CHAPTER ONE
1.1
Background to the Study.
The History of the Local Government in Nigeria can be conveniently
traced to the native administrative system introduced by the colonial
government during the colonial era.
After the amalgamation in 1914, Lugard proceeded to extend the
system of indirect rule to southern Nigeria.
In Western Nigeria, Lugard saw the Yoruba states headed by the Oba
who traditionally owed some allegiance to the Alafin of Oyo as set-up similar
to the Northern emirates under the Sultan of Sokoto. So, using the Obas as
Emirs, he imposed his system of indirect rule in the west. But it did not prove
successful as in the North. This most of the already independent Obas of
Yoruba land were not prepared to countenance. The situation was even
worsened when the British made Ibadan subordinate to Oyo. The study shall
examine the pre-1991 Local Government system in Ibadan and the
performance of Local Government in terms of development under both the
Military and Civilian Administration.
The focus shall be on Ibadan North East Local Government
administration.

In 1975, there was nothing like Ibadan North East Local Government,
because it was not in existence during that period (1975) it was the local
government that existed in Nigeria when Nigeria became a country.
Oral tradition has it that when Nigeria became a country from 1861 to
1914, the Local Government in Ibadan Land was called Ibadan District
Council (I.D.C).
From 1914 to 1960 when Nigeria got independence Ibadan District
Council was changed to Ibadan Native Authority. Then from 1960 to
February 1976 when 19 states were created in Nigeria, it was called Ibadan
City Council (I.C.C) and from February 1976 to 1991, Ibadan City Council
was changed to Ibadan Municipal Government and from Tuesday August
27th 1991, Ibadan Municipal Government was former had been recognized
as a leading Yoruba state in the 1890s.
Secondly, the British thought that the Yoruba Oba possessed
autocratic powers as the Fulani Emir. But the Oba’s powers were limited for
he could not act without the consent of his council of traditional title-holders.
So, the British could not control his people by controlling him.
Above all, the idea of taxation, without which Indirect Rule could not
function, was strongly disliked and was only slowly and reluctantly accepted.

Going down the memory lane, it was recorded that the native
Authority system continued until 1976 reforms which attempted to find
solution to the problems of Local Government in Nigeria split into 5 Local
Government. Namely:
Ibadan South East Local Government with its headquarters in Iwo
Road
Ibadan North Local Government with its headquarters at Bodija
Ibadan North West Local Government with its headquarters at
Onireke and finally, Ibadan South West Local Government with its
headquarters at Oluyole Estate Ring Road, Ibadan.
It is important to acknowledge that out of these above Local
Governments, our concern here is Ibadan North East Local Government.
Ibadan North East Local Government was created on 27thAugust
1991, by the administration of former Head of State General Ibrahim
Badamosi Babangida. It was carved out of the defunct Ibadan Municipal
Government and derived its name from the metropolitan nature of the area.
It covered then (12km radius with the Mapo as the centre).

The local Government has its administrative headquarter located
along the Iwo Road axis of Ibadan a major entry point through, Ife/Ibadan
express way end of the Oyo State Capital.
The inhabitants of the local Government are predominantly Yoruba,
although it is highly heterogeneous, accommodating people from various
other tribes who either engage in commercial activities or work in the public
service,

Aims and Objective of the Study.
Following are the objectives of the study
1. To examine the pre-1991 Local Government System in Ibadan:
Ibadan District Council, Ibadan Native Authority, Ibadan City Council,
Ibadan Municipal Government
2. To provide General information of the Military Regime of Ibadan
North East Local Government.
3. To describe the Civilian Regime of Ibadan North East Local
Government.

1.3
Scope And Limitation of the Study
The study will cover the pre-1991 local government system in Ibadan:
Ibadan District Council, Ibadan Native authority, Ibadan City council as well
as Ibadan Municipal Government.
On the course of writing this thesis there were many limitation factors
that research was encountered. Apart from financial and time constraint of
the researcher, several difficulties were encountered on the course of
interviewing the interviewer off the study.
There were several problems encountered during the process of data
collection process. The researcher found it very difficult to collect adequate
information or data about all the previous administrators of Ibadan North
East Local Government apart from the incumbent chairman Hon. Gbenga
Ayinde Adewusi. Some informant did not divulge all the needed materials or
information’s about the subject matters because they counted such
information sacred and confidential, making it difficult to get some certain
facts.
Furthermore, the archival materials concerning Ibadan North East
Local Government were not available except ones on the Nigeria Local
Government. Some of the materials were not completed owing to age and

leading to constraining information gathering secondary information,
gathering to be. This is because the closet library, the schools library did not
have in stock adequate relevant materials. This has caused me to have to
travel to Ibadan to make use of the main library of the University of Ibadan
and that of Ibadan school of History.
Despite the above mentioned difficulties with much efforts and
determination, I was able to gather enough information to write this project.
1.4
Research Methodology
A work of this magnitude required the use of historical methodology in
data collection. And this was judiciously used to execute this research work.
For most researchers was able to consult the University of Ibadan library for
text books and literature such as journals, old newspapers in the University
library to have a pre-requisite understanding of the history of the local
government
Consequently, in the course of writing this project, I embarked on the
use oral sources and other published materials to explore my- research
work which was one of the sources of getting historical fact of the people
therefore, both primary and secondary sources were used in writing this

project in the course of writing this project, I embarked on interviewing
fourteen people.
1.5
Literature Review
In writing this project, secondary materials have not been so
adequate, particular those that directly deal with the topic understudy. This
is not withstanding in the books and other materials I had gathered, I have
found a whole lot of help in them. Importantly, the hand books on Ibadan
North East Local Government Incorporating highlights on the indelible foot
prints of Hon. Olugbenga Ayinde Adewusi is particularly written to include a
lot of the administration of Hon. Gbenga Ayinde Adewusi popularly known or
called ”Arole”. To a great extent, it provides a lot to this work, the
background history of the Ibadan North East Local Government. Apart from
that, the Local Government administration in Nigeria Incorporating
contemporary issues in Governance and National Directory of Nigeria Local
Government Councils edited by Tayo Orekoya and Tony Agbugba also
contributed immensely to the opening aspect of this essay.
The book which is reviewing the economic and political aspects of the Local
Government right from the start of the colonial rule gives fact and figure of

the relationship was like between the British and Africans in Nigeria in that
period.
Furthermore, other books contributed to work apart from the afore
mentioned for example, a study of British Indirect rule in Oyo province 18941934 are book works on imperialism in Yoruba land in colonial period.
Apart from the materials mentioned above monumental impact. A
compendium of Enduring Legacies of a Distinctive Democrat on Ibadan
North East Local Government and Ibadan North East Local Government:
“Heartily felicitate with Nigeria on the occasion of the celebration At 50 in
regard of His Excellence Dr. Goodluck Ebele Jonathan” are all books and
thesis used in writing this work. All of them recorded past administrators and
chairmen at a glance of Ibadan North East Local Government and the
achievements of those past administrative chairmen including Hon.
Olugbenga Ayinde Adewusi and how much these administrators have
contributed positively to the standard of living of the Local Government.
The book traces the Local Government Administration and also give
us the relevant information of Ibadan North East Local Government. The
book also gives us the detail that the present Local Government system in
Nigeria is dated back to 1952 when the system was patterned along the

British model which is based on the principle of indirect rule. It also recorded
that the native authority system continued until 1976 reforms which
attempted to find solution to the problems of local Government in Nigeria. In
addition: the pamphlet and handbook compiled by information division
Ibadan North East Local Government Agodi Ibadan titled The Ibadan North
East Local Government also contributed a lot in writing this project. The
book traces the origin of Ibadan North East Local Government and the past
administrators and chairmen at glance both military and civilian regime. It
also gives us the details about the British statistics of the five new Local
Government created from the Ibadan Municipal Government. It also traces
the Geography/Economy/the Education, Medical and Health matters of the
Ibadan North East Local Government. It shows us the Wards Delineation
and the Map of Ibadan North East local government.

CHAPTER TWO
2.1
Ibadan District Council (1861-1914)
Oral tradition has it that Ibadan was founded by Lagelu, the military
warrior who migrated from Ile Ife. Having founded Ibadan, Ibadan was made
the war camp before the fall of old Oyo Empire. Ibadan Became big town in
1829. Arising from the success of Ibadan warrious, the several warfare and
defence of Yoruba land from Fulani Invaders with the feat of Fulani-Jihad is
in 1840 at the battle of Ikirun. Ibadan participated in the other Yoruba war
fare and the last warfare was “Kiriki” the war or Ekiti Parapo war. The British
missionary brokered peace in 1889. By 1900 Ibadan was part of Southern
Nigeria that was amalgamated with the colony of Lagos in 1908 and the
Northern Nigeria in 1914 by Lord Lugard. Ibadan District Council was
established under indirect rule system in 1861
Characteristic
Ibadan was located at present South Western Nigeria. The people were
predominantly Yoruba with other ethnic staying as minority. Ibadan land was
located in rain-forest area and the main occupations of people were farming,
Craft work, trading and the Ost of others. Personnel

headed by British official who was District officer (D.O) with the earlier
personnel of Ibadan District Council were messengers, Clerk, law
enforcement officer, interpreters, revenue collectors and oust of others
Personnel
The personnel of Ibadan District Council were Yoruba Indigene I Spear
headed by British official who was District Officer (D.O) with the earlier
personnel of Ibadan District Council were massagers, Clerks, law
enforcement officers, Interpreters, revenue collectors and ost of others.
Revenue
And in internal revenue was the main point for running the affairs of the
council, there was effective mechanism for collecting personal Charge and
the other revenue. The tax reporters were always been arrested and
punished severely.
Achievements
Ibadan District Council Created avenue for improvement of relationship
between people and the British officials as well as maintenance of law and
orders. Adequate revenue were made for running the affairs of the Council

from basic infrastructural facilities were out in place like tarring of Ibadan to
Oyo road and the construction of Mapo hall.
Constraints
Owing to lack of recognition of Ibadan District Council by some people,
most of the people refused to pay tax, this account for low volume of
revenue Collected. There was inadequate quality of personnel. (Aside),
there was inadequate channel of communication between people and British
officials.
2.2
Ibadan Native Authority (1914-1960)
Ibadan Native Authority was established in consonance with indirect
rule system adopted by the British Colonial master so as to modernize
indigenous political system. However, District official spear headed the
Ibadan Native Authority assisted by Ibadan officials including interpreters
Ibadan Native Authority proposed the developmental programmes for
speedy social-economic development of Ibadan City
Composition of Ibadan Native Authority
The executive council of Ibadan Native Authority consist of British
official who is the executive chairman and two other white officials and five

native Officials who were appointed by District Officer. Traditional council
were to advised the council
Achievement of Ibadan Native Authority
Following are the achievements of Ibadan Native Authority.
 It ensure recognition of traditional rulers
 It ensure implementation of some socio economic projects for Ibadan
land
 It improved the relationship between British officials and native people
 It promoted the law and order
 It strengthen the administration of the native land
Weakness of Ibadan Native Authority
 Inadequate funding of execution of development projects
 It ignored the employment of unemployed people.
 It promoted the principles of divide and rule
2.3
Ibadan City Council (1960-1974)
After Nigeria has got her independence in order to improve the level of
governance, the old Ibadan Native Authority was reconstituted to be called
Ibadan City Council. The premier of western region, Chief Obafemi Awolowo
introduced some innovation to administration of Ibadan land according to

London City Council after the Civilian regime came with military regimes
such as Aguiyi Ironsi regime and Muritala Obasanjo regime
Composition
The executive committee of the council consist of seven officials and five
unofficial members. Representatives of various villages were also being coopted by executive committee occasionally.
Achievement
 Several roads were tarred and graded to improve the transport
facilities
 Several school leavers were generated to cater for the need of the
Council.
 Several social amenities were provided in various part of the City
The Weakness of Ibadan City Council.
 Inadequate technical officials and engineers in the councils.
 There was inadequate communication between people and those at the
helm of affairs.
 There was low expenditure for education.
2.4
Ibadan municipal Government (1974-1989)
In order to strengthen the administration machinery of Ibadan City, Ibadan City
Council was reconstructed and called Ibadan municipal Government. For the first

time in history of the council, the elective principle was introduced. Chief Adelakun
was elected as the first executive chairman.
Composition
The executive council consisted of chairman, vice-chairman, secretary of the
municipal government and five members. Twelve people were appointed as
supervisory councilors representing different quarters in Ibadan City.
Achievements
 There was prompt response of government to the yearnings of the
people
 More primary and secondary schools were established in Ibadan City.
 There was improvement of internally generated revenue for the
government.
 Some government reserve areas were obtained for the government.
 There was improvement in socio-economic development
Weakness
 There was frequent conflict between politician and Carrier officials
 There was undue interference on the internal affairs of the
government
 There was high rate of embezzlement and misappropriation of fund.
 There was problem of inadequate public enlightenment against
indiscriminate dumping of waste on the street.

Alhaji Bashiru Akinola (Sept-Dec 1991)
The first sole administrator appointed for Ibadan North East Local
Government was Alhaji Bashiru Akinola when the Local Government was
created on Tuesday , august
27th 1991 by
the then
BABANGIDA
administrator . He was sadduled with the responsibility of putting the newly
created Ibadan North East Local Government on foot. Alhaji Bashiru
Akinola Administrator for just four months (4months) from September to
December 1991.
The Achievements of Alhaji Akinola During His Regime
 He established two primary schools
 He maintained peace and order within the local government
 He established one dispensary.
 He employed nurses on local government hospitals
 He supplied adequate drugs to the local government health
center.
As a result of his short tenure, he could not achieve many things. He
therefore took over the handover notes as well as all the inherited properties
of defunct Ibadan municipal government.

Chief Jacob Akinyemi Aboke(1992-Nov 1993)
Chief Jacob Akinyemi Aboke was a retired primary school headmaster
following the 1992 general election under IBRAHIM BANBANGIDA
Administration – Chief Aboke became the first elected chairman of the
Ibadan North East Local Government.
His Achievements
 He constructed the popular Ogudipe market at Agodi gate
 He constructed some accessible roads within the jurisdiction of the
local government
 He sank bore hoes and deep wells for the people of the local
government
 He employed staff massively for the smooth take off for the local
government
 He bought generating plant for the local government
 He supplied adequate drugs to the local government
 He paid the salaries and allowances of the local government
workers through out his tenure

 He laid the foundation of local government office complex in
secretariat of the council.
Alhaji Solademi Adeyemo (April 1994- Jan 1996)
Alhaji Solademi Adeyemo was appointed as the chairman of the transition
committee to steer the ship of the local Government in 1994. He carried out
so many transformations in the local government.
Achievements
 He constructed two shopping complexes in front of the local
government and being the treasurer of all the transition committee
chairmen in Oyo State by then, he was able to fight for the release of
the money hold Oyo State Local Government for some years back.
Although he did not live to witness the proper release of this fund due
to his untimely death on 9th of January, 1996. Late Alhaji Adeyemo
was always remembered by the entire staff of Ibadan North East
Local Government for his prompt payment of their monthly salaries
and fatherly advised to the staff.
 Before his untimely death, he was able to build more offices in the
local government secretariat in which the foundation was laid by his
predecessor.

 He employed 30 staffs in the local government.
 He organized Small Scale Enterprises Training for the small business
men and women in the Local Government.
 He maintained laws and orders.
 He took the revenue generation capacity of the local government
 He innovated 10 primary schools in the Local Government.
 He constructed five kilometers of roads within the local government.
 He ensured that drugs were adequately supplied in the headquarter of
the council.
 He encouraged the establishment of vigilante groups so as to improve
the security of lifes and properties within the local government.
Captain Peter Adebayo (January –March 1996)
Captain Peter Adebayo took over the mantle of leadership after the
demise of Alhaji Adeyemo. He was appointed to complete the remaining
three months tenure of the late’s tenure. For the little time he spent, his
regime witnessed the release of the money owned the Oyo State Local
Government Council which was fought for by the late chairman.
His achievements
 He tarred 2 kilometer roads in Bashorun and Oje.

 He repaired generator of the council.
 He ensured adequate payment of salary and allowances of the local
government employee.
Chief Lawrence Moronfolu (March 1996- March 31st 1997)
Chief moronfolu was a 5th chairman of the local government between
1996 and 1997. He was a pharmacist by profession. He could not achieve a
lot because he was so gentle, shy and soft to perform as a local government
chairman.
His Achievement
 He maintained law and orders within the council
 He bought ambulance bus for the medical center and health of the
council.
 He tarred 3 kilometers of roads in Agugu area of the councils.
 He provided good furnitures for some primary schools of the council.
 He employed 20 staffs in the local government council.
Chief Olajire Obisesan (16th April 1997- 26th July 1998)
Chief Obisesan was a retired Engineer from the Oyo State Water
Corporation and was appointed as a chairman on the platform of Democratic

Party of Nigeria (DPN). There was very little transformation brought to the
council during his tenure due to pressures from above.
His Achievements
 He ensured prompt payment for salary allowances of the workers in
the council.
 He bought new generating plant for the council
 He provided loans for the worker in the local government council
 He tarred 3 kilometer roads within the council

Hon. Olujide Ajao (May 1999-may 200)
Hon. Olujide Ajao administered from May 1999 to May 2002. He was able to
administer the local government of Ibadan North East Local Government
during Lam Adesina’s administration. He was a “ No Nonsense” man and
this made him to perform excellently.
His Achievements
 He constructed the local government chairman’s office and renovated
a number of offices within the council. He was the only Local
Government chairman in Oyo state, by then he refused to borrow
money from bank there by putting the Local Government on his sound
financial condition.
 He employed more staffs to the local government
 He constructed more offices for the staffs.
 He organized inter- primary school football competition within the local
government.
 He bought new generating set for the local government secretariat
 He established 20 markets in stalls in the council.

 He sunk 20 bore holes in different areas of the council so as to
improve the water supply
 He ensured adequate supply of drugs to various health centers of the

Hon. Olujide Ajao was an elected Chairman of the local government
between May 1999 to May 2002.
Prince Remi Irefin (June 2002 –June 2003)
Prince Irefin was a comrade and a retired civil servant from Oyo state
civil service. He was also appointed as a caretaker committee Chairman.
He will always be remembered for clearing all the bankrupt of staffs’
salary.
He handed over power to the incumbent chairman in the year 2003
after spending few months in the office. Prince Remi Irefin was a transition
chairman between June 2002 – June 2003

Hon. Olugbenga Ayinde Adewusi (14th July 2003 – 2010)
Hon. Olugbenga Ayinde Adewusi was born in Ibadan on 7th May 1962. He
began his education career as a pupil of St. Paul’s Anglican primary school
Yemetu in Ibadan between 1971and 1976. He attended the community
modern school Erunmu between 1977 and 1980, Adekike goodwill grammar
school, between 1983 and 1982 and Ansar-Ud-Deen Teachers’ College, Ota
between 1983 and 1986.it was at the early stage of his education that his

interest in sports developed. Hence he proceeded to the university of Lagos
where he obtained a diploma in physical and Health Education in 1992.
A hardworking and very energetic young man, Hon. Olugbenga
Adewusi worked in the followings places from 1982 to 2003. They are:
Obasanjo Farms Nig. Ltd (1982-1983); farm gate Hotel Complex (19881996); The Bells’ Comprehensive Secondary School (1996-1999); and The
presidency(1999-2003).
Prior to his election as the executive chairman, he served as the
chairman of the interim management committee of the local government,
which was put in place after the expiration of tenure of the defunct
administration. his outstanding performance during the interim appointment
was unprecedented in history of the administration of the local government,
for well over forty project were executed within the short period of the
interim administration.
Hon. Ougbenga Ayinde Adewusi demonstrated his strong belief in
efficacy of prayer by his introduction of weekly joint prayers among the staff
which was held every Monday morning. Staff used the prayer session to
renew their faith and commit their activities of the week to God . he has
been stoically committed to the progress of works on the two worship

places of the Christians and Muslims, using his personal money and
influence to develop them.
A very kind-hearted man and with two and half years in office
as elected
chairman

significant impact on the live of both the general public and staff of the
Local government. With firm belief in physical development and the desire
to leave a good legacy Hon. Olugbenga Ayinde Adewusi
pursued his
programme with dogged determination to improve the standard of living of
the people.
In his determined effort to empower the people of his Local government
economically, Hon. Olugbenga
Ayinde Adewusi
distributed
60
motorcycles,60 handsets with lines and 100 multi link wireless phones to
unemployed youths for commercial purpose. Also 60 grinding machines
and a sum of 6 million naira loan were granted to the people for small
scale business ventures. In addition a sum of 1.2 million naira was
granted
as material and financial assistance to
the
aged, widows,
motherless babies and imates of Agodi prison, Ibadan.
In order to ease traffic congestion and to re-establish links within the
local
government
for easy
movement of goods and people,

he
constructed the Aderogba/Alafara bridge, which had been abandoned for
over 20 years. He also constructed the Olorombo/Ibadan express way at the
Basorun. Other bridges constructed by Hon Adewusi include; Adinimodo
bridge, Ode-Aje bridge, Aremo, Erinomu off old Ife road, and renascent
Brigde. He embarked on the asphalt tarring of the Omowumi express link
road Olorunsogo Oremeji Agugu express link road, the Gbelekale/Kosodo
road, the Otun Agbaakin road, beside Alhaji Arisekola mosque, Iwo road,
Aderogba
Labiran road
and
Ajibola
road, among
others. The most
outstanding achievement worthy of mention was the dredging of rivers
and streams which helped to curtail the incidences of flood and the
menace of dangerous reptiles in some areas of the local government. By
this token the building previously abandoned by their owners have been
re-occupied.
In order to create a conducive learning environment in the sixty
eight primary schools in the local government area, 25 blocks of 3-4
units classroom each with an administrative office, were
built by his
administration, while 21 blocks of 2 classrooms were renovated. The
renovation works embarked upon are still in progress in some schools.
Also remarkable and commendable was the re-establishment of the IMG

school at Oje which had been abandoned for 30 years. Similarly, his
administration renovated A & S shopping complex, Agodi gate that was
inherited by the local government from the defunct
Ibadan
Municipal
Government. Besides adding to the aesthetic standard of the area, it has
helped to restore the good legacy of the founding fathers and generating
more revenue to the local government.
To demonstrate his
priority, Hon. Olugbenga
resolute desire to make staff welfare
Ayinde
Adewusi
embarked
a
five hundred
thousand naira for the monthly purchase of essential commodities which
were
sold to the staff and repayment made at end of month. He also
ensures regular payment of the salary while car loans are regularly released
to deserving staff.
In recognition and appreciate of his exemplary leadership Hon.
Olungbenga Ayinde Adewusi received several awards too numerous to
mention. His hobbies include; politics, sports and indoor games. He is man
of few words, franks and
available to whoever
straight forward. He always
make
himself
wants to seek his assistance; although one may not
be so disposed to his being frank, because he would make his position
crystally clear on any issue. His exemplary conduct and performances has

justified the institution of local

as vehicle for
grassroots
development.
The Inedible Footprints Of Adewusi
At his inauguration as the interim chairman on July 14th , 2003,
Hon Olugbenga Ayinde Adewusi left no one in doubt as to his mission in
the local government. At his maiden meetings with stakeholders of the
local government and at subsequent other fora, the summary of his vision
had always been that he would turn the local government into a “ small
London” or at worst what people would be able to call “Mini Abuja”.
From the outset, he approached the business of governance with
clinical haste. He spared no effort to restore light and rehabilitate the
boreholes in the local government headquarters. The lights that now
illuminated that local government headquarters are remarkable achievement
in a place that the advent of his administration. It became to many people,
particularly the staff, as sign of good things to come from Adewusi’s
Administration.
Among other projects executed during the interim administration
of Hon Olugbenga Ayinde Adewusi are the following.

not only remarkable but unique and outstanding. Or what can one say about
several alsphatic tarred roads, construction of both pedestrian and heavy
duty bridges built to re- establish links between wards which were hitherto
impassable? The dredging of streams and rivers, reestablishment of school

that had been derelict for rivers, re years, construction of 18block of 4 units
classrooms each in some primary schools, and the construction of a
multipurpose hall/legislative chambers. The tempo and ease with which
these standard physical projects were executed will forever remain indelible
footprints of honorable Olugbega Ayinde Adewusi in the annals of the
government.

Conclusion
The following Conclusions could be drawn. Though the local
governments should have been Considered very important to the lives of the
local people, they are however not due to their inefficiency .
Local government councils perform better during the Civilian era than
the Military party because of the civilian approach to the execution of
programmes that affect the lives of the people.
The past administrators under civilian era used long term period as a
result of that they were able to perform better and meet the needs of the
people.
