The Sullivan County School District provides Special Education programs and services that meet the individual needs of students with disabilities as delinated in IDEA. The Special Education programs and services include the following:
- A full continuum of programs that students find meaningful.
- If the IEP team deems it appropriate, students with disabilities are given the opportunity to be educated along side of their non-disabled peers in grades K-12.
- This year the SCSD received an Inclusive Practices Grant. The grant monies afforded the district the opportunity for teacher training in co-teaching, team teaching , substitutes for teachers to allow for team meeting time, and teaching strategies to support inclusion of students with disabilities in the regular education classroom.
- The staff continually demonstrates knowledge of the standards, which is reflected in their planning and implementation of their programs. IEP goals and objectives are aligned with Pennsylvania Academic Standards and district curriculum. Students are educated using district curriculum which is adapted when necessary so as to be at the students' instructional levels.
- One hundred percent of the teachers are highly qualified.
- All paraprofessionals are highly qualified.
- Special Education students are provided with the opportunity to participate in before and after school tutoring and PSSA remediation programs along side of their non-disabled peers.
- The regular education and special education teachers collaborate on many different levels, for example: curriculum writing, in-service participation, regular individual student consultations and quarterly staffings.
- SCSD uses a web based IEP module that allows the district to maintain accurate data on student services and develop IEPs and ERs that are comprehensive and meet compliance measures.
- SCSD networks with parents and other agencies to provide quality transition services for our students. Regular transition council meetings, Bi-County meetings, open houses and joint participation in trainings are some examples of how successful networking takes place in the district. A yearly Transition Fair is held in conjunction with neighboring districts. Students and their parents have the opportunity to meet with representatives from local colleges, training facilities and other community agencies.
- SCSD provides eligible students with the opportunity for vocational training to meet their postsecondary outcomes. Many of the high school students have the opportunity for vocational training at the Northern Tier Career Center. Eligible students also participate at SERVE,
Inc. SERVE, Inc. provides students with a progam to develop vocational skills, work with job coaches and receive training to develop independent living skills. They also provide students with community based experiences.
- SCSD begins a positive relationship with parents at the early intervention age. The district provides an open house for parents whose children are beginning their school experience. Early
Intervention and Head Start transition meetings are held. Staff is available to answer parent questions regarding introductory information and available resources.
- Instructional Support is utilized to monitor and support students who are struggling academically.
- Orientations are held for incoming kindergarten students and for seventh grade students entering the high school.
- The adminstration respects the rights and legal issues pertaining to students with disabilities. The supervisory staff has an effective and working knowledge of the needs of students, staff, and families pertaining to programs, equipment and services. They help plan and provide for teaming, collaboration, and provide an excellent network of support for families and staff working with students with disabilities.

Our local state police officers and sheriff are very involved and a visible presence on the school grounds. They are involved with the DARE Program, lunching with groups of students and participating in career awareness programs. The school district has shared and discussed the
BEC concerning "Education Services for Students Incarcerated in local Correction Institutions" with Warden/Sheriff Burton Adams of Sullivan County.

The Sullivan County School District makes a conscious effort to ensure that all students with disabilities are educated to the maximum extent possible with children who are non-disabled. The district follows the continuum of services to ensure that students are educated in the least restrictive environment. Special classes which separate students with disabilities from their nondisabled peers occurs only if the nature and severity of the disability is to the degree that education in regular classes with the supplementary aides and services cannot be achieved.
Service/Resource Description
Assessments Students who have IEP's will participate in local and state assessments.
Behavior Support Students who demonstarte the need will receive the services. A behavior consultant from the IU is utilized to develop and implement the plans.
Child Find Students are identified, located, and evaluated. An annual notice is printed in the local newspapers.

Justification: *When the age range exceeds the guidelines, it is justified in each students IEP.
Although the teacher has a 7-12 age range on the caseload, not all students are in the room at the same time. Turnpike is a very small elementary school with small numbers in each grade.
Therefore, the teacher can work individually or in small groups with the identified students.

The Sullivan County SD within BLaST IU 17 assures that the school district will comply with the requirements of 22 Pa. Code Chapter 14 and with the policies and procedures of PDE. PDE will specify, in writing, policies and procedures to be followed. Requests for any deviations from these regulations, standards, policies, and procedures must be made in writing to PDE. The school district understands that special education reports will be approved by PDE in accordance with the following criteria as set forth in 22 Pa. School Code § 14.104:
1. There are a full range of services, programs and alternative placements available to the school district for placement and implementation of the special education programs in the school district.
2. The school district has adopted a child find system to locate, identify and evaluate young children and children who are thought to be a child with a disability eligible for special education residing within the school district"s jurisdiction. Child find data is collected, maintained, and used in decision-making. Child find process and procedures are evaluated for its effectiveness. The school district implements mechanisms to disseminate child find information to the public, organizations, agencies, and individuals on at least an annual basis.
3. The school district has adopted policies and procedures that assure that students with disabilities are included in general education programs and extracurricular and nonacademic programs and activities to the maximum extent appropriate in accordance with an Individualized Education Program.
4. The school district will comply with the PA Department of Education, Bureau of Special
Education"s report revision notice process.
5. The school district follows the state and federal guidelines for participation of students with disabilities in state and district-wide assessments including the determination of participation, the need for accommodations, and the methods of assessing students for whom regular assessment is not appropriate.
6. The school district assures the Pennsylvania Department of Education that funds received through participation in the medical assistance reimbursement program,
ACCESS, will be used to enhance or expand the current level of services and programs provided to students with disabilities in this local education agency.
This assurance must be signed by the School Board President and the Superintendent for the school district to operate services and programs.
