DISTRICT SOCIAL WELFARE OFFICER GRADE - A ZILLA PARISHAD, WARDHA SOCIAL WELFARE DEPARTMENT SCHEMES ZILLA PARISHAD WARDHA 1. Award of Scholarship to Backward Class Students in High Schools To encourage meritorious Backward class students studying in High Schools, Scholarships are awarded according to the following prescribed rate of scholarships vide G.R., Education and Social Wlefare Department No. EBC-1066/54787-1, dated 29th August 1966. These Scholarships are awarded to first two Backward Class students in order of merit in each standard in the school who secure more than 50percent marks in their last annual examination. The first preference is given to X Std. and if funds permit it is extended to student in other standards from IX to V. Now revised rate of scholarships will be given to S.C. Students as per G.R., Dated 9th February 2007. Std. V to VII Rs. 50 per month (10 months); Std. VIII to X Rs.100 per month (10 months). The scheme is implemented by the S.W.O., Zilla Parishad for the students studying in High School (upto X Std.) 2. Award of Scholardhips to B.C. Girls students studying in Std. V to VII (Primary) So many Backward Class Parents of the Gils students are Agriculturists and other type of Labourers. Their Financial condition is very Poor so they are least interested in their daughters Education. Under this Scheme to stop the least attendance in class and encourage more attendance in the class Scholarship is given to the girls students Rs. 60 P.m. for 10 months (June to March). The Scheme is implemented by the Social Welfare Officer, Zilla Parishad. 3. Award of stipend to Backward Class students studying in I.T.I. Backward Class students, (Day Scholar) in Government Industrial Training Institutions who receive stipend of Rs. 40 p.m. under Craftsman Training Programme are paid supplementary stipend of Rs. 20 p.m. and who do not receive any stipend under craft training programme should be paid stipend Rs. 60 p.m. similarly, stipend is paid to the Hostelers at the rate of Rs. 60 and Rs. 100 p.m. respectively. The income of the parents of these students should be upto Rs. 12000 per year. 4. Pre-Matric Scholarships to children of those who are engaged in unclean occupation The Scheme is under Centrally Sponsored Scheme. The children of those parents who are engaged in unclean occupation in sweeping scavenging, Tanning and Flaying are given scholarship from Std. I to Std. X. This scheme has been revised as per Central Government Circular No. 11014/1187 - SOOC (Schedule Cell), dated 30 th October 1991, the following changes have been made from Ist November 1991. The Scholarship amount will be covered Tuition fees, Exam. fees, Boarding, Books equipment and Incidental Charges. (1) Hostelers : - The Hostelers have been paid Scholarships as per revised rate as undr :Std. III to VIII Rs. 300 p.m. (for 10 months). Std. IX to X Rs. 375 p.m. (for 10 months). The ad hoc grant of Rs. 600 per student per annum should be given in addition to regular scholarship. (2) Day Scholars : - Previously the scheme was being implemented for Hostlers only but as per revised rates it is also applied for Day scholars. The rates of Scholarships for scheme are as follows from 1st November 1991 :Std. I to V Rs. 40 p.m. (for 10 months). Std. VI to VIII Rs. 60 p.m. (for 10 months) Std. IX to X Rs. 75 p.m. (for 10 months) The ad hoc grant of Rs. 550 per student per annum should be given in addition to regular scholarship. The scholarship is admissible to one children of one family. This Scheme is implemented by District Social walfare Officer, Zilla Parishad. 11. Grand-in-Aid Hostels : Along with Government Hostels. Hostels run by the voluntary. Organisationare paid grant-in-aid by the State Government at the rate of Rs. 500 p.m. for each Boys and Girls for 10 Months and also salary of fully time trained Superintendent and grant - in - aid on rent of the building. Grant-in-aid is given to those organisations who construct own building and also grant-in-aid for repairs for these building is given. 45 Grand -in -aid hostels are running in the wardha district. 12. Award of scholarship to B.C. Girls Students studying in standard VIII to X. In continuation to the scholarship scheme for Girls studying in std. V to VII (Primary) as per G.R. No. SBC - 2003 / Case No. 116/BCW, 2 dated 23rd May 2003 the scheme named as Savitribai Phule Scholarship for scheduled Caste Girls is introduced. The said scheme is applicable to the girls studying in 8th to 10th Class. Rs. 100 per month for 10 months in a year is admissible as per the said scheme. 13. Loan and Subsidy to Backward Class Co-operative Housing Societies Backward Class Co-operative housing scheme is revised vide G.R. The BCH-1096/ C.R. - 619/BCW-II, dated 1st April 1998. The scheme is applicable to the scheduled Castes (including Nav Buddhas),Scheduled Tribes, V. J. N.T. (including Dhangar and Vanjari) and Spcial Backward class recognised by Government of Maharshtra) 14. Improvement of Dalit Basties : The Dalit Basti (Localities) in Rural Area and Urban Area, lack many basic amenities due to whih they have to face a number of difficulties and inconvenience. The conditions of these Dalit Basties are to be improved by providing sanitary facilities, drinking water supply, approach road, electrification of the area. etc. Due to increase in the rates of construction materials, Government has increased the GIA from Rs. 2.00 lacs to Rs. 5.00 lacs vide G. R. No. DBS-1098/CR-353/ BCW-2, dated 4th March 1999. 15. Incentive given to encourage Inter-Caste marriages between the scheduled Caste and Savarna The Scheme namely, encouragement to Inter - Caste marriage between Savarna Hindu and Scheduled Caste/ Scheduled Tribes and Vimukta Jaties / Nomadic Tribes in being imple- mented. As per G.R. No. UTI - 1093/ 455/ CR-203/BCW-2, dated 12th January 1996, the scheme has extended to the marriages between inter categories of S.C., S.T. and V.J.N.T. vide G.R. No. 2003/CR 501/ 2, dated 6th August 2004. Rs. 15000 is given to them of which 50 per cent invested in small saving scheme in joint account. 16. Government Institution for Education and Training of Persons with Disabilities : Department is running schools for visually impaired, hearing handicapped and locomotor handicapped for the age group of 6 to 18 years. All schools are residential schools providing educational facilities with boarding and lodging facilities free of cost. To Government Institutions are running in the wardha district. 17. Grant -in-aid Voluntary institution for education and training of persons with disabilities Voluntary Organization running the school for education and training of person with disabilities visually im paired, hearing handicapped, locomotor handicapped and mentally retarded for the age group of 6 to 18 years. These schools are residential schools and non-residential schools. In the Residential schools education facilities are provided with free boarding and lodging facilities. Voluntary organizations are running vocational training centres for vocational education of persons with disabilities for the age group above 18 to 45 years. These workshops are residential and non- residential. In the residential workshops training facilities are provided with free boarding and lodging facilities. Government pays grant-in-aid to voluntary organizations for staff salary 100 per cent on approved staff. Non salary limited to 8 per cent of salary gant. Building rent as per rent cerified by PWD 100 percent building rent is admissible for first five years. After five years 50 per cent building rent is admissible for grant-in-aid. 13 Grand -in -aid and 21 Non Grand basis Handcapped Schools are running in the wardha district. 18. Award of scholarship to disabled students up to X std. Scholarship is sponsored to disabled students who are studying in up to X stds. As per Government regulation No. EDD-2003/CN-70/Sudhar-2, dated 15th November 2003, the amount of scholarship is given in the rate of Rs. 50 to 100 Per month depened upon the standard of education. Said scheme is implemented by special district social welfare officer, Mumbai and Mumbai Suburban district and rest of all districts this scheme is implemented by social welfere officer, grand-A. Zilla Parishad. The Application of scholarship are received thorugh the respective Head- Master and the sanction amount of scholarship is distributed to students by the headmaster. 19. Awards of Scholarship to disabled students from X std. onwards Scholarship is sponsored to disabled students who are studying after X onwards in schools, colleges and for vocational and professional courses. As per Government regulation No. EDD- 2003 / CN- 70 / Sudhar - 2, dated 15th November 2003.The scholarship is given in the rate of Rs. 90 to 190 per months depends upon the standard of educations. Along with scholarship, hostel allowances is given to hostelers students, readers allowance is given to visually impaied students and prosthetic allowance are given to orthopaedically Handicapped students. Percentage of diability should be more than 40 percent and above. Students should pass with score above 40 per cent marks in last examination. Said scheme is implemented by special district social welfae officer, Mumbai and Mumbai suburban district and rest of all districts theis scheme is implemented by social welfare officer, Grad -A, Zilla Paridad The applications of Scholardhip are received through the respective Principals and Headmaster and the sanction amount of scholarship is distributed to studetns by the Head master and Principal. 20. Supply of Aids and appliances to person with disabilityes The scheme is introduced to provide aids and appliances to needy persons with disabilities. As per Government Resolution No. EDD-1988/12985/CN 82/ sudhar-2, dated 10th August 1981. Financial Assistance are given to calipers, crutches, tricycles for orthopaedically handicapped individual hearing aids for hearing impaired, optical and white cane for visually impaired. Under this scheme financial assistance also provided or purchase of trape-record and cassets fo visually impaired stuetns who are studying after XII the onward. The quantum of assistance and eligibility is an below: The financial assistance for aids and appliences to the extent of Rs. 25 to Rs. 3000. Fitting chages 15 per cent fitting charges or fitting aids and appliances. Finacial assistance fo travelling expenses for fitting and appliances to the extent of Rs. 150. Diet allowance at the rate of Rs. 10 per day to the extent of Rs. 100. For this scheme those whose monthly income is less than 1500 the financial assistance is provided at the rate of 100 percent and those whose monthly income is between 1501 to Rs. 20000 financial assistance is provided at the rate of 50 percent. Fiancial Assistance to persons with diabilities for rehabilitiation : This scheme is implented for promoting economic status with a view to help person with disabilities to earn a living through self employement. Under this scheme financial assistance is provided form Rs. 500 to Rs. 1000 towards the peruchase of tolls and equpiment to start thier own business. The eligibility for the scheme is that the persons with disabilities should be trained from government or grant-in-aid institution and their age should be in between 18 years to 50 years. 22. Fiancial Assistance to small scale industries (Margien Money Scheme) This scheme for promoting self ecmployment to the persons with disabilities. This scheme covers project cost upto Rs. 25000 out of which 80 per cent will be bank loan and 20 per cent of project cost for maximum Rs. 5000 will be the subsidy as a margin money. The age limit for this scheme is 18 years to 50 years. Annual Income should be less than Rs. 6000. Percentage of Disability should be more than 40 Per cent and above. 23. Scheme for Grant of Honourium to old age novelist and artists. In this scheme the prominent old age novelist and artists have granted the honourium as per thier categoy. In the Grand of Govt. Resolution on dated 1.6.2004. The selection committee were consituted and as per the recomandation of selection committee. The eligible selected 40 Artists Submitted to the Directorate. and the following categoriwise artistst were granted the honourium as follows :Sr. Categoris of Artist Annual Honourium Crateriys of Selection. Rs. 1. A Rs. 8400/- National Level 2. B Rs. 7200/- State Level 3. C Rs. 6000/- Others For the grand at honourium the prescribed application form is for submit to B.D.O. required to be necessary the certificate of age above 50 years and income certificate below Rs. 2400/- dully issued by the competent authority and work in art and cultural field to enclosed with application. The amount of sanctioned grant were distributed through B.D.O. in this scheme. 24 ) Backward Clases Welfare Plan From 20% Cess Fund by Z.P. & P. S. Income :Following plans for the community and individual welfare of Backward class are conducted by 20% cess fund of Z.P. & P.S. income. Balwadi, to financial assistt. for new construction houses, study room for hostelars, to supply the dresses for hostelars, to financial assistt to coupls of intercaste marrage, to assistt for small scale industriy such as purchasing for sweeing machine, leith, oil engine etc, well reparing of water supply, educational tour for B.C. Hostelars. to assistt for baigas plant. Connecting Roads in B.C. area to supply the facility of path lightening, Park/Garden/samas Mandir/Audalt education centre/sport grand/liabrary in B. C. area to supply the books, writing materials, dress to merit students scholarship of primary and secondary schools,low cost latrine, electrical connection for residence. to assistt for rehiblation of leprsy, to run tutorial class for B.C. student. Reform the Harijan Vasti plan consucted by social wlefare deptt. In this schme to assisstt, the complte construction of incomplete samaj mandir, to assistt to vocational trainees, if they have got insufficient scholarship. Hastels for B.C. students. to supply the materials of boigas stove, cock, pipe. under the income of 20% cess fund. to assistt the electric polls which ae constructed the well under the scheme of Jawahar and Jiwandhara plan. to provide the motor driving training facility for self employment who are passed the S.S.C. exam. to supply the G.I. tins for changing grass roof to supply the bulkcart wheel, to provide the civil facilities to home less and landless persons under the Gharkul Plan. Irregation Plan (condition that no more expenditure of 25% fund.) All above schemesfor back ward communities peoples only. Qualifyting Condition : It any person of the family having a Govt and semi Govt service should not get the benifite B.P.L. benificiaries should get priority. The benificaries who are enrolled in 1998-99 B.P.L. survay will not required caste and income certificate because caste and income entry recorded in the B.P.L. certificate the benificiaries who are not enrolled in 1998-99 B.P.L. survay will required caste certificate of Tahsildar or sub divisional officer and income certificate should be authorised by Tahasildar. Limitation of Income : The benificiaries should be given the benifits. Who are having income upto Rs. 20000/- The beneficiaries should be slected in gram Sahba and resolution copy of gram sabha should be attached with proposals and other necessary documents will be required for the other palns conducted by Zilla Parsishad Wardha. Electric motor pump, stright light, bycycles, HBPF P.V.C. Pipe. etc. sanction backward class persons on 100% subsidy. 25) 13 Forest (Head) 7% Forest Grant Plan The Govt. has releared the 7% grants to the Z.P. under the head of 13 forest 7% grant plan. according the govt. recomandation from 1st April 1993 and such provision are in the said Act. and 7% revenue grant released to the Z.P. the Z.P. is utilised the grants in forest area and working of Z.P. to do developing work and expenditure with followed the insfructions of Govt. To do expanditure on following work/plan for development of forest area. and in the interest of upliftment of tribles in forest area. 1. To develope the villages in forest area and pasture area in forest. 2. To planted the trees in public ground and garden and take casre the tree. 3. To construction of Raod, drainage of raod site, to repair and supervised. 4. To provide the medical services an priority in forest Deptt. 5. To provide the drinking water facilities. 6. To construct the irregation tank and repaire in forest area. 7. To purchase and distributed the books and writing materials to the primary student, to construct the school building / residence build ing of teachers, hostel building, fencing and its supervision and repair in forest area. 8. To assistt and give training apccut the fisheries, Harticulture, Agriculture and fire protection of forest area, to the S.C., S.T. and backward class people who living in the forest area.
