SCOPE

This Work Instruction covers the Safe Work Procedures and Mandatory

Requirements for the unloading of delivery vehicles.

MANDATORY REQUIREMENTS FOR UNLOADING WASTE PAPER

1.0 ARRIVAL

1.1 Upon arrival at the Mill, drivers are to report to the Weighbridge office to weigh in.

2.0 Personal Protective Equipment (PPE)

2.1

Personal Protective Equipment must be worn at all times whilst on site. It is mandatory whilst on site for all drivers to wear: a) high visibility clothing b) closed footwear c) protective eyewear

2.2 Drivers must remain below the Mill speed limit of 20 km/h at all times.

2.3 Upon entering the Waste Paper Yard, drivers must stop and wait for direction from the Front-End Loader Operator. If yard is unattended enter with caution after stopping.

2.4 The driver must exit the cabin in the correct manner i.e. facing the cabin.

2.5 When entering the Waste Paper Yard, the driver must position the vehicle in a location that will not impede other vehicles. If unsure, the driver must consult the Front-End Loader Operator for directions.

3.0 SAFE UNLOADING REGISTER

3.1 Every twelve months, truck drivers will receive a copy of the “Safe Unloading

Procedures and Mandatory requirements ” document. Once the document is read and understood and the driver agrees to abide by all rules concerning safety procedures and mandatory requirements, the Safe Unloading Register must be completed; the driver will then be issued with an Unloading

Authorisation Card.

Note: The driver is required to sign the Register which will remain in effect for 12 months.

4.0 SMOKING

4.1 Smoking is not permitted in the waste paper yard at any time.

5.0 ACCIDENTS

5.1 All accidents, property damage or near misses, no matter how minor, are to be reported to Amcor personnel prior to leaving the site.

6.0 PRODUCT REMOVAL

The practice of removing books, magazines, tissue products and packaging from the waste paper yard is not acceptable and contravenes Amcor’s safe working practices.

7.0 YARD ACCESS

7.1 Drivers are not permitted to be inside the Waste Paper Yard areas unless they are unloading. Toilets facilities are to be accessed by walking outside of the Waste Paper Yard.

8.0 PASSENGERS

8.1 Truck passengers must remain in the cabin at all times.

9.0 LOAD RESTRAINT

9.1 All loads must be securely restrained upon entering the site. The minimum for open bins is a secure tarpaulin covering the entire load.

10.0 DEFECTIVE EQUIPMENT

10.1 Contractors with defective equipment will not be unloaded. Amcor personnel may halt the unloading process if they feel safety is being compromised.

10.0 TEAMWORK

11.1 In order for the safe loading procedures in place at Botany Mill to be effective,

Mobile Equipment operators and the Truck Driver must work together as a team to ensure their safety.

12.0 DEPARTURE

12.1 Trucks are not permitted to leave the Botany Mill site until the truck is free of any loose waste paper or other debris. It is the driver’s responsibility to ensure that these conditions are met.

SAFE UNLOADING PROCEDURES

FOR UNLOADING OF CAGED TIPPER TRUCKS

1.0 Transport Drivers Responsibility

1.1 After stopping in the designated truck parking area the driver must ensure heavy-duty gloves are worn while untying ropes and straps.

1.2 Before tipping, the driver must ensure that the rear gates are securely fastened.

1.3 If it is necessary to remove a tarpaulin covering the load, this must be done from the designated tarping area.

1.4 The load must be tipped in area free from other vehicles or persons.

The driver must remain in the cabin and use mirrors to observe the area behind the vehicle

1.5 When lowering the tipper, the truck must be kept stationary until the tipper is fully lowered.

1.6 The driver must ensure that there is no cardboard or other loose material on the truck body before leaving the yard.

SAFETY NOTE

WHEN THE VEHICLE IS STATIONARY, THE DRIVER MUST ENSURE

THAT THE VEHICLE PARKING BRAKE IS ENGAGED.

1.0 Transport Drivers Responsibility

SAFETY NOTE

YOUR VEHICLE MUST REMAIN STATIONARY UNTIL THE BIN IS FULLY

LOWERED AND BIN DOORS ARE SECURELY FASTENED.

1.2 Before tipping, the driver must ensure that the bin doors are securely fastened.

1.3 The load must be tipped in an area free from other vehicles or persons. The driver must remain in the cabin and use mirrors to observe the area behind the vehicle

1.4 When lowering the bin, the truck must be kept stationary until the bin is fully lowered.

1.5 The driver must ensure that there is no cardboard or other loose material on the truck body before leaving the yard.

SAFETY NOTE

DRIVERS ARE NOT TO COMMENCE UNLOADING UNTIL THE AREA

SAFE UNLOADING PROCEDURES

OPEN BINS

1.0 Transport Drivers Responsibility

1.1 If it is necessary to remove a tarpaulin covering the load, this must be done from the designated tarping area

1.2 After stopping in the designated truck parking area the driver must: a) Ensure heavy-duty gloves are worn while untying ropes and straps.

1.3 Obtain assistance from another person to remove tarpaulin from truck.

SAFETY NOTE

YOUR VEHICLE MUST REMAIN STATIONARY UNTIL THE BIN IS

SAFE UNLOADING PROCEDURES

AND MANDATORY REQUIREMENTS FOR UNLOADING OF

REAR LIFT COMPACTOR VEHICLE

1.0 Transport Drivers Responsibility

SAFETY NOTE

YOUR VEHICLE MUST REMAIN STATIONARY UNTIL THE TAILGATE IS

FULLY LOWERED AND SECURELY FASTENED

1.1 At no time is any person permitted to place him or herself between an open tailgate and the rear of the vehicle.

1.2 When closing the tailgate, the truck must be kept stationary until the tailgate is fully closed. The driver must ensure no persons are situated close to the rear of the vehicle before closing the tailgate.

1.3 The driver must ensure that there is no cardboard or other loose material on the truck body before leaving the yard.

1.4 At no time is any person permitted to ride on the exterior of the vehicle.

All passengers must be seated in the cabin.

SAFETY NOTE

AT NO TIME MAY THE DRIVER POSITION HIMSELF OR HERSELF

BETWEEN THE OPEN TAILGATE AND THE REAR OF THE VEHICLE.

SAFE UNLOADING PROCEDURES

AND MANDATORY REQUIREMENTS FOR UNLOADING

TARPED SEMI-TRAILERS INVOLVING THE USE OF MOBILE

EQUIPMENT.

1.0 Transport Drivers Responsibility

1.1 After stopping in the designated truck parking area the driver must: a) Ensure that heavy-duty gloves are worn while untying ropes and straps. b) Obtain assistance from another person to remove tarpaulin from truck. c) Fold the tarp and place it off the roadway with the assistance of another person or a clamp.

2.1 During unloading, the transport driver must: a) Remain well clear of the clamp, and maintain visual communication with the clamp operator at all times. b) Not board the trailer until all wastepaper bales have been unloaded.

2.2 When boarding the trailer to sweep loose waste paper and other debris, the transport driver must ascend and descend via a step-ladder tethered to the truck by rope or chain.

2.3 The transport driver must not attempt to lift the tarpaulin onto the trailer. The clamp operator will perform this task.

PERMITTED ON THE TRAILER

1.0 Clamp Operator’s Responsibility

1.1 Prior to commencing the unloading of the trailer, the clamp operator must: a) Ensure the transport driver is well clear of the clamp and is clearly visible on the open side of the trailer beside the door of the cabin, driver must not move from that location unless directed by the clamp operator, the clamp operator must be in a stationery position when he does so. At all times, the driver must not come within 2 metres of the clamp.

2.1 During unloading the clamp operator must: a) Be aware at all times of other persons and vehicles in the area, especially behind the clamp. b) Never attempt to lift more than two 1 tonne or 4 small waste paper bales at one time. Should the clamp driver intend to stack waste paper bales, you must ensure 1 tonne blocks are not more than 4 high and .7 tonne blocks not greater than 6. c) Reverse straight back being careful not to start to turn until the clamp arms clear the side of the vehicle. d) Place clamp arms in the down position before starting to turn the clamp

3.0 The driver must wait for direction from the clamp driver before proceeding to remove debris from the trailer, the trailer must be fully unloaded before this instruction can be given.

SAFETY NOTE FOR CLAMP OPERATORS

CLAMP OPERATORS ARE NOT TO COMMENCE UNLOADING THE

TRUCK UNTIL THE TRUCK DRIVER IS WELL CLEAR AND IN PLAIN

VIEW OF THE CLAMP.

LADDERS – ARE NOT TO BE USED ON TRAILERS UNDER ANY

CIRCUMSTANCES. LADDERS MAY BE USED TO CLIMB ONTO

TRAILERS, BUT ONLY IF SECURED BY ROPE OR CHAIN TO THE

TRAILER. SAFE METHODS FOR SWEEPING OF THE TRAILER SHOULD

BE DISCUSSED WITH THE CLAMP OPERATOR PRIOR TO

COMMENCEMENT OF UNLOADING

TAUTLINER SEMI-TRAILERS INVOLVING THE USE OF MOBILE

EQUIPMENT.

1.0 Transport Drivers Responsibility

1.1 After stopping in the designated truck parking area the driver must: a) Ensure that heavy-duty gloves are worn while untying clips and straps. b) Clamp driver must make sure that tarps and posts are pulled fully clear before they commence unloading.

1.2 During unloading, the transport driver must: a) Remain well clear of the clamp, and maintain visual communication with the clamp operator at all times. The driver must remain beside the door of the cabin and must not move from that location unless directed by the clamp operator, the clamp operator must be in a stationery position when he does so. At all times the driver must not come within

2 metres of the clamp. b) Not board the trailer until all wastepaper bales have been unloaded.

Should the clamp driver intend to stack waste paper bales, you must ensure 1 tonne blocks are not more than 4 high and .7 tonne blocks not greater than 6.
