ILLEGAL GUN TRADING RACKET BUSTED : 07 RIFLES AND 04
COUNTRY MADE PISTOLS RECOVERED.
A team of Special Cell led by Inspector Manoj Dixit and Inspector Shiv Kumar under the
supervision of Sh. Satyavir Singh, ACP/SR, Special Cell, has busted an Inter-State gang
indulging in illegal firearm trade. The gang procured country made Rifles and pistols from Etah
district of UP and sold them further to criminal elements in the area of Delhi and NCR. The
apprehended persons include (1) Quamuddin s/o Lal Mohammad r/o Village Rehsupur, PS
Hardwagunj, Tehsil Koil, Distt Aligarh, UP aged 28 yrs, (2) Niyazuddin @ Niyazu s/o Rahimuddin
r/o Village Pavi Sadakpur, Loni, Ghaziabad, UP, aged 27 years and (3) Udaibir Upadhay @
Panditji S/o Babu Ram R/o Village Amberpur, PS Jalesar, Distt. Etah, UP, aged 50 years. A haul
of 07 country made Rifles and 04 country made pistols alongwith 05 cartridges of 7.65 MM, one
Maruti Alto car bearing No. DL6CN-3090 and one Tata Indica car bearing No. UP81AN-0712
have been recovered from the possession of the accused persons.
Operation: An in-house study into the growing use of country made weapons revealed that
these weapons were manufactured and supplied from village Rani Ka Nangla in the area of
Jalesar of Distt. Etah, Uttar Pradesh and later smuggled into Delhi and NCR. Accordingly, a team
of Special Cell led by Inspector Manoj Dixit and Inspector Shiv Kumar worked diligently and
relentlessly by deploying informers in and around Delhi, UP West and UP East. After sustained
perseverance, on 14.01.14, a specific information was received that a huge consignment of illegal
weapons shall be supplied to one Niyazu near Shashtri Park Metro station, New Delhi. On this
information, Inspr. Manoj Dixit and Inspr. Shiv Kumar alongwith staff laid a trap near Shastri Park
Metro station. At about 09:00 PM, one Alto car bearing No. DL6CN-3090 halted near Iron gate,
opposite parking area of Shashtri Park Metro station. After sometime, one Tata Indica car bearing
No. UP81AN-0712 came and stopped behind the Alto car. One person came out of the Indica car
and gave one bag to the person sitting in Alto car. Both the persons were overpowered and
apprehended whose names and addresses were known as Quamuddin and Niyazuddin @
Niyazu. A thorough search followed which resulted in recovery of 05 country made Rifles, 02
country made pistols and 05 live cartridges. One Rifle was recovered from Nizyazuddin and rest
of the haul were recovered from Quamuddin. Accordingly, a case vide FIR No. 05/14 u/s 25 Arms
Act r/w 120B IPC has been registered at PS Special Cell, Lodhi Colony, New Delhi. On
interrogation of Quamuddin it was revealed that he procured these illegal arms from one Udaibir
@ Pandit Ji R/o Jalesar, Distt. Etah, UP and came to Delhi for delivering the same to Niyazuddin.
It was also revealed that within next one or two days the same Udaibir @ Pandit Ji would be
coming to Delhi alongwith another consignment. On this information, another team was
constituted and Udaibir @ Pandit Ji was overpowered and apprehended on 17.01.14, near EDM
Mall, East Delhi. Two country made pistols were recovered from his possession. On interrogation
of Niyazuddin it was revealed that he also brought 02 rifles from Quamuddin, which he kept in the
fields of Village Garhi Sablu, Loni, UP. On his instance, 02 more rifles were recovered.
During investigation, involvement of some persons of Distt. Etah, UP, as suppliers of
illegal arms, has been revealed and efforts are being made to trace them.
PROFILE OF CRIMINALS :
Niyazuddin @ Niyazu s/o Rahimuddin r/o Village Pavi Sadakpur, Loni, Ghaziabad, UP
He was born in 1986 at Village Pabi Sadakpur, Distt. Loni, Ghaziabad, UP. His father is a
farmer. He is a graduate. At the age of 20, he started working as a property dealer alongwith his
brothers in Loni, Ghazibad. In his office, he came in contact with Quamuddin who has a shop of
Battery and inverter at Loni. Niyazuddin came to know that Quamuddin is procuring weapons
from Etah district of UP and selling them to bad elements at a price. He purchased two rifles from
Quamuddin.
Quamuddin s/o Lal Mohammad r/o Village Rehsupur, PS Hardwagunj, Tehsil Koil, Distt
Aligarh, UP.
Quamuddin was born in 1988 at Village Rehsupur, PS Hardwagunj, Distt.
Aligharh, UP. His father was a farmer. At the age of 19, he started his carrier as a taxi driver from
which he could not earn much. He started to run a shop of Battery and Inverter, which eventually
caused him huge losses. During such an economic condition he came into contact with one
Pandit ji r/o Etah, UP about one year ago and started delivering and selling illegal weapons. Now
he came to Delhi to deliver rifle to Niyazuddin to whom he delivered two rifles about 20-25 days
back also.
Udaibir Upadhay @ Panditji S/o Babu Ram R/o Village Amberpur, PS Jalesar, Distt. Etah,
UP
Udaibir was born in the year 1963 at Village Amberpur, PS Jalesar, Distt. Etah, UP.
Initially he was into farming but could not make enough to earn his bread and butter. He is totally
illiterate. Subsequently, he came in touch with some suppliers of country made rifles. They lured
him with hefty earnings in lieu of working as an agent and carrier and collecting payments from
the prospective buyers. He used to get commission Rs. 1000/- for each rifle. He has delivered
25/30 country made pistols and 7/8 rifles to Quamuddin.
Further investigation is in progress.

18 CARTONS CONTAINING 1344 QUARTERS OF
ILLICIT LIQUOR RECOVERED
The staff of Police Station Uttam Nagar, West district has recovered 18 cartons of Illicit liquor
(1344 Quarters). On this, a case FIR No. 61/14 u/s 33/38 Excise Act dated 19.01.2014 has been registered
in P.S. Uttam Nagar.
RECOVERY MADE

10 cartons of N.V. Distilleries containing 480 quarters ( For sale in Haryana only ).

08 cartons of N.V. group Besto Whiskey containing 864 quarters ( For sale in Haryana
only ).
Total 1344 Quarters.
INFORMATION AND OPERATION
On 19.01.14 Ct. Rajiv No. 2218/W and Ct. Krishan No. 1285/W were on patrolling duty in the
area. During patrolling near Dalmil Road, Holi Chowk, the police staff noticed one Qualis Car No. DL-4CP-6210 under suspicious circumstances. The staff signaled to stop, but the driver instead of stopping the car
accelerated the car and ran towards A-block, Hastsal Vihar, Uttam Nagar. A hot chase was made by the
active staff and after reaching near Jai Bhagwan Property Dealer the driver could not ply the vehicle as
there was dead end. Immediately the search of car was made and found 18 cartons of Whiskey Besto (for
sale in Haryana only) recovered. After ascertaining the ownership of quails, it has come to know that the
vehicle is registered in the name of Satish S/o Ram Pal R/o Plot No. 19-B, Aggarwal Colony, Najafgarh,
New Delhi who is the Bad Character of PS Najafgarh. A case FIR No. 61/14 u/s 33/38 Excise Act dated
19.01.2014 has been registered in P.S. Uttam Nagar. The search of accused is made but he could not be
traced in the area and ran away from the house.
On scrutiny of Police Records, it has come to notice that there are about 20 cases against the
accused Satish have been registered in various Police Stations and in most of the cases he has been declared
Proclaimed Offender. Efforts are on to nab the accused.

THIEF ARRESTED AND STOLEN PROPERTY RECOVERED
The alert staff of P.S. Mianwali, West District has arrested a person namely Raj Kumar S/o
Sh. Deena Nath R/o C-14, Ambika Enclave, Nihal Vihar, Delhi, on charge of house theft and recovered all
the stolen property.

9th pass, occupation – Driving.

INCIDENT & INVESTIGATION
On 18.01.2014, a complaint was received in this Police Station from Sh. Pavan Chanana S/o Sh.
Krishan Gopal Chanana R/o M-116, Top floor, Guru Harkishan Nagar, Paschim Vihar, Delhi, regarding
theft of jewellery worth Rs. 10 Lakh and cash Rs. one lakh from his house. On dated 18.01.14 he and his
wife had gone out of home for business purposes and when they came back in evening, they found
jewellery worth Rs. 10 Lakh and cash Rs. 01 Lakh missing from the cupboard. Their maid Mala was at
home in their absence, who informed about the theft. She informed that a person namely Raj Kumar, who
works as driver at Aryan Properties having its office adjacent to their house, visited the residence in their
absence. She further stated that he used to keep watch at their house.
Immediately a case vide FIR No. 28/13, was registered U/S 380 IPC and investigation taken
up by HC Sunil Kumar, No. 297/W. Prompt action was taken and a team comprising of the I.O. HC Sunil
Kumar, No. 297/W and Ct. Surender, No. 801/W was constituted, which was working under the
supervision of Inspr. Surendra Kumar, SHO/ Mianwali Nagar and close supervision of Sh. Satya Dev
Dahiya, ACP/ Punjabi Bagh. The suspect was interrogated by the Investigation Officer. Initially, he tried to
mislead the Investigation by vague statements but he was put to sustained interrogation and confessed to
have committed the crime. All the stolen Jewellery items and cash Rs. one lakh have been recovered from
his house at his instance.
INTERROGATION & MODUS OPERANDI
During interrogation, he informed he belongs to Hardoi Distt., U.P. He is a school dropout.
He was not having a permanent work in village and thus shifted to Delhi in search of job. He came to Delhi
three years ago and started living at Nihal Vihar in a rented accommodation with his wife. He got a job of
driver with Aryan Properties. However, he was not earning much. He came into contact of a girl Mala, who
works as maid in a nearby house of his employer’s office. He developed affair with her and started meeting
her in her employer’s house in their absence. During this time he noticed that her employer used to keep
valuable articles open in house. He started stealing small articles and cash from the house surreptitious
without the knowledge of the maid.

DESPERATE CRIMINALS WANTED IN SNATCHING & ROBBERY CASES

With the arrest of four desperate criminals namely Neeraj Sharma @
Neeru, Rajeev Kumar, Ravi Kumar and Rinku have been arrested by the

INFORMATION/OPERATION
On 18.01.2014, Nandu Rathore S/o Prahlad Rathore R/o R-3/96-97, Mohan
Garden, Uttam Nagar reported at Police Station Ranhola that he is working as a Tailor in
Deepak Vihar, Nangloi, Delhi. At about 9.15 PM, he was he was going to his residence
from his workplace. When he reached Gali No.6, Deepak Vihar, four persons cornered
him and one of them known as Neeraj Sharma caught hold of him and put a knife on his
neck. Other two persons twisted his hands robbed Rs. 15,000/- and mobile phone from
his pocket. While they were running from the spot, he caught one of them who was later
on identified as Ravi Kumar S/o Suresh Kumar R/o Plot No. 10, Gali No. 3, Panchsheel
Enclave, Vikas Nagar. In this process, Ravi Kumar has also bitten the middle finger of
the right hand of the complainant. Other three accused persons fled from the spot.
INTERROGATION AND MODUS OPERANDI
During investigation, a police team consisting of Insp. Udham Singh
SHO/Ranhola, Insp. Manoj Kumar ATO/Ranhola, SI Pooran Mal, HC Umed No. 250/W
and Ct. Vikas No. 3296/W was constituted under the close supervision of ACP/Nangloi
and raids were conducted at different places of Deepak Vihar, Vikas Nagar. Ultimately,
on sustained and repeated interrogation, accused 1) Neeraj Sharma & Neeru @ Raju 2)
Rajeev Kumar 3) Ravi Kumar and 4) Rinku have been arrested on 19.01.2013.
During interrogation, accused persons confessed the commission of crime and on
their confession, robbed Rs. 13,000/-, Mobile Phone and weapon of offence i.e. buttondar
knife were recovered at their instances. The investigation further reveals that accused
Neeraj Sharma @ Neeru S/O Kamal Narayan is involved in many cases like Murder,
Snatching, Robbery & Arms act cases and he was the gang leader of this robbery case.
Further investigation is on.
The staff involved in excellent work is being rewarded suitably.

INCIDENT AND TEAM
On 2-12-13, a call was received at P.S. Paschim Vihar that a robbery has taken
place in the area of Police Station Paschim Vihar. On this, A case has been registered
vide FIR No. 416/13, U/s 392/411/34 IPC on the statement of Sh. Shambhu Nayak, S/o
Shri Vikram Nayak R/o T-349, Mangolpuri, Delhi who stated that one Mobile phone and
Rs. 1500/- have been robbed by three persons at Red Light, Peera Garhi Chowk while he
was crossing the road. He further stated that three persons came to him and two of them
had caught hold of him and third took out his mobile and Rs. 1500/- from his pocket
forcibly. One accused person namely Lokesh S/o Davender Singh R/o L-617,
Mangolpuri, Delhi was arrested on the spot but two other persons had managed to escape.
On 19.01.2014, a team comprising SI Vikrant and Ct. K.Bhadaria under the
supervision of SHO/Paschim Vihar and overall supervision of ACP/Punjabi Bagh was
formed to nab the absconding person. Information was developed and intelligence
collected. A raid was conducted at the possible hideouts and the team succeeded in
arresting one accused namely, Mukesh @ Abbu, age 23 years S/o Babu Saha from his
residence at R/o L-1106, Mangolpuri, Delhi. The third accused namely, Sunny is still at
large.
INTERROGATION & MODUS- OPERANDI
During the course of investigation person, it is revealed that he belongs to a poor
family and has studied upto 9th class. He was previously involved in three above cases
also. He was arrested first time in the year 2009 at Police Station Mangol Puri Puri.

GOLD SMITH ARRESTED BY POLICE OF PS BADARPUR.

 A LOT OF STOLEN ARTICLES RECOVERED FROM THEIR POSSESSION.
A team comprising of ASI Rajesh Kumar, HC Vinod Kumar, HC Surajmal, Ct.
Sonu, Ct. Sunil, Ct. Harender, Ct. Khusi Ram and Ct. Jaibir under the leadership of Insp.
Akhileshwar Yadav SHO/Badarpur, and under over all supervision of Sh. V. K. Nayyar
ACP/Sarita Vihar, have arrested 3 notorious burglars alongwith receiver of stolen
property, who were active in Delhi and NCR.
INCIDENT:
On 17/01/2014, ASI Rajesh alongwith HC Vinod Kumar, Ct. Sonu, Ct. Sunil, Ct.
Harender, Ct. Khusi Ram were on patrolling duties in the area of Police Station Badarpur.
During the course of patrolling duties, HC Vinod Kumar received a credible information
that three burglars, who were involved in many cases of burglary around Delhi & NCR,
would arrive near By-Pass Road, Ist 60 Ft. Road Crossing, Molarband between 5.30 PM
to 6.30 PM. On receipt of this information, HC Vinod Kumar contacted SHO/Badarpur
and briefed him about the same, who directed him to lay down a trap for the criminals
near 1st 60 Foota Road, Molarbad. At around 6:30 pm, on the instance of the informer, 3
persons who were coming from By-Pass Road side were stopped and overpowered by the
police party. They were questioned about their identities and reasons of their presence in
the area. On questioning, their identities were revealed as (1) Wasim @ Raja S/o
Kamar Siddiqui R/o Vill: Islampur, Mohalla: Mehlamar, PS: Islampur, Distt:
Uttar Dinajpur (WB) Age-28 yrs (2) Ajir Hussain @ Bablu S/o Tahir Hussain
R/o Kasba: Islampur, Mohalla: Aliganj, PS: Islampur, Distt: Uttar Dinajpur
(WB) , Age- 30 yrs., (3), Abid @ Sabbir @ Chotu, S/o Kheru R/o Vill: Mahesh
Mara, PS: Parkatta, Distt: Kishanganj (Bihar), Age: 22 yrs. However, they
could not provide satisfactory replies to ASI Rajesh regarding their presence in the area.
On suspicion, ASI Rajesh alongwith his team mates searched them cursorily. During
their cursory search, house breaking implements were recovered from their possession.
They were subjected to sustained interrogation during which they broke down and told
that they came there to commit burglary. They disclosed their involvement in a house
theft, which was committed in the area of Molarband Extention during the month of
December, 2013. On verification from police station record, it was found that a case FIR
No. 453/13, Dated 20/12/13, U/s 380 was registered in PS Badarpur in the
matter. Thereafter, ASI Rajesh passed on the said information to HC Surajmal 233/SE,
who is IO of the said case. Subsequently, HC Surajmal 233/SE alongwith Ct. Jaibir
2219/SE reached at the spot and arrested all three apprehended persons in his case. On
their instance, house of gold-smith namely Nishant Gupta S/o Hukam Chand Gupta
R/o A-212, Chander Vihar, Mandawali, Delhi. Permanent R/o Kasba: Nicholi
Kalan, Mohalla: Kachyana, Main Jalesar Road, Distt: Etah (UP), Age: 28 yrs,
was raided and a pair of stolen gold type ear rings which were stolen in Case FIR No.
453/13, was recovered from his possession. He was arrested in the case. Later on, during
further investigation, lot of stolen items were also recovered from rented room of
accused persons in Krishna Nagar, Shahdara area.

Special Staff of East District along with local police of PS
Shakarpur has apprehended the criminals involved in a sensational blind murder
cum robbery of a lady committed behind Walia Nursing Home, Vikas Marg,
Shakarpur and recovered robbed articles. The names of the arrested persons
are:
1.
Masood Ahmad s/o Manzoor Ahmad r/o Khazur Tola, Mohalla Masjid,
Saharanpur(UP).
2. Zuber s/o Mohammad Waala r/o Pilkhan Tala Raiwala Chowk, PS- Mandi,
Saharanpur(UP).
INCIDENT
On 06.01.14, an information was received at PS Shakar Pur reg.
murder of 30 years old lady in bylanes behind Walia Nursing Home, Vikas Marg,
Shakarpur, Delhi. Immediately local police reached the spot and found the victim
dead on the spot, who seemed to be strangulated. She was identified as Ms.
Neelam w/o Mr. Yashpal r/o Bhopura, Loni (UP). Case FIR No. 54/14 u/s 302
IPC PS Shakarpur, Delhi was registered in this regard. The team of Special Staff/
East also visited the scene of crime.
INVESTIGATION :
Taking into account the gravity of the case several teams of East
District, were formed to solve the blind brutal murder. The incident shivered the
locality in fear. A team under the leadership of Inspr. Rakesh Dixit comprising of
SI Vinay Yadav, SI KK Sharma, SI Arun Sindhu, HC Manoj, HC Satish, HC
Praveen, HC Joginder, HC Soma, Ct.Talim, Ct. Salim etc. and in close liaison
with SHO Shakarpur and Insp. Daya Sagar under the supervision of ACP/Ops
Sh. Virender Singh worked relentlessly for several days to solve the case.
Relatives and known persons were interrogated at length. The call details of the
deceased were deeply analyzed and surveillance was kept on each and every
person known to the deceased. During analysis specific tasks were distributed to
all team members. All the TSR Drivers moving in night on Vikas Marg were also
interrogated. During this surveillance, the guards of the locality were interrogated
and it was found that all the bylanes are narrow and any car/four wheeler can’t
enter the lanes to dump the body. After this the suspicion was raised towards
nearby offices, residences and construction sites. On dated 18/01/14, it came to
notice through secret information that two labours working in a construction site
near the scene of crime were missing since the day of incident and could be
behind this sensational murder. The information was got verified and it was found
that two persons namely Zuber and Masood were missing since the day of
murder and were hiding somewhere in Saharanpur. Immediately the team of
Special Staff/East rushed to Saharanpur and through secret informers their
houses were located and finally on the night of 19/20/01/14 raids were conducted
and apprehended Zuber and Masood. They later on deep interrogation
confessed to this crime and were arrested in the said Case FIR 54/14 u/s
302/394/411/34 IPC, PS Shakarpur. The robbed mobile phone of the deceased
has been recovered from them.
INTERROGATION:
On sustained interrogation Masood disclosed that for the last
few years he has been working as a construction labour. In November 2013, one
contractor namely Mohd. Walla r/o Saharanpur employed him as a construction
labour for a site on Vikas Marg, Laxmi Nagar, Delhi. He used to roam in the night
hours on Vikas Marg, as he was partially impotent. He was having infatuation
towards ladies and in this lust he sometimes brought ladies to his construction
sites but he was unable to perform at times and he had altercations with the
ladies due to his partial impotency. On the night of 05/06/01/14 he along with
Zuber brought this lady to construction site but again got in confrontation with
that lady over money issue and his unability to perform. The lady started shouting
and he with Zuber tried to stop the lady and in this scuffle they strangulated and
killed her and robbed her belongings. Later they dumped the dead body in the
nearby lane behind Walia Nursing Home and fled away to Saharanpur.

Whereas a large number of complaints are being received that people purchasing
liquor from liquor vends often start consuming the same in front of the liquor vend itself
or at other public places. Vendors selling eatables and juices, at times, also station
themselves unauthorizedly outside liquor vends which further facilitates this undesirable
activity. Sometimes, ‘Baratis’ of marriage processions also openly drink liquor etc. on
the roads while the Barats are moving. Drinking in public is a nuisance with a serious
potential to result in brawls and quarrels causing serious injuries/death and damage to
public and private property. This affects the peace and tranquility of the area and creates
problems in maintaining law and order. It is also a punishable offence under section 40
of The Delhi Excise Act, 2009 (Delhi Act 10 of 2010).

And whereas it is necessary to take speedy measures in this regard to prevent
danger to human life or safety and to thwart/prevent un-toward incidents which may
affect the peace and tranquility of the area.

Now, therefore, in exercise of the powers conferred upon me by Section 144
Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New
Delhi’s Notification No. U-11036/1/2008 UTL dated 26.11.2008, I, Surender Kumar
Sharma, ACP-S.J.Enclave, South District, New Delhi do hereby make this written order
to do the following, for strict compliance by the owners of such liquor vends in the area
of Sub Division S.J.Enclave, South District:a) Install CCTV with sufficient number of cameras and recording system with play back
facility, to cover upto 50 meters area in front of the shop. The CCTV should monitor
anyone consuming liquor or facilitating consumption of liquor or any unauthorized
vendor stationed in the coverage area.
b) The recording system shall preserve a digital record of CCTV coverage for not less than
10 days.
c) The vend owner or his agent shall cause to copy the CCTV coverage on a CD and hand
over to the police whenever demanded.
d) Before starting sales for the day, the Manager of the liquor vend should ensure that the
CCTV system is in proper working order and in case any defect is noticed, immediate
action to get it rectified should be taken. An entry should be made in the register and
intimation in writing should be sent to the Police Station simultaneously to be got duly
received from the Duty Officer of the Police Station mentioning Daily Dairy Number on
the intimation.
e) During the course of monitoring of the CCTV System, the Manager or anyone
specifically designated by the Manager for real time monitoring of the CCTV shall
immediately inform the Police Control Room at telephone No. 100 and also the nearest
Police Station in case any illegal drinking in public or unauthorized vendor is noticed in
the CCTV coverage area.
f) The vend owner shall display prominently at least two bilingual sign boards mentioning
that drinking in public places is an offence and standing of unauthorized vendors outside
the liquor shop is strictly prohibited. Telephone number of nearest Police Station shall
also be mentioned on the sign boards.

The order shall come into force with effect from 17.1.2014 and shall remain in
force for a period of 60 days i.e., up to 17.03.14 (both days inclusive) unless withdrawn
earlier.
5.
Any person contravening this order shall be punishable under Section 188 of the

Whereas, a large number of people sell and purchase Second Hand Vehicles
including Motor Cycle, Scooters and Cars in Delhi through dealers engaged in this
profession.

And whereas, it has been noticed that the Second Hand Vehicles are commonly
sold without filling all the columns especially date of transaction of Form No.29 and
Form No.30 (part-I & II) thereby resulting in transfer of vehicle to number of purchasers
before the actual transfer of the vehicle in the records of Transport Authority. This is to
circumvent the requirement of section-50 of the Motor Vehicles Act, 1988, that the fact
of transfer of vehicle should be reported to the Transport Authority within 14 days for
local transfer and 45 days for inter-district transfer.

And whereas, it has been noticed that the stolen vehicles involved in crime are
sold to several purchasers through dealers/ agents of Second Hand Vehicles. Such second
hand vehicles are likely to be used for commission of various type of crime like robbery
etc. and may be used even in terrorist activities.

And whereas, it has also been observed that the record of seller and purchaser are
not kept by the dealers or agents engaged in the business of facilitating sale and purchase
of Second Hand Vehicles making it difficult for the in investigation agencies to identify
the criminals involved in such crimes
5.
And whereas, it is rendered imperative to put regulatory check on the vehicle
dealers who deal in sale and purchase of Second Hand Vehicles so that the anti social
elements may not use them to sell the stolen vehicles through them and it is felt that
immediate action is necessary in this regard.

Now, therefore, in exercise of the powers conferred upon me by virtue of sec. 144
Cr. PC, 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, New
Delhi’s Notification No. U-11036(i)UTL, dated 09/09/2010, I, Satya Dev Dahiya,
ACP/Punjabi Bagh, do hereby make this written order that all such Vehicle dealers who
deal in sale and purchase of second hand vehicles including Motor Cycles, Scooters and

Hand Vehicles.
b) Ensure that Form 29, Form 30 and the delivery letter are duly filled with clear

c) Affix photographs of the seller and purchaser on the register.
d) Keep copies of identification documents like election card, ration card, PAN

facilitate sending of goods through courier across the country.

And whereas, it has been noticed that the private courier services generally book
goods or items to be transferred on the face value of the courier sender without bothering
to verify his or her address thereby paving the way for unscrupulous persons using the
courier services for illegal activities.

And whereas, instances have come to notice where criminals have used courier
services to send incriminatory items, contraband and even dead bodies in the guise of
courier.
4.
And whereas, it has also been observed that the record of courier senders are not
kept by the courier services or agents engaged in the business of facilitating courier of
goods making it difficult for the investigation agencies to identify the culprits behind
such crimes.
5.
And whereas, it is thus rendered imperative to put regulatory check on the private
courier services who deal in booking and sending goods from one place to another so that
the anti social elements may not be able to use them to send incriminatory things through
them and it is felt that immediate action is necessary in this regard.

(d) Generally satisfy oneself about the goods before accepting the packet/parcel
booked for courier.
(e) Install CCTV with sufficient number of cameras and recording system with play
back facility, to cover booking office and the area where goods are to be kept.
The CCTV should monitor anyone coming for booking a courier.
(f) The recording system shall preserve a digital record of CCTV coverage for not
less than 30 days.
(g) The private courier service or agent shall cause to copy the CCTV coverage on a
CD and hand over to the police whenever demanded.
(h) Inform the nearby police station if the courier sender of the goods is found
suspicious.

landlords/tenets so that terrorists/anti-social elements in the guise of tenants may

unless and until he has furnish the particulars of the said tenant(s) to the Station
House Officer of the Police Station concerned. All persons who intend to take
accommodation on rent shall inform in writing in this regard to the Station House
Officer concerned in whose jurisdiction the premises fall. The persons dealing in
property business shall also inform in writing to the Station House Officer
concerned, in whose jurisdiction the premises fall about the particulars of the said
tenants.

1. Whereas, a large number of NBFC (Non Banking Financial Companies) are operational in
Delhi and other parts of NCR, which are handling huge transactions of cash and precious
metals.
2. And whereas, a large number of customers come to the said companies for day to day
transactions, it thus becomes necessary to have quality surveillance on their day to day
functioning.
3. And whereas, it has come to notice that certain criminals and anti-social elements look for
soft targets, particularly during the late evening hours and target employees carrying huge
cash/jewellery items and are vulnerable to crime and criminals, if they are not guarded
properly at their business premises and while in transit.
4. And whereas, it is imperative to put some regulatory checks on the activities of such NBFC
(Non Banking Financial Companies) so that the anti social and criminal elements do not
cause danger to human life and effect loss of property.
5. Now, therefore, in exercise of the powers conferred upon me by virtue of Section 144 Cr.P.C.
1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s
Notification No. U - 11036/(i) UTL dated 09.09.2010 , I Satya Dev Dahiya, Assistant
Commissioner of Police, Sub Division Punjabi Bagh do hereby make this written
order
that all such NBFC carrying huge transactions of money and jewellery items at their
respective offices and their like establishments shall refrain from :A. not maintain secure premises by installing CCTV at their main access, entry in the
office and inside and around the premises. Proper staff shall be deputed to monitor
the CCTV coverage. A video backup of at least 30 days of such recording be kept for
further use.
B. not maintaining data base of all employees, security guards, cab drivers and
contractual workers working with them for access by the police as and when
required, and ensure verification of antecedents of all the employees including
contractual employees.
C. not following the procedure of ‘KNOW YOUR CUSTOMER’ as issued by the
Reserve Bank of India for Nationalized Banks and a data base of same shall be kept
for access by the police as and when required.
D. not maintaining digital record of all the visitors with their photo identity.
E.
not deploying armed security guards at the main entry of such premises and at any
other vulnerable point.
F. not deploying armed security guards with the employees who carry huge
cash/gold/jewellery from one place to another. All high value transactions must be
done in a secured vehicle which must have CCTV installed.
G. No vehicles being used for transportation of cash or precious metal must be fitted
without GPS for monitoring their movement.
H. No movement of large amount of cash or precious goods after sunset, be undertaken.
6. These orders shall come into force with effect 19.01.14 and shall remain in force for a period
of 60 days i.e. up to 19.03.14 (Both Days Inclusive) unless withdrawn earlier.
7. Any person /employers/transporters etc. contravening these orders shall be liable to be
punished in accordance with the provisions of section 188 of the Indian Penal Code.
8. As the notice cannot be served individually on all concerned, the order is hereby passed exparte. It shall be published for the information of the public through the Press and by affixing
copies on the Notice Boards of the office of all DCsP, Adll. DCsP, ACsP, Tehsil offices, all
police stations concerned and the offices of the NDMC and MCD.

ORDER
Whereas a large number of commercial places/shops have come up in
West Distt., Delhi which are popularly known as Cyber Cafes and a large number
of people visit them to use the facilities available in such places including e-mail
facility.
1)
And whereas it has come to notice that certain criminal anti-social
elements/terrorists are using these facilities to mislead the security/investigating
agencies, create panic in the public, endanger the security of VVIPs and Govt.
Institutions help in the terrorist activities directly affecting the security of the
State.
2)
And whereas it is necessary to take speedy measures in this behalf to
prevent danger to human life of safety, to thwart/prevent terrorist activities, which
may affect the security of the State and disturbance of public order and
tranquility.

Now, therefore, I, Satya Dev Dahiya, Assistant Commissioner of Police,
Sub Division Punjabi Bagh, West District, Delhi in exercise of the power
conferred upon me under Section 144 Criminal Procedure Code, 1973 (No. 2
1974) read with Govt. of India Ministry of Home Affairs, New Delhi’s
Notification No. U-11036/ (i) UTL dated 09.09.2010, do hereby make this written
order for strict compliance by the owners of such Cyber Cafes in the entire Sub
Division Punjabi Bagh, West District, Delhi.
(a) Prohibiting the use of Cyber Café by unknown person and whose identity has
not been established by the owner of Café.
(b) Maintaining a register for identity of the visitor/user.
(c) Make an entry in the handwriting of the visitor/user mentioning name,
address telephone number and identity proof. The visitor/user shall also sign
the register kept for this purpose.
(d) The identity of the visitor/user shall be established through identity card,
voter card, ration card, driving license, passport and photo credit card (any
one of them).
(e) Activity server log should be preserved in main server and its record should
be preserved for at least six months.
(f) If and activity of the visit is of a suspicious nature the owner of Cyber Café
will immediately inform the police station
(g) Record be maintained about the specific computer used by the person, and
(h) Make sure that the users of Cyber Café are photographed on continuous basis
and a record of the same is being maintained properly.

This order shall come into force with effect from 19.01.14 and shall
remain in force for a period of 60 days i.e. up to 19.03.14 (Both Days Inclusive)
unless withdrawn earlier.
5)
Any person contravening this order shall be punishable under Section
188 of the Indian Penal Code.
6)
As the notice cannot be served individually on all concerned, the order is
passed ex-prate. It shall be published for the information of the public through
the press and by affixing copies on the notice boards of the offices of all Distts.
DCsP/Addl. DCsP, Tehsil officers all Police Stations concerned and the offices of

1. Whereas, there is a mushrooming of BPOs (Business process outsourcing Centres)
prominently known as Call Centres, Corporate Houses, Media Houses, Companies,
Organizations and Firms in Delhi and other parts of the NCR offering employment
opportunity for the youth.
2. And whereas, the employees including young women from across the country have been
staying in various parts of Delhi while their work place may be in the NCR region and
their employers are providing cab service for the purpose of picking up and dropping
them from their places of stay to office and back. As these organizations are functioning
round the clock, the cabs are ferrying employees even at late night hours. Such employers
are reported to have hired cabs on contract basis and have not been able to properly
monitor these cab operators and their drivers for ensuring safe and secure transportation
of the employees resulting in grave danger to human life, safety and security of the
employees, especially of women employees.
3. And whereas, it has come to notice that certain criminal and antisocial elements look for
soft targets, particularly during odd hours and the women employees who travel during
late night hours are vulnerable to crime and criminal acts by such elements, if they are
not dropped securely and safely at their places of stay.
4. And whereas, it is rendered imperative to put some regulatory checks on organizations
having such service of picking and dropping their employees and the transporters,
security agencies, drivers and security guards involved in the same so that anti-social and
criminal elements may not cause danger to human life and safety and their property and it
is felt that immediate action is necessary in this regard.
5. Now, therefore, in exercise of the powers conferred upon me by the virtue of section 144
Cr.P.C. 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home Affairs, New
Delhi’s Notification No. U-11036/(i) UTL dated 09.09.2010. I, Satya Dev Dahiya, ACP/
Punjabi Bagh, do hereby make this written order that all such organizations like BPOs,
Corporate and Media Houses, having the system of picking up and dropping their
employees and the concerned transporters, security agencies, drivers and security guards
in the jurisdiction of Sub-Division Punjabi Bagh, West District, Delhi shall :a. Maintain a database of all employees, security personnel, cab drivers and
contractual workers working with them, for access by the police as and when
required.
b. Hire security personnel and other contractual personnel as far as possible from
licensed agencies only.
c. Ensure verification of antecedents of all their employees including contractual
employees.
d. Ensure that women employees are not made to travel alone with the cab driver and
a duly verified security guard or a male colleague (Regular employee of the
company) is invariably deployed in each cab carrying women staff during night
hours i.e. 8 PM to 7 AM.
e. Choose the route in such a manner that as far as possible a woman employee is not
the first one to be picked up or the last one to be dropped.
f.
Ensure that during the night hours cab involved in transportation of women
employees picks up and drops such employees right at their houses, remains halted
at the point where a woman employee has been dropped till she confirms her
arrival/ reaching at their residence/ place of stay through a telephone call.
g. Ensure that, whenever the house of a woman employee is so located that the
approach road is not motorable, the duly verified security guard or the male
colleague, during night hours, accompanies the employee on foot up to her house
and takes a confirmation about her safe arrival.
h. Exercise effective check and control on the vehicle’s movement in order to check
any unwarranted activities of the cab drivers, such as picking up strangers, straying
away from the designed route etc.
i.
Get GPS System installed in the cabs used in transportation of such employees,
especially women employees.
6. These orders shall come into force with effect from 19.01.14 and shall remain in force
for a period of 60 days i.e. up to 19.03.14 (Both Days Inclusive) unless withdrawn earlier.
7. Any person / employer / transporter etc. contravening these orders shall be liable to be
punished in accordance with the provision of Sec. 188 of the IPC, and

ORDER
Whereas a large number of complaints are being received that people purchasing
liquor from liquor vends often start consuming the same in front of the liquor vend itself
or at other public places. Vendors selling eatables and juices, at times, also station
themselves unauthorizedly outside liquor vends which further facilitates this undesirable
activity. Sometimes, ‘Baratis’ of marriage processions also openly drink liquor etc. on
the roads while the Barats are moving. Drinking in public is a nuisance with a serious
potential to result in brawls and quarrels causing serious injuries/death and damage to
public and private property. This affects the peace and tranquility of the area and creates
problems in maintaining law and order. It is also a punishable offence under section 40
of The Delhi Excise Act, 2009 (Delhi Act 10 of 2010).

And whereas it is necessary to take speedy measures in this regard to prevent
danger to human life or safety and to thwart/prevent un-toward incidents which may
affect the peace and tranquility of the area.

Now, therefore, in exercise of the powers conferred upon me by Section 144
Criminal Procedure Code, 1973 read with Govt. of India, Ministry of Home Affairs, New
Delhi’s Notification No. U-11036/1/2008 UTL dated 26.11.2008, I, Surender Kumar
Sharma, ACP-S.J.Enclave, South District, New Delhi do hereby make this written order
to do the following, for strict compliance by the owners of such liquor vends in the area
of Sub Division S.J.Enclave, South District:a) Install CCTV with sufficient number of cameras and recording system with play back
facility, to cover upto 50 meters area in front of the shop. The CCTV should monitor
anyone consuming liquor or facilitating consumption of liquor or any unauthorized
vendor stationed in the coverage area.
b) The recording system shall preserve a digital record of CCTV coverage for not less than
10 days.
c) The vend owner or his agent shall cause to copy the CCTV coverage on a CD and hand
over to the police whenever demanded.
d) Before starting sales for the day, the Manager of the liquor vend should ensure that the
CCTV system is in proper working order and in case any defect is noticed, immediate
action to get it rectified should be taken. An entry should be made in the register and
intimation in writing should be sent to the Police Station simultaneously to be got duly
received from the Duty Officer of the Police Station mentioning Daily Dairy Number on
the intimation.
e) During the course of monitoring of the CCTV System, the Manager or anyone
specifically designated by the Manager for real time monitoring of the CCTV shall
immediately inform the Police Control Room at telephone No. 100 and also the nearest
Police Station in case any illegal drinking in public or unauthorized vendor is noticed in
the CCTV coverage area.
f) The vend owner shall display prominently at least two bilingual sign boards mentioning
that drinking in public places is an offence and standing of unauthorized vendors outside
the liquor shop is strictly prohibited. Telephone number of nearest Police Station shall
also be mentioned on the sign boards.

The order shall come into force with effect from 17.1.2014 and shall remain in
force for a period of 60 days i.e., up to 17.03.14 (both days inclusive) unless withdrawn
earlier.
5.
Any person contravening this order shall be punishable under Section 188 of the
Indian Penal Code.
6.
As the notice cannot be served individually on all concerned, the order is hereby
passed ex-parte. It shall be published for the information of public through the Press and
by affixing copies on the Notice Boards of the office of all District DCsP, Addl. DCsP,
