Increases to Support Staff Scales
The National Joint Council for Local Government Services has announced the pay scales
for support staff. There will be an increase of 2.2% to most scale points however scale
points HB/2 to H1/2 increase by a greater amount. The increase applies from 1 st January
2015 and is not back dated.
In addition there are non consolidated payments to be paid in December 2014 to those
staff on roll as at 1st December 2014. There are further non consolidated payments that
are due to be made in April 15 however Hertfordshire County Council has decided to
amalgamate them with the December payment.
Both the increases and the non consolidated payments are to be pro-rated based on each
staff members full time equivalent.
The budgeting software already includes a 1% increase from the 1st April 2014.
The guidance below seeks to show schools how to calculate the approximate cost over
and above the inflation already built into the software.
There are tables at the back of this bulletin showing the cost for each pay grade based on
a full time equivalent of 1 and the fringe area. A second table shows the non consolidated
payments.
Calculating the additional costs for this year.
There are two options to choose from;
 Option 1 - Calculate each staff member individually, using the tables at the back of
this document and their full time equivalent. Keep a running total and add this
value, together with oncosts, into the Staff Totals additional allowance box.
 Option 2 - Take the average FTE per staffing CFR area and calculate using the
most expensive option with oncosts, adding this into the Staff Totals additional
allowance box.

The report will print to excel
Alternatively, the nominal roll will provide this information and will also show the scale and
grade the employee is currently on.

The report shows the full time equivalent.
Referring to the correct fringe table at the back of this document;
Take the FTE for the staff member.
Multiply the FTE by value in the correct “Addl Costs” fringe column for the correct pay
scale.
Continue to calculate the rest of the staff members for that CFR area.
Increase the total figure by 25% approximately to include the oncosts.

Take the average FTE for the staffing area.
Multiply the FTE by the value for H2/1, which carries the highest value.
Increase the total figure by 25% approximately to include the oncosts.

Choose the preferred method for your school and continue to calculate the
additional costs for each of the staffing areas.
If your school has a Children Centre, there will be staffing in E31 also.
The method you use may differ based on the staffing area. Staff on scales HB/2 to
H1/2 received a significantly higher settlement than others and are likely to be in
CFR areas E04 and E07.
Step 2
In FPSadvance navigate to the appropriate CFR area
Underneath the Notes box click on the Other Staff Totals button
Enter the cost to school in the Other box for 14/15 year.
Click on the 2015-16 tab.
Remove this value from the future years

Continue to add the additional calculated costs into the other allowance box for
each of the staffing areas. If you have a Children Centre, don’t forget E31 also.
Step 3
The above instruction deals with the additional costs for 2014/15.
The instruction below shows how to change the scales for 2015/16.
Change the value of the salary scales for support staff from April 2015.
In FPSadvance, navigate to Expenditure Inflation Factors
Change the E03-E07 line under 2015-16 column rate to 1.2
Ensure that the value is changed back to 1% from 2016-17, the inflation value that will be
applied in 2016/17 is not known currently.

Step 4
The instruction above deals with the general inflation of the support staff salaries for
2015/16.
The instruction below is designed to show schools how to amend the scale HB/2 to H1/2.
The lower grades should be amended because they have had a higher inflationary rise
than the standard.
Navigate to the Custom Payscales.
To change the salaries check your schools fringe setting, shown next to London
Weighting, and refer to the correct fringe table at the back of the bulletin.

The scales should be changed to the values in the table.
Example
If your school does not pay Fringe to support staff, you should see £0 in the London
Weighting box, as in the picture on page 7.
When changing the values use the figures in the No Fringe table, £13500 to £14338.
The other salaries will have already changed due to the additional inflation value added in
Step 3.
Note
Scale H13 will already be correct, do not change.
Click on Close
Soulbury Scales will have been affected by the additional value added in Step 3 also.
If you have any staff on the Soulbury rates, you may wish to change them back to the
previous values.
Alternatively they may be left at the new level until further inflationary information is
available.

Non Consolidated Payment for Next Year.
In Hertfordshire the non consolidated payments due in April 15 are going to be included in
the December payment. Allowances have already been made in the tables below.
Teachers Pension Increase September 2015
The schools contribution towards teachers pensions is increasing from 1 st September
2015. Currently the rate is14.1% but in future the rate will be 16.4%
FPSadvance allows for a change in the pension rate but applies it from 1st April.
Below is a work around that will allow you to enter a figure for the current year and then
the rate can be changed from 2016-17 onwards.
Click on the CFR Report
Print the Report to Excel leaving all years selected. You may want to print this report.
Navigate to Pay Related Factors
Change the pension rate in the 2015/16 column to 16.4 and click on Close.
Obviously, this action will apply the pension rate for the whole year which is incorrect.

Calculate the effect for the current year by re-running the CFR report and find the cost
against E01 for teachers. Compare this to the original CFR report.
Original

In the example, the difference is £8390.
Take this figure and divide it by 12 and multiply it by 7.
The calculated value is £4894
Navigate to the Teaching data input screen
Click on the Teaching Staff Totals button, below the notes box.
Enter the value in the Other Allowances box in 2015-16

Click on the 2016-17 tab
Remove the value from future years.
Click on Close
Navigate back to Pay Related Factors
Change the Teachers Pension rate under 2015-16 back to 14.1 and alter the following
years to 16.4.
Click on Close

National Insurance Changes April 2016
From April 2016 the Contracted Out Rebate will disappear. Currently the system is set to
allow 3.4% rebate.
To make this amendment in the software, navigate to Pay Related Factors
Firstly, remove the value for the NI Rebate from 2016-17 onwards
Finally, increase the value for the Contracted Out rate from 2016/17 to 13.8.
