1 “OLD” CHERNOBYLE TECHNOLOGIES HIGH ACTUAI FOR JAPAN. Professor Vladimir D. Zakhmatov (Ukraine). Introduction. There at Chernobyl IN 1986 were created new technologies of liquidation of various consequences of catastrophes at Nuclear Power Station - high precisely and effective fire-fighting, localization of radioactive dust at hard-to-reached, high radioactive areas. There can be help Japan really by fast go to practice my new technology, well tested at Chernobyl for effective cooling, fire-fighting at high-radioactive areas, localization of radioactive dust at various surfaces. Last 25 years all world was convinced that Chernobyl disaster is far past, unique, typical for USSR (Slav), only, and never came back – not will be repeated, despite some accidents of 4-category in Japan, USA. Therefore new technology of effective, fast liquidation of catastrophe at nuclear, power station – novelties burned in Chernobyl - became unnecessary after USSR disintegration. I created for first Chernobyl year and tested the new technologies of liquidation of main dangerous, disaster consequences – fires, explosive-able clouds, radioactive spreads, reasons for reactor’s destructing later on and further explosions at hardest-to-reached areas – impossible for fire-mans and rescue-mans working with traditional technique. Time to time I work with fire-fighting technology at hard-to-reached areas great fires, forest fires at mountains, canyons, swamp, mined territory, chemical accident - strong toxically zone. Last operation was at catastrophically forest fire at Carmel’s plateau, close to Haifa, Israel. Now-time the liquidation of consequences of catastrophe at Nuclear Power Station is most actual all over the world. Therefore the experience and know-how of Chernobyl’s veteran is very actual, especially novelties, burned in Chernobyl, about liquidation of various consequences of nuclear catastrophe. As a result of my experience and know-how at Chernobyl and after – I’m ready to do real, not small help for Japan’s activity for liquidation of the consequences of catastrophe at nuclear power station Fucushima-1. First way immediately help after 1-2 days from my arrive – to do fasted pilotproduce of new technique the suspended, pulverized “bombs”, carrying by helicopter or crane and use it immediately. I did it successfully at Chernobyl by bunch of bombs with body made of sacks (pict.1) and over 20 emergencies after. Since 2001, including forest fire-fighting at Moscow region (2001-2004), Poland, Staleva Vola (2003-2005), close to Haifa, Israel, December 2010 by bombs with body, made of barrel (pict.2, 3). The suspended single bomb have a body, made of standard plastic barrel with capacity of 160, 220, 300litres or bunch of bombs have a bodies, made of standard elastic sacks of capacity 100 to 250litres. In period up 2-3days there can be create the pilot produce of simple pulse-pulverizing multi-barrels units, mounted on the sledge (Pict.4) and mounted on a trailer or gun-carriage (Pict.5). In Japan it pilot technique can and may really to increase the effectively, speed and safety, in a marked degree, of operations for liquidation of various consequences of nuclear catastrophes: 1. fast, intensive large-scale cooling of various surfaces and volumes, for example 2 reactor’s body and emergency building with increasing effectively of cooling in 50 to 100 times in comparison of now time pouring of water out of numerous modern hydraulically fire-machines and traditional, suspended cistern under helicopter. Traditional technique create rough pulverization of water (over 300microns) and not can to pulverize the sticky solutions and gelatins – most effective for cooling of various surfaces, including complex. The traditional technique ensures poor effectively water pulverization up 1-2% only, for cooling and extinguishing. New pulse-pulverization technique create directional, thin pulverization of water – most effective for volume-cooling; solutions (“Pyrocool” for example) and gelatins – most effective for cooling of various surfaces, including complex. New technique ensure most effective cooling - over 70% of pulverized agent use effectively for cooling, at first all over the world. It ensure power cooling with smallest mass of water and other agents. The main reason of melting and destruction of active zone of reactor is short interval in process of high intensive great water mass pouring. It’s inevitable, when intensive work, because any inevitable various destructions of complex hydraulically technique. The pulse technique can and may to be at waiting regime close to hydraulically technique and immutably to start high intensive work for cooling step by step – volley after volley from multi-barrels or multi bombs units with specified intervals without recharging. It’s only unique technique may and can to prevent the emergency intervals, when intensive cooling activity by hydraulically technique. From other side the new technique may and can to ensure intensive cooling independently for period there need, at first all over the world. The great mass of water, pouring into reactor’s building and around, increase the spreading of radioactivity multi-times. There in Chernobyl we true to decrease the specific water’s mass, for example my cone-pulverized bombs were charged with wet sand. My water-pulse-pulverized systems decrease the specific mass of water for cooling up to 100 times and accordingly to decrease the spreading of radioactivity multi-times. Therefore the pulse-pulverized technique, only, can to correspond for effective and safety cooling and extinguishing at emergency nuclear power reactors, because the only very limited specified water pulse-pulverized mass ensure minimal spreading of radioactivity. There gelatins can be best in comparison of water and the pulse technique can ensure thin, large scale pulverization of gelatins. 2. sedimentation of radioactive throw out at first moment inside emergency building and outside it. There can be automatic systems with fixed pulse-pulverized multibarrels units, fixed around emergency reactor inside of building or outside it. 3. localization and sedimentation of radioactive clouds under ocean and earth, with helicopters, equipped suspended multi-bombs units and flying under radioactive clouds, 4. fast, high precisely fire-fighting at hard-to-reach zones with high radioactive rate. It was well tested at high-radioactive areas at Chernobyl zone by helicopters with suspended bundle of bombs made with elastic bodies, equipped by wet sand and explosive charges. The pulse-pulverized suspend “bomb” can be prepare for 1-2days for simple produce at various small plants. The “bomb” made inside standard, plastic barrel, filled with various agents and natural materials: liquids, any water, wet sand, gelatins and etc. There are most effective agents for fixed and localization - sticky or 3 fast polymerize after pulverization – fast absorbing and fixing the radioactive dust as a result, creating the porous lay well suitable for further utilization. There was tested in Israel, for great forest fire-fighting at plateau of Carmel-mountain, Haifa, the prototype of pulse, water-directional-pulverizing at cone-shape suspended bomb with body made of standard plastic barrel with capacity 220litres (pict.4). There was made a round hole inside upper cover of barrel. The pulverizing charge made of plastic explosive “PVV-5”(Russia), C-4 (Israel), having ring shape of specific diameter and enclosed inside the cartridge of round –shape box with the detonator rope, circular fixed as a ring at cartridge. The charge was fixed by internal porous disk and cover by plastic film from external-lower-open part. The free detonator cord’s part was let pass thorough neck of cartridge for joint with detonator. The plastic sacks capacity over 200litres were put inside barrels and the water fill inside the internal plastic sack up to upper part. After the cartridge fill inside the internal plastic sack up to upper lay of water and all sack closed. The finally charged barrel suspend to crane or helicopter with rope of long to 150m and carrying by to place of shot-pulverizing of agent onto target. The barrels lifted and fixed at dated height from 10 to 20m under target. Pulse-pulverization process realize for 0,2sec only, large part of water pulverized uniformly and primary in cone-shape squall with disk-shape, thick, density bottom of diameter up to 15-16m. As a result there was created the coneshape, gas-water squall by vertical pulverization of small part of water. The scale of the cone-shape squall and its influence when process of squall fast-spread downward can be evaluated approximately as volume of multi-whirly, intensive cooling and extinguishing up to 1200-1600cub. m. It squall and volume of its spreading can be effective for cooling, extinguishing, localization of radioactive dust by sedimentation of radioactive cloud or fast volume cooling. Effective cooling or extinguishing of high-temperature carbonized surface by penetrating the water droplets into carbonized surfaces can be realized. The cone shape pulverization of large part of water ensure creating the cone-shape squalls with uniform, density front widening regular all over down up trajectory. The front can to effective cooling and extinguish of high-temperature wood, carbonized surfaces thorough all trajectory of it’s spreading. The maximal area of front’s surface, contacting with ground and covering it, can be calculated (video) approximately 600 -800sq.m. The squall sediment for 0,2sec in main mass of pulverized water on the round area of 28-30m diameter can be approximately evaluated as area of effective cooling of various surfaces, extinguishing of all types of fires, localization of radioactive dust, droplets. There can be other version of extinguishing bomb - for airplane bombing of upper large forest when high-altitude flight to 3000m – safety for flight when powerful asked smoke flow. It bomb’s version produce at military firm ‘Basalt”, Moscow, Russia. The bomb is not suitable for zone of catastrophe of nuclear power station Fukushima-1 (NPSF-1), because of small effective extinguishing area up to 100sq.m only and large area of defeated blow and high-speed, long-range projectiles. Suspended bomb version is for helicopter suspend platform when low altitude flight and high precisely pulverization on to area of large fire or numerous local fires of various types. The bombs can be to do ecology clean, large scale firefighting without seawater and toxically agents at first. The multi-bombs suspend helicopter unit (platform) can to ensure the high- precisely and effective, combine 4 suppression onto large area step-by-step by some volleys for single flight, at first. The unit can to do large scale influence with flexible control area and power of influence per each volley with shot-pulverization by various bombs number in the volley and it’s mutual arrangement before initiate volley. It was well tested in Poland at military field-range, close to Staleva Vola (2000-2002). For example, the shootvolley pulverization by 4 bombs, capacity 160liters water in each bomb, ensure total area of effective influence up to 2500sq.m per 1sec only by powerful gas-water’s thin droplets squall uniformly all over it area. After this pulse influence the tree’s trunks, branches, leathers, needles, ground were well soak with water and became moist in high degree, despite of poor specific water’s mass 0,15-0,3liter per sq. m. There is unique technology for fastest, effective cooling, extinguishing and localization with minimal specific water mass all over great area. This technology have no close analogies with scale, speed, power, effectively of cooling, extinguishing, localization and therefore the technology is most suitable and unique for Fukushima Nuclear power station now – in most dangerous period of catastrophe. The professional extinguisher (pict.7, 8) can be most popular handle device for to do instant, local, precisely, fast, effective fire-fighting, cooling and localization at hard-to-reached areas, including other operations of various types for liquidation of various consequences at zone of nuclear catastrophe. First all over the world it’s operations can be done by single pulverization device, ensuring by universal, effective pulse-pulverization of various agents – liquids, gelatins, sticky, powders and natural materials – water, dirty, miry, sand, dust take from environment at zone of activity. Therefore profi-pulse-extinguisher is universal and can be use for long range, high-precisely and high-effective: - cooling of various, distanced places; - combine extinguishing of fires of various types; - fast, uniform covering of high radioactive areas by shot-pulverization of sticky or quickly-firming agents, creating hermetical thin, elastic films or porous lay, absorbing radioactive dust and etc. It operation can to do from long distance with multi-times increasing safety of operator. The profi-extinguisher can be effective use by any rescue mans, workers, engineers of power nuclear station, fireman, soldiers, sailors and etc. It’s especially important for fireman working very limited period at high-radioactive area, because long range, fasted operation, light weight and for parachute-landing firemen, because very limited weight of fire equipment and long period of multiply extinguishing of low and upper, local fires at hard-to-reached or remote areas. This pulse, long-range, power, universal extinguisher is unique because it can to ensure the long period work for extinguishing local fire at large area, ensure evacuation of operator and some peoples too. This property of pulse extinguisher is very important for all 5 abovementioned professionals participating in liquidation of consequences of nuclear catastrophe. Third pulse machinery – multi-barrels units – modules, mounted on jeep or other cross-road vehicle suitable for hard-to-reached zones (pict.4, 5). These units ensure effective influence long-range up to 80m and large-scale to 500sq.m for single volley out of 8 barrels. It can be flexible control influence for range, scale type of extinguishing at first. They can effective pulverize the viscous, sticky agents and natural materials too onto large fires areas. It fire machines can to recharge with natural materials and therefore may to work longtime at remote areas from the waterrivers, lake and etc. From other side the small water expenditures ensure transport of light containers, filled by water and charging into barrels. There can to do various regime of pulverization:1) to long range or height for suppressions the local, powerful upper fire, 2)to cover large area for suppression low fire, to ensure volume strong cooling for prevention reinflammations. I propose step by step cooling, fire-fighting, localization and decontamination at great zones with high radioactivity. First step – precisely covering area by bombing from high altitude for stop accident spreading, localize it, suppression and localization of ascend active flow and clouds. Second step – cover bombing from low altitude with helicopter multi-bombs platform for transformation of large active area into some local accidents. Third step- high-precisely cone shape pulverization from helicopter suspended multi-bombs platform for suppressions of all active local accidents at hard-to-reached areas with very limited landing access. Fourth step – final combine usage of multibarrels units on cross-road vehicle and firemen, soldiers, rescue mans, with professional extinguishers for completely final decontamination of local active search, protection. Second way – to create and produce quickly the new protecting technique: multi-barrels mobile units, professional devices for professionals and automatic systems for effective protecting of all Nuclear Power Stations all over Japan. Multi-barrels units can be fixed around reactor or reactor’s building or takes in tow by fire machines. The units are most effective as executive modules of automatically systems protecting nuclear power reactor, its buildings and confinement, covering above and around the emergency reactor, hermetically. Only automatically systems with pulse executive devices and multi-barrels units can ensure reliable waiting regime without service for long period up to some years in high radioactive zones at reactors building and confinements, at first. From other side the system do multipurpose protection – cooling, fire-fighting, localization, decontamination – instantly, uniformly, high-effective all over area and volume of protecting room, machine-generator hall, hangar and other compartment of nuclear power station. Only mobile pulse technique and handle pulse extinguishers can to ensure most effective and safety work, because of long range and shortest protecting operations for fire-fighting; localization, decontamination, prevention of creation explosive able clouds and radioactive spreads; cooling of various surfaces and etc. The pulse-pulverization technique can to ensure effective protection of NPS, military, chemical, oil-gas objects when technique or natural catastrophes – earthquakes, cynami, hurricane; local wars with incendiary, thermo-pressure, laser, chemical, high-precisely weapon; terrorist attacks, at first. There at first can be realize 6 large-scale protecting actions by pulverization of small mass of agents or natural, ecology clean materials – dust, sand, miry, water. There at first can be simple and flexible control of the power, scale, area, volume, type of protective influence. Precisely, uniform, effectively, large scale of protection by compact units and devices at first ensures creation of automatic systems and robots – effective for NPS multipurpose protection. There at nearest future Japan will organize long work of thousands specialists at hard-to-reached areas for decontamination of great high-radioactive areas with differenced oriented surfaces, buildings, other type of great work is construction of confinements for every emergency reactors. This activity will do at hard-to-reached areas of high probability of sudden fires, explosive, scorched surfaces when construction and work of confinements. For long period of confinement protecting, there need automatically systems with executive systems reliable working for long period up to some years without service and instant work for area there need. . Now and in nearest future the executive system can be pulse protecting units and devices, only. The confinement “Shelter” 24year work’s experience show the plenty of problems with inflammations, fires, dust-air and vapor-air local explosions, radioactive dust throw out of confinement. Fire brigades have large casualties, plenty of fireman and emergency mans losses his health, working at high radioactive Shelter for long period. Therefore Japan confinement need new automatically systems with executive, pulse-pulverized multi-barrels units or compact devices and fireman need long range pulse-pulverized extinguishers – handle and mounted at handle trolley. The conception of pulse fire fighting based on the instantaneous, total, powerful influence with gas dispersal torrent all over the single local zone of fire search. A novel approach of dispersing extinguishing agents, including liquids, foams and solids, employing propelling energy to pulverize the extinguishing material (to small particles ranging in size from l micron to 200 microns), and discharge it over large areas is presented. The propelled energy penetrates into the mass of the fire extinguishing substance contained in a specifically designed container, dispersing the material into the protected area, thus increasing the original material’s volume and surface area to obtain fast and reliable fire suppression. There was designed, manufactured some pilot pulse machinery: - 40 and 50 – barrels installation “IMPULSE - 3” – type on the tank T-54, T-55, T-62 chassis (pict,6). Since 1992 the 22 machines work in Ukraine, Russia, Yemen fire brigades protecting oil-gas wells, pumping stations, refinery plants, chemical plants, ammunition storages, Chernobyl area; - 24, 7, 8, 9, 25 – barrels installation on the sedges and gun carriages. They used in Chernobyl area (1986) and fire-fighting of offshore great oil-gas platform in Caspian Sea (1989); - extinguishing suspended bombs for crane, helicopters. They used for forest fire-fighting in Chernobyl area (1986, Ruby forest fire prevention), Crimea mountains (1993), Ural mountains (1989-1994); - professional extinguishers, pilot party manufactures for Ukraine Ministry of Emergencies (1997) and well tested at range; - mini-extinguisher, manufactured and sold 10.000 , well effective for offices, cars, apartments, self-protection. Since 1 of May 1986 I active participated in operations for liquidation of consequences of Chernobyl disaster. There were successfully tested and practically used my novelties : water-bombs or other pulverized bombs, suspended under helicopters or cranes, ensure high precisely firefighting and localization of radioactive spreads; multi-barrels units, mounted at various chassis and ensure long-range and large scale pulse-pulverized of various extinguishing or protecting agents; handle, long range, pulse pulverizations devices. These units and devices create various whirls and squalls of flexible control parameters and various protecting activity. It ensure effective, timely surpassing local fires and inflammations at “Rudy Forest” and at others radioactive areas. It decrease the development of emergency consequences in a market degree and save numerous fire-mans from enter to dangerous areas and work inside. After Chernobyl I used this technology for forest fire-fighting at mountains and hills of Crimea, Carpathian, Ural, Poland and at Saratov – Samara regions at toxically-chemical emergency areas, surpassing of gas-oil wells fires at Caspian sea, Kazakhstan, Volga-region, KharkovPoltava region. Last my effective, real work – active participating with my bombs for catastrophically forest fire-fighting at Karmal-mountain close to Haifa, Israel (December, 2010). My multibarrels, pulse-acting fire-fighting “tanks” work up nowtime in Ukraine (7 units), at Russia (15 units), Yemen (5 units) . The industry producing of long-range, universal pulse-pulverizing, professional extinguishers prepare now at Design Bureau “Luch”, plant of “Artem”, Kiev, Ukraine. I can work in Japan, not worse in comparison of my work at Chernobyl, Russia, Poland and Israel. There can be create pilot, numerous production of my water-bombs for 2-3days only, - high effective for abovementioned localization, cooling, fire-fighting – and its start of practical usage. Later there can be long-period joint work for new protecting systems go to industry in Japan and fast protecting of nuclear power stations in Japan and other countries. It can be multi steps great project. First step emergency works at Fucushima-1 for cooling, fire-fighting, localization with pilot pulse equipment, made in Japan suspended bombs, multi-barrels units on the handle trolley or automobile carriage, extinguishers. Second step – design and industry produce in Japan: bombs and suspended, multi-bombs unit; multi -barrels units mounted on carriages, jeep, armored lorry, tank or at fixed tow’s turret; long-range extinguishers handle and on the handle trolley. This equipment is for decontamination, cooling, fire-fighting and ensure the safety of all works at emergency territory – reconstruction of various 10 equipment and building’ parts, construction of confinements, equipment of confinements with automatically systems and fire brigades with pulsepulverization fire-machines with armored chassis and extinguishers. Third step – equipment of all Japan nuclear power stations with automatically systems with pulsepulverization executive units, device and equipped fire brigades with pulsepulverization fire-machines with armored chassis and extinguishers. Fourth step equipment of numerous nuclear power stations all over the world with automatically systems with pulse-pulverization executive units, device and equipped fire brigades with pulse-pulverization fire-machines with armored chassis and extinguishers. It systems and equipment can be effective for safety NPS from emergency over 5category and fast liquidation of consequences of accidents up to 7-category. It’s new step of high quality for ensure of NPS-safety for long future.
