The Health Promotion Agency (the HPA) is a Crown entity under the Crown Entities Act 2004. It
was established with an overall function to lead and support activities for the following purposes:




promoting health and wellbeing and encouraging healthy lifestyles
preventing disease, illness, and injury
enabling environments that support health and wellbeing and healthy lifestyles
reducing personal, social, and economic harm.
It also has the following alcohol-specific functions:


giving advice and making recommendations to government, government agencies, industry,
non-government bodies, communities, health professionals, and others on the sale, supply,
consumption, misuse, and harm of alcohol so far as those matters relate to HPA’s general
functions
undertaking or working with others to research the use of alcohol in New Zealand, public
attitudes towards alcohol, and problems associated with or consequent on, the misuse of
alcohol.

Purpose of the position
Reporting to the Manager Alcohol & Community this Auckland-based role is responsible for
providing support and advice to HPA staff, developing relationships and leading and
supporting initiatives in the Northern region. This includes responsibility for the planning,
delivery and evaluation of agreed and allocated projects; and participation and support for
projects led by other HPA staff to ensure an appropriate and coordinated approach and
delivery of services within this region. The purpose of the role is to:








Work with stakeholders and communities to identify, plan and implement a range of
projects to help reduce alcohol related harm and change New Zealand’s drinking
culture
Develop and maintain a range of stakeholder relationships to support current and
future work plans and priorities
Support other HPA staff, both in alcohol and non-alcohol related projects, within this
region
Prepare papers, reports and advice to EMT and Board as required
Have responsibility for and oversee the smooth running of the Auckland Office
Contribute positively to HPA’s reputation by liaising effectively with the media when
required
Take responsibility for reporting performance against key deliverables
Take a leadership role in the development of a positive profile for the organisation
and its key stakeholders
It is expected that many projects will be developed in partnership with both internal and
external stakeholders including key Maori, Pacific and youth stakeholders. The HPA is
committed to the development, implementation and monitoring of systems, processes and
practices that strengthen and support effective outcomes for key audiences such as Maori,
Pacific and youth. The HPA has a commitment to recognising and acting upon the principles



Working with key stakeholders and communities to identify, plan, implement and
monitor a range of projects to help reduce alcohol-related harm and change the
drinking culture, in line with identified priorities.
Representing the HPA at regional meetings and contributing to negotiations and
positive relationships with key stakeholders.
Providing quality advice on reducing alcohol-related harm to stakeholders, including
iwi/Māori, the Pacific community, police, the health sector, local government,
community groups, the hospitality industry and others.
Developing and maintaining a range of stakeholder relationships to support current and
future work plans and priorities.
Ensuring effective linkages between national strategies and initiatives and local action.
Manage the running of the Auckland of office and take a leadership role in the
development of a positive profile for the organisation in the northern region.
Supporting other HPA staff as agreed and contributing to projects they are leading.
Working with the Corporate Communications Manager to ensure that all media
messages are aligned to other HPA messages and are in line with policies.
Working with communications staff to develop responses to local media requests as
required.
Participating in other projects as negotiated with the Manager, with a special focus on
the Northern Region.
Preparing papers, reports and advice to EMT and Board as required.
Writing a monthly report and contribution to SOI in a timely manner.

requirements.

Essential experience, skills and qualities:

An appropriate tertiary qualification in public health, social sciences, or relevant
demonstrated experience in the health or a related field at a senior level.
Good generalist knowledge and experience of evidence-based practice for
preventing alcohol-related harm at a community level.
Significant networks with agencies and communities in the Northern region and the
ability to relate to a broad range of community stakeholders at all levels.
Excellent, demonstrated stakeholder relationship management skills.
Strong project development, implementation and reporting skills.
Demonstrated experience and success in working with Maori communities and some
knowledge of, and comfort with, Te Reo me ngā Tikanga Māori.
Comprehensive knowledge of government, regulatory and health sector environment.

To fulfil the requirements of this position the following is required:

Must be eligible to work in New Zealand (be a New Zealand citizen or have permanent
