A student’s educational program must be carefully evaluated to determine when and where the additional support is required. Natural support and existing staff should be used whenever possible to promote the least restrictive environment. A primary goal for all students with special needs is to encourage, promote, and maximize independence. If not thoughtfully implemented and carefully monitored, additional assistance can easily and unintentionally foster dependence and hinder growth. As a result, the IEP team must periodically review the continued need and effectiveness of this additional support. It is the intent of the policy for staff to follow the process, however, at times extenuating circumstances may exist that may be considered by the team and administration (e.g., serious medical needs, temporary support).
