CLASS TITLE: DIRECTOR-COMMUNITY TECHNOLOGY CENTERS
BASIC FUNCTION:
Under the direction of the Vice President-Continuing Education, plan, organize, control and direct
the operations and activities of Community Technology Centers (CTC), small business bilingual
seminars and the Citizenship Center to meet the needs of designated students and members of the
community; coordinate and direct communications, information, resources, partnerships and budgets
to meet student and public needs and assure smooth and efficient activities; supervise and evaluate
the performance of assigned personnel.
REPRESENTATIVE DUTIES:
ESSENTIAL DUTIES:
Plan, organize, control and direct the operations and activities of CTC, small business bilingual
seminars and the Citizenship Center to meet the needs of designated students and members of the
community; establish and maintain related time lines and priorities; assure related activities comply
with established standards, requirements, laws, codes, regulations, policies and procedures
Coordinate and direct communications, information, resources, partnerships and budgets to meet
student and public needs and assure smooth and efficient activities; oversee the development and
implementation of CTC, Citizenship Center and bilingual seminar schedules, services, goals,
objectives, plans, strategies, projects and activities; assure proper and timely resolution of related
issues and conflicts.
Supervise and evaluate the performance of assigned personnel; interview and select employees and
recommend transfers, reassignment, termination and disciplinary actions; coordinate subordinate
work assignments and review work to assure compliance with established standards, requirements
and procedures; assure employee understanding of established standards and procedures.
Coordinate technology laboratories to enhance computer and typing skills of students and members
of the community; direct laboratory and tutoring functions to provide learning opportunities in
computer hardware, software and peripheral operations; reserve facilities; schedule and arrange for
laboratory instructors and workers; assure compliance with established curriculum requirements.
Plan, organize, control and direct the operations and activities of the Citizenship Center to provide
the community with programs, services and technical assistance concerning immigration and
citizenship matters; direct the review, processing and evaluation of applications for Center programs
and services to determine eligibility of students; coordinate related bilingual programs and services.
Direct the development and implementation of bilingual seminars to provide training, technical
information and assistance to students and members of the community concerning the establishment,
development and operation of small businesses; schedule and arrange for speakers and reserve
facilities for seminars.

Establish and maintain contact with community agencies and resources providing services useful to
immigrants, designated students and identified members of the community; prepare and maintain
Memorandums of Understanding (MOUs) and coordinate services with agencies and resources.
Direct and participate in providing consultation to students and the public concerning CTC,
Citizenship Center and seminar services and activities; respond to inquiries and provide technical
information concerning related schedules, time lines, standards, requirements, processes, laws,
codes, regulations, policies and procedures.
Coordinate communications, information, programs and services between students, administrators,
personnel, governmental agencies, outside organizations, community resources and the public to
assure smooth and efficient activities; coordinate local and State operations and public relations in
support of the Computers In Our Future program.
Develop, implement and coordinate marketing and recruitment activities and strategies to enhance
student and community awareness of and participation in CTC, Citizenship Center and seminar
services; oversee and participate in the preparation and distribution of related marketing and
informational materials.
Develop and prepare CTC, small business seminar and the Citizenship Center budgets; analyze and
review budgetary and financial data; control and authorize expenditures in accordance with
established limitations; obtain and maintain grants and prepare related proposals as directed.
Monitor and evaluate CTC, Citizenship Center and seminar services for financial effectiveness and
operational efficiency; oversee the development and implementation of policies, procedures and
programs to enhance the financial effectiveness and operational efficiency of CTC, Citizenship
Center and seminar services.
Maintain current knowledge of laws, codes, rules, regulations, initiatives and pending legislature
related to immigration, citizenship and CTC and seminar activities; modify programs, functions and
procedures to assure compliance with local, State and federal requirements as necessary.
Oversee and participate in the preparation and maintenance of various records and reports related to
laboratories, students, enrollment, budgets, attendance, grants, programs and assigned activities.
Provide technical information and assistance to the Vice President-Continuing Education regarding
immigration client’s activities, needs and issues; assist in the formulation and development of
policies, procedures and programs.
Operate a variety of office equipment including a computer and assigned software; oversee the
upgrading of technology lab computer hardware and software as directed; drive a vehicle to conduct
work.
Attend, conduct and participate in various meetings, conferences and councils as assigned;
coordinate and conduct staff training sessions.

EDUCATION AND EXPERIENCE:
Any combination equivalent to: bachelor’s degree in psychology, sociology, business administration
or related field and five years increasingly responsible experience providing educational or social
services including work with community training or similar programs and two years in a supervisory
capacity.
LICENSES AND OTHER REQUIREMENTS:
Valid California driver’s license.
