APPROVAL OF THE QUANTITY OF BALLOTS THA WILL BE PRODUCED FOR
EACH VOTING CENTER, FOR ASSEMBLY ELECTIONS OF THE DATE 23 JUNE
2013

examined the issue with:
OBJECT:
Approval of the quantity of ballots that will be produced for
each polling station, of the assembly elections of 23 June
2013.
LEGAL BASIS:
Article 23, paragraph 1, letter "a", article 56, article 97,
paragraph 4, and article 99, paragraph 1, letter "a" of Law
10019, dated 29.12.2008 "The Electoral Code of the
Republic of Albania ", as amended, CEC Instruction no. 1,
dated 12.12.2012.
Central Election Commission, after examining the documents submitted and heard the
discussions of the participants,

Election Commission, in performance of his duties for the organization and
administration of the Assembly elections in 2013, should prepare the ballots that should be

On approval of the quantity of ballots for each VC for Assambly election date 23.06.2013
used for the election of 23 June 2013, as part of electoral material to be submitted to
headquarters of each CEAZ, divided into separate boxes for each voting center, not later than
three days before the election. Specifically, Article 99, paragraph 1, of the Electoral Code, as
amended, provides that the CEC sends to the residenzy of CEAZ the election materials divided
into separate boxes for each voting center, where to the letter "a" of this point, as the first
election material is provided the necessary number of ballots in accordance with the number of
registered voters in the polling station, along with additional numbers.
Election Code, as amended, Article 97, paragraph 4, stipulates that the amount of ballots is
equal to the number of voters, adding 2 percent.
For determining the number of voters who will vote in parliamentary elections dated 23.6.2013,
referred in the definitions of Article 56, paragraph 5, of the Electoral Code, as amended, which
states that the voter lists, approved by the mayor of local government, do not change in any
circumstance for any reason after the 40 day time limit specified in paragraph 1 of this
provision, the CEC should administer from the heads of local government units the number of
electors for each polling station.
For this purpose, the CEC instruction No. 1, dated 12.12.2012 has appointed and sent by way
of the heads of local governments in the CEC data with the number of each VC, their location,
along
with
corresponding
number
of
voters
on
the
voter
list
for
each
VC.
Article 10 of this Regulation, in point 1 and 2, provides: "The President of the Local Government
Unit, immediately upon approval of the voters list and no later than 35 days before the election,
sends to the revelant CEC and CEAZ the data on the number of each VC, their location, along
with the corresponding number of voters on the voter list, according to the model attached to
this instruction, the letter and if possible in electronic form. If the competences provided in this
section shall be exercised by the chairman of the local government, the obligations under this
section, immediately met by the Directorate General of Civil Status ".
The data sent by the heads of Local Goverment Units, the data sent by the Directorate General
of Civil after administration and processing according to the Electoral Code and the CEC, shoul
be submitted to the CEC to approve the amount of sheet voting for each VC.
The processing of the data shows that there is a total nationwide of 5508 VC, with a total of
3,271,885 voters. Based on the precepts of paragraph 4 of Article 97 of the Electoral Code, as
amended, for the elections to the Assembly dated 23.06.2013, the amount of ballot papers to

be produced by adding 2 percent on the number of voters is 3,337,388 sheets total vote.
FOR THESE REASONS
Central Election Commission based on Article 23, paragraph 1, letter "a", article 56, article 97,
paragraph 4, and article 99, paragraph 1, letter "a", the Law 10019, dated 29.12.2008
"Electoral Code of the Republic of Albania ", as amended,
DECIDED:
1. To approve the amount of ballot papers tha would be produced for each polling station for
Assembly elections dated 23/06/2013, attached as Appendix 1.
2. Review this decision by problems that might appear in the CEC.
This decision shall enter into force immediately.
