ROYAL BOROUGH OF KINGSTON JOB DESCRIPTION Directorate/Department Learning & Children’s Services Job Title SEN Case Officer Section Assessment and Support for Learning Post Number Grade G Relationships Responsible to: Principal Case Officer Important Functional Relationships: Management and administrative staff involved with delivery of services to pupils with special educational needs (SEN) within the Assessment and Support for Learning Service Staff of other groups in the Learning and Children’s Services, particularly the Education Psychology Service , Pupil Support Service, Social Care, Home to School Transport, Education Welfare and Admissions Legal Services Headteachers, SENCOs and other school staff Staff of the Health Authority and NHS Trusts Parents, carers and pupils Important External Relationships: Staff in other Local Authorities (LAs) Staff from Independent and non maintained Schools Parent Partnership Officer Service Main Purpose of Job To undertake administrative duties in relation to the implementation of the Education Act 1996 and SEN Code of Practice with emphasis on the Statutory Assessment and preparation of Statements of Special Educational Needs (SEN) and appropriate educational placements. This will be replaced by all associated tasks regarding the forthcoming Children and Families Bill in 2014. Main responsibilities of the post Professional Function: 1. To be responsible for casework administration for pupils with SEN as defined in Part IV of the Education Act 96, undertaking complex administrative procedures 2. whilst exercising discretion and managing competing pressures and demands. To have detailed knowledge of the SEN Code of Practice and other relevant legislation and to take account of changes in legislation. 3. To consult and seek advice from the Senior and Principal Case Officer to progress complex cases. 4. To work closely with the Educational Psychology Service, Pupil Support Service and Support for Learning Team to identify appropriate educational placements and provision for pupils with Statements of SEN. 5. To be responsible for the focus of a special area of SEN, eg. pre-school children, out borough placements, RBK special schools. 6. To be the first point of contact for parents, schools and LA officers with regard to the statutory assessment procedures, progression of cases and to advise as required. 7. To be responsible for managing parental requests, school referrals and referrals from other agencies and organising an effective system for record keeping and for progressing cases with due regard to the timelines set out in the Code of Practice. 8. To participate in the Statutory Assessment Advisory Group (SAAG) meetings taking responsibility for presenting allocated cases, advising on the current situation and implementing decisions on behalf of the Group as appropriate. 9. To make arrangements for the appropriate educational placements of pupils, as advised by SAAG, including first placements and changes of placements, liaising directly with a range of professionals and advising parents accordingly. 10. To undertake the administration process in connection with: Statutory Assessments Proposed Statements of SEN Final Statements of SEN Amended Statements of SEN Statutory Annual Reviews, identifying those pupils who will need to be considered by SAAG and the SEN Funding Group Transitional Annual Reviews in liaison with relevant agencies and professionals Transition for pupils with Statements between the Key Stages Requests from other LAs for placements in RBK schools 11. To support the Joint Team Manager in the preparation of the LA’s cases for the SEN Tribunal and to prepare chronologies listed at the 1st tier tribunal. 12. To liaise with a wide range of agencies in order to progress all cases including complex and sensitive cases. This should include SEN transport services. 13. To clerk the SAAG meeting as required 14. To operate and use consistently agreed ICT systems for recording information. 15. To attend school reviews and meetings with parents/carers as prioritised and agreed in liaison with SAAG. 16. To participate fully in the programme of professional development, training and team meetings.
