Preamble This chapter shall elaborate the process of development of Framework starting from the discussion at 16th Contracting Parties meeting, “The Marrakesh Declaration“, drafting procedure, discussion to adoption. Climatic Variability and Change This chapter shall elaborate very briefly climate variability and change, impacts, vulnerability assessment, mitigation and adaptation measures. Mediterranean Context This chapter shall be focused on elaboration climatic variability and change issues in the Mediterranean. Vision This chapter shall provide a long-term vision of the Mediterranean, as the region that is able to reduce the risks of climate change and realize any opportunities that would reduce the possible risks. Goals This chapter shall describe agreed goals that should be achieved in next ten year period of implementing the Regional Framework. The main goal is to build the capacity of the Mediterranean countries to deal with climate change impacts and reduce vulnerability in key sectors. I. Priority areas for action 1. Building Understanding and Adaptive Capacity 1.1 Regional, sub-regional, and national centres of excellence for climate change adaptation This chapter shall describe the agreed activities on establishing regional, sub-regional, and national, as appropriate, centres of excellence for climate change adaptation to provide national decisionmakers with relevant information on climate change impacts, vulnerability and adaptation options. 1.2 Regional climate change information This chapter shall elaborate the agreed action concerning establishment of relevant institution(s)/mechanisms for generating climate change projections and scenarios relevant to decision-makers in each Mediterranean country. 1.3 Integrated regional vulnerability assessment This chapter shall elaborate an agreement reached by the countries concerning the generation of knowledge to understand and manage climate change risks to key regional sectors. 1.4 Education, Training and Awareness This chapter shall elaborate issues concerning common activities on education, training and awareness of various stakeholders at regional and national level. UNEP/BUR/71/4 Annex III page 2 1.5 Partnership and Cooperation This chapter shall describe a partnership and cooperation agreed among the Mediterranean countries, as well as with other regions to share information and explore adaptation strategies of mutual benefit. 2. Reducing Sectorial Vulnerability Most sectors are likely to be affected to some extent by the impacts of climate change. However, the Framework focuses on sectors where: there is national significance for social, economic and biophysical or cultural outcomes; actions have a high level of potential to capture the benefits from early adaptation planning. Early explanation will be influenced by the extent to which climate change factors are incorporated into sectoral planning. 2.1 Coastal erosion The combined influence sea level rise, storm surge and changes of sea-current velocity and direction may pose several localised threats and result in increased coastal erosion. This chapter shall describe activities that are agreed upon for adapting to climate change impacts. 2.2 Freshwater resources Climate change will impact water resources. This chapter shall describe measures for adaptation to climate change impacts. 2.3 Tourism Coastal tourism is very important economic activity for entire Mediterranean region, which may be seriously affected by climatic change. This chapter shall elaborate agreed adaptation measures and activities. 2.4 Agriculture and fisheries Agriculture is highly dependent on climate. Climate variability and change will have long-term effects on agricultural production. The chapter shall describe common measures and activities to adapt to climate change impacts. 2.5 Urbanisation Most of the Mediterranean big cities are located in coastal zone and would be affected by climatic change impacts. This chapter shall describe common measures and activities to adapt to climate change impacts. VII. Monitoring and updating the Framework Adaptation to climate change is a relatively new challenge and it is expected that much will be learned through the implementation of the Framework. Regular monitoring and appropriate updating of the Framework will be necessary as new and better information becomes available, and in light of experience. It should be necessary to agree on preparing a regularly report on the Framework implementation and its review, and updating the Framework. VIII. Implementation Strategy and Financing Finally, this chapter shall describe the agreed strategy for implementing the Framework, as well as sources of finance.
