Former UN special rapporteur on human rights in the Occupied Palestinian Territories since
1967, and the chairman of the Independent Fact
Finding Committee on Gaza to the League of
Arab States, established in February 2009.
Specialized in International Law. Mr. Dugard had served as well in various academic and diplomatic careers, including the former director of Lauterpacht Centre for International
Law at Cambridge University, and an ad hoc judge at the International Court of Justice (ICJ).
