Quarantine Requirements for the Importation of Animals or Animal
Products into the Republic of China
(In case of any discrepancy between the English version and the Chinese text of these Requirements,
the Chinese text shall govern.)

Ⅰ. Accordance
The quarantine requirements are enacted pursuant to Article 33 of the Statute for Prevention
and Control of Infectious Animal Disease.
Ⅱ.
Importation of Animals
A. Import prohibition:
1. Animal susceptible to a designated epizootic disease shall not be allowed to be imported
from countries or zones officially declared by the Council of Agriculture (COA),
recognized by the World Organization for Animal Health (OIE) or confirmed from other
international information sources as infected countries or zones of the said disease.
2. No domestic or wild artiodactyl animals shall be allowed to be imported from countries
or zones where foot and mouth disease, rinderpest, contagious bovine pleuropneumonia
or African swine fever is known to occur.
3. No domestic or wild perissodactyl animals shall be allowed to be imported from countries
or zones where glanders is known to occur.
4. No domestic or wild birds shall be allowed to be imported from countries or zones where
highly pathogenic avian influenza is known to occur.
5. No domestic or wild bovine, caprine or ovine shall be allowed to be imported from
countries or zones where bovine spongiform encephalopathy is known to occur.
6. The animals designated in the preceding paragraphs 2, 3, 4 and 5 shall be allowed to be
imported into this country only for research purpose with import permits issued by the
COA.
7. If animals from countries or zones free of the aforementioned diseases are transshipped
through seaports or airports in countries or zones where any of the said diseases is known
to occur, they shall be recognized as originating from infected countries or zones and
shall therefore be prohibited from importation.

B. Entry under precautionary requirements:
1. To import the following animals from countries or zones free of aforementioned diseases,
it is required to apply from the animal quarantine authority for issuance of quarantine
requirements and shall be in compliance with the quarantine requirements for the animal
species listed in the corresponding appendix.
(1) Cattle: listed in Appendix 1.
(2) Pigs: listed in Appendix 2.
(3) Sheep and goats: listed in Appendix 3.
(4) Deer: listed in Appendix 4
(5) Poultry and birds: listed in Appendix 5
(6) Horses: listed in Appendix 6
(7) Wildlife: listed in Appendix 7 and Appendix 7-1
(8) Bees: listed in Appendix 8
(9) Rabbits and rodents: listed in Appendix 10 and Appendix 10-1
2. To import dog or cat, it is required to apply for an import permit from the animal
quarantine authority prior to import and shall be in compliance with the relevant
quarantine regulations.
3. The importation of live fish shall be in compliance with Quarantine Requirements for the
Importation of Live Fish and Their Sperms and Eggs (see Appendix 22).
III.
Importation of animal products
A. Import prohibition:
1. No fresh, frozen or chilled meat, meat product, viscera, fresh milk, meat-and-bone meal,
wet-salted hide, semen, embryo and other animal products susceptible to foot and mouth
disease (FMD), rinderpest, contagious bovine pleuropneumonia or African swine fever
shall be allowed to be imported from countries or zones where any of the aforementioned
diseases is known to occur.
2. No fresh, frozen or chilled poultry and aves meat and other product of poultry and aves
shall be allowed to be imported from countries or zones where highly pathogenic avian
influenza or Newcastle disease is known to occur.
3. No product of perissodactyl animal shall be allowed to be imported from countries or
zones where glanders is known to occur.
4. No meat and bone meal, meat meal, bone meal, poultry meal, blood meal, tallow or oil
intended for animal feed, greaves intended for animal feed, bovine embryos/ova,
ovine/caprine embryos/ova, bovine serum and ovine/caprine serum, or other animal
products that may transmit bovine spongiform encephalopathy shall be allowed to be
imported from countries or zones where bovine spongiform encephalopathy is known to
occur.
5. The animal products designated in the preceding paragraphs 1, 2, 3 and 4 shall be allowed
to be imported into this country only for research purpose with import permit issued by
the COA.
6. If the animal products designated in the preceding paragraphs 1, 2, and 3 are from
countries or zones free of the aforementioned diseases but are transshipped through the

seaports or airports in countries or zones where any of the aforementioned diseases is
known to occur, they shall be shipped with sealed container and shall be permitted by the
animal quarantine authority of this country prior to importation.
B. Entry under precautionary requirements:
1. Only dry animal product which are inedible and not intending for animal feed that have
been sterilized by fumigation will be allowed to be imported from countries or zones
where foot and mouth disease, rinderpest, contagious bovine pleuropneumonia, glanders,
highly pathogenic avian influenza or Newcastle disease is known to occur. Only
processed swine bristles and dry products of non-swine origin that have been sterilized by
fumigation will be allowed to be imported from countries or zones where African swine
fever is known to occur.
2. Importation of animal products from country having bilateral agreement with the
Republic of China (ROC) on the relevant quarantine requirements.
(1) Chilled or frozen beef intended for human consumption from Paraguay: listed in
Appendix 21.
3. Canned animal products which have been processed by a high-temperature sterilizing
procedures will be allowed to be imported, except those from the countries where the
bovine spongiform encephalopathy is known to occur.
4. To import the following products, it is required to apply from the animal quarantine
authority prior to import for issuance of quarantine requirements as listed in the
corresponding appendix.
(1) Bovine semen: listed in Appendix 11.
(2) Bovine embryos: listed in Appendix 12.
(3) Porcine semen: listed in Appendix 13.
(4) Porcine embryos: listed in Appendix 14.
(5) Caprine and ovine semen: listed in Appendix 15
(6) Equine semen: listed in Appendix 16.
5. The importation of the following products shall be in compliance with the quarantine
requirements as listed in the corresponding appendix.
(1) Game meats and their meat products: listed in Appendix 17.
(2) Carcasses, offal, and other products derived from poultry: listed in Appendix 19.
(3) Carcasses, offal, and other products derived from artiodactyl animals: listed in
Appendix 20.
(4) Sperms and eggs of fish: listed in Appendix 22.
(5) Chilled or frozen un-eviscerated fish products: listed in Appendix 23.
(6) Dog and cat food: listed in Appendix 24.
IV. For importation of animal or animal product which is subject to animal quarantine, it is required
to apply for inspection from the animal quarantine authorities of the ROC prior to import. A
veterinary certificate (original) in English or, Chinese or in both issued by the veterinary
authority of the exporting country and a bill of lading (copy) should be provided with the
application.
