The department of theory and history of state and law, department of constitutional,
administrative and financial law, department of criminal law and criminal process, Inter University Center of German law of Ivanovo State University (ISU) law faculty is preparing an
application for a Russian Fund of Humanities (http://www.rfh.ru) grant on an organization of IX
Annual International scientific conference “Legal-theory comprehension of sovereignty in
Russia, Western Europe and USA in the conditions of globalization” (September 15-19,
2015) and composing a scientific program of it.
The conference is held on the Faculty of Law at Ivanovo State University: Russia,
Ivanovo, Posadskyi pereulok - 8, building № 8.
It is planed to convene plenary session and sections of theory of state and law,
constitutional law, criminal law, criminal process, international and European law. Students’
research section also will work. Best reports of students may be published in a book.
Key-words: the definition of sovereignty, features of sovereignty, state supremacy,
independence of a state, kinds of sovereignty, secession, human rights, territorial integrity, legal
aspects of globalization, principles of law, state membership in international and regional
organizations, state participation in military alliance.

2. Participants
The conference will be attended by scientists from Russia (Volgograd, Kursk, Moscow,
Samara, St. Petersburg, Yekaterinburg, Kazan, N. Novgorod, etc.), Lithuania (Vilnius), Germany
(Munster, Munich, Passau, Potsdam) and other countries as well as by graduate students,
universities applicants, practical workers, students from ISU (members of the Inter-University
Centre of German law, members of Student’s Research Society of ISU law faculty and Youth
Union of lawyers) and from the other universities.
Distance participation is possible. Internal participants will receive certificates.
It is planned to make a review of the conference in such law journals as “State and Law”,
“Jurisprudence”.
3. Requirements to reports and for the materials:
Reports at the plenary session and sections should not exceed 45 minutes, oral arguments
at debates - 5 minutes.
Materials for publication (up to 40 000 characters) should be prepared by the following
rules:

4. Additional Information.
According to the results of the conference it is planned to publish its materials at ISU
publishing in 2015 (print run of more then 100 copies). The copies will be sent according to the
Russian law to main Russian libraries and to the Russian Book Chamber. The authors will also
get their copies.
The decision on publishing the materials will be accepted by editorial board in view of the
report conformity with the conference subjects and scientific level. The editorial board keeps the
right to refuse the author in publishing without the explanation of its reasons. The author(s)
guarantees the absence plagiarism and other forms of improper borrowing in the present text.
Persons wishing to attend the conference should send a request to the organizing
committee, containing the following information:
1. Surname, name of the participant (students and graduate students should name their
scientific adviser - job, position, academic degree, academic rank);
2. Job, position, academic degree, academic rank;
3. Participant’s address, telephone number, e-mail;
4. Theme of the report (in Russian and English) and suggested size of publication.
Applications for participation in the conference are accepted until September 3, 2014.
Reports materials (electronic) - until September 15, 2015.
Costs on travel to the conference venue and accommodation are carried out by
nonresident participants at their own expense or at the expense of the sending organization. All
hotel reservations are made by the participants themselves.
