Introduction This letter provides details of all community care surveys which are due for completion and return to the Scottish Government during 2013. A copy of this letter has been sent to the relevant contact for each survey within your Local Authority. Community Care surveys from March 2013 The following surveys should be returned to the Scottish Government this year: Annual: Social Care Services, 2012-13 Short Breaks (Respite Care) Survey, 2012-13 Mental Health Benchmarking Survey, 2012-13 Quarterly: Quarterly Survey; Eligibility Criteria and Waiting Times Survey The following surveys are collected and produced on our behalf: Scottish Care Homes Census, 2012-13 - Collected by the Care Inspectorate, published by ISD Learning Disability and Autistic Spectrum Disorder (eSAY) 2013 - Collected and published by The Scottish Consortium for Learning Disability (SCLD) Mental Health Officers Survey 2012-13 – Collected and published by Scottish Social Services Council (SSSC) St Andrew’s House, Regent Road, Edinburgh EH1 3DG www.scotland.gov.uk 3. Further Details Social Care Services, 2013 Following consultation during 2012, we are this year combining the Home Care and Selfdirected support surveys into a new Social Care Survey which includes clients who receive: o Home care services including reablement services o Self-Directed support to purchase services o A direct payment to purchase services o Housing Support services o Meals services o Community Alarms o Other telecare services o Any other services – shopping, laundry, etc. The Social Care Survey should be returned to the Scottish Government by the end of July using the ProcXed system, which ensures a secure route for data transfer. All the information required to complete the census is available from our website at: http://www.scotland.gov.uk/Topics/Statistics/Browse/Health/DataSupplier or https://www.scotxed.net/homecare/default.aspx Short Break (Respite Care) Survey, 2012-13 A short-term working group was established during 2012 to consider changes to the current respite definitions that will aid improvements in data quality and comparability across Scotland. The working group consisted of SG analyst/policy leads, local authority, care inspectorate and voluntary sector contacts and had ADSW representation. The working group reported in January 2013 and revised guidance is issued with the survey form this year. The survey has been renamed Short Break (Respite Care) survey and this year there is the option of returning the data 1) via the usual spreadsheet or 2) at individual level through the ProcXed system. Mental Health Benchmarking Survey, 2013 The Mental Health benchmarking survey is being collected again this year and data should be returned to the Scottish Government using the ProcXed system.. Further information is available from the SharePoint website at: https://scmhb.sgworksite.org.uk/ Quarterly Monitoring Return, 2013-14 In 2013, the quarterly monitoring return will continue to focus on the collection of Eligibility Criteria and Waiting Times data. In the Jan-March 2014 quarter we will also ask for care homes data on the number of long stay residents and those receiving FPNC within a care home. The eform for 2011-12 has been open since August 2012 and is due for completion by the 15th May 2013. A separate letter is being sent to individual Care Homes. Their publication is in the process of being assessed by the UK Statistics Authority with a view to getting National Statistics status for this years publication. Their publication is the main source of data on adults with learning disabilities in Scotland and is widely used by policy makers and analysts within Scottish Government. It is important, therefore, that their deadlines are met and we have included the eSAY timetable in this document. More information from: http://www.scld.org.uk/scld-projects/esay Mental Health Officers Survey 2012-13 The Scottish Social Services Council (SSSC) have taken over responsibility for the Mental Health Officers survey and are currently in the process of collecting this data. 3. Timetable National Statistics protocols on release practices require us to produce a year ahead programme of statistical releases, along with the expected month of publication.
