We have been supporting implementation of Reproductive and Child Health, HIV and AIDS Prevention, Care and Support programmes in partnership with Ministry of Health and Family Welfare (MoHFW), Government of India, State Governments and International Development agencies. Since 1992, HLFPPT continues to contribute towards achieving the National Health and Family Welfare development goals. Background of the Project Diarrhea remains one of the major causes of childhood mortality in the country. It is estimated that each child in India suffers an average of 1.6 episodes of diarrhoea per year for first five years1.Most deaths due to diarrhea can be avoided by appropriate and adequate use of combined ORS and Zinc (Zn) supplementation2. Even though ORT has reduced child mortality in India from 1.9% to 0.6%, more needs to be done to reduce this further. There are two major issues related to management of diarrhoea among infants and children in the country: first lack of awareness and use of ORS and Zn for management of diarrhea by health workers and, second, poor and interrupted supply of ORS and Zinc for diarrhoea management. When appropriately addressed, both these problems could lead to avoidable deaths amongst children suffering from diarrhoea. It is against this background, HLFPPT is determined to increase availability, awareness and utilization of ORS and Zn for proper management of diarrhea in children in the 22 high focus districts of 13 states of India, especially through a social marketing concept. (List of district attached in Annexure- 4) Objectives: The objective is Increase the ORS and Zinc use rates by 10% points from baseline (from AHS) in 22 districts of India. Background Information: In collaboration with UNICEF, HLFPPT is implementing a socially marketed program in Lalitpur district of Uttar Pradesh aimed at the reduction of Diarrhoeal deaths in children aged 2-59 months by 10% in 6 blocks. The ORS product is branded “Jal Jeevan”. Under the programme, 12 Master trainers, 53 Medical officer and 1504 health service providers/workers including ANMs, ASHA, and AWWs have been trained. A network of 872 Depot Holders of Zinc ORS are functional in the community to promote its accessibility. A total of 697 villages have been covered through various interventions. 19800 ORS sachets and 19110 Zinc tablets have been sold under the programme. HLFPPT carried out Communication campaign called Jodi No-1 to promote the ORS and Zinc among the community. Learnings : people are aware ORS but tend to forget The Zinc….. What agency needs to do? Communication approach to establish ORS & Zinc in the community. - Need to develop the Communication Theme – basically the look & feel - ORS & Zinc Logo - pneumonic or developing a character - Promote the combined use of ORS & Zinc during Diarrhea - Need to highlight the usages of zinc for 14 days to avoid further health hazards - Emphasis on the use of clean water Thus we need to create an extension of the existing communication. The bidder should have a minimum annual turnover of Rs 50 Lacs per annum as average of last three financial years. 2. The bidder must have PAN (Permanent Account Number) and registered with the Sales/Service Tax and the documents for the same is to be attached. 3. Turnover certificate duly audited by a chartered accountant or audited financial statements of last 3 financial year has to be attached with the technical bid. 4. Bidders should provide brief profile of their similar work experience for the last three years along-with the client list. 5. The bidder should be able to work as per agreed terms and conditions mentioned herewith. . 6. The tender will be appraised by internal committee formed by HLFFPT management. 7. The dispatch/execution/implementation plan will be provided by HLFPPT at the beginning of the work. In case of the delay/disruption in the execution, the penalty will be levied on the party. 8. HLFPPT shall without prejudice to its other remedies under the contract, deduct from the Contract Price, as Liquidated Damages a sum equivalent to 2.5% of the price of agreed unperformed Services or for delay of each day until actual delivery or performance, up to a maximum deduction of 20% of the contract Price. Once the maximum is reached, HLFPPT may consider termination of the contract. 9. In case of delay on the part of HLFPPT in providing the approvals, the time of delivery/ execution will be extended by equal number of days. 10. HLFPPT also reserve the right to carryout inspection/visit of the product/activity at any point of time during the period of contract. 11. Selection of agencies would be done by the committee on the basis of Evaluation for Technical 70 marks & Financial 30 marks. 13. Agencies who will obtain 70% marks or more in Technical evaluation would only be considered for opening of financial bids. 14. The RFP shall be evaluated strictly based on the substantive information/credentials/documentary evidences/turnover certificate/any other criteria submitted by the agencies. 15. Final Selection of the agencies would be done on the basis of total marks obtained in the Technical & Financial Evaluation. 16. The agencies not qualified in the technical evaluation by the committee will not be entertained for financial bid. 17. HLFPPT reserves the right for extending or curtailing any activity at any point of time (if required) as per requirement. 18. Management reserves right to award the work to more than one Agency as per the requirement. 19. Management reserves the right to issue multiple work order from time to time to the selected agencies (as per requirement). 20.
