Subject: Westland High School Drill Meet Registration Form
1. The AFJROTC OH-011 Drill Meet will be held on Saturday, 23 Feb 2013 at Westland High
School, Galloway, Ohio.
2. We are expecting an excellent response for this meet, so if you plan to attend please fill out
this event registration and return it to OH-011 no later than 8 Feb 2013. You may send the
entry fee of $60.00 at that time or bring it with you to the meet.
3. Maximum eighteen (18) schools will be allowed to compete so please register as early as
possible.

MEMORANDUM FOR ALL JROTC UNITS

SUBJECT: 29th Annual AFJROTC OH-011 Invitational Drill Meet
1. On 23 February 2013, AFJROTC OH-011 will hold its 29th Annual Invitational Drill Meet.
All JROTC Drill Teams should be signed in at Westland High School NLT 0715 hours.
Instructors are encouraged to meet in the Instructor Courtesy Lounge upon arrival. Everyone
should be in JROTC uniform by 0750 hours. Commanders Call starts at 0800 hour for team
commanders and Instructors only please. Opening Ceremonies will be held at 0830 hours in
main gym please be seated in the main gym by 8:25. Competition events will start at 0845 hours.
2. The following information contains all meet rules and regulations. Should you have any special
requirements please let us know in advance of the meet. If any questions arise, please contact

Safety is paramount, will not be compromised and smoking is prohibited on
Westland school grounds. Do not enter unauthorized areas, this is prohibited.
No facsimile practicing inside any building
No shining of shoes allowed within any building, it may create a slip hazard.
Commander’s Call for all team commanders and instructors will be at 0800 in the
main gym.
You may pay your entry fee upon arrival at the meet but your entry form must be
received by 8 Feb 2013. All Checks must be payable to Westland AFJROTC
Boosters.
There will be a $1.00 charge for each knockout (1st Year Only and Advanced both
without weapons.). There will also be a $3.00 charge per cadet for individual or duet
exhibition entries.
Please have applicable teams staged at each event location NLT 10 minutes prior to
event start. We will do our best to keep the floors occupied with competing teams
and adjust as needed.
For IDR and Inspection teams, all cadets must conform to current uniform
directives. Inspection Team Commanders will be expected to know the chain of
command in the inspection study guide, general cadet knowledge, and may be asked
a question covering current events. During the Inspection, no other Cadets will be
asked questions but may be spoken to.
Inspection team cadets will wear the standard Service Dress uniform with Flight
Caps. Inspection will move directly into the Academic Challenge testing area
following the Inspection.
Knockout will be conducted by the judges calling commands. Please have first year
cadets form up on main gym floor immediately at time notified in an AF or service
issue uniform.
Eligibility
A. Only cadets who are actively enrolled in JROTC at your school may participate in the
drill meet.
B. A “First Year” team is made up of cadets who have not completed one (1) full year of
JROTC at any school. Waivers may be permitted to allow second year cadets to
participate on a “First Year” team (except for the commander position) on a case by
case basis if made known in advance or at Commanders Call.
I.
Regulation Drill Events
A. Each team must consist of the number of cadets listed on the entry sheet.
B. Each member of armed regulation teams must be armed with a demilitarized or
facsimile military-styled weapon; the commander will be armed with
demilitarized/facsimile sidearm or saber).
C. Each unit may enter only the number of teams stated on its entry sheet.
II.
Exhibition Drill Events
A. Team exhibition events must be a minimum of four (4) minutes and a maximum of
Eight (8) minutes. Time starts when the team enters the drill floor and stops when they
exit the drill floor.
B. Absolutely no taps allowed on any drill floor.
C. Exhibition teams must consist of the number of cadets stated on the entry sheet.
D. Team Commander must notify Judges if lightweight rifles are being used. Teams using
lightweight rifles will be receive a 50 point deduction from their final score. NO blind
throws will be allowed and will be cause for disqualification from the event.
E. Individual/Duet armed exhibitions must be a minimum of two (2) minutes and
maximum of four (4) minutes. Time starts when the individual/duet enters the floor
and stops when individual/duet leaves the floor.
F. All Armed Ex weapons MUST have rubber butt pads and protective barrel tips in
place. The ORANGE TIPS that came with the Daisy replicas are not considered
appropriate protective tips for this meet. Failure to meet required protective
requirements will disqualify the team from entering the floor. (NO BLIND THROWS
ALLOWED)
G. Armed individual/duet and Knockout events do NOT count in the point accumulation
to determine overall traveling trophy champion.
III.
Color Guard
A. Each unit may enter two advanced Color Guard teams. However, an individual may
only compete on one team.
B. Each unit may enter two first-year Color Guard teams. First year eligible cadets must
NOT have completed their first year of JROTC. A member of a First-Year Color
Guard team CAN be a member of an advanced Color Guard team because they are
separate events.
C. Each Color Guard Team will consist of four (4) members; two guards carrying
demilitarized/facsimile weapons, and two flag bearers.
D. The Commander will be the cadet carrying the American Flag.
E. Proper flag etiquette will be observed with the American Flag on the Right and equal
or slightly higher than other flag carried.
F. All color guards will perform at quick time, slow time will incur 50 penalty points.

Inspection Team/Academic Challenge

The Inspection Team competition will consist of an Open Ranks Inspection followed
immediately by an Academic Test forming a single competition event.
The team consisting of 10 total cadets (9 plus commander) will be judged by the way
they enter and exit the Inspection floor. The Commander will have the team formed
as three elements centered on the head judge and will execute open ranks. The
Head Judge or designated judge may ask the Team Commander questions covering
chain of command, general cadet knowledge and current events. The commander
will also be examined for command presence. No other cadets will be questioned, but
may be spoken to. Cadets will proceed to the Academic Challenge competition
immediately following Inspection.
Each cadet will be scored on a 1 to 5 scale (5 being best) for grooming, uniform,
bearing and shoe shine; cadets should wear regulation shined leather shoes.
Synthetic materials are authorized for wear but they are not AFJROTC issue items
and will incur a scoring deduction. Army units are not penalized for wearing
synthetic shoes because they are issued to cadets but they will be inspected. A highgloss shined leather shoe demonstrates effort above and beyond. The total average of
Inspection and Academic scores will determine each teams score for this event.
V. The Traveling Trophy will go to the JROTC unit that has the highest accumulated
score from the following categories.

VI.
Judges and Scoring
A. Judges will be assigned for each class of competition and will judge EVERY team that
enters that event. All events will be judged IAW AFMAN 36-2203 and FM-22 (armed).
B. Each event will be awarded a 1st, 2nd and 3rd place trophy.
C. The highest accumulated score of all events excluding Individual/Duet and Knockout
categories will be used to determine 1st, 2nd and 3rd overall placements. Only the Color
Guard score used for event placement will be tallied into the overall score.
D. In the event of a tie for overall champion, the team with the highest TOTAL
UNARMED IDR score will be declared the winner.
E. There will be no tie scores, scoring tiebreakers are established and will used.
F. If there is a tie in a team event, the head judge’s score or the total # of 5’s will
determine the winner in case of a tie in the judge score.
G. Boundary violations will incur a 10 pt deduction
H. Teams not meeting minimum team size for any event will incur a 10pt deduction
I. Time violations will result in a 20 pt deduction
J. Illegal commander will result in disqualification from that event.
K. All teams are required to verbally report in to the judge.
L. All armed teams must do inspection arms before the start of the routine and after the
end of the routine or incur a 5 point deduction.
M. The scores given by the judges are final. Absolutely NO appeals will be considered.
N. ALL ROUTINES will be marched in quick time 100-120 steps per minute.
VII. Logistics
A. Weapons and equipment security is the responsibility of each unit. We will assist in any
way to help, but the ultimate responsibility rests with the unit.
B. Inspect your room before your unit enters and report any unusual conditions.
C. Instructors will insure their cadets refrain from all teacher desk areas. Do not touch
equipment, computers etc. and please leave your assigned room the same as when you
entered.
D. Food will be available in the cafeteria with breakfast items at the start of the drill meet
following with lunch late morning until nearly the end of the drill meet. School policy
prohibits food and drinks from being consumed outside the cafeteria. NO FOOD OR
DRINK WILL BE EATEN OR TAKEN INTO ANY CLASSROOM OR HALL WAY. FOOD
MAY BE BROUGHT INTO THE BUILDING. IF YOU BUY FOOD OUTSIDE THE
SCHOOL, PLEASE RESPECT OUR EFFORT TO RAISE FUNDS AND CONSUME IT
OUTSIDE THE SCHOOL.
E. Main gym floor is 95 feet by 74 feet; it will be used for all IDR without weapons.
F. Upper gym floor is 84 feet by 34 feet; it will be used for Individual/Duet exhibition
with weapons.
G. Community Center Court 1: 84 feet by 49 feet for exhibition with weapons and
exhibition without weapons. (BUTT PADS AND PROTECTIVE TIPS MUST BE
USED).
H. Community Center Court 2: Two drill areas each 49w feet by 42L feet; for all Color
Guard routines.
I. Community Center Court 3; 84 feet by 58 feet, for IDR with weapons.
