ENVIRONMENTALLY SOUND MANAGEMENT AND DISPOSAL OF OBSOLETE POPS PESTICIDES AND OTHER POPS WASTES IN CHINA TERMS OF REFERENCE FOR SUBCONTRACT ON CHARACTERIZATION OF DIOXINS RICH FLY ASH,CONTEXTUAL ANAYSIS OF QUALITATIVE ENVIRONMENTAL RISK ASSESSMENT AND FEASIBILITY STUDY ON DISPOSAL TECHNOLOGY FOR POPs WASTE 1. BACKGROUND The risks from the storage of obsolete pesticide products containing persistent organic pollutants (POPs) are a major problem in China. The obsolete POPs pesticides are currently in dangerous storage conditions such as outdoor storage and simple enclosure, leaking from rusted containers, contaminating ground water and soils and poisoning human health and the environment. The absence of adequate capacity and infrastructure for the Environmental Sound Management (ESM)and disposal of the above POPs wastes in China poses significant risks and consequences to human health and the environment. Current practices dominated by incineration without consideration of the SC requirements under the national hazardous waste program for POPs waste disposal are likely to generate secondary pollution such as dioxin and furan formation and release. In addition, it is estimated that fly ash containing a high level of dioxin from incineration of hazardous wastes and medical waste amounts to 11,000 tons per annum. According to the current regulations, these solid wastes should be disposed to landfill following stabilization, or irreversibly destructed and transformed into environmentally harmless substances. Limited by site, technology and concept, solid waste incineration plants commonly adopt storage or simple landfill disposal of hazardous thereby increasing the potential POPs pollution risk to water resources. The project will enable Environmentally sound management (ESM) and disposal of accumulated POPs pesticide wastes and other POPs related wastes in fulfilment of China’s commitment to the national implementation of the Stockholm Convention (SC) and the National Strategy for Hazardous Waste. At present, the Ministry of Environmental Protection (MEP) and United Nations Industrial Development Organization (UNIDO) are developing and formulating the project document. The preparatory and development works include the following three aspects: Investigation on current status of obsolete POPs pesticides and feasibility study of special management for obsolete POPs pesticide based on the requirement of environmental sound management; Characterization of dioxins rich fly ash, application feasibility of Qualitative Environmental Risk Assessement(QERA) and technologies feasibility study for POPs waste disposal. Feasibility study and proposal on Stakeholder and public-private partnerships on POPs waste management This Terms of Reference is proposed for the sub-contract focusing on quantification and characteristic information of dioxins rich fly ash from a typical medical or hazardous waste incineration plant, contextual analysis of QERA application to the project, technologies feasibility study for POPs waste disposal. 2. GOAL The goal of the sub-contract is aimed at carrying out multi-tasks investigation as follows: 1.define nature and magnitude of dioxins rich fly ash; 2.contextual analysis of QERA application to the project; 3.technologies feasibility study for POPs waste disposal 3. DUTIES AND CORRESPONDING ACTIVITIES Activity 1 Activity 2 Activity 3 Activity 4 Activity 5 Investigate current status of management of dioxins rich ash generated in incineration plants in China; Assess the current practice for dioxins rich ash management; Propose the corresponding requirement for management and disposal of such typical POPs waste as well as selection criteria of enterprise running business of waste management and disposal. Carry out the survey on the nature and magnitude of dioxins rich ash which are generated in typical incinerator(stoke-furnace, fluidized bed, rotary kiln ) through field investigation; characterize the physical-chemical features through sampling and lab analysis, which shall be set as the context for the disposal technologies in this project. Contextual analysis of QERA application to the project, identify and assess the contextual parameters potentially including the source waste, potential pathways, vulnerable receptors, elements of geology and hydrology. The process will be carried out by the field visits to a number of sites. Investigate the technical and economical features of commercialized disposal technologies for POPs waste in home and abroad, the focal points including: technology applicability & reliability, pretreatment requirement, destruction efficiency& destruction and removal efficiency (DE&DRE), disposal by-products, disposal capacity, off gas treatment, resource need, cost-effectiveness (capital investment estimation and operational cost). Propose a feasible technology study for obsolete POPs pesticide disposal and dioxins rich ash based on the requirement of the project, in which, Selection criteria for available disposal technologies for obsolete POPs pesticide and fly ash should be specified, including plasma, rotary kiln, stationary and mobile disposal facility . Provide assistance to the drafter of Project Document(PD) during whole phase of PD development and feedback to the comments and questions on the PD raised by international organization 4. OUTPUTS Survey report, assessment, reviews and feasibility study and other documents on current status of management and disposal technologies for dioxins rich ash and contextual analysis of QERA and technologies feasibility study for POPs waste disposal should address at least but not limited to the following issues. All the required outputs documents shall be provided both in English and Chinese version.. Investigation and assessment on management of dioxins rich ash in China; Proposal of requirement for ESM and disposal of dioxins rich ash Survey report on the nature and magnitude of dioxins rich ash. Study of QERA application to the project Technologies feasibility study for POPs waste disposal Provide assistance to the drafter of PD during whole phase of PD development and feedback to the comments and questions on the PD raised by international organization 5. SUB-CONTRACT DURATION 1st June 2008-31st December 2008 6. SCHEDULE OF SUBMISSION The draft of all required documents should be pre-submitted to Foreign Economic Cooperation Office of Ministry of Environmental Protection(FECO-MEP) not later than 31st July,2008.The finalized documents after further improvement should be formally submitted to FECO-MEP at 31st December 2008. 7. Procurement method Request for proposal shall be employed in the modality of limited national competition. 8. QUALIFICATION Possessing experience in POPs wastes management ; familiar with laws, regulation and standards on POPs wastes management Familiar with the latest disposal technologies of fly ash Master the theoretical knowledge and practical experience of QERA Possessing working expertise and experiences in POPs wastes management; Familiar with the requirements of Stockholm Convention; Good command of English that enables to communicate with foreign partners and submit reports in both Chinese and English.
