PART 1 - GENERAL

SCOPE OF WORK

Work of this section includes the removal of solid building material
that contain PCB, clearance of the work area and off-site disposal of
PCB waste.

All work as indicated in the Contract Documents shall be done in
accordance with applicable State and Federal Codes, Rules and
Regulations. Refer to 1.02, Quality Assurance.

It is the Abatement contractor’s responsibility to carefully review the
Contract Documents, as well as to carefully examine existing
conditions in area(s) indicated for abatement, and existing records on
file at the school. Contractors must visit the site and develop their
own quantity take-offs. CONTRACTOR IS RESPONSIBLE FOR FIELD
VERIFICATION OF ALL QUANTITIES PRIOR TO BID SUBMISSION.

The handling and disposal of all PCB waste, except as otherwise
indicated, is the sole responsibility of the Abatement Contractor and
shall be removed from the premises promptly.

ALL Contractors shall coordinate their work and schedules with owner
and other Contractors.

regulations (6NYCRR360 and NYCRR370-373) and the most current

All bulk and swipe sample and analyses shall be conducted by an
independent contractor with a minimum of 5 years experience.
.3
The Abatement contractor performing the work of this section shall
be a firm with not less than five (5) years of successful experience
involving PCB abatement.
DEFINITIONS
.1
Double Wash/Rinse – Minimum requirement to cleanse solid surfaces
(both impervious and non-impervious) two times with an appropriate
solvent or other material in which PCBs are at least 5 percent soluble
(by weight). A sufficient volume of fluid to cover the contaminated
surface completely must be used in each wash/rinse. Precautions
must be taken to contain any runoff resulting from the cleansing and
to dispose properly of waste generated during the cleansing.

High Concentration PCBs – 500 ppm or greater PCBs.

Impervious Solid Surfaces – Surfaces which are nonporous and thus
unlikely to absorb spilled PCBs within a short period of time.

Low-Concentration PCBs – PCBs that are tested and found to contain
less than 500 ppm PCBs.

Non-Impervious Solid Surfaces – Surfaces which are porous and are
more likely to absorb spilled PCBs.

PCBs – Polychlorinated biphenyls. Most provisions relating to PCB
regulations apply if PCBs are present in concentrations above a
specified level, as follows:
< 50 ppm ≅ ≤ 10 µg/100 cm²
≥ 50 ppm to < 500 ppm ≅ > 10 µg/100 cm² to <100 µg/100 cm²
≥ 500 ppm ≅ ≥ 100 µg/100 cm³
For example clearance requirements for high-contact solid surfaces
shall be cleaned to 10 µg/100 cm² (as measured by standard wipe
tests). Low-contact, indoor, impervious solid surfaces will be
decontaminated to 10 µg/100 cm². Solid building materials that
exceed 50 ppm shall be abated and disposed of in accordance with
applicable Federal and State regulations.

Standard Wipe Tests are required to determine the concentration of
PCBs on solid surfaces, a cleanup to numerical surface standards and
sampling by a standard wipe test to verify that the numerical
standards have been met.

The Abatement Contractor shall submit the following information to
the district. Licenses, certifications, detailed work plans and
procedures shall be submitted prior to award. Notifications shall be
submitted prior to commencement of work.

Two project manuals and one CD shall be submitted with the
above information prior to contract closeout.
PCB ABATEMENT
.1
Respiratory Protection – The Contractor must provide respiratory
protection and must ensure its use throughout the PCB abatement
process.
.2
Protective Clothing and Equipment – The Contractor must provide
and ensure the proper use of personal protective equipment where
workers are exposed to PCB contaminants.
.3
Hygiene Facilities and Practices – The Contractor must provide clean
changing areas and hand washing and shower facilities for workers.
Change areas must be equipped with separate storage facilities for
protective work clothing and equipment and for street clothes to
prevent cross-contamination. Shower facilities must contain an
adequate supply of cleansing agents and towels for those workers
required to shower.

Engineering Controls and Work Practices

.1
Exposure – Construction standards require workers to use
engineering controls and work practice controls to reduce and
maintain employee PCB exposure to or below threshold levels.

Isolate Work Area – Cordon off the work area with two layers of
fire resistant barriers at all critical openings at the work area
envelope and two layers of fire retardant plastic sheeting sealed
separately to walls, floor and ceiling with duct tape. Shut down
and isolate HVAC systems to prevent contamination. Provide
negative pressure in the work area; exhaust the work area
using HEPA fans (or vacuums in a tent). Entry into the work
area shall be made with air locks constructed of three
overlapping layers of fire retardant plastic.

Work Practice Controls – Work practice controls shall be utilized
to reduce exposure by performing removal disturbances and
demolition in the manner in which a task is performed. All

removal, demolition and disturbance of PCB containing materials
shall be wet process only.

Disposal – PCB containing materials which have been removed
from the building shall be stored in a locked sealed truck or a
locked sealed and watertight dumpster. Do not transport
disposal materials on open trucks. Label drums with required
labels. Submit copy of New York State license of waste hauler,
copies of all chain of custody forms, manifests, bills of lading
and landfill receipts. Submit written evidence that the USEPA
and or NYDEC approve the landfill for lead disposal.

Final Cleaning – Provide a double wash/rinse, minimally, to
clean all solid surface substrates only after removing all bulk
and residue of the solid PCB material. A sufficient volume of
(non-PCB) fluid shall be used to cover the entire postcontaminated surface for each wash/rinse cycle. Contain any
runoff fluid and dispose of as waste material.
CLEARANCE REQUIREMENTS

After final cleaning, perform the required number of wipe tests.
Document locations and name of technician. The Project inspector
must approve of the final cleaning prior to clearance samples.

Clearance samples shall be 10 µg/100 cm² or lower. If sample fails,
re-clean the post-contaminated surface and retest.
.3
Work area barriers and engineering controls can be removed only
after clearance approval.
1.07 FINAL WASTE REMOVAL AND DISPOSAL

Removal of Waste from the Site – All waste generated as part of the
PCB abatement project shall be removed from the site within one
calendar day after successful completion of abatement for all
regulated PCB materials in the work areas at the site. All waste
generated during the project shall be legally disposed of at an
approved landfill facility in compliance with NYSDEC and all other
applicable Codes and Regulations. Waste in concentration of < 50
ppm shall comply with 6NYCCR Part 360; waste in concentration of ≥
50 ppm shall comply with NYSCCR Part 370-373.

All generated waste removed from the site must be documented,
accounted for, and disposed of in compliance with all applicable
requirements including EPA NESHAP and these specifications;
documentation shall be included in the submitted Project Manual.
