Brief Introduction
Hebei Provincial Federation of Industrial Economics (HPFIE) (also named Hebei
Provincial Federation of Economic Organizations) is a mass organization under the
leadership of the CPC Hebei Provincial Committee and the Hebei provincial
government. Authorized by the provincial government, HPFIE supervises the business
operations of all provincial economic and industrial associations and performs
management duties stipulated by Regulations on the Management and Registration of
Social Organizations. HPFIE receives direct instructions from Mr.Zhang Jiehui, Vice
Governor of Hebei People's Government. Former Vice Governor of Hebei People's
Government, Mr. Guo Shichang, seats as the incumbent Chairman.
HPFIE has established the presidium, mainly consists of entrepreneurs, to
make major decisions when the board of directors is not in session. The presidium
currently is composed of 72 members with Chairman Guo Shichang as the executive
President. At present, Hebei Provincial Federation of Industrial Economics supervises
211 provincial economic associations, among which 22 are from primary sector
(10%), 81 are from secondary sector (39%) and 108 are from tertiary sector (51%).
The associations run a total assets of over 110 million RMB while hiring more than
2000 employees. HPFIE’s management structure consists of the General Office,
Economic Organizations Department, Information & Research Department,
Communication & Cooperation Department, Party Committee as well as Economic
Exchange Service Center as its subsidiary.
The main purposes of HPFIE are to always prioritize service, to abide by the
Constitution, laws, regulations and policies, to adhere to scientific development, to
take a new path in industrialization, to fulfill the responsibilities of supervising
provincial economic and industrial associations, to promote the self-construction and
self-regulation of industry associations, to strengthen research and study, to guide
work of industrial associations as well as economic associations of municipalities and
districts and provide quality services for government, industries and business.
The main tasks of HPFIE include organizing, coordinating and guiding work of
the economic and industrial associations in the whole province; being responsible for
receiving applications, registration, registration of alteration and carrying out
inspection before nullification of registration and conducting preliminary review of
annual reviews; engaging in research and studies on provincial economic
development strategy, systematic innovation, restructuring and economic operation
and other major issues and providing support for decision-making of the provincial
government, industrial sectors, enterprises; assisting the government to promote
technological innovation, implementing brand strategy selection and recommending
candidate enterprises for Industrial Grand Award as well as promoting enterprises to
take a new road to industrialization following the scientific outlook on development;
conducting exhibitions, forums and other large activities to serve the need of
provincial economic and social development and enterprises expanding market both at
home and abroad; strengthening contacts with domestic and international economic
organizations to facilitate foreign economic and technological exchanges and
cooperation of enterprises in the province.
