Tournament Bid Information
USA Fencing is pleased to take this opportunity to introduce you to the Olympic sport of
Fencing and its national tournaments. USA Fencing hosts a series of national fencing
tournaments beginning each fall and ending with the Summer National Championships the
following summer.
USA Fencing will accept bids from any City, CVB or Sports Commission interested in hosting a
national tournament. The bid must provide facilities; commit services and supply personnel
and value-in-kind donations to make a tournament successful for the participants, the host and
USA Fencing. The range of tournaments and the flexibility that USA Fencing offers in sharing
responsibilities provides hosts with various levels of involvement. Bids that exceed our
specifications will be considered as received.
Bids for the 2012-2013 Season must be received by December 1, 2011.
Bids for the 2013-2014 Season must be received by December 1, 2012.

Bids:
USA Fencing prefers multi-year bids or bids for future seasons. Decisions will be made in a
timely manner depending on confirmation of dates with international fencing schedules. USA
Fencing has contracted with a housing service to handle all tournament-housing needs as well
as venue review.

Tournament Housing:
Housing Service & Venue Liaison (HSVL): A successful bid must meet the hotel contract
requirements of the HSVL company which is PSA Sports, Attention: Patrick Higgins,
801.923.8371, email: p_higgins@team-psa.com (www.psa-sports.com). PSA Sports shall mange
the sleeping room contracts and registration management as well as review the city/venue
proposals on behalf of USA Fencing. The sleeping room rate shall include a 10% commission
payable to PSA Sports. In addition, a rebate that benefits USA Fencing may also be levied. The
inclusion of a rebate and its amount will be determined by the specific package proposed by the
CVB, City or Sports Commission for the particular event.
There will be a cut-off date of 30 days prior to the first day of the Event for room reservations. Only
then can individual hotels release the block and issue these rooms to the general public. PSA
Sports will not sign any contract that contains an “Attrition/Performance Clause.” The Headquarters
Hotel must include Staff and Official’s rooms that are negotiated at a reduced room rate. These
staff rates should be proposed ‘net’. No commission should be levied. An earned complimentary
room policy of a 1/35 for full service hotels and a 1/20 for limited service hotels is the norm. A
minimum of ten free parking passes should be provided for each event. Other ‘added values’
proposed by the properties should be reflected in bid. A sample schedule of the staff needs and
breakdown of room use is available upon request.
Host Organizations:
Cities, City organizations or Sports Commissions interested in hosting a national tournament
should complete the Request to Host Form and submit it to the PSA. This form must be
accompanied by prospective hotel and venue information including venue diagram, specific
dimensions and cost. Hotel rates and distance from the venue, along with any other
information that will enhance the bid, should also be included. In lieu of a bid fee, organizations
interested in hosting an event should be prepared to arrange (hotel, airfare, etc…) a site visit
for 2 USA Fencing representatives to inspect the proposed facilities. After the Request to Host
Form has been received, Fencing representatives will schedule a site inspection to review bid
specifications – venue, hotel, location, services, and transportation. A bid that includes a
venue that is inclined to include complimentary coffee/water for tournament officials,
free lobby/venue wireless internet, six complimentary (large capacity) athlete water
stations throughout the event (on set-up days and on competition days), complimentary
tables, chairs and staging for awards/bout committee for the tournament will be given
first consideration by USA Fencing.
Cities, City organizations or Sports Commissions that are submitting bids are encouraged to
obtain the support of the local USA Fencing Section, Division or Club when forming the Local
Organizing Committee (LOC). The inclusion of a local fencing club will give added publicity to
not only the event, but to the local club as well. The commitment of local volunteers with
fencing experience to serve on the LOC will enhance the chance for a favorable response from
the Tournament Committee and the USFA National Office. USA Fencing can assist in
introducing a local fencing contact.
An LOC (local organizing committee) that is comprised of both representatives of a local
fencing club and CVB/Sports Commission members provides the most attractive combination
for a successful event. The following information is offered to assist your organization in
assessing the feasibility of hosting a USA Fencing tournament.

Venue Requirements:
The fencing venue is the single most important element in hosting a successful tournament.
The venue must be available from approximately 6:00 a.m. - 11:59 p.m. each day of the
tournament and for at least one day in advance for set up. It must be clean, well maintained
and possess the following characteristics:
1. Minimum ceiling height of 15 feet.
2. One fencing strip measures 14 meters long x 2 meters wide and should include 2
meters on either end as a safety zone. Venue flooring should be a wood, concrete,
composition or carpet surface on which fencing strips can be positioned.
3. Even lighting throughout, with a minimum of 30 candlepower.
Area on or near the fencing floor for the Armory, Registration Office, Officials Lounge,
Trainer and Media – need to be about 250-300 sq. ft. each. Area on or near the fencing
floor for vendor booths is approximately 5,000 sq. ft.
4. Segregated lockable restrooms (male and female) for drug testing and ample additional
facilities (including water fountains or other drinkable water sources) for athletes and
spectators.
5. Air conditioning available throughout the entire venue.
6. A stage for the Bout Committee, minimum 24' x 24 at no charge to USA Fencing.'
7. A finals area with risers, minimum 72’ x 12’ plus run off ramps.
8. A public address system that reaches all areas of the venue, including the designated
official’s lounge, with a microphone located at the Bout Committee Stage.
9. Spectator seating.
10. Discounted parking and easy access to transportation – especially to the host hotel.
11. Venue food/drink concessions are open throughout the competition. Concessions must

12. Meeting rooms must be included with the Exhibit Hall for Officials and Committee
Meetings.
Space requirements are determined by number of strips that can be incorporated into one
open area. These requirements also include the Bout Committee, Armory, and the Sports
Medicine areas. It is also desirable that a finals strip is separated from the preliminary strips, to
provide special attention for athletes, enhance the audience seating, and offer space for
television access.
Benefits for the Local Organizing Committee:
For a USA Fencing Section, Division or Club, acting as the LOC for a national tournament
provides local and national exposure as well as financial rewards to the organizing committee.
In all cases, USA Fencing strives to ensure a financial benefit to the LOC who is hosting the
national event. Included is a draft LOC contract with base fees paid to the LOC. Additional
revenue can be earned through local sponsorships, producing an event program including paid
advertisements, strip sponsorships, etc…
Tournament Categories:
North American Cup (NAC) Tournaments (125,000 -140,000 sq. feet)
These are tournaments for different age and skill groups, held over a four day
weekend. They are open to all fencers who meet the group requirements and often attract
entries from Canada and Latin America. Placing in some of these events earns the fencer
points toward selection to international teams.
National Championships (Junior Olympics, Wheelchair and Summer Nationals (150,000
– 175,000 sq. ft.)
These are tournaments for different age and skill groups, held over 4 - 10 days. They are
National Championships therefore athletes must pre-qualify in order to fence at this high level.
Placing in some of these events earns the fencer points toward selection to international
teams.

Junior/Cadet/Y14 North American Cup A October
Move in would be on Thursday with competition Friday – Monday and the final
competition day is also the move-out date. This event has 48 strips and requires
a minimum of 125,000 – 150,000 sq. ft.
Division I/II/Veteran/Wheelchair North American Cup B November
Move in would be on Thursday with competition Friday – Monday and the final
competition day is also the move-out date. This event has 48 strips and requires
a minimum of 125,000 – 150,000 sq. ft.

Move in would be on Thursday with competition Friday - Monday and the final
competition day is also the move-out date. This event has 48-56 strips and would
require a minimum of 150,000 – 200,000 sq. ft.
Junior/Cadet/Team Junior Olympics February
Move in would be on Thursday with competition Friday – Monday and the final
competition day is also the move-out date. This event has 48 strips and would
require a minimum of 150,000 sq. ft.
Division II/III/Veteran/Wheelchair North American Cup D March
Move would be on Thursday with competition Friday – Monday and the final
competition day is also the move-out date. This event has 40 strips and would
require a minimum of 125,000 sq. ft.
Division I / Youth North American Cup & Wheelchair National Championships
Move in would be on Thursday with competition Friday – Monday and the final
competition day is also the move-out date. This event has 40 strips and requires
a minimum of 125,000 sq. ft.
Summer National Championships:
Dates for the Summer National Championships include the July 4th holiday.
Tournament set-up requires 2 days prior to the first day of competition and moveout would be after the end of competition on the last day. This event has 60 strips
and a minimum of 175,000 sq. ft. The tournament includes Division I, Division I-A,
Division II, Division III, Veteran, Y14, Veteran Team and Senior Team. There is
also a Junior and Cadet open North American Cup event held in conjunction with
the Summer Nationals tournament and Youth 10/12 Open. In addition, there are
seminars, meetings, and other education opportunities offered at this event.
There are 10-11 competition days for this National Championship.

Ideal Specifications
As with any event, there are ideal scenarios USA Fencing looks for in the selection of a host
city. While not always necessary for a successful bid, the following elements are examples
of how details can truly make a difference.

City located within a close proximity of a hub airport.

Securing a minimal facility rental fee with free move in day and no fee for meeting space for
meals and Committee gatherings.

Hosting an event during a city’s off-season and using a business hotel on a weekend, to
minimize the cost of the hotel room block not to exceed $99 - $129 per night (in 2011 dollars).

A list of Restaurants/local attractions that will provide a discount for our members when
presented with a USA Fencing Membership Card.

Having the host hotels within walking distance of the venue for convenience and to
alleviate USA Fencing of having to use a shuttle system.

In addition to the venue concessions, restaurants within walking distance to the
competition venue.

Provide prizes for the top eight athletes in each event (# of events * 6 weapons).

Local activities in conjunction with the tournament can provide participants with
entertainment options in addition to the fencing competition.

Securing of city/local grants to aid local grassroots/developmental fencing programs.

Commitment of local media to promote the event.

Taking additional steps to relieve USA Fencing of tournament expenses. Bids that cover the
costs of water service, internet, tables/chairs/staging, & shuttle transportation, if required, and
facility rental are viewed favorably.

Complimentary official’s breakfast (at the hotel or venue) must be included as an incentive as
well as vendor parking at the Convention Center.

Venues with flooring that do not require USA Fencing to bear the expense of bringing in
carpet for the strip layout.

For Summer Nationals, Bids must include hosting:
The USA Fencing Board of Directors meeting the Fall (September/October)
prior to the event and The USA Fencing Hall of Fame Reception (100-125
guests) held during the Summer Nationals.

Bids must meet the contract requirements of USA Fencing’s housing service.

Organizational Background:
The Amateur Sports Act of 1978 specifically
named the United States Olympic Committee
(USOC) as the coordinating body for amateur
athletic activity in the US directly relating
to international Olympic athletic competition.
The Act included provisions for recognizing
National Governing Bodies (NGBs) for the
sports on the programs of the Olympic and
Pan American Games.
USA Fencing is the recognized NGB for the sport of fencing in the United States. USA Fencing was
founded in 1891 as the Amateur Fencers League of America (AFLA) by a group of New York fencers
seeking independence from the Amateur Athletic Union. The AFLA changed its name to the United
States Fencing Association in 1981.
USA Fencing is affiliated with the Féderation Internationale d'Escrime (FIE), the international
federation for fencing founded in Paris in 1913.
Our NGB was incorporated as a non-profit corporation in Pennsylvania in 1964 and in
Colorado in 1993 in compliance with the Amateur Sports Act and opened its national
office at the Olympic Training Center in Colorado Springs, Colo. in August of 1982.

Member Clubs: There are over 630 dedicated fencing clubs in the United States with
nearly 500 additional organizations that offer fencing classes. Currently, there are 82 NCAA
sponsored varsity-fencing teams.
Universities & Colleges: There are over 100 NCAA member programs and over 200
intramural or club teams.
Geography: Fencing has a presence in all 50 states and, for competitive purposes, is
separated into 66 Divisions and 10 Sections.
Membership Growth: Membership continues to grow at a constant rate. Over the past
five years it has increased at an average of 11 % per year, with an overall five-year increase of 34%.

USA FENCING
Local Organizing Committee Host Agreement
THIS AGREEMENT made as of the date written below, between the Local Organizing Committee
(“LOC”) identified below and USA Fencing, a Colorado non-profit Corporation.
WHEREAS USA Fencing has been designated by the United States Olympic Committee as the
national governing body for the sport of fencing in the United States; and
WHEREAS USA Fencing is responsible for providing national competitions for its members; and
WHEREAS USA Fencing contracts with groups such as the Local Organizing Committee for
services and assistance in connection with national competitions; and
WHEREAS the Local Organizing Committee and USA Fencing have agreed that the LOC will
provide such services in connection with one of USA Fencing's national competitions;
THE PARTIES, agree as follows:
1. DEFINITIONS
"Competition" refers to _____________________________________________ to be conducted

"Contract Payment" refers to the amount set forth in Paragraph 2 of this Agreement.
"Sponsorship" refers to the contribution, sale or donation of goods or services in exchange for the
identification or recognition of the person or entity providing such goods and services.
“Venue” refers to __________________________________________, the facility in which The
Competition will be conducted, located at (Address of venue):
“VIK” means Value-in-Kind, i.e., contributions of budget-relieving goods or services.
2. CONTRACT PAYMENT
Subject to adjustment as provided for in the Agreement, USA Fencing shall pay the Local
Organizing Committee $_________________ for and after complete performance of all duties and
obligations that the LOC promises in this Agreement to perform. Payment is determined by the
following schedule:

The Local Organizing Committee is a Division, Section or other organ of USA Fencing. The
obligation to pay any portion of the Contract Price to the LOC is conditioned upon the prior
submission to USA Fencing of completed IRS form W-9 with the LOC's taxpayer identification
number (not to be an individual’s Social Security number, except in the case of sole
proprietorship). USA Fencing will issue an IRS Form 1099-MISC for all amounts paid to the LOC.

3. DUTIES OF THE LOCAL ORGANIZING COMMITTEE
The Local Organizing Committee agrees to perform each of the following enumerated duties as
the parties have indicated. In the event the LOC fails to fully perform any of these duties in a
timely manner, a determined value shall be deducted from the Contract Price.
The duties, which the Local Organizing Committee agrees to perform, are as follows (The
following apply unless otherwise agreed upon):

Provide a minimum of 12 personnel greater than 16 years of age physically capable of
performing manual tasks inclusive of lifting 40 pounds to assist with all aspects of Venue
set-up and tear down under the direction of USA Fencing representatives.

Provide four adults to assist USA Fencing representatives during all times designated by
USA Fencing for athlete check-in and to monitor the Officials Room (A Volunteer Schedule
has been attached).

Maintain the Lost & Found during the event and for 60 days after the event. Provide a local
contact that will be responsible for shipping any of the lost items back to the owner at the
owner’s expense (shipping and reasonable handling charges).

Provide two runners per day to assist with Bout Committee present at all times fencing
events are in progress.

When notified by the USFA prior to the Tournament, provide 6 drug control escorts per day
for all athletes subject to drug testing.

Provide non-caffeinated beverages (PowerAde, water, fruit juice, etc…), ice and cooler to
be used in the administering of the drug testing.

Provide personnel for nightly clean up of venue (includes collecting weights, shims and
stop watches, strip re-taping, table trash pick-up and other areas as determined by USFA).

Provide strip crew of 2 volunteers greater than 16 years of age physically capable of
performing manual tasks inclusive of lifting 40 pounds to assist the Armory in the
maintenance of the fencing strips throughout each competition day.

Prepare "goody bags" for all competitors and tournament officials or provide an
Information Area staffed with a local representative at all times that fencing events are in
progress to provide local information including maps, restaurant guides, visitor attractions,
and discount coupons.

Provide a volunteer who can greet the fencers and spectators as they arrive inside the
venue. This person should be familiar will the local area.

Provide prizes for top eight finishers of all events to supplement medals provided by USA
Fencing. Contact the USFA for examples of acceptable prizes. A list of proposed prizes
must be submitted to the USFA 2 weeks prior to the Tournament.

Provide and schedule local talent to perform the national anthem each morning of
competition.

Provide one volunteer to help with each medal ceremony/announcing award winners

The LOC will be required to submit (2) written progress reports to USA Fencing office
beginning four months prior to the tournament.

Additional miscellaneous duties, as mutually agreed upon, that lead to the successful
running of the tournament

The LOC will be required to submit a post event report that will include evaluation,
accounting and any future suggestions.
4. RIGHTS OF THE LOCAL ORGANIZING COMMITTEE
Subject to compliance with "Sponsorship and VIK Guidelines" set forth below, the Local
Organizing Committee shall have the right to conduct and receive income from the following
activities:

Results sales;

Solicitation of sponsorships (whether monetary or VIK) in accordance with
all stipulations set forth in item “6” of this contract;

Sale of advertisements in a program, or other publication produced by Local Organizing
Committee, the design and content of which shall be approved in advance by USA Fencing
and which shall include such advertisements, at no cost to USA Fencing or the advertiser,
as may be required by USA Fencing sponsorship agreements.

Recruitment of local vendors. The local organizing committee shall receive 15% of revenue
gained by USA Fencing for any local vendors secured. All local vendors must register for
the tournament through a USA Fencing representative. No local vendor recruited may
conflict with any existing USA Fencing Sponsorship agreement.
5. DUTIES AND RIGHTS OF USA FENCING
All tasks relating to the Competition and not required of the Local Organizing Committee in this
Agreement are the responsibility of USA Fencing. USA Fencing retains the right to
direct and control all aspects of the Competition not explicitly conferred upon the LOC. The LOC
shall have no obligations or rights with respect to the Competition other than as set forth in this
Agreement.

Review and approve LOC correspondence within five (5) business days, unless otherwise
agreed upon, in writing, by both parties.

Provide experienced and knowledgeable USA Fencing representatives to direct Venue setup, teardown and maintenance.

Provide LOC with a calendar designating check-in times and locations at least 14 days
prior to the Competition.

Coordinate shipping of all fencing strips, boxes and reels to Venue, with all shipping costs
to remain the sole responsibility of USA Fencing.

Designate, as appropriate, any fencers subject to drug testing. Such determination shall be
solely the responsibility of USA Fencing.

USA Fencing has sole authority and responsibility for all venue and hotel contracts
and communications.

USA Fencing retains all web related rights. The LOC may maintain a website, but any
official designation must be approved in writing by USA Fencing.

USA Fencing retains all broadcasting, televising, recording, taping and photography rights.

The USFA has the sole and exclusive right to all vendor booth space. The LOC shall not
contract any vendors regarding booth space or merchandise sales.

The USFA retains rights to all tournament and USFA Logo Merchandise. The LOC agrees
not to produce or sell any merchandise related to the tournament.

USA Fencing agrees that, in the event USA Fencing disapproves of any LOC action, U.S.
Fencing will provide an opportunity for the LOC to rectify the situation or to discuss the
disapproval with an authorized USA Fencing representative.
6. SPONSORSHIP AND VIK GUIDELINES
Except as otherwise explicitly provided in this Agreement, USA Fencing reserves all
sponsorship rights with respect to the Competition and all other activities of USA Fencing.
To the extent the Local Organizing Committee may pursue and commit to sponsorships in
connection with the Competition, it must do so under the following terms and conditions:

U.S must approve all Sponsorship agreements originated by the LOC in advance.
Fencing in the exercise of its sole and absolute discretion;

All Sponsorships must meet any criteria that may be set by USA Fencing;

No LOC originated Sponsorship may conflict with any existing USA Fencing Sponsorship
agreement, and no LOC originated Sponsorship may in any way interfere with performance
by USA Fencing of its Sponsorship Agreements;

All Sponsorship agreements originated by the LOC shall be made in its own name and not
in the name of USA Fencing;

USA Fencing may prohibit or demand removal from the Venue any means of identifying
sponsors or recognizing contributions (including public address announcements) if, in its
sole and absolute discretion, USA Fencing determines that such items or recognition
violate

agreements, or rules, laws or regulations to which USA Fencing or its athletes are subject;

All funds received under Sponsorship agreements originated by the Local Organizing
Committee or jointly by the LOC and USA Fencing shall be shared equally by the LOC and
USA Fencing. All revenues and benefits generated by USA Fencing's Sponsorship
agreements are its sole and exclusive property.
7. MISCELLANEOUS
Notices: All notices, including requests for approval, shall be sent by mail addressed to U.S.
Fencing at the address provided below.
Relationship of Parties: The Local Organizing Committee is an independent contractor of USA
Fencing and shall not act as an agent of USA Fencing nor lead others to believe it is the agent of
USA Fencing.
Amendments: This Agreement may not be amended except in writing that sets forth the
amendment in full and is signed by both parties.
Waiver: No waiver may be inferred or implied unless set forth in writing signed by the party
against whom a waiver or estoppel is asserted, and waiver of any right shall not be
deemed a waiver of that or any other right on any later occasion.
Interpretation: This Agreement shall be construed in accordance with the laws of
Colorado, and any action or arbitration involving the terms of this agreement or the
relationship of USA Fencing and the Local Organizing Committee shall be brought or
conducted in Colorado. Paragraph headings are inserted for convenience only and shall
not be considered a part of this agreement for the purposes of interpretation or
construction. As used herein, words of either gender or the neuter shall be construed as
including both genders and the neuter, as the context and facts require.
