operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit
(GIZ) GmbH supports the German Government in achieving its development-policy objectives.
It provides viable, forward looking solutions for political, economic, ecological and social
development in a globalised world. GIZ promotes complex reforms and change processes. Its
corporate objective is to improve people’s living conditions on a sustainable basis.
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, is announcing as
following:
Call for expressions of interest
The reform of the judicial and the administrative sector is a high priority for Kosovo`s
government and plays an important role in a potential accession to the European Union. The
GIZ Legal Reform Project supports the Kosovan partner institutions in empowering judicial and
administrative staff to act in line with laws and constitution, implement reforms and put them
into practice.
Since 2015, the Legal Reform Project, together with KIPA, supports the capacity development
of the Gender Equality Officers (GEO) in the municipalities and ministries by strengthening
their network as a space for sharing experience and knowledge. Furthermore, the Project
supports KIPA to update and redraft its Gender training programme. The current training
programme on Gender Equality consists of two modules, provided for the GEO and other civil
servants – yet, it needs to be renewed and adapted to the new legislation entering into force in
2016.
The contractor shall assist six regional meetings of the GEO network and assess the training
needs and challenges expressed during these meetings. After completing the assessment, the
contractor shall redraft the KIPA training programme on Gender Equality for KIPA.
