Additional Qualifications (Agency/Dept. Qualifications): Valid State of Ohio drivers license, Association of State Floodplain Managers (ASFPM) Certified Floodplain Manager (CFM) Certification* *Shall be obtained within one year of the employee’s start date and maintained as required by the Federal Emergency Management Agency (FEMA) to maintain Community Ratings System (CRS) standing. Certified Professional in Erosion Sediment Control (CPESC) and Certified Professional in Stormwater Quality (CPSWQ) are preferred. Hours: Monday – Friday (8:00 a.m. – 5:00 p.m.) Salary: $36,000 - $44,000 Duties: Demonstrates regular and predictable attendance. Promotes and maintains positive and effective working relationships and promotes good public relationships as a representative of Licking County Government. The Planning Department operates as a team and as such may require a team effort to complete tasks in a timely manner. Administers, enforces and provides guidance and education for the Flood Damage Prevention Regulations for Licking County, Ohio, and various municipal and village entities within Licking County including the Licking County Soil and Water Conservation Department in regard to stream bank erosion issues. Provides technical assistance to elected officials, developers, property owners, Planning Commission members and general public (e.g., explains procedures for obtaining a floodplain permit, dividing land, rezoning, etc.); assists officials with planning problems; acts as a liaison between other departments and agencies (e.g., County Engineer, Health Department, Soil & Water Conservation Districts, Ohio Department of Natural Resources, etc.). Please Post Assists in development of comprehensive plans and zoning resolutions for the County and political subdivisions; assists in the administration of the Subdivision, Land Division, Development and Congestion Prevention Regulations for Licking County, Ohio; and the Flood Damage Prevention Regulations for Licking County, Ohio; preparation and administration and coordination of grant applications, including the Energy Conservation Grant, FEMA Hazard Mitigation, Flood Mitigation Assistance, Pre-Disaster; and related special planning projects. Reviews soil, erosion control and storm water management plans for compliance with the Subdivision, Land Division, Development and Congestion Prevention Regulations for Licking County, Ohio. May serve as a representative for Licking County on various boards and committees as determined necessary and appropriate to the position of Environmental Planner and be required to attend meetings, seminars and trainings after regular business hours, including weekends. Some of which may be out-of-town and require travel and overnight stays. Will manage and complete tasks, assignments, and/or projects on time and provide complete, accurate, wellorganized products and records at all times. Coordinates and performs various tasks related to operation of planning department, including implementation of standardized review procedures for subdivisions and developments. Assists in policy development to improve methods of providing planning services, record keeping, etc. Assists in research and preparation of analysis on issues and problem requests, recommends approval/disapproval based on analysis, and prepares reports on matters to be considered by the Licking County Board of Commissioners and the Licking County Planning Commission. Provides information regarding functions of and services provided by the department, including development of informative materials. Meets all job safety requirements and all applicable OSHA safety standards that pertain to the essential functions of the position, and all agency safety procedures. Remains informed of current developments and procedures pertinent to duties; may be required to attend seminars/training. Complies with and promotes the Licking County Board of County Commissioners, Licking County Planning Commission, and the Licking County Planning Department policies and procedures at all times.
