Faizan when they were taking huge amount of liquor to Sambhal, UP in a truck no. UP 21 AN 3152. The illicit liquor was concealed under the machinery tools in the truck. A total of 66 cartons (48 cartons of Bottles and 18 cartons of quarters) have been recovered. PROFILE OF ACCUSED ARRESTED 1. 2. 3. Mohd. Faizan S/o Mujahid Huassin R/o Village Mussa Pur, PS Hayat Nagar, District Sambhal UP, Age 21 years. RECOVERY MADE 1. 48 Cartons containing 12 bottles each. (Total 576 Bottles) 2. 18 Cartons containing 48 quarters each. (Total 864 quarters) TOTAL = 66 CARTONS in Truck (Tata 1109) no. UP 21 AN 3152 INCIDENT, TEAM AND ARREST As part of preventive strategies, staff has been motivated in each Police Station to initiate sincere efforts to apprehend desperate listed/ wanted/ active criminals, Proclaimed Offenders etc. and for substantial detections. After joining as SHO Mundka on 11.02.13, Insp. Raj Kumar sensitized all staff to develop local intelligence for such task. He also communicated to informers for developing information. The hard work and motivation of staff brought result within a week. On the night intervening 16/17.02.13, ASI Avdesh Kuma, HC Satpal No. 327/W, HC Rajender, Ct. Satpal and Ct. Naveen No. 3333/W were in patrolling when they got an information about a truck Tata 1109 No. UP 21 AN 3152 which was containing illicit liquor. The information was shared with ASI Kanwar Singh 2433/W, HC Rajender No. 1253/W, HC Shri Bhagwan No. 716/W, HC Staender 409/W, Ct. Pan Singh 1509/W who were also present in the area in picket and emergency duties. All the staff showed a great sense of responsibility and well communication and cordoned the area through different pickets at Tikri Border, PVC Road and Hiran Kudna Mode. At about 01:45 AM, the truck no. UP 21 AN 3152 entered in Delhi through Tikri Border which was stopped up by the team through barricades. The three persons in the truck were overpowered. A formal inspection of the truck, downhearted the team as the truck was containing boxes containing spare parts of Mahindra vehicle. But relying upon the information, the through search of truck brought a fruitful result and smile on the faces of team in the chilly winter. On inspection, a total No. of 66 cartons of illicit liquor were recovered. The 48 cartons were containing 18 bottles each and 18 cartons were containing 48 quarters each. In accordance to recovery of illicit liquor in a vehicle, a case FIR No. 38/13 U/S- 33, 38 Excise Act PS Mundka was registered and further investigation was taken up by ASI Abhinandon of PS Mundka. All the three persons have been arrested in the case. INTERROGATION AND INVESTIGATION During interrogation they disclosed that there is a lot of difference in the prices of the liquor in Haryana and UP. On purchasing the liquor from Haryana and then selling it in Sambhal, UP provides about 100% profit excluding transportation and other expenses. After knowing about this, they came at Haryana and make arrangements of the liquor. They were assured about the dream project and expecting a huge profit, but could not succeed because of intelligence and alertness of staff of PS Mundka. COMMISSIONER OF POLICE WEST DISTRICT: NEW DELHI Dated 18.02.2013 A CHEAT WITH MAGIC PEN ARRESTED The staff of Police Station Janak Puri, West District has arrested a cheat namely Rahul Jain, who used to adopt a unique modes operandi at the time of committing cheating. With his arrest, a case vide FIR No. 51/13, u/s 419/420/ 467/468/471 IPC, P.S. Janak Puri has been worked out and tools alongwith forged cheque have been recovered. PROFILES OF THE ACCUSED Rahul Jain S/o Vipin Kumar Jain R/o H. No. J-52A, Adhyapak Nagar, Nangloi, Delhi, age 26 years. He has studied upto 9th class. After his study, he started working in Call Centres and was introducing different plans of different companies to the public. During this time, he became addicted gambling. He took loan of around Rs.50,000/- as he suffered loss in the gambling. One day he went to Nehru Place Market, there he saw one person selling the magic pen. He asked the seller for the advantage of the pen, then the idea came in his mind that by using this magic pen, cheque issued by the customers could be tampered and he can get huge amount in this way. Thereafter, he started luring innocent people by way of inducing to change their mobile plan i.e. prepaid to postpaid, putting some easy favourable plans etc. and by this he obtains cheque and withdraws their earnest money from their accounts. He spends the money on his girl friends and also to pay back his loan. RECOVERY 1. 2. 3. One mobile phone having phone No. 8376953618 which was used by him to contact the people. Documents of Airtel which were filled in the name of Satbir Singh Wadhwa, who had issued him the cheque for Rs. 10/- and later he tampered the same and filled the amount of Rs. 25,000/-. Magic Pen & Lighter by which he erased the contents of the cheque. INCIDENT On 15.02.2013, while SI Sandeep Kumar, HC Hans Kumar, No. 728/W and Ct. Rajesh Kumar, No. 3310/W were on patrolling duty in the area of B-1 Community Centre, Janak Puri, then Sh. Arun Gupta, Bank Manager of HDFC Bank, B-1, Community Centre, Janak Puri informed that one person namely Rahul Jain had produced a cheque bearing No. 690347, pay to SELF bearing amount of Rs. 25,000/- in the Bank. On having doubt over the aforesaid cheque, the Asstt. Manager, HDFC Bank, Sh. Manu Sharma S/o Surender Kumar Sharma checked the aforesaid cheque in the scanning device of the bank, then it was found that the aforesaid cheque was issued to AIRTEL with the amount of Rs. 10/- and the cheque was altered for the amount of Rs. 25,000/- and pay to SELF. TEAM AND OPERATION On the direction of ACP/Vikas Puri Sh. Prakash Chander Mann and under the leadership of Insp. H.S.P. Singh, SHO/Janakpuri, a team comprising SI Sandeep Kumar, ASI Jangir Singh, HC Hans Kumar, No. 728/W and Ct. Rajesh Kumar, No. 3310/W was constituted and the accused Rahul Jain was interrogated at length and he revealed that the he used to collect the cheque and cash from the people on behalf of Vodafone. Gradually he started luring the innocent people to make the payment through cheque, persuading the innocent people to use his magic pen. Thereafter, he erased the contents and amount of the cheque by using the flame and he filled the contents and amount at his own whim and in this way he withdrew the amount from the accounts of the innocent people. On interrogation accused Rahul Jain disclosed that he had cheated so many innocent persons by using this modusoperandi. One Vijay Singh S/o Jagat Pal R/o C-67, Mansa Ram Park had also issued a cheque of for 199/, but the accused by tampering the cheque withdrew Rs. 15,000/- from his account. Sh. COMMISSIONER OF POLICE WEST DISTRICT, NEW DELHI 18th February, 2013 PRESS RELEASE CENTRAL DISTRICT AUTO LIFTER ARRESTED : TWO STOLEN TSRs RECOVERED With the arrest of Mukesh @ Kalu, aged about 22 years s/o Jai Narayan, r/o 6751, Quila Kadam Shareef, Nabi Karim, Delhi, Central District police has worked out two cases of M.V. theft of P.S. Nabi Karim, Delhi. Two TSRs (Auto rickshaws) were recovered from his possession. INCIDENT On 17-02-2013, at about 1:00 p.m., one Govind Paswan s/o Late Sh. Charitra Paswan r/o L322, Lakshmanpuri, Nabi Karim, Delhi stated that he parked his TSR near Tourist Hotel and entered the hotel to take the meal. He further stated that after taking the meal, at about 2:00 p.m., when he came out from the hotel, he noticed that one person along with his TSR tried to flee away. On this, he raised an alarm. HC Suresh and Const. Balwan Singh of P.S. Nabi Karim, who were on patrolling duty, present near the spot chased him and overpowered him and the stolen TSR was recovered from his possession. A case vide FIR No. 32/2013 u/s 379/411 IPC was registered at P.S. Nabi Karim, Delhi in this regard. INTERROGATION On sustained interrogation, accused person revealed his identity as Mukesh @ Kalu s/o Jai Narayan, r/o 6751, Quila Kadam Shareef, Nabi Karim, Delhi. Accused Mukesh further disclosed that on 2-2-2013, he had stolen one TSR from the area of P.S. Nabi Karim, Delhi and parked the TSR in the parking of Metro Station Madipur, Delhi. A case vide FIR No. 23/13 u/s 379 IPC had already been registered at P.S. Nabi Karim, Delhi in this regard. At his instance, this TSR was also recovered. DATED 18.2.13 PRESS RELEASE TWO PERSONS ARRESTED FOR RECEIVING MISAPPROPRIATED PROPERTY The staff of PS Swaroop Nagar, North West District have arrested two receivers Abhinav Gupta and Dinesh Mishra for receiving 48 cartons of Rajni Gandha Pan Masala at throw away prices. 24 cartons amounting approximately Rs. 8 lacs have been recovered from their possession. INCIDENT: On 15.2.13, one Bhavesh Patel resident of Sarai Rohilla reported that his servant Sunil Tiwari @ Pandey looking after the charge of his godown at Gali No. 7, Swaroop Nagar, Delhi has disposed off his 48 cartoons of Rajni Gandha Pan Masala from his said godown in the night of 2.2.13 and since then, he has gone missing. It was further stated that his servant might have disposed off the above goods at a very less price in the Khari Bowli area of Delhi. Accordingly, a case vide FIR No. 46/13 u/s 408 IPC PS Swaroop Nagar was registered and investigation taken up by SI Devender Kumar. A team consisting of Inspector Rajesh Kumar, SI Devender Kumar, SI Govind, HC Parveen kumar, Ct Attar Singh, Ct. Anand Kumar and Ct. Mahesh Kumar under the close supervision of ACP/Probationer Sh. Sanjay Singh Sehrawat (looking after the work of SHO/Swaroop Nagar) was constituted to work out the case at the earliest. INVESTIGATION: During investigation, electronic surveillance of the alleged Sunil Tiwari @ Panday was carried out and after verifying the facts, a raid was conducted at the premises of one Abhinav Gupta and at his instance, eight cartons of misappropriated goods were recovered. During interrogation, it revealed that out of greed, he purchased the misappropriated goods from Sunil Tiwari at throw away prices and sold them to different retailers and wholesalers. Abhinav Gupta S/o Lt. Sh. Shyam Lal Gupta R/o G – 98, Preet Vihar, Delhi was duly arrested and at his instance, one Dinesh Mishra S/o Sh. Lal Chand Mishra R/o G – 15, Jagjit Nagar, Delhi was also arrested and sixteen cartons of the misappropriated goods were recovered from his possession. The main accused Sunil Tiwari @ Pandey is still at large. Raids are being conducted at all possible hideouts. The cost of recovered goods is approximately 8 lacs. And whereas, it has been noticed that the private courier services generally book goods or items to be transferred on the face value of the courier sender without bothering to verify his or her address thereby paving the way for unscrupulous persons using the courier services for illegal activities. 2. And whereas, instances have come to notice where criminals have used courier services to send incriminatory items, contraband and even dead bodies in the guise of courier. 3. And whereas, it has also been observed that the record of courier senders are not kept by the courier services or agents engaged in the business of facilitating courier of goods making it difficult for the investigation agencies to identify the culprits behind such crimes. 4. And whereas, it is thus rendered imperative to put regulatory check on the private courier services who deal in booking and sending goods from one place to another so that the anti social elements may not be able to use them to send incriminatory things through them and it is felt that immediate action is necessary in this regard. 5. Now, therefore, in exercise of the powers conferred upon me by virtue of Sec. 144 of the Criminal Procedure Code, 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/(i) UTL, dated 09/09/2010, I, Jasvir Singh Malik, Assistant Commissioner of Police of the Sub Division Parliament Street of New Delhi District do hereby make this written order that all such private courier services or agents who deal in booking and sending goods in the jurisdiction of Sub Division Parliament Street, New Delhi shall:a) Maintain a register of courier senders and detail of goods to be sent through courier. b) Keep copies of identification documents like election card, ration card, PAN card, Driving license etc. of the courier sender for access by the police as and when required. c) Cross-check from the concerned company or office if its representative or employee approaches for getting the goods booked for courier in case sender is acting on behalf of a company or office or organization. d) Generally satisfy oneself about the goods before accepting the packet/parcel booked for courier. e) Install CCTV with sufficient number of cameras and recording system with play back facility, to cover booking office and the area where goods are to be kept. The CCTV should monitor anyone coming for booking a courier. f) The recording system shall preserve a digital record of CCTV coverage for not less than 30 days. g) The private courier service or agent shall cause to copy the CCTV coverage on a CD and hand over to the police whenever demanded. h) Inform the nearby police station if the courier sender of the goods is found suspicious. 6. Now, therefore, in exercise of the powers conferred upon the Commissioner of Police, Delhi by Section 144 of the Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/3/1978 (I)-UTL, 1/7/1978 and further delegated to the undersigned vide Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. F. No. 11036/1/2010-UTL dated 9/9/2010, I, Jasvir Singh Malik, Assistant Commissioner of Police of the Sub Division Parliament Street of New Delhi District do hereby make this written order that no landlord owner/person of any house/property which falls under the jurisdiction of area of Police stations specified in the jurisdiction of SubDivision Parliament Street, shall let/sublet/rent out any accommodation to any persons unless and until he has furnished the particulars of the said tenant(s) to the Station House Officer of the Police Station concerned. All persons who intend to take accommodation on rent shall inform in writing in this regard to the Station House Officer concerned in whose jurisdiction the premises fall. The persons dealing in property business shall also inform in writing to the Station House Officer concerned in whose jurisdiction the premises fall about the particulars of the said tenants. 4. This order shall come into force with effect from 19.02.2013 and shall remain in force for a period of 60 days i.e. upto 19.04.2013 (both days inclusive) unless withdrawn earlier. 5. Any person contravening this order shall be punishable under section 188 of the Indian Penal Code. 6. As the notice cannot be served individually on all concerned, the order is hereby passed ‘ExParte’. Whereas information has been received that the Central Board of Secondary Education Class X & XII examinations are being held from 1st March 2013 at a number of Examination Centres in the jurisdiction of Sub-Division Gandhi Nagar, East District. Delhi. 2. And whereas, preservation of peace and tranquillity in and around the examination centres is considered essential for orderly conduct of the examination. 3. Now, therefore, in exercise of the powers conferred upon me by virtue of Section 144 of Criminal Procedure Code, 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/1/2010-UTL dated 09/09/2010, I, Assistant Commissioner of Police, Sub-Division Gandhi Nagar of East District do hereby prohibit the following activities within 500 meters of the boundary of any examination centre for Central Board of Secondary Education Examination-2012 from 16/02/2013 to 17.04.2013 during the forenoon and afternoon sessions, entire jurisdiction of Sub-Division Gandhi Nagar, East District, Delhi. i. Carrying of any arms, cudgels, swords, bludgeons, guns, knives, sticks, or lathies or any other articles, which are capable of being used for causing physical violence. ii. Carrying of any corrosive substance or explosive. iii. Carrying, collection or preparation of stones or other missiles or instruments or means of casting or impelling missiles. iv. Rising of any slogans or loud voice facilitating copying in exam from outside the hall. v. Exhibition of placard/ banners. vi. Usage of photo-copiers which could be used for facilitating unfair means during the timings of the examination, and. vii. Use of loudspeakers to be prohibited. 4. In exercise of powers vested in me under section 144 Cr.PC, I also prohibit any assembly or procession within the above specified area and timing excepting assembly of bonafide students going for appearing in examination. 5. In exercise of powers conferred upon me under section 144 Cr.PC, I also prohibit the use of loudspeakers within one kilometre of any examination centre. a. It is further directed that this order shall be promulgated in the jurisdiction of Sub Division Gandhi Nagar, East District, Delhi through publication in Newspapers and through other media and by affixing copies on the notice board of the offices of all District Deputy Commissioner of Police, Delhi, all police stations concerned and the offices of NDMC/MCD and at all the examination Centres.
