REPUBLIC OF CROATIA MINISTRY OF AGRICULTURE, FISHERIES AND RURAL DEVELOPMENT Ulica grada Vukovara 78, 10000 Zagreb REQUEST FOR EXPRESSIONS OF INTEREST “AGRICULTURAL POLLUTION CONTROL PROJECT” (APCP) Within “CROATIA AGRICULTURAL ACQUIS COHESION PROJECT” (CAACP) Contract ref: APCP/QCBS/ NVZ /1 For providing consulting services for study under topic: “Designation of Nitrates Vulnerable Zones and economic impact of Nitrates Directive implementation in the Republic of Croatia” 1. Background The Republic of Croatia has received a loan from the International Bank for Reconstruction and Development (IBRD) towards the cost of “Croatia Agricultural Acquis Cohesion Project”. As the Borrower, Ministry of Agriculture, Fisheries and Rural Development intends to apply the proceeds toward payments under the contracts for selection of Consultant services for work on the “Agricultural Pollution Control Project” (APCP) which will provide incremental support for nutrient management activities in the agricultural sector to assist the country to comply with the requirements of the EU Nitrates Directive and thereby assist the government in establishing a competitive agricultural sector and with meeting its international commitments to improve the waters of the Danube River and Black Sea. 2. Brief description of the requested services: The scope of work of expert team will be: - to establish criteria and methodology for designation of Nitrates vulnerable zones (NVZ) (including areas disposed toward eutrophication) taking into account EU legislation relating to this area and the practices of different member states; - to develop a methodology for assessing the pressure from agriculture to pollution of surface and groundwater by nitrates and phosphorus considering similar projects in EU countries; - to identify surface and ground waters which contain or could contain, if preventive actions are not taken, more than 50mg/l nitrates; - to identify trophic waters or waters that could become trophic in the near future, if preventive measures are not taken. It is necessary to explain in detail methods and criteria, in particular for waters that are not currently trophic, but they could become trophic if preventive measures are not taken; - to designate land which drains into surface, ground and trophic waters; - to define a risk of water pollution by nitrates and eutrophication; - to designate Nitrates vulnerable zones (NVZ) with clear borders based on the analysis conducted in previous steps; - to define criteria and methodology for assessment of costs and benefits related to the implementation of the EU Nitrates Directive in the Republic of Croatia; - to Prepare at least 2 scenarios for the implementation of Nitrates Directive a) Whole country as a Nitrates vulnerable zone; b) Part of the territory (for example 40-50%) is designated as Nitrates vulnerable zone; - to assess total long-term costs or benefits resulting from (non) compliance with the EU Nitrates Directive, separately for each scenario; - to undertake review and analysis of the implementation and the basic content of the Action Programs in EU countries within the framework of the Nitrates Directive implementation. - to identify constraints and lessons learnt from the implementation of the Action Programs in EU countries and determine their relevance to the Republic of Croatia providing the key recommendations for the future Action Program in Croatia. DETAILED TERMS OF REFERENCE (TOR) FOR THE ASSIGNMENT IS ISSUED ON THE MAFRD WEBSITE, www.mps.hr. 3. Expected commencement of this assignment is in August 2011. Expected date for completion is January 2012. 4. Ministry of Agriculture, Fisheries and Rural Development now invites eligible firms to express their interest in providing the requested services. Interested firms shall provide information indicating that they are qualified to perform the services as required in the TOR (e.g. brochures, description of their experience in similar scopes of works, experience in similar conditions/on similar projects, availability of appropriate skilled staff, etc.). Consultants may associate to enhance their qualifications. The “association” may take the form of a Joint Venture or a sub consultancy. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. Interested consultants should clearly indicate the structure of their “association” and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. may not be considered for short listing. Keeping one expression of interest per firm as principle, a consultant firm may decide whether it wishes to participate as a sub consultant or as an individual consultant or as a partner in a joint venture. Please note that a firm shall submit only one EOI in the same selection process either individually as a consultant or as a partner in a joint venture. No firm can be a sub consultant while submitting an EOI individually or as a partner of a joint venture in the same selection process. A firm, if acting in the capacity of sub consultant in any consultant or JV, may participate in more than one consultant, but only in the capacity of a sub consultant. NOTE: At the time of submitting the expressions of interest the company should confirm that they will provide staff with the experience and qualifications required in the TOR. 5.
