Semen Production Units (SPU) being institutes of central importance in a bull production and artificial insemination program of dairy animals. The other major responsibility of SPU, besides quality semen production is the continuous screening of bulls against the established selection criteria of body growth, scrotal development, libido, mating behavior, semen production ability and fertility at different ages.
The SPUs were established during the period from 1972-73 to 1997-98, the buildings constructed at that time deteriorated with the passage of time and needed considerable repair. With innovations in technology, some of the equipments became obsolete. The facilities and management of all SPUs needed to be sufficiently improved.
In order to make up all the deficiencies and keeping in view the future requirements the above mentioned project was prepared by the directorate of breed improvement
The overall goal of the project was to optimize production of semen and to ensure its quality by getting the unit ISO certified and its labs accredited according to ISO -17025 certification.
The immediate objectives were to:
Replace decades old obsolete semen evaluation and processing technology with modern technology;

Make available essential equipments, disposables, materials for production of quality semen;
Repair and renovate bull pens and sheds along with rectification of other infrastructure as well as provision of mangers in open yards;
Provide deficient skilled and un-skilled manpower to optimize the semen production;
Improve the skills of technical staff in computer application for processing
/analyzing data pertaining to bulls; and
Train the staff in latest techniques of semen collection, processing and freezing locally as well as abroad.
The project got approved with gestation period of three years against a final allocation of Rs. 107.989/- million.

1. The activities /intervention of this project were absolute requirements of the SPUs.
2. Obsolete equipments have been replaced with modern equipment / machinery . (Annexure A1)
3. The main focus of the project was optimizing semen production and quality control through ISO certification but Funds allocated for ISO certification of Semen Production Units and Semen Deep Freezing
Laboratories during the year 2006-07 could not be utilized as the concerned firms did not participate in response to repeated advertisements in national press. As a result the main objective of ISO certification could not be achieved.

4. The existing agriculture system has been mechanized, Water courses have been completed, Tube wells and turbines are also installed which are having cumulative effect to enhance the fodder production at SPUs.
5. All the civil work alongwith renovation of bull pens have been carried out.
6. Human resource development sector remained untouched whereas recruitment process was hampered due to political interferences. However financial utilization of the project was quite satisfactory.
7. The efficiency indicators submitted with PC-I for evaluation of the project.
If the achievements of the project are compared with the efficiency indicators, it reveals that selection of calves, culling of bulls, sperm count per dose, bacterial count and fertility rate of semen after treatment with antibiotics was carried out as depicted. (project matrix attached )
Therefore, keeping in view the financial and physical achievements of the project. It is proposed that it may be shifted to non development budget.
However to meet future requirements of quality semen production and its export, it is proposed that funds under new/future projects be allocated for getting the semen production untis ISO certified and their labs ISO -17025 accredited.

The overall impact of the project reveals that the requisite for quality production of semen and ISO - 9001 certification, ISO -17025 accreditation, were not rationally assessed in the PC-I. The executing agency is well aware of the deficiencies, which it has experienced during the implementation process. The
Directorate of Breed Improvement has conducted gap analysis, which speaks that almost the deficiencies at SPU, towards quality production of semen and lead to non-achievement of main objective.
Keep in view, the extreme importance of the project, it is recommended that either the project be transferred to non-development side with increased budgetary provision than that of mentioned in PC-I as annual recurring expenditure or it may be revised for at least one year so that the imperative objective could be achieved.
