RUTLAND COUNTY COUNCIL Contractor Brief for the production of a Heritage & Arts Trail Background Rutland County Museum in Oakham and Rocks By Rail, the Living Ironstone Museum in Cottesmore, have secured Arts Council Renaissance Funding to undertake ‘Accessing Rutland’s Museums’, a project to support and promote the museums and heritage of Rutland. The project aims to increase visits to, and engagement with, heritage and arts across Rutland. One of the key outputs of the project is the creation of a Heritage and Arts Trail across the county. This will include information boards at key sites, a tour booklet and promotional flier. In 2000, Rutland County Council launched a Rutland Heritage Trail which included a set of seven trail leaflets and a number of information boards. Most of these boards are now missing or badly deteriorated. The leaflets are available as photocopies but the originals no longer exist. We would expect the new Heritage and Arts Trail to build upon the original, but to introduce new elements based on recent research and include arts as well as heritage. A number of new commissioned art works are being created in Rutland through this project and these should be included within the trail. Purpose of the contract To create a Heritage & Arts Trail leaflet for Rutland, which will include: 1. Designing and creating 10 illustrated information boards to be located at sites of significant heritage and arts interest across the county – the location of these boards has been provisionally selected. The boards should include the newly commissioned artworks being created through this project as well as existing public art in the county. We would welcome ideas about how the information on the boards can also be made available in audio form for visitors with visual impairments. 2. Producing an illustrated Heritage and Arts Trail Booklet, available to purchase as a hard copy or downloadable from selected websites. This should include the authoring of the booklet and an illustrated map of the trail. 1 3. A promotional flier for the Heritage and Arts Trail, to be displayed in local attractions and on the Rutland Shorelink tourist buses. 4. Create a logo and branding for the trail. The Heritage and Arts Trail should: 1. Be creative, imaginative and exciting. 2. Be informed by the research undertaken by the museum’s volunteer team, the information available in the local studies archive and the original Rutland Heritage Trail. 3. Be suitable for use by local people, visitors to Rutland and those leading educational groups. 4. Highlight the unique history, heritage and creativity of Rutland. 5. Be engaging for visitors of all ages 6. Be accessible to as broad an audience as possible. Outputs of the Contract 1. Consultants will be required to produce a Heritage & Arts Trail that includes all the elements listed under the ‘purpose of the contract’. 2. Consultants will arrange the print of 2,000 copies of the Heritage & Arts Trail Booklet 3. Consultants will arrange the print of 3,000 copies of the Heritage & Arts Trail 4. The Trail Booklet should also be available as a PDF that can be downloaded from the Rutland County Council and Discover Rutland websites. Methodology The consultant will need to outline in their submission the methodology they will use to develop their designs and an outline timetable for the works to be conducted. Outcomes A Heritage & Arts Trail for Rutland Copyright Rutland County Council will hold copyright for the design/s. 2 Budget and Payments This work is being funded by Rutland County Council. A sum of up to £24,500 (plus VAT) has been set aside to cover this work which includes research, planning, meetings, travel, mailings, stationery and other materials and resources as required. Payment will be made on completion and approval of the design and delivery of all of the elements of the Heritage & Arts Trail to Rutland County Council. Contractors submitting quotations are asked to demonstrate what they can deliver within the confines of the guide price. Contractors are invited to suggest additional work, costed as optional items, if they think this would add value to the contract. Proposals should itemise daily or hourly rates and demonstrate how many days or hours each consultant / researcher / administrator will spend on the project and what each person’s key responsibilities will be. Team Composition It is expected that the consultant/s should have experience/knowledge of: 1. Developing and delivering interpretation and design projects for historic sites, collections and buildings 2. This is to ensure there is time to include the newly commissioned public artworks that are being currently created. 3 Quotes Respondents are asked to outline: • Names and qualifications of all staff employed on the contract. • Experience of all staff including similar past project work undertaken. • Name of the project leader who will act as the principal point of contact. • An outline of the general approach and methodology to be taken to meet the objectives of the contract. • The details of two references.
