A GANG OF BUDDING CHEATERS BUSTED: 2 ACCUSED
ARRESTED, 100 KGS BRASS SCRAP, I-10 CAR AND CASH RS.
1.30 LACS RECOVERED
With the arrest of two cheaters namely Sudhir Kumar @ Sonu (32
years) s/o Subhas Chand r/o A-40, Ram Nagar, Om Vihar, Uttam
Nagar, Delhi and Ajit Singh (33 years) s/o Gurubachan r/o J-126,
Vishnu Garden, Subhash Nagar, Delhi (also r/o H. No. 251, Sant
Nagar, East of Kailash, Delhi), the Special Staff, Outer District has
busted a newly formed gang of cheaters and recovered 100 kgs. brass
scrap, cash Rs.1.30 lacs earned against the disposal of cheated brass
scrap and I-10 Car used in commission of crime.
BRIEF FACTS / INCIDENT:
On 05.03.11, Sh. Suresh Mandowra, Director Valbhav Laxmi Impex
Pvt. Ltd., D-68, Shahbad-Daulatpur, Delhi complained regarding
cheating of brass material worth Rs. 2 lacs approximately (weighing
600 Kgs brass and copper scrap material) by two unknown persons
who had introduced themselves as scrap dealers and Proprietors of
M/s Sonia Welding Industries. After verifying the fact, a case vide FIR
No. 95/11 u/s 420/34 IPC PS Shahbad Dairy was registered and
investigation taken up.
INVESTIGATION :
In order to apprehend the culprits, a team of Special Staff officials
comprising of HC Surender, HC Charanjeet, HC Yogesh, HC Balkishan,
HC Ashok, HC Devender, HC Naresh, Ct. Rakesh, and Ct. Praveen
Chhillar under the leadership of Inspr. Puran Pant, I/C Special Staff,
Outer District was constituted under the supervision of Sh. Ved
Prakash, ACP/Ops. In the process of investigation, it came to the
notice that the cheaters had contacted number of various scrap
dealers and they had introduced themselves as Proprietors of M/s
Sonia Welding Industries and were dealing in copper and brass scrap.
Except the present complainant, no-one-else could get traped in their
net as others were dealing in iron scrap material whereas the present
complainant was dealing in brass and copper scrap. After having
telephonic talk and taking prior appointment with the complainant,
accused persons had visited the office of cheated firm to approve the
scrap material. Then, on very next morning they reached the office
and asked the employees of the firm to pack the scrap material
(weighing 600 kgs.) in bags and got loaded the same in their I-10
Car. One of them remained there and other left with I-10 Car with
loaded scrap material on the pretext that he had to unload the
material at their godown and also had to withdraw the cash from ICICI
Bank, Sector-11, Rohini, Delhi to make their payment. The targeted
party could not judge that they had been cheated. After a few
minutes, the other accused had also slipped from the office on the
pretext of call of nature. As the targeted party did not find him after
some time, they went to ICICI Branch, Sector-11, Rohini, Delhi and
enquired for account of M/s Sonia Welding Industries. It was told by
the bank that no such Company’s account exists in their branch. It
was only then, they came to know that they had been cheated.
On 17.03.2011 at about 05.15 pm, the team received some specific
input that the culprits had disposed off most of the cheated material
and are in the process of disposing off the remaining material
somewhere in Industrial Area, Mangol Puri. Immediately, the team
swung into action and laid a trap in Industrial Area, Mangol Puri. After
a long wait of about an hour, the team further received information
that the culprits would not come in Industrial Area, Mangol Puri as
being suspicious and are roaming in Uttam Nagar for disposing off the
remaining material. At about 7.30 PM, the team members rushed for
Uttam Nagar and apprehended one Sudhir Kumar @ Sonu from
Hastsal Road More, Uttam Nagar, Delhi and approximately 50 Kgs.
brass material (part of cheated material) was recovered at his instance
from his house at A-40, Ram Nagar, Om Vihar, Uttam Nagar, Delhi.
Accused Sudhir Kumar @ Sonu disclosed that maximum part of
cheated material had already been disposed off and delivered to
Proprietor of M/s R.K. Bartan Bhandar, Bartan Market, Hastsal Raod,
Uttam Nagar, Delhi. The team immediately reached at R.K Bartan
Bhandar, Bartan Market, Hastsal Road, Uttam Nagar, Delhi.
When the team members alongwith accused Sudhir @ Sonu were in
the process of making enquiry to verify the facts disclosed by accused,
shopkeepers of the locality and members of market association
gathered there and the receiver of cheated material namely Raju,
Proprietor of M/s R.K. Bartan Bhandar managed to slip away from
there. Further, at the instance of Sudhir @ Sonu at about 10.00 pm,
his associate namely Ajit Singh was also apprehended from his house
at J-126, Vishnu Garden, Delhi. At his instance, I-10 Car used in
commission of crime (bearing Registration No. DL-4C-AP-2612) and a
bag containing approximately 50 Kgs. brass material (part of cheated
material) which was loaded in the car was also recovered from the
house of Ajit. Accordingly, both accused were arrested u/s 41.1 (d)
CrPC.
INTERROGATION :
On sustained interrogation, both accused confessed to have
cheated the brass material from Vaibhav Laxmi Impex Pvt. Ltd.,
Shahbad-Daulatpur, Delhi. At their instance, cash Rs.1.30 lacs which
they had acquired against the disposal of cheated material was also
recovered from the residence of Sudhir Kumar @ Sonu. Further, hunt
to locate Raju, the receiver of cheated material is continued to recover
the remaining cheated scrap material.
Accused Sudhir @ Sonu disclosed that since he had knowledge of
scrap dealing business, he along with his associate Ajit Singh obtained
contact numbers of scrap dealers from Just Dial Call Center and kept
on contacting them by introducing themselves as Proprietor of M/s
Sonia Welding Industries, dealing in brass and copper scrap material.
Most of their calls went in vain as the receivers told that they only deal
in iron and steel scrap material. Later on, they contacted Proprietor of
Vaibhav Laxmi Impex Pvt. Ltd and cheated them.
PROFILE OF ACCUSED PERSONS :
1. Sudhir Kumar @ Sonu (32 years) s/o Sh. Subhas Chand r/o A40, Ram Nagar, Om Vihar, Uttam Nagar, Delhi is a school
dropout. He is married and has two children.
Earlier, he was
working as a supplier of gas stove parts but did not succeed. He
has father, mother, one brother and one sister in his family.
2. Ajeet Singh (33 years) s/o Gurubachan r/o J-126, Vishnu
Garden, Subhas Nagar, Delhi (also r/o 251, Sant Nagar, East of
Kailash, Delhi) has studied up to 12th class. He is married and
has two children. He has father, mother, one brother and two
sisters in his family. His father is staying at Tarantaran, Punjab
and works as electrician. Earlier, he was working as A/C
mechanic.

CARE TAKER OF A SENIOR CITIZEN TURNED INTO THIEF
Staff of Police Station Moti Nagar has apprehended a thief who was
serving as care taker of a senior citizen, (an ex –advocate) suffering from

INFORMATION/OPERATION :
On intervening night of 17-18/03/2011 when the all beat staff were on patrolling,
HC Dharambir, HC Rajvir Singh, HC Sat Narayan and Ct Ravinder were checking the
motor cycles in front of Fun Cinema, Moti Nagar. At about 2.00 AM one person came
from Kirti Nagar side with suspicious movements, on this his search was made. On his
search, a loaded revolver alongwith six live cartridges was recovered. He disclosed his
name as Brij Kishore @ Ashok S/o Butta Singh R/o T-860-C/4, Sukhdev Naga, Kotal
Mubarak Pur. On sustained interrogation, Brij kishore @ Ashok disclosed that he has
stolen this loaded revolver from the house of a senior citizen r/o Zor Bagh, Delhi .

INTERROGATION/MODOUS OPERANDAI:
During interrogation Brij Kishore @ Ashok disclosed that he hails
from Bihar and belongs to poor economic background. He is illiterate and came
in Delhi for the search of job. He came in contact of a placement agency and was
sent to a senior citizen’s home for his safety and care, 1 ½ months back. He was
not satisfied from this income and wanted to make more money. He planned to
rob some rich persons on the point of revolver. So he stole the revolver of his
master. He was caught before he could materlize his plans. With his arrest and
mis -happening was averted.

DESPERATE ROBBER, JAIL BREAKER, PAROLE JUMPER OF MURDER CASE OF
HIS OWN FATHER AND WANTED IN SEVERAL CASES OF RAJASTHAN AND
PUNJAB ARRESTED, BY SOUTH DISTRICT POLICE.
South District Police has arrested one desperate robber, jail breaker, parole
jumper of murder case of his own father and wanted in several criminal cases of
Rajasthan and Punjab.
ACCUSED ARRESTED:
Mukesh Kumar S/o Ram kumar R/o Ward no. 3, Surat Garh, Distt. Shri
Ganga Nagar, Rajasthan
INCIDENT, TEAM AND ARREST:
It was being learnt continuously from reliable sources that notorious and
desperate criminals of neighbouring states were hiding themselves in Delhi. To curb this
menace in the area of PS Fatehpur Beri, a special team consisted of HC Hashim Khan,
HC Shiv Lal , HC Ranjeet and Ct. Prashant under the supervision of Inspr. Anil Sharma
SHO/Fatehpur Beri and Sh. Rajender Singh, ACP/Mehrauli was constituted. The team
took the task diligently and a door-to- door survey of houses of PS Fatehpur Beri was
conducted. The accused came across the team a few days ago but gave a dodge to
the Police team and managed to hide his identity but after collecting proper
information and data from neighbouring states of Rajasthan and Punjab the team
arrested accused namely Mukesh Kumar s/o on 17.03.2011.
ITERROGATION:
After the arrest, Mukesh Kumar was interrogated at length. During interrogation,
it was revealed that he fell to bad habits at an early age he was first time arrested
under Arms Act by the Police of PS Surat Garh, Rajasthan in the year 2003.
Thereafter, he remained involved in cases of assault and quarrel. In the year 2007,
he and his mother killed his father and buried the dead body in the backyard of
their house and lodged a Missing Report at PS Surat Garh. Later after recovery of
skeleton of his father, a case vide FIR No. 187/07 U/S 302/201/120-B IPC &
4/25 Arms Act was registered at PS Surat Garh. He and his mother both were
arrested in the case and he was convicted of ‘Life Imprisonment’ by the Hon’ble
Court and was lodged in Surat Garh Jail. In the year 2009, he escaped from Surat
Garh Jail for which a case vide FIR No. 142/09 U/S 224 IPC was registered and he
was arrested in the case. In the same year, he managed to get parole of one week
from Hon’ble High Court but did not go back to the jail and jumped Parole. From
there, he went to Punjab and committed an offence of robbery registered vide FIR No.
294/10, Dt. 31/10/10 U/S 382/34 IPC, PS City Barnala, Punjab. From there, he came
to Delhi and was hiding himself in the area of Bhati Mines, New Delhi.
Accused Mukesh has studied up to 8th standard. He has three children, two sons
and one daughter. In order to meet expenses on various indulgences, he started
committing crimes.

TWO MOTORCYCLE THIEVES ARRESTED THROUGH SMS TO AUTOMATCH HELPLINE OF DELHI POLICE FOR STOLEN VEHICLES
South District Police has arrested two motorcycle thieves with the
help of Auto-Match Helpline of Delhi Police while random checking being
conducted at police picket in the area of P.S. Malviya Nagar and recovered
one stolen motorcycle from their possession.
ACCUSED ARRESTED:

Ground Floor, Hauz Rani, Malviya Nagar, New Delhi.

INCIDENT, TEAM & ARREST:
In order to apprehend auto-lifters, entire staff of South District had
been briefed by senior officers that while carrying out the checking of the
vehicles at the police picket it should be ensured by the picket staff to
check the status of the vehicle by sending SMS to the Auto-match helpline
for Stolen Vehicles. This helpline helps to establish whether the vehicle in
question is stolen one or involved in any crime or otherwise. A practical
demonstration of this technique was also done by the senior officers to
the picket staff of all the Police Stations of South District.
On 16.03.11, HC Sanjeev Kumar, Constables Sanej, Sandeep and Amit
Malik of P.S. Malviya Nagar were carrying out picket checking on the Jal Board
Police Picket on Shivalik Road. In the evening, a motorcycle No. DL-3-SB-F9996, ridden by two young persons was stopped by them for routine checking.
The names of these two persons were later revealed as Shakel Ahmad s/o Hazi
Sharafatulla and Guddan @ Guddu S/o Sameerulla. During the checking, they
could not produce any documents pertaining to ownership of that motorcycle.
In order to verify the credentials of the motorcycle, HC Sanjeev Kumar used the
Auto-match technology and sent SMS mentioning the details of the
motorcycle like its registration number, chasis number and engine
number. Within few seconds it was confirmed that this motorcycle was
stolen vide FIR No. 366/10 u/s 379 IPC, P.S. Malviya Nagar. The riders of
the motorcycle could not explain the possession of the stolen vehicle with them.
Meanwhile SI Parvesh Lamba and Ct. Manoj also came there and joined the
investigation. On sustained interrogation, Shakeel Ahmad and Guddan @
Guddu confessed to have stolen this motorcycle. They were accordingly arrested
in the above mentioned FIR and investigation was taken up. During further
investigation they have confessed their involvements in another two cases of
auto theft.
INTERROGATION:
Shakeel Ahmad and Guddan @ Guddu used to steal the motorcycles with
the help of master keys and after using the same for few days they used to sell
the same to one Saleem Kabari of Seema Puri. Raids are being conducted to
apprehend Saleem Kabari.
Shakel Ahmad was born and brought up in Hauz Rani. His father earns
his livelihood by selling fish. Economic condition of his family was poor. He has
studied upto Vth class from a Govt. School in Hauz Rani. He and his family
reside in a rented house. After dropping from school, he worked at the shop of
motorcycle mechanic and learnt the technical knowhow of the two wheelers. In
the year 2008, he assaulted one of his neighbours and thus he was
arrested vide FIR No. 759/08 U/s 326 IPC, P.S. Malviya Nagar. He came in
touch with Guddan @ Guddu of Chirag Dilli and both of them planned to
steal motorcycles and later sell them to make quick bucks.
Guddan @ Guddu S/o Sameerulla originally belongs to Sambhal, District
Muradabad, U.P and came to Delhi in his early childhood. He had worked as a
sweeper. Shakel Ahmad used to procure the master keys in order to steal the
motorcycles.
Further investigation is in progress progress and efforts are being made
to ascertain their other involvements and to effect more recoveries.

ABSCONDING LEADER OF FIRE GANG APPREHENDED;
TWO CASES OF BURN AND BURGLARY OF SAROJINI NAGAR SOLVED
With the apprehension of absconding accused Suraj age 21 years,
the new leader of the Fire Gang, who ‘used’ the Juveniles for the crime,
two cases of burn and burglary of the Laxmi Bai Nagar area of Sarojini
Nagar have been solved by the Sarojini Nagar police. His three juvenile
‘associates’ were apprehended earlier by the Sarojini Nagar Police in the
two burn and burglary cases.
The Gang Leader Suraj, who has become leader after arrest of Sanju, has
previously been involved in many cases of Burglary and Loot. He is in habit of
consuming Fluid, ganja and other drugs. At the time of arrest of Suraj, 55
grams of Narcotics substance Charas were recovered recovered from his
possession. Accordingly, a a case vide FIR No. 67/11, U/S 21/61/85
NDPS Act has also been registered against accused Suraj.
After the incidents of Burn & Burglary Cases reported in the area of
Sarojini Nagar, a special team consisting of SI Vijay Singh, SI Sanjiv Mandal, SI
Manvendra Singh, ASI Nanga Ram, HC Laxmi Narain, Constables Lokesh, Veer
Singh, Shakti and Amar Pal under the supervision of Inspr. Kishore Kumar,
SHO/Sarojioni Nagar and Sh. Mohinder Singh, ACP/ Safdarjung Enclave was
constituted. During the course of a special trap at Ramlila ground, Pillanji
Village, Sarojini Nagar the team intercepted the Leader of the Gang Suraj.
Suraj is a Vagabond of Pillanji Village Sarojini Nagar New Delhi. He has
studied up to 6th standard. He is in habit of consuming Fluid, ganja and other
substance.
Due to his criminal activities, he has been deserted by his
parents. He has also associated his younger juvenile brother in
commission of crime.

INTERSTATE GANG OF AUTO LIFTERS BUSTED ; 2 ARRESTED :
4 STOLEN VEHICLES & BUNCH OF KEYS RECOVERED
South District Police has busted an interstate gang of autolifters and
arrested two active members of this gang. Four stolen motorcycles, bunch
of master keys etc. have been recovered from them.

TEAM, INCIDENT & ARREST:
In the recent past, the vehicle theft increased in various parts of Delhi
and in the N.C.R. In order to prevent these incidents and to nab the criminals
involved in these vehicle thefts several teams were constituted in South District.
A team of Anti Auto Theft Squad, South District consisting of HCs Parmod
Kumar,HC Sukhvinder, Constables Umesh Kumar, Kanwal Singh,Yoginder
singh, Aman, Sanjeev Shah and Ct.(Dvr) Naresh Kumar headed by Sub
Inspector Balihar Singh, I/C AATS and under the overall supervision of Sh.
Kulwant Singh, ACP/Operations was formed to further develop the information
and apprehend the accused involved in these incidents.
The team so formed worked relentlessly and collected details of several
criminals with similar modus- operandi and activated their secret informers to
collect the information about the criminals involved in these vehicle thefts.
These details were analyzed minutely and it came to notice that the gang
headed by notorious autolifter “Satish Kumar” might be involved in these
vehicle thefts in various parts of Delhi. The hard work of police team bore
results and upon specific information accused persons Satish Kumar and
Ajay @ Rajdhani were apprehended while they were on way to dispose off
one stolen motorcycle stolen vide FIR No. 97 /11 dated 25.02.11 u/s
379/34 IPC P.S. Malviya Nagar, New Delhi. Three more stolen motorcycles
have been recovered at their instance.
INTERROGATION, MODUS OPERANDI AND PROFILE
During the interrogation, it was revealed that Satish Kumar is head of
this gang. He alongwith his other associates was involved in the vehicle thefts
and Ajay @ Rajdhani who is a mechanic by profession also joined their gang.
Ajay @ Rajdhani has a workshop of motorcycle repair at Jaitpur, Delhi. They
generally used to dismantle the stolen vehicle with the help of this mechanic
and then the spare parts of the stolen vehicles used to disposed off through this
mechanic. They both have been arrested first time.
Satish Kumar was born in the year of 1983 at village Sakoti Distt –
Muzaffar Nager U P and he shiffeted to Delhi in the year of 1993. He has
studied up to 5th class. He had earlier worked as a driver in Blue Line bus in
Delhi. He came in contact with bad elements from his childhood and involved
himself in criminal activities for the last 2/3 years, but he has been arrested for
the first time.
Ajay @ Rajdhani was born in the year of 1988 at village – Kaduaily P S
Atrauilt Distt – Aligarh UP. He has studied up to 5th class. He shifted to Delhi in
the year of 1990. He is a mechanic of motorcycles by profession and is running
a workshop in Jaitpur since 2005. . He came in contact with Satish Kumar
about one year ago and involved himself in criminal activities since then. He
used to change spare parts of stolen vehicles in his workshop.

“Gun runners racket busted”
The officers of Special Cell led by Inspr. Lalit Mohan & Inspr.
Hridaya Bhushan under the supervision of Shri Bhisham Singh,
ACP/NDR have arrested four persons including three criminals of PS
Sabzi Mandi Delhi and a son of a criminal of PS Gandhi Nagar who are
involved in gun running racket in Delhi. Two 9mm pistols, two .32 bore
pistols and two country made pistols along with thirteen live cartridges
have been recovered from the criminals who were involved in large
number of cases in Delhi.
An information was received that Rajesh, an active criminal of
Sabzi Mandi area had procured some firearms and would soon deliver
the same to other criminals in Delhi. A trap was laid to apprehend
Rajesh and his associates & on 10th March 2011, at about 10.45 pm,
specific input was received that Rajesh along with 3/4 persons is present
in the lane near his home and dealing in illegal arms and ammunition
with them. As soon as police team rushed there to apprehend the
criminals, Rajesh along with his associates manhandled the police party
and fired upon them to prevent their lawful arrest. Some of the police
personnel of the police team sustained injuries and the govt. vehicle was
also damaged in the said incident. However, Rajesh and Sunil @ Sand
resident of Malka Ganj, Delhi and criminals of the area of PS Subji
Mandi, were arrested with the help of local police of PS Subzi Mandi. A
case for assault on public servant, attempt to murder and arms act etc
was registered at PS Special Cell.
During investigation while Rajesh & Sunil were in police remand, it was
revealed that Rajesh is involved in large scale sale/purchase of illegal arms &
ammunition. He used to purchase the weapons from one Naeem of Malka Ganj
and supply the same to other criminals in Delhi. On this information a raid
was organized on 13th March 2011 & at the instance of Rajesh accused Aakash
Gupta @ Titu s/o Ashok Gupta @ Balli to whom he had supplied illegal
weapons was arrested. One .32 bore revolver with three live cartridges & one
.12 bore country made pistol along with two live cartridges was recovered from
his possession.
Thereafter for detailed interrogation & further recoveries accused Akash
Gupta was taken on police remand. On 14th March 2011, Naeem s/o Iqbal r/o
1818/38, Anar Kothi, Malkaganj, Delhi was arrested from Malkaganj, Delhi and
one .32 pistol along with four live cartridges were recovered from his
possession. Naeem is also a criminal of PS Subji Mandi, Delhi. During
interrogation he disclosed that he used to procure the weapons from Firozabad
(UP) and supply to known criminals in Delhi. Extensive raids were conducted
in Firozabad (UP) and efforts are continuing to apprehend the supplier of arms.
Total Recoveries :1.
One 9 MM pistol and 3 live cartridges were recovered from the
possession of accused Rajesh.
2.
One country made pistol along with 1 live cartridge was recovered
from accused Sunil @ Sand.
3.
One 9 MM pistol was recovered at the instance of accused Rajesh
from his house.
4.
One .32 bore revolver with three live cartridges from Aakash Gupta
@ Titu.
5.
One .12 bore country made pistol along with two live cartridges
from Aakash Gupta @ Titu.
6.
One .32 pistol along with four live cartridges from Naeem.
Previous involvements of arrested persons :-
 Rajesh is previously involved in 12 criminal cases including 01
case of Murder, 01 case of rioting and attempt to murder, 04 cases
of snatching, 02 cases of Arms Act, 2 cases of hurt alongwith 02
cases of theft.
 Sunil @ Sand is previously involved in 07 criminal cases
including 01 case of Murder, 02 cases of rioting and attempt to
murder, 02 cases of Arms Act, 01 cases of trespassing alongwith
01 cases of threat.
 Naeem is previously involved in 09 criminal cases including 01
case of rioting and attempt to murder, 03 cases of snatching, 03
cases of theft alongwith 02 cases of Arms Act.
 Akash Gupta @ Titu is son of Ashok Gupta @ Balli who is
involved in 23 criminal cases including 05 cases of gambling act,
05 cases of Arms Act, 05 cases of theft and burglary, 01 case of
threat besides other cases.

The festival of Holi [Dhulandi] will be celebrated on 20th
March, 2011. Delhi Traffic Police has made elaborate traffic arrangements
to ensure safety of motorists on roads and check the incidents of drunken
driving, over speeding, dangerous driving, triple riding, minor driving,
driving/riding without helmet and other traffic offences.
Special checking teams with alcometers and speedometer etc.
will be deployed at major intersections to detect & prosecute violations.
In case of drunken driving, besides prosecution, the drivers are liable to be
arrested and their vehicles impounded. Last year on the day of Holi
about 5,300 people were prosecuted for Drunken Driving,
Overspeeding, Triple Riding, Dangerous Driving, Traffic Signal
Violation, driving/riding without helmet and other offences and
violations.
About 400 traffic Police special checking teams shall be
stationed all over Delhi to check drunken driving. Drunken driving is now
punishable with a jail term and suspension of driving license besides
fines. This year up to 15/03/2011, 3388 drivers have been prosecuted for
drunken driving out of which 560 drivers have been awarded jail term for
drunken driving. Driving Licenses of 603 motorists have been suspended.
Motorists are advised to obey traffic rules and directions of the
Traffic Police.

(ii)
Keep speed within the limit.
(iii)
Do not indulge in racing or competition with other vehicles.
(iv)
Two wheeler riders are advised to wear helmets and avoid triple
riding.
(v)
Do not indulge in reckless, dangerous and Zig-zag driving.
Delhi Traffic Police appeals to all motorists to avoid indulging
in traffic violations especially drunken driving. Parents should avoid
allowing their minor wards to drive vehicles. All motorists are advised to
obey the traffic rules and regulations and follow the directions of the
Traffic Policemen on duty for their safety as well as the safety of other road

LICENSE SECTION OF LICENSING UNIT
In pursuit of its endeavor to provide efficient and prompt service to
the public, Licensing Unit has added one more feather in its cap. The
Performance License section of Licensing Unit/Delhi Police has been
granted ISO 9001:2008 Certification in recognition of its establishment &
maintenance of Quality Management System. Arms Section of Licensing
Unit has also received recertification and up gradation to the latest
standard of ISO 9001:2008. It may be recalled that Arms Section of
Licensing unit was the first unit of Delhi Police to get ISO 9001:2000
certification in the year 2004 for Issue and Renewal of Fire Arms Licenses
for individuals residing in Delhi.
There are about 60,000 Arms Licensees in Delhi and the Arms
Section of Licensing Unit renews the existing licenses on the same day. All
the procedures have been clearly laid down in a time bound manner.
The Performance License Section has the unique distinction of
issuing Performance Licenses through single window within 24 hours of
receiving an application for performances being conducted at licensed
premises. It issues significant number of Performance Licenses for
musical, dancing, dramatic, mimetic, theatrical performances, public
exhibitions & games etc being conducted in Delhi throughout the year,
these include major sports and cultural events also.
The ISO Certification will not only ensure hindrance free and
efficient service to Arms licensees as well as event organizers but will also

telephone number and identity proof. The Visitor/ user shall also sign the register kept for this purpose.
d)
The identity of the visitor/user shall be established through identity card, voter card,
ration card, driving license, passport or photo credit Card (anyone of them)
e)
Activity server log should be preserved in the main server and its record should be
preserved for at least 6 months.
f)
If any activity of the visitor/user is of a suspicious nature, the owner of the cyber cafe will
immediately inform the police station.
g)
Record be maintained about the specific computer use by the person.
h)
Cyber Cafe owners to ensure that the user of cyber cafe and photographed on continuous
basis and a record of the same is maintained properly.

selling eatables and juices, at time, also station themselves unauthorized outside liquor vend which further
facilitates this undesirable activity. At times, Baratis accompanying Barat also openly drink liquor etc. on
the roads while the Barats are moving. Drinking in public is a nuisance with serious potential to result in
brawl and quarrels causing serious injuries/death and damage to the public and private property. This
affects peace and tranquility of the area and creates problems in maintaining law and order. It is also a
punishable offence under section 68 of the Punjab Excise Act-1914 (as extended to Delhi).

or safety and to thwart/prevent un-toward incidents which may affect the peace and tranquility.

Install CCTV with sufficient number of cameras and recording system to cover up to 50
meters area in front of the shop. The CCTV should monitor anyone consuming liquor or
facilitating consumption of liquor or any unauthorized vender stationed in the coverage
area.
b)
This CCTV system should become operational within 45 days from the date of issue of
this order.
c)
The recoding system shall preserve a digital record of CCTV coverage for not less than
10 days.
d)
The vend owner or his agent shall cause to copy the CCTV coverage on a CD on a daily
basis which shall then be handed over to the Beat Constable of the area proper receipt in a
register to be maintained at the liquor vend.
e)
Before starting sales for the day, Manager of the liquor vend should ensure the CCTV
system is in proper working order and in case any defect is noticed, immediate action to
get it rectified should be taken. Any entry should be made in the register and intimation in
writing should be sent to the police station simultaneously to be got duly received from
the Duty Officer of the police station mentioning Daily Diary Number on the intimation.
f)
During the course of monitoring of the CCTV system, the Manager or anyone specifically
designated by the Manager for real time monitoring of the CCTV shall immediately
inform the Police Control Room at telephone No. 100 and also the nearest Police Station
in case any illegal drinking in public or unauthorized vendor is noticed in the CCTV
coverage area.
g)
The vend owner shall display prominently at least two bilingual sign boards mentioning
that drinking in public places is an offence and standing of unauthorized vendors outside
the liquor shop is strictly prohibited. Telephone number of nearest police Station shall
also mention on the sign boards.

South District:a) Install CCTV with sufficient number of cameras and recording system with play back facility,
to cover upto 50 meters area in front of the shop. The CCTV should monitor anyone consuming
liquor or facilitating consumption of liquor or any unauthorized vendor stationed in the coverage
area.
b) The recording system shall preserve a digital record of CCTV coverage for not less than 10
days.
c) The vend owner or his agent shall cause to copy the CCTV coverage on a CD and hand over to
the police whenever demanded.
d) Before starting sales for the day, the Manager of the liquor vend should ensure that the CCTV
system is in proper working order and in case any defect is noticed, immediate action to get it
rectified should be taken. An entry should be made in the register and intimation in writing should
be sent to the Police station simultaneously to be got duly received from the Duty Officer of the
Police Station mentioning Daily Dairy Number on the intimation.
e) During the course of monitoring of the CCTV System, the Manager or anyone specifically
designated by the Manager for real time monitoring of the CCTV shall immediately inform the
Police Control Room at telephone No. 100 and also the nearest Police Station in case any illegal
drinking in public or unauthorized vendor is noticed in the CCTV coverage area.
f) The vend owner shall display prominently at least two bilingual sign boards mentioning that
drinking in public places is an offence and standing of unauthorized vendors outside the liquor
shop is strictly prohibited. Telephone number of nearest Police Station shall also be mentioned on
the sign boards.
4.
The order shall come into force with effect from 17.03.11 and shall remain in force for a period of
60 days i.e. Upto 15.05.11 (both days inclusive) unless withdrawn earlier.
5.
Any person contravening this order shall be punishable under Section 188 of the Indian Penal
Code.
6.
As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte.

on the roads while the Barats are moving. Drinking in public is a nuisance with a serious potential to result
in brawls and quarrels causing serious injuries/death and damage to public and private property. This
affects the peace and tranquility of the area and creates problems in maintaining law and order. It is also a
punishable offence under section 40 of the Delhi Excise Act, 2009 (Delhi Act 10 of 2010)

safety and to thwart/prevent un-toward incidents which may affect the peace and tranquility of the area.
3. Now, therefore, in exercise of the powers conferred upon me by Section 144 Criminal
Procedure code,1973 read with Govt. of India , Ministry of Home Affair, New Delhi’s
Notification No. U-11036/1/2008 (i) –UTL, 26.11.2008 I,M.S. Malik, Assistant

hereby make this written order to do the following for strict compliance by the owners of
