WORK PURPOSE




Develop high-quality, high-interest educational programs for professional development.
Help ensure that APTA members have adequate input/are involved in the planning process.
Help ensure that industry-wide priorities and issues are treated evenly and consistently
across all conference program planning meetings and conferences.
Help ensure that speakers and moderators represent all segments of the rail industry and
APTA membership.
WORK PROGRAM
The subcommittee meets four times per year:
1. July or August to begin planning for next June’s Rail Conference …
 Review major developments, issues, and opportunities in the rail industry.
 Outline the themes and topics for the next conference.
 Decide which topics are multi-modal and which are exclusive to one mode.
 Discuss the call-for-papers process and by-invitation sessions.
 Invite members to write session contents and descriptions.
2. September/October during the APTA Annual Meeting to review the session
descriptions and schedule and the call for papers, and assign or “volunteer” members to
create the invitation sessions.
3. December to review abstracts and finalize the session information due to APTA at the
end of January for the preliminary program.
4. June for a debriefing on the last afternoon of the rail conference.
SUBCOMMITTEE OVERSIGHT

APTA’s Conference Program Planning Committee has direct responsibility for its rail
conference planning subcommittee.
SUBCOMMITTEE OFFICERS



There shall be a chair and vice chair with one-year terms.
The chair shall be from the host property for the upcoming conference and assume the chair
role after the June debriefing meeting of the rail conference.
The vice chair shall be from the host property for the next year and become the chair for the
following year in which his or her rail organization will be the host.

Members agree to help construct educational sessions, attend meetings or conference calls,
and review abstracts in the call for papers process.

This is a technical conference. Keep the technical sessions strong and interesting on hot
topics. Include some policy sessions.
Target audiences are: rail system mid-level managers and executive staff, business
members, and others.
Rail conference attendance has been about one-third from transit systems and two-thirds
business members (and others.) This reflects the APTA membership of about 400 transit
systems and 1,100 business and other organizations.
The American Institute of Certified Planners (AICP) has offered certification
maintenance (CM) credits for rail conference sessions. Continuing education units will
be sought from certifying organizations.
SESSION DEVELOPMENT GUIDELINES










Maximum seven or eight concurrent sessions. Try for 48 sessions total.
A “track” (e.g., Capital Projects or High Speed & Intercity Rail) has a five-session
maximum, i.e., there are six slots for concurrent sessions: Monday three slots, Tuesday
one, Wednesday two.
Vary the session format. Develop interactive formats.
In a “talking head” 90-minute session, no more than four speakers. (Five is too many.)
Only one member of an organization on the panel. Do not have two from the same
company (e.g., one as moderator, one as speaker.) If two from one agency want to make
a presentation, please ask that only one person speak.
Encourage participation by rail systems.
APTA diversity goals: 30 percent of speakers and moderators are 1) minorities or 2) nonminority (white) females. Minimum 10 percent from each group (to total 30 percent.)
Balance participation among geographic areas, rail modes, size or type of system.
On whether to have a session … was there was significant progress related to the topic
as presented last year? Consider attendance and session ratings from last year. Consider
presentations at committee meetings rather than creating a conference session.
Integrate the rail modal topics, e.g., commuter rail and rail transit, when possible. Other
topics, for example those relating to the FRA, Railway Labor Act, or New Start
Commuter Railroads are unique to commuter rail and need separate sessions.
