In pursuance of the orders issued by the Hon’ble Supreme Court of India
in the reference 1st read above, the Seniority List communicated in the reference
4th read above and the approval of the names of the Lecturers of Government
Degree Colleges by the Departmental Promotion Committee in the meeting
held on 15.12.2008 and under Rule 10 (a) of the A.P.State and Sub-ordinate
Service Rules, 1996, Smt. B.C.Saraswathi, Lecturer in Commerce, Government
Degree College, Rajampet, Kadapa Dist., is hereby temporarily promoted as
Principal, Government Degree College in the A.P.C.E.S on ADHOC BASIS
with immediate effect, in terms of the Government orders 2nd read above,
subject to the condition that he / she should pass the Accounts Test for
Executive Officers with in the period of probation or within one year or in one
of the first two examinations held after such promotion, whichever is later. If
he / she fails to pass the test, she shall be reverted to the class, category or post
from which he / she was promoted and he / she shall not again be eligible for
consideration for promotion unless she passes the Accounts Test for Executive
Officers, as per Rule 15 (a) of A.P.State and Subordinate Service Rules, 1996.
On promotion, she is posted as Principal, Government Degree College for
Women, Hindupur, Anantapur Dist., in the existing vacancy.
2)
The temporary (adhoc) promotion now ordered in Para (1) above, do
not confer any right on the post of Principal of Government Degree College and
the officer is liable for reversion at any time without any notice and without
assigning any reasons therefor. The promotion as Principal of Government
Degree College is subject to the out come of the O.As / Writ Petitions if any
pending in the Hon’bel A.P. Administrative Tribunal and Hon’bel High Court
of A.P., as the case may be and also subject to the out come of the SLP. No.
11029/2005 filed against the orders of the Hon’ble High Court of A.P. Dated:
18.02.2005 in WP.No. 20900/2004.

The lecturer under orders of promotion as Principal of Government
Degree College is informed that as per Rule 11 (b) of A.P.State and Subordinate
Service Rules, 1996, he / she should join duty in the promoted post within
Fifteen (15) days from the date of receipt of these orders and also that he / she
is considered for promotion to the post of Principal for the 2 nd time in terms of
instructions in the reference 2nd read above. Therefore, if he / she fails to join
the place of posting within the stipulated time he / she will forfeit his / her
right for such promotion for the present and future also.
4)
The Principals of Government Degree Colleges are categorically
instructed to verify the original caste certificates in respect of SC / ST
candidates before they are relieved from duty and admitted to duty. If any
discrepancy is noticed, the Principal should not relieve the Lecturer and it
should immediately be brought to the notice of the Commissioner of Collegiate
Education. The Principals will be personally held responsible for any lapse.
5)
If the above lecturer is not willing to accept the promotion as Principal of
Government Degree College, a declaration may be obtained from him / her
declining the promotion and send it to the Commissioner of Collegiate
Education immediately.
6)
The date of relief and joining duty of the incumbent should be reported
to the Commissioner promptly.

In pursuance of the orders issued by the Hon’ble Supreme Court of India in the
reference 1st read above, the Seniority List communicated in the reference 3rd read
above and the approval of the names of the Lecturers of Government Degree Colleges
by the Departmental Promotion Committee in the meeting held on 15.12.2008 and
under Rule 10 (a) of the A.P.State and Sub-ordinate Service Rules, 1996, Smt. C.V.B.T.
Sundari, Lecturer in English, Government Degree College for Women, Nellore is
hereby temporarily promoted as Principal, Government Degree College in the
A.P.C.E.S on ADHOC BASIS with immediate effect, subject to the condition that he /
she should pass the Accounts Test for Executive Officers with in the period of
probation or within one year or in one of the first two examinations held after such
promotion, whichever is later. If he / she fails to pass the test, he shall be reverted to
the class, category or post from which he / she was promoted and he / she shall not
again be eligible for consideration for promotion unless he passes the Accounts Test for
Executive Officers, as per Rule 15 (a) of A.P.State and Subordinate Service Rules, 1996.
On promotion, she is posted as Principal, Government Degree College, Rapur,
Nellore Dist., in the existing vacancy at her request.
2)
The temporary (adhoc) promotion now ordered in Para (1) above, do
not confer any right on the post of Principal of Government Degree College and
the officer is liable for reversion at any time without any notice and without
assigning any reasons therefor. The promotion as Principal of Government
Degree College is subject to the out come of the O.As / Writ Petitions if any
pending in the Hon’bel A.P. Administrative Tribunal and Hon’bel High Court
of A.P., as the case may be and also subject to the out come of the SLP. No.

18.02.2005 in WP.No. 20900/2004.

The lecturer under orders of promotion as Principal of Government Degree
College is informed that as per Rule 11 (b) of A.P.State and Subordinate Service Rules,
1996, he / she should join duty in the promoted post within Fifteen (15) days from the
date of receipt of these orders, failing which he / she will forfeit his / her right for such
promotion for the present and future also.

The Principals of Government Degree Colleges are categorically
instructed to verify the original caste certificates in respect of SC / ST
candidates before they are relieved from duty and admitted to duty. If any
discrepancy is noticed, the Principal should not relieve the Lecturer and it
should immediately be brought to the notice of the Commissioner of Collegiate
Education. The Principals will be personally held responsible for any lapse.
5)
If the above lecturer is not willing to accept the promotion as Principal of
Government Degree College, a declaration may be obtained from him / her
declining the promotion and send it to the Commissioner of Collegiate
Education immediately.
6)
The individual is not entitled for any TTA & Joining time, as the postings
are ordered at her request.

The date of relief and joining duty of the incumbent should be reported

In pursuance of the orders issued by the Hon’ble Supreme Court of India in the
reference 1st read above, the Seniority List communicated in the reference 3rd read
above and the approval of the names of the Lecturers of Government Degree Colleges
by the Departmental Promotion Committee in the meeting held on 15.12.2008 and
under Rule 10 (a) of the A.P.State and Sub-ordinate Service Rules, 1996, Sri B.Raja Rao,
Lecturer in History, Government Degree College, Sitanagaram, E.G.Dist., is hereby
temporarily promoted as Principal, Government Degree College in the A.P.C.E.S on
ADHOC BASIS with immediate effect, subject to the condition that he / she should
pass the Accounts Test for Executive Officers with in the period of probation or within
one year or in one of the first two examinations held after such promotion, whichever
is later. If he / she fails to pass the test, he shall be reverted to the class, category or
post from which he / she was promoted and he / she shall not again be eligible for
consideration for promotion unless he passes the Accounts Test for Executive Officers,
as per Rule 15 (a) of A.P.State and Subordinate Service Rules, 1996. On promotion, he
is posted as Principal, Government Degree College, Chintapalli, Visakhapatnam
Dist., in the existing vacancy.

The temporary (adhoc) promotion now ordered in Para (1) above, do
not confer any right on the post of Principal of Government Degree College and
the officer is liable for reversion at any time without any notice and without
assigning any reasons therefor. The promotion as Principal of Government
Degree College is subject to the out come of the O.As / Writ Petitions if any
pending in the Hon’bel A.P. Administrative Tribunal and Hon’bel High Court
of A.P., as the case may be and also subject to the out come of the SLP. No.
