Each terminal on the user D channel is preassigned a terminal endpoint
identifier (TEI) at subscription time. Each terminal is also assigned a
logical terminal ID (LTID) which specified in both ET and PH service
data at service provisioning time.
The ET performs a translation (SAPI/TEI) to/from (SAPI, LTID) for
each received from the TE, or from the PH before relaying it to the PH,
or the TE when SAPI=16. The number of terminals supported reqires the
address field to be extende to 4 bytes long, where LTID is the 14-bit or
21-bit field logical terminal identified, depending on how the
L2_addressing format is chosen.
