Particulars of Organisation, Functions & Duties
[Section-4(1) (b) (i)]
1.Aim and objectives of the Organisation:
This establishment (Office) aims at promoting Fishery activities in
marine sector i.e. coast of Balasore and Bhadrak District..
The Objectives are as follows:
a) Authorised officer Orissa Marine Fisheries Regulation Act. 1982
b) Registration and licensing of fishing vessels operated in Balasore
and Bhadrak coast on ON-LINE.
c) Training for fish farmers for skill up gradation and adoption of
modern technology on hygienic handling of fish solar drying and
cold chain.
d) Providing subsidy to fish farmers on saving –cum relief,
motorisation of country crafts ,diesel subsidy, and Matshyajibi
unnayan yojana etc.
e) Encouraging private sectors for adopting value addition processing
units and ice plants.
f) Expanding marketing facilities.
g) Providing social security to fishers through Group Accident
Insurance schemes. Issue of photo Bio-me try cards.
2. Mission / Vision:
Being Authorised officer OMFRA regulating fishing and
conservation measures ,providing the livelihood, Socio-Economic
Status, Safety, Welfare of the marine fisheries through
development and application of Viable, sustainable, Eco friendly
strategy and programme.
1. Brief History & Back Ground of its Establishment
BALASORE COAST.
Balasore District is one of the North Eastern Coastal District of the State of Orissa having the Coast line of
80Kms with continental shelf of 5380 sq.kms. There are 12nos of landing bases located in the coast of
Balasore
namely Talasari, Kirtania, Kankadapal, Choumukh, Hanskara, Bahabalpur, Chandipur,
Mahisali, Khandia, Jamuca, Gadeisagar and Panchubisa out of which Chandipur and Bahabalpur are the
two major landing bases of the district. Agriculture and fisheries are the two main occupations of the rural
people of the district. Among the fisheries related activities marine fisheries occupies the prominent
position which provides ample scope for exploitation of the Pelagic and demersal fisheries resources in
the coastal water of the sea.
There are 290 nos of fishermen villages located in the marine sector of the district
consisting 14704 nos. of families with population 115931 nos. i.e male 40923, female 39938 and children
35070 nos. Among the total male population 25687 nos. are active fishermen and 12946 nos. are part
time fishermen engaged for fishing and ancillary activities respectively. For smooth management of the
marine fisheries activities of Balasore district five marine extension units namely Chandaneswar, Baliapal,
Bahabalpur, Chandipur and Gopalpur are functioning headed by an Asst. Fishery Officer to look after the
development of marine fisheries activities, implementation of Orissa marine fishing regulation Act. and
welfare programmes meant for the fishermen.
For exploitation of the marine fisheries resources there are 1672 nos. of Registered
fishing boats are in operation under different landing bases of the coast covering different categories of the
boats namely Trawler, Gillnetter, Motorized and Country Crafts for fishing. The details of which are as follows
BHADRAK COAST.
Bhadrak District is one of the North Eastern Coastal districts of the state of Orissa having the coast
line of 50 Kms. with continental shelf area 3362. Sq.Kms. There are 10 nos. of landing bases located in the
coast of Bhadrak district namely Kansabansa, Chudamani Kasia, Bideipurpal, Karanjamal, Baincha
Kaithakhola, Chandinipal, and Dhamara, out of which Dhamara and Chudamani are the two major landing
bases of the district. Agriculture and fisheries are the two major occupations of the rural people of the district.
Among the fisheries related activities marine fisheries occupies the prominent position which provides ample
scope for exploitation of the pelagic and demersal fisheries resources in the coastal water of the sea.
There are 100 nos. of fishermen villages located in the marine sector of the district consisting 7397
nos. of families with population 64479 nos. i.e. male-22575, female 21724 and children 20180 nos. Among
the total male population 12546 nos. are active fishermen and 8,170 nos. are part time fishermen engaged
for fishing and ancillary activities respectively for smooth management of the marine fisheries activities of
Bhadrak district. There are two marine extension units namely Basudevpur and Dhamara are functioning
headed by an Extension Officer to look after the development of marine fisheries, implementation of Orissa
Marine fishing regulation Act 1982 and welfare programmes meant for the fishermeFor exploitation of the
marine fisheries resources there are 929 nos. of fishing boats are in operation under different landing bases
of the coast covering different categories of boats namely Trawler, Gill Netter, Motorized and Country Crafts
for fishing.
