Background:
Business Improvement Team is primarily and internal team, who’s customers are personnel within Southend on Sea Borough Council, South Essex Homes and
some Council Partners / Contractors. Where redesigned processes impact on external Service users (Citizens, Businesses, Visitors) – Equality and Diversity issues
would be addressed under that Service areas own Equality and Diversity policies and procedures.

Have catered for both visually impaired and deaf Customers in
the design of the Customer Contact Centre – making sure the

On the surface this seems not to be a problem,
but we could approach local faith communities to
ensure we are aware of any issues from their
perspective and ensure that processes don’t
discriminate.

CRM system procured could cater for visual impairment and the
queuing system – provided adequate signage for deaf
customers – consulted with the Deaf society and internal deaf
staff members to ensure solution met requirements.

Workforce
Teams express anti-oppressive/anti-discrimination intent, but
there is a reluctance on grounds of sensitivity to explore issues
of sexual orientation amongst colleagues – this does reflect the
very intimate nature of this aspect of a person’s identity; but this
also indicates the level of damage that discrimination in this area
can cause.
Team has demonstrated active support for staff members
outside the immediate Business Improvement Team

checking with the workforce that there is no

The ‘corporate’ message could be clearer about
non-discrimination and welcoming of people
from all backgrounds and sexual orientation etc
B. What do stakeholders/peers think of the preliminary view?
Limited consultation has taken place due to timescales available within which to complete the impact assessment, however each Business Improvement project
stakeholders are identified early on and activity is targeted to address their needs. Feedback from teams on working with Business Improvement has been positive –
issues relating to resistance to engage have been related to change management concerns rather than Equality and Diversity.
C. Assessing the preliminary evidence: what are your initial conclusions about your service currently and what additional information do you need for Stage 2 of the
assessment to test your hypothesis and make recommendations for improvement?
Initial conclusion is that this part of the service does meet statutory requirements with some areas for improvement as set out above. Process redesign must continue
to support these Equality and Diversity and not conflict with Services own procedures.
