FGN E-COLLECTIONSSCHEME FREQUENTLY ASKED QUESTIONS (FAQs) 1. What is FGN e-CollectionScheme? The FGN e-CollectionScheme is the concluding phase of the Treasury Single Account (TSA) Initiative. It willautomate and streamline revenues and other moniespayable to Ministries, Departments and Agencies (MDAs) as well as other Institutions and Parastatals directly into theConsolidated Revenue Fund (CRF) or designated accounts of each MDA at CBN using the CBN Payment Gateway. 2. What is TSA? The Treasury Single Account (TSA) is the unified banking arrangement of Government that gives consolidatedand centralized cash position of the treasury. TSA is a single account in the custody of the Central Bank of Nigeria (CBN).The account is also referred to as the Consolidated Revenue Fund Account Please read more about TSA at www.oagf.gov.ng 3. What is CBN Payment Gateway? The CBN Payment Gateway is a secured electronic payment platform adopted by CBN for the execution of payment instructions and the collection of revenues and other monies due to the Federal Government of Nigeria. 4. What will change from the current MDA collections process? Government revenue and other monies that used to be collected by Ministries, Departments and Agencies (MDAs) into their individual collection accounts at Banks will now be collected centrally through banks and other electronic channels into TSA or designated accounts of MDAs domiciled at CBN. Benefits: Government have oversight of all revenue and other monies collected by MDAs Increase Government receipt by blocking any form ofleakages Makes it easier for Nigerians to pay government throughintroduction of electronic channels like Cards,Internet Banking, POS etc. Payment is received promptly and service can be rendered to the payer 5. How can I reduce the time I spend at the counter making payment in a Bank Branch? Visit www.remita.netto obtain a unique transaction reference (Remita Retrieval Reference – RRR) before going to the branch. The teller only needs to enter the RRR on Remita to retrieve the payment details and complete the payment. 7. What is RRR? Remita Retrieval Reference (RRR) is a unique code that is generated by the Remita e-Collection platform to a payer after capturing details of their intended transactions online @ www.remita.net. To obtain a RRR, visit www.remita.net (or other specified website). On the website, select ‘Pay FGN’, proceed to supply payment details and obtain a unique transaction reference (Remita Retrieval Reference – RRR) before going to the branch. 8. What information do I need to make payment to MDA/ FGN? Name of MDA Revenue type Amount to pay Name of payer Email address Telephone number Purpose of payment/ Additional Information 9. What is a Revenue type? The Revenue Type is the kind of service that a payer wishes to pay for or description of the remittance to FGN. A payer may confirm the revenue type from the MDA before proceeding to pay. 10. Why do I require email address and telephone number to pay? Email address and Telephone number are not mandatory. However, if you supply an email address and a telephone number at the point of payment, the system will notify you of successful payment and send you an e-receipt. 11. Why do I need to visit the MDA before I can make payment? The MDA will guide the payer on the revenue type and amount payable. If this information is known, then the payer may proceed to pay without the need to visit the MDA. We are working at providing the information electronically. If a payer comes with a RRR, the bank Teller only needs to enter the RRR on Remita to retrieve the payment details and complete the transaction. However, if a payer visits a bank branch without a RRR, the Bank Teller will be required to select the “Name of MDA” and “Revenue Type”. The Teller will also capture “Name of Payer”, “Telephone Number”, and “Email Address” as available 13. Will a Payer be required to provide the MDA collection account at the point of payment NO. A Payer is not required to provide a collection account when making payment. Each MDA designated collection accounts have been configured on the e-Collection platform 14. What is the scope of the FGN e-Collection Scheme? Which MDAs are involved and what revenue types or receipts are covered? This scheme covers all MDAs as well as other Institutions and Parastatals that collect revenue items and monies payable to FGN including all forms of receipts, refunds, operating surpluses, transfers, donations, over-payment, taxes and customs duties etc. Please check OAGF website www.oagf.gov.ng for further details. 15. Can I pay my fees if I do not have Internet access? Yes. You can visit a bank branch and pay across the counter. 16. What are the payment channels available to a Payer? Can I make payment in any bank Internet site? YES. We expect all the bank Internet sites to be enabled to collect revenue on behalf of Federal Government. The platform allows Verve, Mastercard, Visa, UnionPay and foreign cards 20. Will I be able to pay via POS at the MDA? YES. POS systems will be deployed at MDAs. 21. Can a payer make part or multiple payments? Where a specific amount has not been preset for a service, the system will allow a Payer to pay any amount desired. However, MDA will be able to view all the payments and confirm if it is enough to provide the required service. 22. How long will the bank keep money collected before remittance to the CRF or MDA Account? Will I get a receipt after making payment? Yes, irrespective of the channel adopted, a receipt will be generated after payment is successful 24. What is next after payment is made? Payer can visit MDA with electronic receipt/teller to obtain service. 25. How will the MDA confirm that a payer has effected payment? An electronic receipt is made available to the payer after payment and the MDA can log on to Remita e-Collection platform or the GIFMIS system to verify payment. 26. How do MDAs have access to monies paid to them by Payers The MDA are granted access to funds collected on their behalf at CBN through the Remita Platform. Each MDA is registered on the platform by completing a registration/ user enrolment form and submission of completed form at the Settlement Centre, Funds Department, OAGF. Upon registration, the MDA is able to spend and have full control of funds collected at any time 27. I made a mistake on the amount I paid. How can it be corrected if the amount paid is higher than the amount due? Visit the MDA with the details or write to the MDA/ OAGF. Your request will be processed and you shall receive a response within 7 days 28. I made a mistake on the amount I paid. How can it be corrected if amount paid is lower than actual amount payable? You can pay the balance separately but visit the MDA with the two payment receipts. 29. What happens if I misplace the receipt that I got after payment? The Remita e-Collection platform sends an electronic copy of the receipt to your email for future reference. You may also approach the bank branch you paid to request a copy of the receipt. 30.
