. At about 7 PM, the team apprehended a young boy, who came on his white colour R-15 M Cycle who was just trying to take U-turn on seeing the police checking. Identity of the M/Cyclist was revealed as Rajender @ Sunny S/o Mahender Singh R/o 28/121, Kasturba Nagar, Shahdara, Delhi, after interrogation. During his searching-frisking of two gold chains were found in the pocket of his pant. On being asked about it, he can’t give any satisfactory reply. On sustained interrogation he revealed that the said chains were snatched from the area of Narela and Begampur and today he is going to sell them. He pointed out the places where he committed the snatching. After interrogation, disclosure statement of the accused person was recorded. INTERROGATION & MODUS OPERANDI During interrogation, it has been revealed that Rajender @ Sunny is not educated. He belongs to a poor family and don’t have any regular source of income. He came in touch of one Raju r/o Ghaziabad, U.P. they started committing chain snatching. In order to secure easy income. They used to conduct recci in the targeted area such as residential and market areas on one pretext or other to get an idea of the entry and escape route after commission of snatching. They used to identify soft targets like house wives/office goers. The accused had kept the snatched chains with them in order to sell them off to some appropriate customer at a convenient time. The Chief Managers/ Managers/ representatives of more than 200 Banks attended the above mentioned programme. Audio Visual aids were used during the sensitisation programme. All the Banks Chief Managers/ Managers/ representatives were sensitized about the deployment of armed guards, installation of electronic security gadgets, Security alarms system, their operating process, Hot line between the banks and Police Stations, surveillance and watching of activities of suspicious persons loitering in and around the banks etc. Emphasis was laid on installation of CCTV Cameras inside as well as outside the Bank including covering the parking lots. INCIDENT:On 10-6-2012 a PCR call was received in PS Shalimar Bagh that one Ravi Prakash S/O Sh Dharm Pal Singh R/O House no.85 Shalimar Bagh , Delhi was stabbed by one Ravi , a resident of the same colony along with his friends Pawan and Sandeep who hit bottle of bear on the head of Ravi Prakash. After drinking Ravi Kumar called Ravi Prakash in the Parking and abused him on the pretext that he is the DADA of colony and he should also accept him as the Dada of the colony. When Ravi Prakash opposed him all of a sudden Ravi Kumar and he along with other associates thrashed him. He and Ravi Kumar hit bottle of beer on the head of Ravi Prakash and Sandeep stabbed him, while other two Sanjay @ Vicky and Pusp Kumar caught hold of Injured Ravi Prakash.
