Lawton Valley WTP Sedimentation Basin Repairs (Bid#05-017)

RECOMMENDATION:
Staff recommends that the contract to furnish and install repairs for the Lawton Valley Water Treatment Plant (WTP)
Sedimentation Basin No. 2 be awarded to Fielding Construction, LLC, Pawtucket, RI, for the not to exceed cost of
$220,750.00. Work as specified for Basin No. 1 will be addressed under a separate future contract.
BACKGROUND AND FINDINGS:
The Lawton Valley WTP has three (3) sedimentation basins in operation. Basin No. 3 was repaired in 1995.
This project intends to make similar repairs to basin no. 2. In dire need of replacement are severely corroded steel
baffles in the basin. Currently, the corroded steel weirs allow solids to pass through in lieu of capture and collection.
Treatment plant operations are therefore less than optimal since unnecessary burden is placed on downstream
components to compensate for the lack of performance in sedimentation basin no. 2.
The work consists of, but is not necessarily limited to, removing and properly disposing of existing steel
baffles and weirs in sedimentation basin no. 2; inspecting, evaluating and repairing spalled concrete surfaces at various
locations supporting the baffles and weirs; furnishing and installing new fiberglass-reinforced plastic (FRP) baffles and
weirs similar to existing equipment in sedimentation basin no. 3; disinfection of all equipment prior to putting into
service; all labor, materials, equipment, appurtenances and incidentals, and performing all operations to provide
equipment similar to sedimentation basin no. 3, all in accordance with the Specifications. The Contractor will not be
allowed to interfere with any operations associated with water treatment unless prior approval has been granted for a
written plan or sequence of work.
One (1) bid was received in response to the City’s advertisement. Fielding Construction, LLC is qualified to
perform the required work. Their bid ($402,050) to repair two (2) basins, exceeds the funds budgeted ($250,000).
Therefore it is recommended that approximately one-half of the work be performed – all specified repairs for basin no.
2 only. Repairs for basin no. 1 will be addressed under a separate future contract.
