INVITATION TO QUOTE FOR E-LEARNING PLATFORM WITH COMPREHENSIVE CONTENT COVERAGE
The Coral Primary School is please to invite you to submit your quotation for content rich e-learning platform in the year 2009/2010.
Stipulated below are the requirements by the school:
1. Vendor to provide an E-Learning platform to support teaching and learning for the a period of (12) months from March 2009
to March 2010 for Primary One to Primary Six Pupils
2. An option for contract extension. Subscription period of another (12) twelve months after the initial 12 month period.
3. Proposal submitted must be completed with compliance checklist in Annex A. Vendor who does not fulfill this requirement
will not be considered for evaluation.

Requirements and Scope of Work
1
Provide content rich e-learning resource to promote active
independent learning in pupils. The content must be
relevant to student and based on present 2008 and new
2009 MOE syllabus. The platform shall include but not be
limited to the following:
Student Account
a. User will have access to self pace learning tutorials,
interactive activities and auto marking quizzes. Subject
includes Primary One to Six English, Mathematics,
Science, Health Education, Chinese and Malay. Every
primary level has unique course of ready e-learning content
incorporating videos and animations. Specially designed
interactive activities to test pupils’ understanding of concept
learnt and application of process skills.
b. Primary One to Four Mathematics e-learning content
should be align to 2008 MOE syllabus. Subject to cover at
least 80% of all topics/sub-topics under 2009 MOE syllabus
c. Primary Five Mathematic e-learning content should be
aligned to new 2008 MOE syllabus. Subject to cover at least
80% of all topics/sub-topics under new 2009 MOE syllabus

Content should have manipulative and exploratory activities
that support inquiry based teaching and learning.
e. All e-learning content listed above should be in
macromedia flash format which is interactive and will
stimulate pupil interest and empower teacher with fun-filled
activities. All streaming video preferably should be in flash
format powered by macromedia streaming server.
f. Student interface is user friendly whereby content of one
subject per level is contained in one viewer. User need not
navigate to other viewers for content topic of same subjects.
f. Report feature of student’s score to all activities. The
score board will track past attempts together with date and
time. These allow students to self check and track their own
progress.
Teacher account
a. Teacher user will have access to all the above items under
Student account.
b. Report Feature for teacher allow tracking and
monitoring of individual user and class usage. Report
includes activities score, time and date of attempt. Individual
student usage of tutorial by hit counts, date and time.
c. Provision of Lesson Plan/Scheme of Work for English,
Mathematics and Science for P1 to P6 (relating to e-learning
resources). Please provide samples in the template
stipulated in Annex B.
d. Teacher Resources (SOW, lesson slides, animations, virtual
labs, virtual manipulative etc) complimenting My Pals Are
Here English, Math and Science textbooks/workbooks for
Primary 1-6.

Provide communication features within e-learning system
a. Individual email accounts (40MB for students and
100MB for teachers). Fully functional web mail with
features such as address book, auto-forwarding, folder

management, html editor, user group of all LMS teachers and
student users, send with attachments, sent folders, draft
folders etc.
b. Forum

d. Web-based storage/Workspace using folder structure
(40MB for students and 100MB for teachers) with access
right administration of READ, WRITE and DELETE.
e. Survey – analysis of response by class and level on single
survey, export of results to excel format for analysis and exact
respondents’ response. Allow setting of anonymous tracking
for survey. Mandatory submission setting for respondents.
f. Blogging Facility for students and teachers. Integrated to
LMS user administration, a listing of class group/ teacher
defined groups for easy reference.
g. Real time chat function for teacher to assign for class
group and teacher defined student group. Facility to set start
and end date
Provide access to Item Bank of e-learning system for
assessment and review:
a. Item/Question Banks for English, Maths, Science, Mother
Tongues aligned to MOE curriculum
b. Ready lesson content aligned with MOE Schemes of Work
(SOW) for all subjects
c. Ability to export questions from repository into MS Word
d. Report feature for Teachers should include the
following:
- Percentage score
- Raw score
- Average score
- Highest & Lowest score
- Question analysis of test by class
- Duration of attempt by pupils
- Ranking of pupils by score
- Banding of results displayed in bar/pie charts

e. Report feature for Pupils should include the following:

by teachers

- Allow student to make multiple attempts on past tests for
practice

Provide technical training/support of e-learning system to
teachers and pupils
a. Vendor Help-Desk Support for school and home users:
Monday-Friday 8am to 9pm and Saturday 8am to 1pm
b. Provision of ad-hoc training workshops to teachers as and
when necessary upon school request.
