Chair Mitch Bradt called the meeting to order at 1:30 pm. Mitch introduced the working group scope to
the new attendees. The working group members and guests were introduced. A list of those in
attendance is attached to these minutes. Meeting minutes were reviewed and accepted. The minutes from
the eleventh meeting were accepted as is. Mitch presented on the past accomplishments of the working
group and discussed the presentations for Wedensday.

Discussion of Presenters for IEEE PES General Meeting:
Mitch discussed the presenters for the papers in July PES General Meeting in Detroit, MI. Reigh Walling
and Dave Mueller would present the topic “Harmonics and Resonance Issues in Wind Plants.” Wayne
Dilling and Ben Lanz will present “Wind Power Plant Testing and Commissioning.” Nestor Castillo will
present on “Wind Power Plant SCADA and Control.”
New Draft Topics
Mitch introduced the original paper topics that had been discussed in previous meetings, but had not
been addressed with a paper: “Application of Grounding Transformers for Wind Plants,” “Terms,
Definitions, Abbreviations for Wind Plant Collector Systems,” “Potential Impacts on Existing
Infrastructure in Wind Plants,” “Lists of Components and Material Standards that are Applicable in a
Wind Power Plant,” and “Protection 2.0.”
Mitch requested volunteers for “Application of grounding transformers.” Gary Zahalka volunteered to
take the lead with Dewan Jamir, Ernst Camm, and Nestor Castillo providing support. A question was
raised concerning whether grounding switches should be included in this draft paper. Gary Engmann
and Steve Williams both commented that the paper should focus on how to size and the application of
grounding transformer, but not include discussion on groundings switches. This could be saved for a
future paper with a possible name of “Alternative Grounding Approaches for Collector System Design”
Mitch moved to “Terms, Definitions, Abbreviations for Wind Plant Collector Systems” and requested
volunteers. Chris Brooks volunteered to take the lead with support from Gary Engmann, Michael Starke,
and Wayne Dilling. Chris suggested that we approach this paper topic through a review of the previous
publications and the NEC 2011. Steve and others mentioned that a list was already circulating of terms
within AWEA.
Mitch moved to “Potential impacts on existing infrastructure.” Mitch asked the working group what this
paper would cover. No one was exactly sure and Mitch striked the paper from the draft list until a more
reasonable version could be created.
Mitch requested volunteers for “Lists of components and material standards that are applicable to WPP.”
Steve and Ernst both noted that a document was being developed by the PSRC and had relevant
information. Michael Starke volunteered to lead this paper since he has been involved in the
development of the draft. Ben Lanz and Dewan Jamir volunteered to provide support. Standards from
IEEE, IEC, and ANSI should be incorporated in the draft.

Mitch moved to “Protection for WPP 2.0.” Ernst mentioned that in upcoming IEEE PES General Meeting
J. Nimera and others have a publication discussing protection. We should incorporate this information
into the paper.
At this point, all of the previous paper topics were covered and Mitch requested other topic titles/areas.
Steve noted that the working group had discussed this type of paper in the past and thought that paper
topics should focus on collector system design and not modeling approaches. A number of working
group members agreed and Ernst also noted that other working groups are possibility already involved
in this area. This topic would not be initiated.
An attendee mentioned the topic of “voltage regulation and var compensation,” by wind turbines. The
working group believed that this topic had already been addressed.
Steve suggested that since the working has recently incorporated solar into the title, a paper looking at
design similarities between wind and solar collector systems should possibly be initiated. Some areas of
interest would include, characterizing the different solar types of generation and examining the varying
configurations of collector systems. No specific decisions were made regarding whether to move forward
on this paper or not at the meeting.
“Operation and Maintenance considerations for design of WPP” was suggested as a topic. Kyle Louis
suggested that he would take lead. Chris Brooks, David Tillman, Samuel Moser, and Wayne Dilling
would provide support. This paper would discuss topics such as the “Do’s and Don’ts” of designing.
Chris Brooks also suggested “Asset management” (data needs) as a topic.
Discussion on IEEE Magazine Article
Mitch noted that the working group has been asked to provide an article to the PES magazine for
November 2011. Ernst Camm, Mitch Bradt, Michael Starke, and Wayne Dilling would develop the article.

Mitch reminded the working group on the username and password. Mitch also discussed how to access
the website and information that was contained on the site.
