CTIA detected poor quality of diesel and LPG in September

(Results of monitoring of fuel quality in September 2014)

(Prague, October 23, 2014) In September, CTIA continued in monitoring of the market with fuels and carried out inspections of collected samples of motor fuels. 7 of 262 collected samples failed quality requirements, including 4 diesel fuels and 3 LPG samples. Three samples of diesel fuel failed requirements of applicable technical standard concerning flash point and one sample failed several parameters. Three noncompliant samples of LPG for engine contained excessive amount of sulphur.

No defective fuel samples were detected at filling stations in Prague as well as Central and Western

Bohemia in September. There is another good news for owners of motor vehicles – CTIA hasn’t detected any noncompliant sample of automotive petrol since June.

Samples of automotive petrol, diesel fuel, blended fuel, bio fuel, LPG, CNG, and Ethanol E85 were collected and inspected at filling stations on the whole territory of the Czech Republic. Inspections were held in compliance with provisions of the Act No. 311/2006 Coll. on Fuels and decree No. 133/2010 Coll.

Inspection results

Out of the total number of 262 samples of motor fuels collected and inspected in September 2014 a total of 7 inspections, i.e. 2.7%, failed quality requirements stipulated in applicable technical standards.

Defects were detected in collected and inspected samples of diesel fuel and LPG for engine.

During September, CTIA inspectors collected and subsequently inspected 118 samples of diesel fuel. 4 of them failed quality requirements of applicable technical standard. Laboratory analysis showed deviations concerning quality indicator flash point. Measured values were below 53.0°C which is the minimum value

of the indicator pursuit to the applicable technical standard. Deviations concerning the quality indicator

distillation – 95 % (V/V) distillates at temperature were discovered concerning one sample. The detected value was 370.1°C while the value determined by the standard is 365.0°C when measurement uncertainty is taken into account; density at 15°C – measured value was 853.2 kg/mᶟ while maximal value is 7.3 % V/V when measurement uncertainty is taken into account. Other inspected and analysed samples of diesel fuel met requirements of the technical standard ČSN EN 590 – diesel fuel.

LPG for engine

3 of 29 collected and inspected LPG samples failed quality requirements of applicable technical standard.

Higher amounts of sulphur – 81.0 mg/kg, 86.0 mg/kg and 94.0 mg/kg – were measured within inspection analysis. Limit for sulphur content is 60.0 mg/kg when measurement uncertainty is taken into account.

Deviations could have been caused by different composition of the fuel as a result of production defect or intentional manipulation.

Bio fuels in fuels

In September 2014, content of fatty acid methyl ester was inspected in all 118 samples of diesel fuel.

Laboratory analysis discovered that the upper acceptable limit of bio fuels content was exceeded in one sample of diesel fuel, namely by 9.3 % V/V (detected content was 16.6 % V/V while maximal value is 7.3

% V/V when measurement uncertainty is taken into account). Ethanol content in automotive petrol was inspected in 102 samples – deviations of the limit determined on the standard were not discovered.

Imposed measures

The Czech Trade Inspection Authority imposed prohibition of selling in two cases of motor fuels which failed requirements of special legal regulations (in compliance with provision of section 7 par. 1 letter b) of the Act No. 64/1986 Coll. on Czech Trade Inspection Authority). The measure was imposed on 1,600.5 litre of poor quality LPG for engine amounting to 29,929.35 CZK and 2,890 litres of diesel fuel amounting to 103,751 CZK that failed quality parameters of the applicable technical standard.

Conclusion

Analysis of collected fuel samples proved deviations from quality standards concerning 4 samples of diesel fuel and 4 samples of LPG for engine. The rate of detected defects was 2.7% of 262 collected and inspected fuel samples which is an increase by 1.2% in comparison with the previous period. Quality of diesel fuel worsened from 0% to 3.4%. Despite the detected defects the situation in the Czech market with fuels can be considered stabilized, especially thanks to minimal rate of defects concerning the most frequently used fuel, i.e. automotive petrol.
