1. Education
Most of the schools in the 3 municipalities Santa-Fe Bantayan and Madridejos had their
roofs ripped off and the mayors indicated that the UNHCR plastic rolls which were
provided to them will go a great way in helping them. The LGU have requested if
UNHCR would supply more plastic rolls as the need is still huge and children are
studying on classrooms with open roofs. Other partners are looking into ways of rebuilding the schools with proper and durable structures as they can be used as
evacuation centres during Typhoons.
2. Statistics of No Build Zones
Out of the approximately 33, 000 families which our affected in the 3 municipalities,
2,300 from Santa-Fe, 1,00 from Madridejos and approximately 6,000 from Bantayan are
currently living within the 40-meter “NO BUILD” zone. The affected families have
started re-building temporary/make-shift shelters within the banned zone. The LGU
(Local Government Unit) are yet to start working on relocation plans as no sites are
available and the community might not be willing to move. UNHCR has strongly
indicated to the mayors that the relocation should not be forceful.
3. New Shelter Plans/Ideas
In Santa-fe, plans are under way to addressing the urgent need for temporary shelter, the
Mayor is starting a project of building “coconut houses”, which uses coconut lumber as
foundation, plastic sheets for roofing and plastic rolls for walling. One coconut house
will be able to accommodate at most four families. The mayor has requested UNHCR to
provide him with more plastic sheets and rolls to do the temporally shelters which will
last for more than 6 months.
4. Distribution of CRI
UNHCR has distributed the first consignment of CRI to the 3 northern municipalities
and plans to conduct the next distribution after the charismas holidays. Detailed report
on the distribution will be shared. The second consignment of CRI is scheduled to arrive
in Bantayan after charismas.
5. Coordination of Shelter Needs
In one of the coordination meeting all the stake holders agreed the need of holding
shelter cluster meetings at the municipalities on regular basis to discuss way of
addressing new shelter challenges. A section of the affected families who houses were
completely damaged have received tents and plastic sheets from various NGO including
UNHCR. There are still more who need to be assisted as per our assessment. All the
agencies have agreed that there is a big gap in shelter as almost everybody in the 3
municipalities lost their houses if not roof tops especially in the remote Barangays. The
Mayors from the 3 municipalities are requesting international NGOS to look at the
possibility of providing iron sheets so that the community would build more durable
shelters.
6. Solar Lamps
In the remote barangays most of the LGU in the 3 municipalities have Noted that it
will take several months if not one year before electricity is restored in most of the
remote Islet Barangays. They appreciate the solar lamps distributed by UNHCR as
they have been helping the community in providing some lighting and charging of
phones however the percentage covered is still too low. Our estimate requirement is
approximately 4,000 solar lamps in all the 3 municipalities.
7. WASH
The water situation in most of the municipalities is slowly coming back to normal
however there is demand for Generators as the power is yet to be restored in most
areas. Oxfam and other International NGOs are working on the water, sanitation
and hygiene promotion activities.

Livelihood
Under Livelihood the mayors also reported that the 90% of the community
depended on fishing however almost all the boats for the fishermen were damaged.
They have appealed to the International community to look into the issue of
Livelihood projects so that the community can start to be independent again.

Coordination Plans
PlansIn Northern Cebu, a first of its kind coordination meeting with all the stake
holders was held by the 3 municipality mayors (Bantayan, Santa-fe and Madridejos).
The meeting formed a task force to be led by Oxfam to come up with exact gap
analysis in the various sectors so that humanitarian assistance can reach those who
have not been assisted easily. The results of the gap analysis are expected in the next
two weeks.
