Meeting Minutes 1-25-2007
Present: Bruce Peters, , Andrew Moore, , Martin Rigoulot, Bill Akins, Derrick
Hyatt, Chuck Bridges, Tom Feeney
Due to scheduling conflict the meeting was moved to the Sheriff’s conference room on
the first floor of the Hill House. Called to order at 09:10.
No new members, no guests.
Old Business
Sheltering
Discussion on current sheltering situation and the progress of training in the event of
shelter activation. Further discussion on the progress of evaluation of shelters in the
county. Training identified as a key component toward an accurate appraisal of sheltering
needs.
LEPC was made aware of the 200 cots now stored in the EMA garage, as well as the
blankets about to be stored there. Members advised that these resources are at the
disposal of an identified EOC resource officer in the event of need.
Mr. Peters (Red Cross) stated that sheltering training was to commence in Augusta on the
26th of February. He also discussed the possibility of use of the CATC auto shop area as a
potential site for pet sheltering.
General discussion on communications as pertaining to sheltering. ARES Representatives
discussed potential for use of their resources in sheltering situations.
Pandemic Flu
General discussion as to the importance of public education prior to an outbreak.
Available education resources identified.
Discussion as to the use of shelters in this type of situation. Red Cross representative
advised that sheltering on behalf of a pandemic would not be coordinated via the Red
Cross. Discussion as the importance of infrastructure services being provided during a
pandemic. Further discussion as related to the concept of regional distribution centers.
Discussion as to what the plans of public broadcasting would be in the event of a
pandemic. Would their services still be functioning in a pandemic?
CAMEO Class
General discussion as to the completion of the Gardiner CAMEO Class, and the
availability of this training in the future.
Discussion as to the pertinence of CAMEO to the LEPC, with the federal Tier II
electronic reporting format.
Haz Mat
Discussion as to the unique operational situation in Jackman, and the relevance to
Kennebec County through Team V. None of the attending LEPC members had further
information to expand on the funding issue.
New Business
PageGate
Members made aware of the installation of the new paging/contact program now
available to the County EMA/LEPC. Brief discussion as to the capabilities and security
of this system.
Training
Copies of upcoming training distributed to the membership. Interest in various training
classes was expressed by members who were in attendance.
Discussion as to certification issues. Mr. Moore (Camp Keyes) inquired about tying some
of his past training in with current NIMS standards.
Pandemic Flu Table Top
General discussion. Members in attendance were advised of potential benefit of
attendance, as pertaining to educating themselves about pandemic issues.
Camp Keyes
Discussion about a walk through tour of the facility at the March LEPC Meeting. Mr.
Moore advised that he would need a census of attendees at least a week prior to the
meeting. Those LEPC Members who would like to attend the tour are to be advised to
contact Director Amoroso at least ten days prior to the scheduled meeting date.
Radios
Mr Rigoulot ( ARES) expressed concerns about radio training to those who have radios
available to them but have limited knowledge as to their use. Example given would be
school employees or selectmen in communities. Suggested that EMA representative
possibly assist in radio training on a local level for these people. The representative from
the Red Cross also expressed interest in this project.
LEPC Meetings
Discussion about holding LEPC meetings on a monthly basis. Idea to be discussed at a
later meeting.
