Subject: Air Force Eastern-New England Region Airspace/Range Management Council
Meeting
1. General — The Air Force Eastern-New England Region Airspace/Range Management Council met in the Sheraton West Hotel, Atlantic City, New Jersey, 5-6 Nov 97. Lt
Col Mark Jones and the 177 FW hosted and provided excellent support for the meeting.
The purpose of the meeting was to discuss airspace and range issues within the Eastern-New England region. The Agenda and List of Attendees are at Attachments 1 and
2, respectively.
2. Proceedings — 5 November 1997
a. Welcoming Remarks/Objectives — Mr. Lake (ANG/XOBA) facilitated the
meeting. He welcomed everyone then introduced BGen Liguori (Co-chairman, Air
Force Eastern-New England Airspace/Range Management Council) who summarized
the meeting’s objectives and stated that he wanted the meeting to be action oriented.
Colonel Pease (Co-chairman, Air Force Eastern-New England Airspace/Range Management Council) said the Air Force is leading the services on managing airspace and
range issues. He also reemphasized that we must communicate well. We must also
cooperate then collaborate. Most people support a balanced approach to meet training
requirements and achieve effective environmental stewardship. Lt Col Jones (Commander, Warren Grove Range) offered some administrative remarks, then Mr. Lake
concluded the introductory portion of the meeting by briefly summarizing the history of
the regional process.
b. National Perspectives — BGen Wilkening (Co-chairman, Air Force National
Airspace/Range Executive Council) said the Air Force National Airspace/Range Executive Council meeting held on 21 May was very productive. More Navy participation is
needed. Mr. Frank Colson, Executive Director, DoD Policy Board on Federal Aviation,
agreed to help solicit their participation. DoD directorate-level support is needed to increase interservice participation. Two recent initiatives are being worked. The first is to
include the regional airspace/range process on the agenda of the upcoming Senior
Commanders’ Conference. The second is to assign an administrative officer to each of
the regional co-chairman. Colonel Pease explained the airspace and range vision which
is to ensure that training airspace is available. Airspace proponents need to convincingly articulate the need for new or modified airspace. Flying hours have been reduced
from 3.3 million in FY 88 to 2.2 million in FY 97. However, the need for airspace has not
reduced commensurably because of higher performance weapons systems and more
complicated training requirements. The military needs to create partnerships as much
as possible. One example of such a partnership is the joint noise study accomplished
between the National Park Service and the USAF in the White Sands Missile Range
area. The withdrawal agreement for 7.2 million acres of land (a total of 16 million acres

is currently withdrawn from public use) is being reviewed for renewal. There is a proposal to return unused land in portions of the Goldwater Range Complex. Similar recommendations are being formulated for the Nellis Range Complex, the land for Enhanced Training in Idaho, and the Big Bend National Park area.
c. ANG Ranges/ACMI/CRTC — Major Roop (ANG/XOBA) summarized some of
the most pertinent issues and priorities for the Air National Guard’s 15 air-to-surface
ranges, four Combat Readiness Training Centers (CRTCs), and the three Air Combat
Maneuvering Instrumentation (ACMI) ranges. One of the principal range concerns is
Range Control Officer (RCO) degraded situational awareness during night operations
and high altitude release bomb weapon delivery events. The ANG is hoping to install a
Radar Analysis Program (prototype being installed at Townsend Range) at each range
to help increase the RCO’s situational awareness. Most ranges, CRTCs, and ACMI
ranges are experiencing manpower shortages due to a lack of funding. The manpower
requirements are identified. Several initiatives are in being to meet user needs. Increased emphasis is being placed on night, laser, and IR operations. Alpena will be the
next ACMI site. The Rangeless Air Combat Training System (RACTS) is the system of
the future. It will incorporate a no-drop weapon scoring and real-time kill removal capability. Range priorities are: footprints, night vision goggle training, standardized target
lighting, standardized paint schemes, improved communications capabilities, increased
manpower funding, and CRTC scoring systems and threat replicators. Airspace for high
altitude release bomb deliveries is also an issue. All ranges other than Ft Indiantown
Gap and Warren Grove either have or are in the process of acquiring airspace for
HARB deliveries.
d. Regional Public Affairs Officers (PAOs) — Mr. Barry (NGB-PAE) explained
that PAOs are designated for each FAA region with the exception of the Western Pacific region. NGB-PA wants to hold a meeting in December 1997 to establish a long range
plan for the PAOs. He suggested that someone from the Air Force Eastern-New England Region Airspace/Range Executive Council attend the PAO planning meeting tentatively scheduled for 9-11 December 1997.
e. Noise Complaint Process — Colonel Pease stated that HQ USAF/XOOR is
the focal point for Executive and Congressional inquiries about noise complaints. Those
who schedule and manage airspace should process all noise complaints resulting from
aircraft flying within their area of responsibility. Airspace managers are encouraged to
restrict habitual offenders from flying in their airspace.
f. Risk Communication Training — Mr. Lake summarized the content of the
training course and encouraged everyone who deals with the public to attend the
course. The ANG pays the course’s tuition cost.
g. Ft Drum ANG Range Move Status — Lt Col Shampine (Ft Drum Range
Control Officer) stated that the Forward Operating Location (FOL) at Wheeler-Sack ArAir Force Eastern-New England Airspace/Range Management Council Meeting

my Air Field started in 1983. The FOL operation is designated the 174 FW/Det 1 and Ft
Drum Range is designated 174 FW/Det 2. The Wheeler-Sack runway extension will
benefit A-10 operations. No other fighter aircraft are authorized to operate on the new
runway. The final approach and outer marker location conflict with Range 35 operations. The fix to that is to move range operations to the northeast and designated a new
range as Range 48. There was a line item in this year’s Defense Authorization Bill to
pay for the move. However, President Clinton used his line item veto authority to delete
that funding item. The Senate overrode the veto. However, the funding for the move is
uncertain.
h. AFRep/NAVRep/DARR Perspectives —

Lt Col Madrigal (EA/NE AFRep)stated that some of the east coast Warning Areas will be subdivided and combined. A Memorandum of Understanding was signed on 1 August 1997. The airspace reorganization will
help with real-time airspace management.

The Navy’s OPORD 2000 will possibly have an impact on the Atlantic
Coast Warning Area airspace scheduling. The 104FW is to assume
scheduling responsibility for No Man’s Land Island restricted airspace (R4105). Commander Link (NAVREP) sent a letter to the 104 FW outlining
the transfer of scheduling responsibilities.

The Farmville MOA proposal to reduce its size and increase its hours of
operations is at the FAA Regional Headquarters for coordination.

High Altitude Release Bomb airspace may be needed for Ft Indiantown
Gap and Warren Grove Ranges.

A Joint STARS operating area is designated near the Ft Drum Range.

Colonel Madrigal suggested that someone in Maine might want to takeover the scheduling and management responsibility for several Instrument
Routes. There was no resolution on this issue.

Radar monitoring at ranges would be useful to help deconflict aircraft in
the range bombing pattern.

There will be a major aircraft conversion at NAS Oceana. That action requires further study to determine the impact on airspace and range utilization and scheduling.

a. BGen Liguori adjourned this portion of the meeting at approximately 1630
hours.
3. Proceedings — 6 November 1997
a. Military Airspace Management System (MAMS) Update — Mr. John Williams (ANSER Corp) told the Council that MAMS will provide a database from which
airspace utilization can be determined. An operations concept is being developed. All
authorized users will be able to request missions in DOD airspace. In addition, the program includes a capability to give each user the opportunity to determine who has
scheduled any DOD airspace at other times during the day. All airspace currently contained in FAA Order 7400.8 will be in the MAMS database.
b. Aircraft Owners and Pilots Association (AOPA) Perspectives — Ms. Bailey stated that Special Use Airspace is seen by General Aviation pilots as an obstacle
to free flight. AOPA wants to be a partner to responsible airspace stewardship. AOPA
does not have any significant issues specific to the Eastern-New England region. She
made a plea to release airspace as soon as the military has completed their required
training. General aviation pilots want unimpeded access to special use airspace during
periods of non-use. While a pilot on a VFR flight plan can transit special use airspace at
any time, most pilots will not if the airspace is reported to be in use. Many times, airspace is reported to be in use simply if it is scheduled for use. There is a need for realtime utilization information dissemination.
c. Unit Reports
1) 192 FW, Richmond IAP, VA — Major Sanford reiterated the communication problems they and other units are having with Giant Killer (FACSFAC
VACAPES). Flights frequently depart the working area VFR because they cannot get an
IFR clearance. Another problem is that the test track is dual scheduled.
ACTION: Identify the source of the problem with test track scheduling and Giant Killer’s air-to-ground communications difficulties. Disseminate the results
of the findings to the 1 FW, 102 FW, 113 FW, 177 FW, and the 192 FW.

2) FACSFAC VACAPES — Lt Arrighi ran a video that described the Fleet
Area Control and Surveillance Facility (FACSFAC) at Virginia Capes, VA. He also described the Large Area Tracking Range system. It is a pod-mounted system that has
application to air-to-air and air-to-surface training.

3) 103 FW, Bradley IAP, CT — Lt Col Swift would like to expand the
Yankee 2 MOA to the size of the Yankee 1 MOA, with appropriate no-fly areas.. There
are no significant airspace issues for the 103 FW.
ACTION: Determine if there is a need for a Yankee 2 MOA proposal; if there is, write a Test and Training Needs Statement to articulate the operational training requirement to enlarge the Yankee 2 MOA.

4) 113 WG, Andrews AFB, MD — Lt Col Campbell reiterated the 113
WG’s concern about the test track scheduling process and priorities. He also affirmed
the communications problems with Giant Killer.
5) 436 AW, Dover, DE — Major Talaba stated that his C-5 unit has a
strategic brigade air drop mission. That mission requires some formation flying and entails flying over a drop zone at about 130 KIAS. That training requirement started about
one year ago.
6) Coyle Drop Zone — Lt Col Silverman said that four units accomplish
their drop zone training at the Coyle Drop Zone. The New Jersey Department of Forestry Service negotiated a new land lease agreement. The new five-year lease was signed
on 1 October 1997 at a cost of $24,000 per year. The Delaware ANG publishes a quarterly newsletter. There will be an annual user group meeting for Coyle Drop Zone operations in Jan 98.
ACTION: Send a copy of the quarterly newsletter to each member
of the Air Force Eastern-New England Airspace/Range Management Council.

7) 111 FW, Willow Grove NAS, PA — Major Hreso said the 111 FW
does not schedule nor manage any airspace. They need airspace to FL 250 to accomplish high altitude release bomb delivery events and to work with F-16s. They also need
a low altitude MOA in north central Pennsylvania from approximately 100 feet AGL to
10,000 feet AGL. The 111 FW cannot accomplish weapon delivery training at
Bloodsworth.
8) Ft Indiantown Gap Range, PA — Lt Col Bollen enumerated some of
the range initiatives he is undertaking. The target area and drop zone remote lighting
project is complete. He is installing day and night high angle scorable targets, and he
will replace the main tower. He is working to get airspace for high altitude release bomb
deliveries. Some of the other issues he is working are the problem of long work days
and the lack of resources to meet mission requirements.

9) Warren Grove Range, NJ — Lt Col Jones said his range utilization is
2500 - 3000 sorties per year. Noise complaints are at an all-time low of seven. He does
not have any significant airspace issues.
10) Ft Drum Range, NY — Lt Col Shampine outlined several of the actions the ANG Range Council is undertaking. The Council is working to resolve communications problems and upgrades at several of the ranges, upgrade several scoring
systems, and to have weapon safety footprints available at each range. A home page is
available at “http://ranges.ang.af.mil.” Noise complaints can be called into the Ft Drum
Range by calling (800) 228-3567.
11) 104 FW, Westfield, MA — Lt Howie said his Wing wants to schedule
and manage No Man’s Land Island for weapon delivery training. There is no utilization
on VRs-841/842.
ACTION: Determine the projected utilization for VRs-841/842. Deactivate them if there are no projected training requirements to justify their continued
existence.

12) 102 FW, Otis ANG Base, MA — Capt Blake said there is a training
requirement to expand W-105. The 102nd is moving into the offensive counter-air mission, and has a need for low altitude over land airspace.
ACTION: Contact VACAPES to determine the feasibility of enalrging the W-105 airspace.

13) 143 AW, Quonset State Airport, RI — Major Donnelly stated this his
unit uses SR-904/905, R-4102/5201, and W-105C. He would like to accomplish dissimilar aircraft training. One of their success stories is enhanced station keeping equipment
training and the good working relationship they have with their servicing ARTCC. His
unit will soon be equipped with the C-130J aircraft. That change might require refueling
tracks. There are no significant airspace issues.
14) 157 ARW, Pease AGS, NH — Captain Hogan said their Wing has a
good working relationship with Boston ARTCC. The unit has a refueling mission, and
they sometimes use W-102/105. There are no significant airspace issues.
15) 101 ARW, Bangor IAP, ME — Lt Col Story processes a lot of noise
complaints on routes scheduled and managed by other units. However, his Wing does
not have any significant airspace issues.

4. Wrap Up and Taskings for January 1998 Executive Council — BGen Liguori
asked that each unit be prepared to provide a status update on the actions they have
been assigned. Updates should be given to their senior representative who will attend
an Executive Council meeting on 28-29 Jan 98. He adjourned the meeting at approximately 1215 hours.
5. High Altitude Release Bomb Airspace (HARB) Ad Hoc Meeting — Mr. Cooper
(NSA Inc) facilitated a meeting of those users who would accomplish high HARB delivery training at Ft Indiantown Gap and Warren Grove Ranges. The purpose of the meeting was to establish the process, requirement for, and those responsible to provide information needed to accomplish a preliminary review of the impact and challenges to
increase the upper limit of the restricted airspace at each range to FL 250. It was determined that Washington, Boston, and New York ARTCCs will probably need to be
consulted to determine an air traffic impact. There is a possibility of having to stratify the
airspace to lessen the impact on commercial air traffic. Increasing the airspace at the Ft
Indiantown Gap range will be less of a challenge than doing the same for the Warren
Grove Range because of traffic flow. After considerable discussion, it was determined
that the following information will be needed to do a thorough, preliminary assessment
of the concept. Several actions and time suspenses were agreed upon to start the process. A user group meeting will be convened at Willow Grove ARS on 24 Nov 97 to refine user requirements.
ACTION: Determine the projected daily/weekly/monthly hours of use for airspace
to FL 250 at the Ft Indiantown Gap and Warren Grove Ranges. Have a user group
meeting to determine the requirement.
