A team of officers of Special Cell led by Inspr. Videsh Singhal under the supervision of
Sh.L.N. Rao, ACP has busted a syndicate, who were working for a Multi national bank and
impersonated as policeman and lawyers extending threats to the people for the recovery of dues.
Seven persons have been arrested and a Laptop, 8 mobile phones, one broad band connection,
incriminating documents, computer and its peripherals have been recovered from their possession.
On 20.06.2009, a complaint was received in the Special Cell that someone has fraudulently
obtained the mobile connection by forging the Identity of the complainant and the number is used
for threatening the people by posing as policeman and lawyers. A case under appropriate sections of
law was registered at PS Special Cell , Lodhi Colony, New Delhi. Investigation was taken up and
during the course of investigation. Sunil Howard, Prashant Kumar Bajpai both r/o Rajaji Puram,
Lucknow, UP., Atul Kumar r/o Mandawali, New Delhi, Wasim Khan r/o Khureji Khas, New Delhi,
Shahid r/o North Vinod Nagar, New Delhi, Ajay Kumar r/o Kesho Nagar, Lucknow, UP., Johney
Issac r/o Laxmi Nagar, Delhi were arrested.
All the accused persons were subjected to sustained interrogation wherein they disclosed that
Sunil Howard is kingpin of the gang, he is in this recovery business since the year 2004. Initially he
worked in Lucknow and Kanpur for about six months and then shifted to Delhi and started working
as recovery agent for a multinational bank. The gang took office in Laxmi Nagar where six-seven
persons were employed. Wasim Khan and Atul Kumar are past master in this trade and they knew
how to articulate their voices and talk like police men and lawyers on the mobile phones. The gang
managed to obtain mobile connections on the basis of fake identity and forged documents. After
getting names and data from the bank, the gang threatened people living in Lucknow and Kanpur
and asked to pay up their dues failing which legal action would be initiated.
The gang by this modus operandi managed to recover large sums of money when they
threatened the customers of legal action and detention. This technique was mostly adopted in case of
disputed/write off claims for which they were given huge commission from the service providers.

INTERSTATE GANG OF CHEATS BUSTED – ONE ARRESTED –
CHEATING CASE OF SAKET DELHI SOLVED
With the arrest of one accused namely Ramji Babu Ram Bind age-51 year s/o
Sh. Babu Ram r/o Permanent Add-Village Himmat Nagar, P.O. Prem Kapoora, P.Stn.
Suraj Ganj, The Machhli Shahar, Distt-Jonpur (U.P). (Present Add -Flat No.104 P-wing
Gokul Village C.G.H.S Ltd, Shanti Park, Mira Road, East Thane-400107, Maharashtra and
Flat No.25, DDA Flats, Malviya Nagar, New Delhi), the South District police has busted
the interstate gang of cheaters indulging in human trafficking and fake visa racket
and solved cheating case of Saket Delhi and recovered the passports, bank
documents, letter pads of foreign companies and other documents used in the
commission of crime.
INCIDENT
On the basis of secret information received by the AATS/SD on 21.01.09, a trap
was led and one Baldev Raj @ Roni alongwith one Ravinder was apprehended at Nelson
Mandela Marg, Vasant Vihar, Delhi while they both were travelling in a stolen car reported
vide case FIR No.503/08 u/s 379IPC, P.S.Samta Nagar, East Mumbai, Maharashtra. 8
passports were recovered at that time from the personal possession of Baldev Raj @ Roni
and they both admitted that they along with their other associates are indulging in cheating
the innocent persons on the pretext of sending them abroad. On the basis of above facts, a
case FIR No.20/09 u/s 411/467/34 I.P.C. & 12 P.P. Act, P.S.Vasant Vihar was got
registered and investigation was taken up.
During investigation, it came to notice that this gang is running their offices from M/S
Arushi Tour & Travels, A-35 IInd floor, M.B. Road, Khanpur, Delhi and E-114, Saket, New
Delhi. 30 passports were recovered from the possession of these two accused. Out of 30
passports recovered, 2 were found to be having Visas of Canada and one of U.K. All these
Visas were found to be fake and counterfeit. During investigation, the concerned passport
holders also confirmed about the payment and inducement and as such subsequently
sections 420 I.P.C and 120-B I.P.C were also added. Further investigation revealed that
there is an interstate racket of cheats in which a number of persons from Punjab, Bombay
and Delhi are involved. In the mean time, this gang again started a new office in the name
of Xeon Consulting Inc. H-24-G, Saket ,New Delhi and closed their office after cheating a
number of persons and another case FIR No. 223/09 dated 14.6.09 u/s 420 IPC P.S.Saket
was registered.
TEAM & ARREST
Seeing the gravity of the crime as the innocent villagers of Punjab and other rural
areas were being cheated, a special team consisting of S.I. Balihar Singh, HC Parmod,
Cts. Anil Kumar, Amit Kumar, Sanjeev Shahji and Naresh Kumar under the leadership of
Sh. Bal Kishan, Inspr. AATS and supervision of Sh. K.S.Bhatnagar, ACP/OPS, South Distt
was formed to collect the information and to apprehend the other associates of this gang.
The team so constituted conducted raids at various places and arrested the above
mentioned accused as he is one of key member of this gang. Passports, letter heads of
various foreign companies, photocopies of passports, documents of various banks and
other huge documents have been recovered.
INTERROGATION
During sustained interrogation, it has been revealed that accused Ramji Babu Ram
Bind is involved in the human trafficking since 1986. Previously he was operating from
Shakti Enterprises, Room No.6, Milan Subway, Santa Cruise West, Milan co-op society
Ltd, Bombay. His associates in Bombay were Silver Raj, Satish, Ramjanak and Reddy. He
further confirmed that he has cheated many people from his native village and nearby
villages and he is also absconding from them. Similarly, he and his associates in Bombay
have also cheated many persons and they all were finding difficulties in operating from
Bombay and as such the accused Ramji Babu and his associates Devender and Reddy
shifted their base from Bombay to Delhi due to pressure from the cheated persons as well
as Police as someone of them approached Police in Bombay. Virender @ Charlie, Vishal
Kapoor, Baldev Raj @ Roni, Arun @ Sonu are the agents of Delhi who are also involved in
similar activities and cheating the innocent persons. These agents of Delhi and Bombay all
come together and opened their offices at Khanpur and Saket and started cheating the
innocent villagers of Punjab and rural areas . Gurdev @ Tunda and Amarjeet @ Major and
some other agents of Punjab are also involved in this racket who actually contact the
villagers and take the money as well as original passports from them. Baldev Raj@ Roni,
Vishal Bakshi, Virender @ Charlie, Reddy, Devender and Ramji were the main persons
operating this racket from Delhi. Vishal Bakshi is computer literate having expertise in
making forged visas, who was earlier arrested in case FIR No. 132/08 u/s 420/34 IPC
P.S.Saarasawati Vihar, Delhi by the crime Branch. They all introduced each other to the
victim with nick names and with different names so that no one could identify their true
identity. They also changed their mobile nos. and offices frequently. As and when there is
pressure from the victim or Police they all interchange their base from Bombay, Delhi and
Punjab and started their activities with new names and offices.
MODUS-OPERANDI
The members of this gang used to induce the innocent villagers and took their
original passports and money for sending abroad and then introduce these villagers to their
counterpart in Delhi with fake identity by changing their names apart from frequently
changing their mobile numbers and offices. They use different ways to cheat an individual
so that no one should come forward to complain against them and in case someone tries to
do so, then he may not be able to locate them, as they never met anybody at their
residence or at any other places, which can be identified later on. This modus operandi
has been found as when Baldev Raj Roni and Ravinder Singh were arrested by the
AATS/SD then they shifted their office from Khanpur and started new office in the name of
Xeon Consulting Inc. H-24-G, Saket ,New Delhi and again started cheating the innocent
persons in the similar way. In this office, Vishal Kapoor changed his name as Vivek Kapoor
and he alongwith Ramji and other associates cheated many persons and when few public
person came forward another case FIR No.223/09 dated 14.6.09 u/s 420 IPC P.S.Saket
was registered in which accused Ramji Babu Ram Bind was named as accused.
PROFILE
Ramji Babu Ram Bind has studied up to 7th class and he ran away from his native
village to Bombay when he was only 12 years old. He did labour job from 1971 to 1986 in
Bombay. In 1986, he came in contact with one Silver Raj, an agent of Madras and he
started visiting his native village and cheated them. He came in contact with other agents
of Hyderabad, Bombay, Punjab , Delhi and they all started their activities in these places.
Whenever there is pressure from Police then they shifted their office to new place and
again started their activities with new name and new office.

NOTORIOUS GANG OF AUTO LIFTERS BUSTED - 3 ARRESTED TEN MOTOR CYCLES RECOVERED
South District Police has arrested three members of a gang of auto lifters, who
were involved in several cases of auto lifting in Delhi. With their arrest, ten
motorcycles have been recovered.
ACCUSED ARRESTED ARE:
1. Iqbal Khan age 23 years S/o Istiaq Khan R/o Village Madanapur, District Bareilly, UP.
2. Intizar @ Sameer age 22 years S/o Jarar Khan R/o Village Madanapur, District
Bareilly, UP.
3. Amir age 21 years S/o Shafique R/o Mohalla, Ansad nagar, New Barti, Village
Shishgarh, District Bareilly, UP.
INCIDENT, TEAM & ARREST
In the recent days a sudden increase was observed in auto theft incidents in the
area of PS Mehrauli as several auto lifting cases were reported in PS Mehrauli. In order to
prevent these incidents and to nab the criminals involved in these cases, a team
comprising SI Govind Chauhan I/C PP Bhati Mines, HCs Hashim Khan, Ranjeet Singh, Cts
Dhara Singh and Shiv Lal was constituted under supervision of Inspr. Rajender Bhatia
SHO/Mehrauli and under over all supervision of Sh. Bhisham Singh, ACP/Vasant Kunj. The
team so formed worked relentlessly and collected details of several criminals with similar
modus- operandi and activated their secret informers to collect the information about the
gangs involved in these auto lifting. These details were analyzed minutely.
On the basis of secret information, the team members started checking at
Dera-Faridabad Road in front of Jheel Khurd, Bhati Village. On 16.07.09 when at
about 9.25 p.m., one Bajaj Discover Motor Cycle with three riders approached the
picket speedily, the team members signalled it to stop, but the motorcycle riders
tried to escape away. The team members were alert enough and intercepted the
motorcycle at the next barricade. On being asked, the trio could not produce any
ownership documents. On cross checking the motor cycle was found to be stolen
from PS Vasant Kunj area vide FIR No. 216/09 u/s 379. Accordingly, a case vide FIR
No. 378/09 dated 16.07.09 U/s 411/34 IPC was registered and all the above mentioned
three accused were arrested.
INTERROGATION
On interrogation, Iqbal the gang leader disclosed that he along with Intizar @
Sameer and Amir used to lift vehicle from Mehrauli and surrounding areas and dispose off
the same after changing the number plates. On the basis of disclosures made by accused
persons, nine other Motorcycles were recovered from different areas of Delhi and
Faridabad. Ten cases of Auto-lifting registered in PS Vasant Kunj, Mehrauli and Khajuri
Khas have been worked out.
PROFILE
All the three accused persons have studied upto 5th standard. In the daytime
they used to sell “Coconut” (NARIYAL PANI) at Faridabad-Gurgaon Road, whereas
in the night they used to commit auto theft.

ORDER
Whereas information has been received that the Central Board of
Secondary Education is conducting Compartmental Examinations of Class X & XII
from 18th July to 25th July 2009 from 10.30 A.M. to 1.30 P.M. at a number of Examination
Centres in the jurisdiction of South District.
And whereas preservation of peace and tranquillity in and around the
examination centres is considered essential for orderly conduct of the examination.
Therefore, I, H.G.S. Dhaliwal, Deputy Commissioner of Police, South
District in exercise of the powers vested in me under Section 144 Criminal Procedure
Code, 1973 (No.2 of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s
Notification No. U-11036/3/1978 (i) UTL dated 26.11.2008, do hereby prohibit the following
activities within 200 meters of the boundary of any Examination Centre for Central Board of
Secondary Education Compartmental Examination from 18.07.2009 to 25.07.2009 during
forenoon session: 1. Carrying of any arms, cudgels, swords, bludgeons, guns, knives, sticks or
lathies or any other articles which are capable of being used for causing
physical violence;
2. Carrying of any corrosive substance or explosive;
3. Carrying, collection or preparation of stones or other missiles or
instruments or means of casting or impelling missiles;
4. Raising of any slogans or loud voice facilitating copying in exam from
outside the hall;
5. Exhibition of placards/banners;
6. Usage of photocopiers which could be used for facilitating unfair means
during the timings of the examination;
7. Use of loud speakers
8. Assembly or procession within the specified area and timings excepting
assembly of bonafide students going for appearing in examination.
It is further directed that this order shall be promulgated in South District
through publication in Newspapers and through other media and by affixing in the offices of
DCP, Addl.DCsP, ACsP, Tehsil Offices, all Police Stations concerned and the offices of the
NDMC and MCD and at all the examination centres in the jurisdiction of South District.

It has been reported that large number of people gather and
unauthorised vehicles are parked at Funnel Point/landing taking off area at NH-8, which
may cause security risk for landing aircraft. While the people assemble at this point to
have a glance of the landing aircraft, there are possibilities of miscreants mingling up with
the general public in order to attack the landing aircraft which is at closer range from this
point.
And whereas it is necessary to take speedy measures to this behalf
to prevent danger to human life of safety and disturbance of public tranquillity and property.
Now, therefore, I, H.G.S. Dhaliwal, Deputy Commissioner of Police,
South District, New Delhi in exercise of the powers vested to me under Section 30 (3) of
Delhi Police Act, 1978 do, hereby, prohibit gathering/assembling of people/vender/vehicles
at a stretch of 250 meters back and forth on both the sides of NH-8 falling across the funnel
area of IGI Airport.
As the notice cannot be served individually on all concerned the
order is, hereby, passed ex-parte. It shall be published for information of public through
press and by affixing copies on the Notice Boards of the offices of all
DCsP/Addl.DCsP/ACsP, Tehsil Offices, all Police Stations concerned and offices of the
MCD.
Religious rallies/processions can be held with the prior permission
in writing of Deputy Commissioner of Police, South District, New Delhi.
This order shall not apply to processions, which have the requisite
permission of the police.
The above orders shall remain in force for a period of fifteen days
from 17.07.2009 to 31.07.2009.

NOTORIOUS GANG OF ECM THIEVES BUSTED – TWO ARRESTED:
TWENTY NINE ECM AND TWO DISTRUBUTOR WORTH RS. 4.5 LACS RECOVERED :
EIGHT CASES SOLVED
With the arrest of (1) Ramesh, aged 23 years s/o Hanu Parsad r/o C-3/73, Dayalpur, Karawal
Nagar, Delhi and (2) Moin, aged 43 years s/o Shafikuddin r/o H.No. 1596, Gali Tajran, Sui Walan,
Chandni Mahal, Delhi, Central District police has busted a gang notorious thieves involved in theft
of ECM (Electronic Computer Module – a costly device used in operating the MPFI auto engines)
and distributor from Maruti Vans. Twenty nine ECM and two Distributors of Maruti Van have been
recovered from their possession and eight cases of ECM theft from Maruti Vans have been solved.
TEAM AND THE INCIDENT
A team consisting of Inspr. Satendra Mohan I/C Special staff, SI Vivekanand, ASI Ashraful, HC
Brijpal, HC Rajkumar, Ct Adesh Tyagi, Ct Naresh, Ct Devender, Ct Najeer, Ct Vijay, Ct Harbir, Ct
Parminder, Ct Santosh, Ct Sunil, Ct Ombir and Ct VIrender was constituted under the supervision of
Sh. S. S. Dahiya, ACP/Operations Central District, Delhi.
In view of the increasing incidents of ECM Thefts in the area of Central District, the special staff
of the district was sensitized and asked to depute informers to extract the information w.r.t. such
incidents of theft in the area. During this exercise, on 20.07.09, a secret information was received
that a person involved in such thefts is expected to come to Tikona Park, Parda Bagh, Daryaganj
Delhi for disposing off the stolen ECMs. Immediately, a raid was planned and a trap was laid at
Tikona Park Road. At about 3:30 pm, one person coming towards Tikona Park, Parda Bagh,
Daryaganj was apprehended by the team on the pointing out of the informer. On his cursory
search, one ECM was found in his possession and on being questioned, he was not able to give a
satisfactory reply. On sustained questioning, he admitted having stolen the said ECM alongwith his
accomplice Moin from the area of PS Daryaganj about 15 days back. He was immediately arrested
in the case of theft of PS Daryaganj dated 02.07.09 which was already under investigation.
INVESTIGATION & INTERROGATION
During further interrogation, Ramesh disclosed that earlier he was working as a petty
contractor at Minto Road where he came in the contact with one Moin who is a scrap dealer. He
recently suffered loss in business and was unable to carry out the treatment of his ailing wife and
was in urgent need of money. He discussed his problem with Moin who induced him to join hands
with him to steal ECMs of Maruti Vans which are very costly and highly in demand and can easily
be disposed off for Rs. 2500/- each. He agreed to it and learnt the tactics involved in stealing the
ECM from Maruti Vans from one Chikna introduced to him by Moin. Thereafter they started
committing the crime. Their main area of operation used to be Daryaganj, Patel Nagar, Anand
Parbat, Uttam Nagar, Dwarka, Palam, Mayur Vihar, Gokul Puri in Delhi and Vallabh Garh and
Faridabad in Haryana. At his instance, 3 more ECMs and one distributor were recovered from his
house at Dayalpur, Karawal Nagar. Further, at his instance his accomplice Moin was also
apprehended from his house and 25 ECMs and one distributor were also recovered from his house.
They used to dispose off these ECMs at Kabari Market, Jama Masjid, Delhi.
Further investigation is in progress and efforts are being made to connect the remaining
recovered ECMs.

PROFILE
(1) Ramesh s/o Hanu Parsad r/o C-3/73, Dayalpur, Karawal Nagar, Delhi is 23 years old and has
studied upto 7th class. He is a permanent resident of Kanpur and presently residing in a rented
accomodation at C-3/73, Dayalpur, Karawal Nagar, Delhi. Earlier he used to work as a petty
contractor. In order to earn quick money, he indulged in this crime.
(2) Moin s/o Shafikuddin r/o H.No. 1596, Gali Tajran, Sui Walan, Chandni Mahal, Delhi is 43
years old and has studied upto 5th class. He is residing with his family in his self owned house at
H.No. 1596, Gali Tajran, Sui Walan, Chandni Mahal, Delhi. He is a scrap Dealer. In order to earn
quick money, he indulged in this crime.

FALSE CASE OF ATTEMPT TO MURDER SOLVED
INCIDENT & TEAM
On 20.07.09 information was received in P.S Shakarpur, from police control room regarding the
gun shot injury to a person near School Block Shakarpur, Delhi which was entrusted to ASI Brahm Pal for
investigation. ASI Brahm Pal reached on the spot and found that the PCR Van has taken the injured to LBS
Hospital. After reaching LBS Hospital, ASI Brahm Pal found one Ram Khilawan s/o Ram Sumran R/O
664A School Block Shakarpur Age about 27 years admitted in the hospital after a gunshot injury. On
enquiry he revealed that he was working in a pharma company and had love affair with one girl Priya
(name changed) who was also working in some private company in Delhi. He wanted to get married with
her but her parents did not agree for the same and they also took her to their native village in District
J.P.Nagar(U.P). He further alleged that on 19.07.09 at about 9.30 pm he received a call from the father of
girl that they wanted to meet him. Call was made from a PCO booth in the area of School Block Shakarpur.
He asked, the father of the girl to meet him in the morning at 6.00 am near school block police picket. On
20.07.09 at 5.45am he reached at the above said place where he found the father and brother of the girl
along with one unknown person. The brother of the girl was having a country made pistol with him. He
fired one round at him from a very short distance, which hit him near his left side of chest and left arm.
They told him to forget the girl or to face the dire consequences. After this all the three ran away from the
spot. On the statement of Ram Khilawan a case vide FIR No 367/09u/s 307 IPC was registered and
investigation was taken up by ASI Brahm Pal. During the investigation he visited the place of incident and
examined a large no of persons to find out the truth
INTERROGATION
A team consisting of Inspector K.C Kaushik Insp/ATO, ASI Brahm Pal,Ct Pankaj, Ct TejPal, Ct
Sushil was formed under the supervision of Sh Ved Bhusan SHO/Shakarpur was constituted to solve the
case. The team was sent to Vill- Tajpur, P.S Dhanora, District- J.P.Nagar(U.P) which is the native village
of the girl Priya. After reaching the village the above mentioned staff interrogated many persons of the
village to find the location of the father and brother of the girl on the date of incident. Both of them were
also found present in the village. It was also revealed that both of them were in the village and had not
visited Delhi on the date of incident.
Both father and Brother of the girl were taken to Delhi and in the presence of both the above said
persons the complainant Ram Khilawan was interrogated. On sustained interrogation, he confessed that he
himself fired a gun shot from a country made pistol upon him in order to entangle the father and brother of
the girl in a criminal case so they may come under pressure and get Priya married to him. He later on threw
the country made pistol in an adjoining Nalha and concocted a false story. The country made pistol was
recovered at his instance from the nalha. It was also revealed on interrogation from Ram Khilawan that he
belongs to Jhansi (U.P) and was married with one Rakhi (name changed) two years back. She is residing in
the village with her in-laws. A case vide FIR No u/s 25 Arms Act has been registered against Ram
Khilawan and proceedings u/s 182 Cr.P.C is also being initiated against him for giving false information.
